will say it again. go [bleep] yourself. >> bill: caution, you are about to enter the no spin zone. the factor begins right now. ♪ >> bill: hi, i'm bill o'reilly. thanks for watching us tonight. why americans do not trust the federal government. that is the subject of this evening's talking points memo. a new research by pew research says 76% of americans do not trust the federal government at least some of the time. also just 25% of the americans think congress is doing a good job. so what's behind that? well the pew people say it's driven by economics especially in the economic precincts. worried about the wallets they don't trust the federal government. talking points believes there something else in play when president obama was elected 18 months as there was big time hope in the air. he ran on hope and change. many were optimistic that good

times would be here again. it hasn't happened. the president still has time to turn these things around we americans are not patient people and there is anger in the air. yes, there has been change we now have record spending and a new tone of humility overseas but those things might not be good things. also, whenever you build up someone's hopes and don't come through, you become suspect. the bigger the hope, the harder the fall. president obama's charisma energized many americans and now they are disappointed, some of them, with reality. therefore, a combination of those who didn't like president obama from the jump and the diss disillusionment because things have not gotten better is driving all the negativity towards the federal government. it is true congress is doing a terrible job. the health care bill was a collosal mess and partisan bickering is out of control. both parties are at fault. republicans are undermining president obama, the democrats simply don't seem to care if the country goes bankrupt. they continue to spend irresponsibly to load up bills with pork and to basically thumb their noses at fiscal reality. that's not just incompetent.

that's dangerous. so, once again, the american people are the ones with the common sense. they know the feds aren't doing the job. this is not a healthy place to be for america. and it is incumbent on the incumbent, president obama, to turn this around fast. that's the memo. now for the top story tonight, senators john mccain and jon kyl of arizona asking mr. obama to send 3,000 troops to the myrrh mexican border. for mr. mccain, this is a reversal in the past. owe opposed troops down there. the senator and i debated the issue a number of times as you may remember on the factor. what has changed? joining from us washington is senator john mccain. before we get to the border, senator, am i wrong what's driving political cynicism across the country. >> no. you are exactly right. except i would like to make one additional point and that is there has never been any real outreach for bipartisanship by this administration. it came with 60 votes, which they don't have anymore. overwhelming majority in the house. and they have decided they would drive things through. hopefully to pick up republican senator or two.

but the fact is, there has never been genuine outreach to try to get things done on a bipartisan basis. >> bill: when bill clinton was president, did he outreach. >> yes, he did. yes, he did. yes, he did. >> bill: in your experience then, this is a totally different ballgame right now? >> listen, we had some very spirited discussions and disputes with president clinton. but when the time came, he sat down. we did immigration -- excuse me, that's the next topic, we did welfare reform. we did a number of other reforms. we had balance budget agreements. we had a number of other agreements that we were able to reach. this administration has decided, again, on financial regulatory reform. just drive it through and see if the republicans go along. and there has not been real negotiation. i know it when i see it. i have done it. and it's not there with this administration. >> bill: okay. now, let's get to the border. >> okay. >> bill: you have been calling for troops for about a year.

>> yes. >> bill: what has changed since we spoke first in may of 2000. wow, that went fast. wasn't that a fast 10 years? >> time flies when you are having fun. >> bill: 2001, nine years. >> yes. >> bill: you and i disagreed with the troops on the border. >> yes. >> bill: now you have changed your mind, why? >> i changed it over a year ago as you know. the violence on the border is incredible. let me just give you a couple of numbers. one, in the tucson sector alone of our border, last year there was over 1.3 million pounds of marijuana apprehended. there were over 241,000 individual apprehensions. today jon kyl and i had two great sheriffs with us from arizona. one is the head of the arizona sheriff's association his name is paul babow. he represents the area where a lot of this is funneling through and sheriff larry defer where the rancher was just murdered recently. >> bill: yes, mr. krentz.

>> robert krentz murdered by most like lay drug dealer. they will tell you the violence has ratcheted up. the smugglers are heavily armed. it's reaching a level where it's spilling across on to our border. and we need to have troops down there on the border. we need to have increase in number of border patrol. we need to do this operation stream line where you convict people who are illegals who are -- and put them in prison for a while. by the way, 17% of those who are crossing our border and are apprehended are guilty of crimes that they have committed in the united states of america. >> bill: right. deport them and they come back. i'm with you all the way. >> but, bill, they have committed, actually committed crimes. >> bill: i know. >> it isn't just the crime of crossing the border. the violence has skyrocketed. >> bill: you deport them and they come back. we are with you here. but what i don't understand is this. the governor of arizona didn't

call out the guard. she is in charge of the guard. call them out and put them down there. >> she can. you know as well as i the state is broke and it's a federal responsibility. >> bill: it is a federal responsibility. >> the guard was out in 2006 as you know. it had a very beneficial effect. >> bill: absolutely. >> military are respected by these drug smugglers and these coyotes. and they did have a beneficial effect. it's a federal responsibility. >> bill: it is. >> so, therefore, the feds should pay for it and our state is broke. >> bill: okay. i got it. now, next week the governor is going to sign, we believe, a very stringent state law that gives the police in arizona very, very broad authority to question people, and a lot of people say it's going to be racial profiling. you will look for hispanics, question them, to see if they are here legally or not and it's just not fair. why? >> i say the federal responsibilities have not been fulfilled. therefore, the states are acting -- the state of arizona is acting and doing what they

feel they need to do in light of the fact that the federal government is not fulfilling its fundamental responsibility to secure our borders. our borders must be secure. >> bill: you know that's going to happen. >> i would be very sorry that if some of that happens. and i regret it but i also regret the -- really, it's not just the murder of robert krentz. it's the people whose property and homes being violated. it's the drive-by that -- the drivers of cars illegals in it that are intentionally causing accidents on the freeway. look, our border is not secured. our citizens are not safe. >> bill: there is no doubt about that. i just don't want the law to make things worse, although i would support the law. last question, you are in a tight race with j.d. hayworth for the republican primary. >> um-huh. >> bill: some cynical people, not me, but you know them say,

>> bill: president bill clinton is making the media rounds during the interviews he has said tough rhetoric from the tea party and certain outlets may ignite domestic terrorism. >> the only point i tried to make was that we ought to have a lot of political dissent and political argument. nobody is right all the time. but we also have to take responsibility for the possible consequences with what we say. we shouldn't demonize the government or its public employees or its elected officials. we can disagree with them. we can harshly criticize them. when we turn them to an object of demonization, you know, you increase the number of threats. >> bill: joining from us washington mary katharine ham and from atlanta juan williams, both are fox news analysts. i didn't hear president clinton, who i think is a very smart guy, by the way, say that from president bush was being hammered as, you know a demon from hell because of the iraq war and things like that. >> certainly the rhetoric was

just as inflammatory on the left for president bush as it is on the right for president obama. so, that seems to me that president clinton is being very selective here and perhaps cynical. what say you? >> well, i don't think so. i think if you look -- i'm sorry. >> bill: go ahead, juan. >> i don't think so. i think that if you look at the record here, a lot of the criticism of president bush was way over the top. in my opinion president bush was sincere man doing his best to protect our country and he has my internal gratitude for that i think there is no question about it. but a lot of the criticism had to do with failure to find weapons of mass destruction. all of that you know that argument. >> bill: sure. >> the thing is there is no precedent. there is nothing like oklahoma city in terms of the left-wing criticism of the president. there is is nothing like militia movement, ruby ridge, all of that, something we know historically has atasmed itself to strong vehement violent rhetoric coming from the right. what president clinton said in

his remarks is there is a lot of unemployment right now. we have the biggest amount of long-term, six months or plus unemployment in american history. and a will the of people are angry, upset, especially. >> bill: yeah, but, juan, look, look, you are making a big mistake here, juan, i'm going to have to scold you here. forget about the weather underground in the 60's? forget about the environmental nuts who are burning houses down and all of that? >> no, you are right. >> bill: nuts are nuts, loons are loons. you forget about the guy who put the bomb in the mailboxes, the unabomber. i mean, nuts are nuts. now, in this case, mary katharine, you got a former president of the united states saying whoa, wait a minute now, tea party people and radio commentators, you may create another tim mcveigh, yet, when the same stuff was going on in the bush administration, bill clinton said nothing. so, to me, i'm not getting that. and you say what, mary katharine. >> no. i think you are right. certainly i think at one point the most dangerous domestic

terrorist threat came from environmental groups certainly of the left. there is some history weather underground is another great example. the problem is here it's fine, appropriate, and proper to look back on the oklahoma city bombing and reflect about it and honor the people who lost their lives in that terrible terrorist act. that's not all he is doing. part of what he is doing is part of a year-long attempt by the left to demonize, actually, to use his words people who are out on tax day simply making it clear they are skeptical of their government. which i think is profoundly healthy and without incident on tax day. >> bill: didn't the right and i'm included in this. i'm not included in the right but my criticisms parallelled rush limbaugh and others. when i said that president obama, being a little bit soft on terrorism, no waterboardinging, no gitmo, this, that, and the other thing, would make it easier for the terrorists, perhaps, to attack the united states. so i did exactly what bill clinton is doing on the other side. now, i sincerely believe that,

that if you dismantle the bush-cheney anti-terror policies, it is going to be easier for them to attack. am i doing the same thing that clinton is doing? >> no. wait a minute. >> bill: let mary katharine go and then you can go. go ahead, mary katharine. >> look. i think there is a distinction to be made here. i was at the tea parties. okay. the people he is connecting timothy mcveigh to -- >> bill: i got that my criticism, mary katharine, to bill clinton is about a possible terror attack. >> well, i think that certainly the chances of an al qaeda or radical islamist attack are more present, i think, than a domestic militant threat. i think it's fine to keep an eye "on that kind of thing. he is part of a process where they are trying to freeze speech in some ways to chill free speech and say to these people if you keep talking, right. >> bill: go ahead, juan, wrap it up for us. >> i think what you did was legitimate. i may have points of disagreement about it, bill, i

think it's legitimate to criticize government policy and point out its weaknesses and inefficiency. actually, i think clinton says he embraces that kind of debate if the government is spending too much, spending too much, taxing too much, that's healthy, that's good debate. when you get to the point where you are using inflammatory rhetoric and at the time i think this is the difference where you and i stand with regard to this weather underground thing. that's way old. that's back in the 1960's. in this era what we are talking is about a lot of people thinking there are too many immigrants coming in the country. a lot of people thinking there is too much jobs going overseas. i'm being left behind. who are these people? too many minorities. that's what bill clinton is talking about. those people become angry and they are looking for what he calls simple explanation, including demonizing the government. >> bill: all right. i got it. good comeback, juan. i have got to go mary katharine as always. computer break system. could comeback, juan. >> i know.

>> bill: human zone segment tonight. let's bring in fox news chief political analyst brit hume from washington. what about this bill clinton stuff? is this thinly disguised attack to diminish the tea party? or, in your opinion, is the president sincerely think that this inflammatory rhetoric might ignite another tim mcveigh. >> it's the former not the latter. not the first time he has done it, bill. i was covering the white house back in 1995 in the aftermath of the republican takeover of congress and the president was in very serious political trouble. and when the oklahoma city bombing happened, he went out there to the big ceremony they had him in a very effecting

speech. but, at the same time he was doing all of that, and i think a lot of people think it marked the beginning of his political comeback. he also suggested that the hot rhetoric used against him on talk radio and elsewhere created the kind of atmosphere which gave rise to timothy mcveigh and his terrorist attack on the alford p. muir row federal building out there. it was a very clever device. it caught a lot of people off guard. i think he got some traction with it. and here we go again. >> bill: but maybe he was sincere in that. >> >> i don't think so. >> bill: no? you don't think so? >> i don't think there was any evidence that would give rise to that. >> bill: no. >> to that charge. and the president, if he is serious, and sincere, you would think that he would be basing what he said on some real evidence that he had that somehow, you know, rush limbaugh or somebody motivated timothy mcveigh in some meaningful way. i don't believe that. i think you and i both believe those people are so far out on the fringes that people like rush limbaugh are too soft for

them. i don't buy it then and i don't buy it now. its would good politics. i don't blame him for doing it but i don't take him seriously. >> bill: it sir responsible if you are going to use a strong man like the tea party you better watch out. these tea party people they could cause violence and then god forbid something happens you go i told you. >> as you pointed out, bill, look at the clip that you played in which he was talking about demonizing people in government. well, as you -- as was illustrated, as you mentioned, some of the most hideous demonization that we have ever seen was that engaged in by the left, antiwar critics against george w. bush. he was routinely portrayed with hitler mustache. signs with hitler mustache and bullet hole in his forehead. terrible things said about him. bush lied, people died. vicious. clinton people of the world who rung their hands around oklahoma city harsh rhetoric could lead

to this sort of thing didn't utter a peek. >> bill: john mccain on the program basically tacking to the right. again, is he sincere or is he in a tough campaign against hayworth and that's why he is doing it? >> i think it's a lot of both. a lot of john mccain's record is quite conservative. he is not wrong to say that. at the same time, he is running against a more conservative challenger. the race is getting tight. mccain is emphasizing as he could be expected to his conservative credentials. this is what we see here. so i think -- i mean i think this is standard politics. mccain is in a tough spot out there. >> bill: now, the racial profiling question rattled him a little bit. because certainly when arizona and i believe they will, gets this law, we are going to have the governor on tomorrow but she apparently cancelled. i guess she heard about the racial profiling question already. but it is going to have to be that. i mean, i am, you know that i was very early on troops on the

border. and very, very strict regulation of who comes into the states on the border and who doesn't. haven't wavered from that. but this new law will give the arizona authorities broad power to pull people over based on, you know, what they look like and how they are standing on the street corner. that's what it's going to do. >> bill: well, and that will be called, as you suggest, racial profiling. you know, any time you go through an airport nowadays, you kind of wonder about the people who get the full body scans and the people who don't. there is a huge amount of political correctness involved in this process. it is a massive inconvenient and deterrent to the economy having this going on the way it does with elderly women and little kids being searched and frisked like anybody else when nobody imagines that such people are going to be the ones setting off a bomb on an airplane and nobody really imagines a lot of blonde, blue eyed people from sweden sneaking across the border. it isn't the way it happens. so this is -- if appears an

>> bill: unresolved problem segment tonight, somebody in the defense department leaked a memo to the "new york times" that said the obama administration has no plan b to stop iran from getting nuclear weapons. the memo written by defense secretary robert gates allegedly criticizes the white house for not having a viable military option if negotiations fail. now, secretary gates denies that

criticism but does admit to sending something to the national security advisor. with us now fox news security analyst k.t. mcfarland former defense department official whos that known secretary gates for 35 years. with us now wrath peters author of the book "endless war, middle eastern islam vs. western civilization." it is the colonel's birthday today. i can't be too tough on him. but, do you believe that the obama administration has any kind of military work-up, military strategy to deal with iran if the negotiations don't work? >> well, i will tell you, bill, from what i hear, from my friends at the worker bee level and higher levels, no, we do not have a expensive, current, detailed plan that would give the president a light, middle, and heavyweight option for doing. this and, really what secretary gates, who is a great american, has become, is not just a our secretary of defense. is he our national damage

control officer trying to minimize the harm that zealots in the administration are doing to our security and so clearly this memo was saying to the president, mr. president, you can hope that the russians will come around on sanctions, that the chinese will come around on sanctions, that the iranians will see the light and give up nuclear ambitions, but it would be irresponsible not to plan for the worst. >> bill: ant he hasn't planned for the worst and your sources say there is no military viable plan to go to right now? >> no. there are military plans for iran. there have been for many, many years. but this is something very, very different. and the planning to really do it right, if we were forced to do it as k.t. could tell you, the planning would be immensely -- >> bill: that's what i'm talking about. you can't just mobilize particularly because we are hung up in iraq and afghanistan. you can't just say okay we're going to do it so now we're going to do boom. you have to plan that out a year in advance. do you believe there is no plan.

>> correct. i have known bob gates for 35 years. is he a great patriot. he would not have done something like this if he -- >> bill: say he was mischaracterized. >> he has to say that after the fact. >> bill: i know he has to say it but you are not saying he is a liar do you. >> no. three page memo national security advisor the way the white house and system works you have got an issue, come up with a plan b and plan c. statement way, cia, defense department. you don't have the secretary of defense send a three page memo saying hey, guys what's the plan. that's what he has done. >> bill: basically saying to national security we don't have a plan here. >> let's get one. >> bill: at the pentagon we need one. >> we f. we need to have a military option we need to -- >> bill: start it now. is that your understanding too, colonel that basically gates is telling these guys they better get on the stick because he is not going to be able to deliver anything and the clock is ticking? >> yeah. absolutely. and, again, he has got to give the president's choices to.

do iran militarily, if we were forced to do so, would require repositioning. >> bill: massive logistics. >> war game it. not just a basic plan. but then as k.t. knows very well, you have to say well, if we do w. and the iranians do x, do we need to do why? >> bill: sure and just the fact that you were discussing it sends a message to iran. last word ms. mcfarland. you have a navy pen -- pin on your jersey there. i have called for military blockade military way to starve these people, take their gasoline out, all right. but, again, to get the navy to do that would take a long time. >> sure. but the other thing that's missing in this gates memo that i think he is also talking about is we may have a military plan. what's the diplomatic plan, strategic plan. >> bill: forget that though. that's not going to work. >> that's what they're talking about internally. they are talking about containment. decided iran is going to have fliewrk weapons.

stewart for a couple of seconds. i know he watches. he is a big fan of the show. jon, if you have an ounce of intraspeculation. you may want to take this seriously. if you just want to be a funny man, who talks to an audience that will laugh at anything you say, that's okay with me, no problem. but if clearly you want to be a social commentator, more than just a comedian and if you want to be a good one, you better find some guts because even though you criticize liberals as well as conservatives, congratulations on that, when you had frank rich on your show, who generalizes all the time about conservatives and republicans being bigots, you didn't ask him a single tough question. you gave him a lap dance. you practically had your tongue down his throat. and how about those black columnists who play the race card and generalize about tea party people being racist? why don't you go after them by name and do it with the same passion and gus toe that you use when you are going after fox

people? how about bill maher? bill maher generalizes about people who go to church being a bunch of dopes. is there some rule that says a comic can't go after another comic? here is my it final word, jon, you can do whatever you want. if you don't do that guess what? you are not nearly as edgy as you think you are. you are just a safe, jay leno with a much smaller audience, but you get to say the f bomb, which gives your incredibly unsophisticated audience. 100% of them. 100%. that's a fact. so when we say the left, the far left, attacking the tea party as being racist. that's a fact. 100% of them. we are not generalizing. that's where they are coming from. all of them. when you or me or anybody says well, the far left thinks this, there are tenets that the far left embrace, smaller government, big spending, entitlements, social justice, diversity, affirmative action. those things are truisms. so, i thought your monologue was excellent. but here there is a very specific thing. you can't demonize the tea party as racist for the actions of a few. and it's happening. so we took them on. on the other side, it isn't fair, as bernie pointed out, to say all liberals think middle westerners and southerners are hicks. that's not fair. and sometimes we do that and we are wrong. but stewart does a good slight

of hand. he can really sell that stuff. it's not quite intellectually honest. go. >> right, right. the difference is that while all liberals don't think a certain way, even though i said liberals think a certain way, enough of them do, at least the liberal elites, enough of them do to so that you could make a generalization. the fact is, we all speak in generalizations to one degree or another. we don't mean every single person in that group. i'm sure jon stewart speaks in generalizations sometimes. and if the overall sentiment is correct, my position is that liberal elites do look down their nose at certain kinds of people because they are not educated in the northeast, for instance. but that's generalization. is jon technically correct? yes, he is. i will plead guilty. he knows what i meant.
