of wall street firm to the disadvantage of all firms in america. >> on the flip side, karl. this bill goes after those big banks. if the boca rule gets passed. this breaks up the big banks . they are outraged. isn't that popular with main street limiting their size? >> no. the volka rule will not break up the big banks and would not apply to goldman sachs' activities. it would prohibit bank of america and j.p. morgan to engage in trading. it would keep them from buying and selling u.s. treasuries and that limits the market for u.s. debt it is an unintended consequence. there are thing in the bill that clamps down on wall street and i want to be clear, they do things that work, and let me give you another example.

by former sec spokesman michael robinson, he joins us from d.c. good morning to you, sir, how happy are you that you are the former spokesperson for the sec? >> well, i don't know about being happy about it. look, i think when i heard about this news i was both disappointed and disgusted. disgusted by the very nature of what it is and disappointed that, you know, a handful of selfish individuals took it upon themselves to put their interests ahead of those of the investors and taxpayers. that's not their job, their job is to be the cop on the beat and clearly they were in the donut shop. >> it's difficult for americans to understand, i can't understand what's happening. the president came out and spoke to the nation, let us know we were in the midst of this financial crisis and the federal government was doing everything it could to handle this, what was going on at the

sec was not that at all, how did this happen? >> there's always the knucklehead factor in any large institution. there's almost guaranteed that some point, some where, someone or a group of someones were doing something they shouldn't be doing, that's what happened here. this is not a systemic issue for the agency. the sec is filled with very smart talented and dedicated kids who wake up every day and try and do the best they can to protect investors. nevertheless, you know, these individuals took it upon themselves with their own interests ahead of that of the investors. they need to be doing a better job. look, when you're a regulator and you answer to a higher authority. >> perhaps if they were doing their job we haven't have read about bernie madoff stealing billions of dollars, the goldman sacks issue, clearly something the sec dropped the ball on. where do we place the blame here? 17 of the people were senior officials making six figures, do we go all the way to the

top or where do we go with this? >> without knowing the specifics it's always hard to say. we know a couple of things, one, it wasn't agency-wide, two, to the extent that the agency is paying attention to this issue, i can assure that for the very top level of the commission down to everybody else there, entirely focused on this issue today. i think there probably are a couple of fixes they can put in place, certainly probably an i.t. fix, certainly to the extent that federal law and civil service law allows there will be disciplinary actions taken and i think you're right, there's a management change that happened at the sec to hold people more accountable, just as the commission is holding companies more accountable. we have 30 seconds left. tell me how, what's most disturbing to me about the whole thing was hearing from the sec when this was unfolding in front of congress, we were understaffed and didn't have the manpower and we needed more resources. they had resources and 31 employees looking at porn for

>> welcome back to "fox & friends." here is a quick look at your headlines now. a russian hacker did pretty good damage to facebook and he goes by the name of kirlos and allegedly stole the i.d.'s of 1 1/2 million users and now reportedly up for sale on an underground hacker website. facebook is investigating the specific accounts they've put up for sale and will block access to those that have been hacked until they can be restored to original users. that's quite a bit of a headache for facebook. criminal charges could be leveled against giz moto. owned by gawker media says it paid $5,000 for the device left in a bar by the apple engineer, the phone was not supposed to be released possibly until this summer. they got a glimpse of it.
