morning. we stan the threat is credible. but no specific targets are named. the heightened sense of urgency coming a day after intelligence agencies linked the ma bin laden directly to a multi--- city plaintiff in similar to the mumbai attack two years ago. jennifer griffin joins on the phone. what can you tell us about the latest? we are supposed to hear from the state department this afternoon. now it has been pushed to tomorrow? >> reporter: that's right. they were going to issue this travel alert to western europe at 4 p.m. today. they were waiting for secretary of state h to sign off on it. now i understand it is likely to be issued tomorrow morning. all of this is stemming from an increaseed threat stream of intelligence they've been nevering since the end summer. all pointing towards a credible threat, but they don't have specific targets. what they've pieced together this is all related to the plot that was revealed earlier

this week, the multiple mumbai attacks expected in england, france and germany that's where they are focused. the alert is going to be vague. it is going to tell americans to be vigilant in traveling to western europe and visiting any place that western tourists might ties days. >> julie: jennifer, how unusual is it to issue a travel alert for europe? >> reporter: it is very issue. it is person to point out, this is -- very unusual. it is important to pin out this is an alert not a warning. they are not saying don't travel to europe, they are just saying you need to be careful in hotel lobbies, train stations, airports. you need to be careful to going parts of those western european cities where foreigners might hand out. where western military soldiers might hang out. they don't have specifics. they know banking institutions
