political ad. laura ingraham will have some thoughts on that. caution, you are about to enter the no spin zone. the factor begins right now. >> bill: hi, i'm bill o'reilly. thanks for watching us tonight. the midterm election four weeks from today. that is the subject of this evening''s talking points memo. there is no question the upcoming election is really about president obama. wherever his job approval ratings are low, republicans are winning at least in the polls. according to real clear politics.com, as it stands now, democrats are likely to retain 49 seat in the senate. the republicans may get 47. but four races are too close to call. they are in the states of illinois, west virginia, washington, and nevada. in nevada, tea party favorite sharron angle has pulled ahead of the senate majority leader harry reid 49% 46% that reflects

the obama number in nevada 52% disapproving of the president's job performance, 44% approving. likewise in west virginia where 65% disprove of the president. just 29% approve. so republican john racey is leading joe manch chin 48% to 43%. obviously there is a a pattern. on the other side in connecticut the president has good numbers 48% approve. 46 disapprove. that's reflected in the senatorial race as well. democrat richard blumenthal leads linda mcmahon 52% to 42%. she is stepping up her personal attacks on blumenthal. laura ingraham will weigh in on that later on. congressman barney frank is even worried. is he running against sean belat a former degree with a masters degree from harvard. frank leaves in the polls but the gap is closing. >> he is helped in the right wing media by hannity, limbaugh, by fox news.

it's a fascinating thing. because they are blaming us, me as chairman of the committee, for their ownerrers. >> bill: as you know congressman frank is not taking any responsibility for the economic collapse on his watch as he is the chairman of the house financial services committee. frank resides in a very liberal district so blaming his troubles on hannity and limbaugh is absurd. they are liberals there. why would they listen to hannity and limbaugh. it's his own record that's hurting barney. talking points hates to say it but dick morris may be correct. the republicans may well win back the senate. but it won't be easy. as the national media is now openly rooting for the democrats. by the way be careful when you see polling. be sure the sample is not skewed. far more democrats than republicans are asked questions in that "the washington post" survey. you have got to be careful. the election is most important in history. governing from the left and making no attempt to moderate. our system has a check against

ideological governance and four weeks from today that check, the election, will tell the tale. that's the memo. now for the top story tonight analysis from both republicans and democrats on the upcoming election. first, joining us from washington newt gingrich who has a brand new dvd for sale called america at risk, the war with no name. his wife calista is the co-host on that. am i making any mistakes here, mr. speaker? are you seeing it the same way i am. >> no. i think you are right. i might add in dissatisfaction with the democratic congress as well as owe bottom matchett but it's -- obama. a very popular democratic governor in deep trouble now because obama is something like 28% approval in the latest fox news poll. on the other hand, in connecticut, where the democrat is doing pretty well, obama is relatively popular. but i think that the unemployment numbers are the ultimate killers and i think when the unemployment number comes out this coming friday, it will be one more body blow to

the democrats. and then, frankly, the fact that they left town without passing a tax bill, every business i have talked to has said the level of irresponsibility of going home with no business in america knowing what its taxes will be on january 1st. >> bill: i can tell you what they are going to be. i will tell you right now. they are going to keep the bush tax cut. they are not going to overturn that that's what's going to happen. the democratic party is in such bad shape now and you correct me if you think my analysis is fallacious but they can't afford another body blow like that. if i were a small business owner, i would be be anticipating that the tax structure is going to stay the same. i want you tonight, do you agree with morris? do you think -- look, out of these four states i think angle is going to beat reid in nevada unless there is some crazy thing. absolutely could be. the west virginia seat is going to go republican. i mean, look, there aren't that many undecides in either.

i think that in illinois, it will probably stay democrat because it's illinois and the chicago precincts, you know what that is. >> i don't agree with that let me tell you why. in illinois i think bill brady is going to win the governorship by a big margin for the republicans. people are sick of democratic corruption in springfield. there is enormous desire to change things. cook county has 300,000 few -- city of chicago has 300,000 fewer registered voters than four years ago. i think mark kirk has won a campaign that has not been very effective but he is still either up a point or down a point. my hunch is that in the end the turnout differential is going to lead kirk to win that seat. you you know, gallup came out in the last 24 hours with such a dramatic difference in the generic vote. >> bill: yes, it's 13 points i think -- or more. >> that's bigger than it was in '94. >> bill: yeah, it's big. >> when we won a landslide. my guess is what that does is

democrats don't go to the polls and it means as a result and a number of these seemingly close races the republican wins by a surprising margin. >> bill: washington -- let's put it this way. if you had to bet right now i would feel comfortable betting on sharron ingle in nevada and the guy in west virginia. i think illinois and washington state -- and i know how these elections go in king county, the seattle area. and in cook county, the chicago area. now, you may say i know how they golf and it's not honest. it isn't honest. so, if it's close, the democrats are going to -- and i'm not accusing anyone of anything. but i know the intrenched power in the chicago area is democrat. >> it always helps if you are the republican candidate in certain states to win by a big enough margin. >> bill: you have got to win by 4 or 5 to win in those states.

patty murray is a bad senator. awful. rossy, i don't know the guy. is he tied with her now. that, again, would indicate that the challenger beats the incumbent when they are tied. but not in those states. >> here's the difference, bill, from my perspective having been part of the 1994 campaign. when you get a wave that starts to build, and this year the wave is basically going to be about the fact that jobs are getting killed by this administration, i mean, what you just said may be right about taxes. but if you are at 9.7% unemployment. >> bill: brutal. >> and you have the tax increases in january, you are guaranteeing that 2011 is going to be a terrible economic year. the american people, whether they are in washington state, illinois, or anywhere else, when they look at that scale of economic devastation. >> bill: that's why the democrats are in the position they are in. there is no doubt about it. that's it. >> i think they could lose -- i wouldn't bet a lot of money yet, but i would say there is a possibility that they are going to lose the senate. they're almost certainly going

to lose the house. and what i have been advocating very strongly is the republicans draw a clear contrast between paychecks and food stamps and hammer home the fact that under obama we now have more americans on food stamps than ever in american history and that's not a future the american people want. and if you're right and they are actually going to let all these tax increases go into effect, they are going to guarantee killing even more jobs next year. >> bill: no, no, no. i'm saying they are not going to allow them. they won't let the tax increases come. the bush tax cuts are going to stay. >> i miswrund stood you. >> bill: you have a new dvd out "americans at risk, war with no name." what's the headline on the dvd. >> headline on the dvd real enemies radical islamists up up to this point the administration won't tell us the truth who they are. this week's warnings alone about the terrorism in europe ought to be a reminder. we are at risk. this movie is designed to educate every american about what threatens us, which is why

>> bill: continuing with our lead story. joining us from the hill dennis kucinich rubbing for re-election. your seat is considered safe. i'm not so sure about your pal barney frank. what do you think? >> well, first of all, every member of congress is up for election has to work hard to be reelected. i think that congressman frank has served this country well and

i suppose he will be reelected based on his service. >> bill: you think he is going to be reelected based on his service on the house financial committee when fannie and freddie collapsed? that's why he is going to be -- whoa, what kind of -- >> i didn't say that i said, you know, barney frank has been a good member of congress and he is someone who serves the people in his district as well. and i think he will be reelected. now there is a broader theme that you and mr. gingrich are working on here. mr. gingrich has said that democrats aren't going to go to the polls. well, the fact is as democrats become more aware of the economic impact of republican control of the congress, i think more democrats will vote. the other thing is, bill, all the polls that have been taken talk about likely voters. well, republicans anticipating an opportunity here, have stated, very strongly they are going to be voting. i respect that that's what the system is all about. but likely voter, i think, overrepresents republicans.

>> bill: no they don't. >> the polls are skewed. >> bill: that's all speculation. >> no. >> bill: i told people to be very skeptical of the polls. i gave an example of the abc/"the washington post" poll which we knows asks more democrats than republicans their opinion. i think you are absolutely right. they have got to be skeptical. >> what does that mean? that means the election will be close. >> bill: maybe, maybe not. close in some places but not others. do you agree with me that the bush tax cuts are going to be kept? >> >> i don't know. i don't think so. i had think it's going to be another one of those things up for grabs. here is the problem. there has been newspaper reports to this effect that corporations who are flush with cash right now are not reinvesting in jobs. banks are hoarding money and not loaning it to small business. unless you get cash out in the economy you are not going to have jobs. if you can prove that tax cuts will go to create jobs, that might make the argument. but if you can't prove that people are going to say wait a minute, help the middle class out. they are the ones that need some tax relief.

>> bill: you say it's too close to call. i can't see them raising taxes. them being the democratic party because, of course, republicans don't want to. >> i will tell you who is king in this election, the middle class. and if the middle class feels that it's threatened by a one economic set of programs that the republicans present, they won't vote republican. if the democrats. >> bill: absolutely. i agree. keep looking at the pocketbook. >> you are absolutely right. >> bill: so far the republicans are winning the hearts and minds. every poll shows that the democrats could make a comeback. that's why president obama is coming to everybody's backyard. did he come to your backyard yet? i have a big sign. i have a nice backyard. really really nifty. >> i can tell you this any time the president of the united states determines to go into a congressional district that's an important opportunity for a member of congress to be able to describe the needs of his or her constituency. i think that's an important thing. >> bill: in your state, ohio, republicans are going to win everything except for you.

you are going to get reelected. kasich is going to be the next governor. is he already whacking strickland in the polls. the senate race is not going to be close. republicans are going to win. it's all about the ohio economy being very shaky. so, i mean, i don't know, you sound -- you don't sound really overly optimistic. i know you are an honest guy. you have got to see that in your own state, which went for obama, they are saying it's not working. we're going the other way. >> you know what, bill? the economy in ohio is shaky because the trade policies that have been approved by both political parties, not just democrats but republicans as well. >> bill: it's going the other way, you know that. >> you know what in the governor's race is starting to tighten up. it is a competitive race. lee fisher has a long way to go to try to defeat rob portman. but the fact of the matter is that ohio is going to be much closer than is being predicted. >> bill: i have new polling numbers on kasich and strickland. it isn't tightening up. the poll on september it 5th was tight. 45 kasich, 43 strickland on

september 25th. now today 49 kasich, 43 strickland. so kasich is gaining and obviously strickland is losing. i he will will tell you what, i don't think it's ideology in ohio. i think it's people going look, it's not working. we're scared so we're going to give the republicans a chance. that's what i think it's about. >> you know what? i wish that we as a party had created more jobs. but i will tell you this that people like me, we're continuing to push inside the democratic caucus to say we need to put our people back to work. and if the private sector isn't promoting the jobs, and this is where you and i may have a disagreement then the public sector has a responsibility to get people back to work, rebuilding america rebuilding bridges. >> bill: you can't build up that deficit it's 1 trillion. >> get out of afghanistan and iraq. >> bill: if you ever lose the election, which i don't think you ever will, i would like to hire you you could be the co-anchor of the factor. wouldn't that be fun?
