"special report" online starts right now. >> shepard: it's a missile, it's a plane. it's case closed tonight. california's ufo mystery a mystery no more or it is. plus, crews passengers stranded at sea get help from the military. >> the uss ronald reagan is now nearby the ship. >> shepard: and crews on the aircraft carrier jumped into action. sending supplies to thousands of people on a cruise ship that is dead in the water. now a new setback for passengers

and crew aboard the carnival splendor. want to cut the deficit and get america's finances back on track? advisors have some brand new recommendations on everything from raising the retirement age to slashing federal jobs. and getting rid of some popular tax breaks. we'll look at how all of these changes could effect all of us. plus, street gangs are trouble enough. do we really need united states marines selling them assault weapons? tonight, arrests in the city of angels. but, first from fox this wednesday night, a crippled cruise ship heading back to shore but only as quickly as two tug boats or actually now one can poll -- pull it the passengers on the carnival splendor expect to be back on dry land tomorrow. they have been stranded since monday when an engine fire knocked out power to the ship

and left it dead in the water and left it 200 miles off the coast of san diego. they left california the night before headed to mexico. the fire didn't hurt anybody, but it left passengers with no airconditioning no, hot water, no hot foods, no internet and no cell phone service and for a while no toilets. we are told they are now working again, thankfully, the toilets. the u.s. navy is on scene delivering thousands of pounds of foo food to that ship. look at this. instead of those fancy all you can eat buffets passengers are feasting on spam and pop tarts. we hope hopefully not together. if there is a bar open on board which must be comforting. >> that is the latest word from the president of carnival crews lines, shepard, the bar is now open. remember, these passengers have been without any alcoholic beverages since this fire broke out monday night. and for a lot of people, the crews is north a crews without a few cocktails. now, the ship is actually not that far from shore, about 80 miles away. but they don't want to bring it in in the dark. so we're expecting it to arrive

sometime tomorrow. things were going very slowly until they were able to secure a second tug boat to help with the towing, and there are three others alongside them as backup. they are only cruising at about 7 miles per hour. today the president and ceo of carnival cruise line said he will make this up to the passengers. >> from the reports i have heard from the ship that the guests believe that we are really trying to do the right thing. we know reruined their vacations. so we thought that the best thing for us to do was to give them their money back, make them whole on this and then give them the vacation they didn't get this time. there was another cruise scheduled for next week. that one has been cancelled. those passengers will be refunded and they will receive a discount of 25% discount on a future cruise. shepard. >> shepard: that's not going to stop them all from being mad. give them money, might give them a free cruise but the time they got off from work, i mean, that's gone. >> yeah.

that's hard it get back. so another thing carnival crews lines is doing is to make all kinds of travel arrangements for these passengers, whether they need to drive home or fly home, they will be taken there they are going to receive letters under their doors tonight detailing those travel plans. we are getting word from the ship that it's not exactly smooth sailing on board. one passenger who works for 9 news in denver got a phone call out earlier today and told the folks in his newsroom, quote, it's nothing like anyone expected, nope, you stand in line for two hours to get your food because everybody goes to the same place to pick up their food. now, that passenger did add that the crew is doing the best they can to accommodate everyone and make everyone comfortable. and, shepard, carnival crews line said today they have never had anything like this happen before. back to you. >> shepard: hopefully they won't again. anita vogel live in our l.a. newsroom this afternoon. thank you. case closed now on the mystery object in the sky. case closed so says the pentagon.

ask other people and there are some lingering questions. you will recall a news helicopter shot this video of something streaking through the clouds about 35 miles off the coast of california or that's what they told us. initially a lot of talk that it may be some sort of accidental missile launch or rocket test or something. the pentagon says no, none of that happened. today a spokesman said the department of defense is satisfied, quote, the con trail was likely caused by aircraft closed quote. earlier on "studio b" the famous first cyst -- physicist agreed. >> first of all's the rocket is not accelerating. booster rockets that take it to 15 or 20,000 mile-per-hour. this is cruising. missiles never change directions. third, it's going in the wrong direction. we fire from los angeles, vandenberg, we fire east to west in the pacific.

sometimes over north over a polar orbit. this thing was going northeast in the wrong direction. >> shepard: all right, all right. not everybody is buying all of it i'm just saying. jennifer griffin is live at the pentagon tonight. come on, roll up. jennifer, officials there say they looked at all the different information before deciding this is probably just a jet. >> shep, this is not rocket science but you would think it was when it took the pentagon at least 24 hours before they put out a statement saying that it was essentially a con trail, as you said, from a jet. it took them a long time and that fed a lot of the conspiracy theories that we have heard. remember, this is the same pentagon that on october 24th lost track of 50 icbm nuclear missiles. >> yet, very early on, they were sure, positive, no threat directed at the homeland. how in the world could they have been sure when they didn't know what the heck the thing was. >> that's a good point. what they said is that they had

satellites and they knew there were no foreign militaries or navies in the vicinity at the time. also, remember the trail was going away from the continental u.s. so that's how they said there was no threat to the homeland, shep? >> shepard: goody. jennifer griffin live at the pentagon. jen, thanks so much. all right, we're done with the missile, i promise. no matter how you slice it, cutting the federal deficit will require some sacrifices. today the leaders of a bipartisan commission made some recommendations. they proposed changes which include raising the retirement age to 68. right now it's 67 for anybody born in the 1960's or later. i know, confusing. the recommendation also includes reducing the annual cost of living increases for social security. cutting the federal workforce by 10%. freezing government salaries for not one but three years. and getting rid of some very popular tax breaks, including the deduction for mortgage interest. sandra smith from the fox

business network is with us now. i know, everybody wants us to fix the deficit but nobody wants us to cut anything that bother them. so these proposals are just that, right? proposals. >> they are just proposals. just recommendations at this point. and it's really unlikely that this will even go through and become debate in congress at this point. keep in mind that these recommendations are coming from the co-chairs of president obama's deficit commission, bowles and simpson. there is 18 members on this commission. a super majority, 14 of those members, shep, would have to approve of these recommendations before they even go to congress for debate. it's very unlikely that this will pass through like this. there is going to have to be a lot of compromise. >> shepard: the president decided not even to comment on this today. all of this comes on the heels of a new report that shows federal employees, well, to be specific, more federal employees making more than $100,000 than ever before. >> more government, more government workers and getting paid a heck of a lot more. just going back to 2005, a "u.s.a. today" analysis of federal data shows that the

number of government workers making at least $150,000 a year has risen ten fold over the past five years. this analysis shows back to 2009 average pay and benefits for those federal workers have risen on average 3% above inflation. compare that to just a .8% gain for private workers. getting paid more and there is more of them. >> shepard: that ought to make them happy. >> it would make us happy if we were there. >> shepard: sandra smith, thank you so much. for the third time in the past four weeks fewer americans are filing for jobless benefits. the labor department reports the number of first-time claims fell by 24,000 last week, a bigger decrease than analysts had expected. it's evidence that fewer companies are laying off workers. elizabeth smart now revealing new details about what happened after she says kidnappers took her from her home. coming up, word of a desperate message in a bathroom.

>> well, shepard the nypd says a proven track record of rad rad lick k58izeing muslims. calling for violent jihad against americans including in the u.s. by american muslims and they want to call attention to this guy. also concern about a magazine he publishes online called "inspire" that includes articles like, and i'm quoting here "make a bomb in the kitchen of your mom. >> i don't know if it's strict ranking protocol here, we know obviously that he has inspired acts in this country. >> whether he is most dangerous or not al awlaki's recent plots have been caught in time or the terrorists failed to pull it off, shep. >> shepard: now i'm starting to see the point of all of this. now we have gotten information about the passenger planes that the thing the bombs were on. one could have turned out over an american city that's the

headline, bro. >> you are talking about the cargo planes the printer bombs they were designed to explode in flight and the target might have been passenger planes since cargo is often shipped on commercial aircraft. they believe al awlaki was behind this as well. the nypd says since 1970, there have been more than 600 attacks targeting planes. since 1970. and 75% of them have been unsuccessful but, shep, planes remain one of the most attractive tarts for terrorists. >> shepard: it would appear. rick leventhal in our newsroom. elizabeth smart said her kidnapper tried to use religion to justify rape. the utah woman wrapped up her testimony today against brian david mitchell. investigators say he grabbed young elizabeth smart from her bedroom when she was but 14 years old. elizabeth smart says after he performed a fake religious marriage, he spent the next nine months raping her nearly every day. and today she told the court that he used god in an attempt to justify his actions. for that, she called out mitchell as a hypocrite saying

god would never tell somebody to kidnap a young girl from her family's home in the middle of the night, and continue to rape her and sexually abuse her. kris gutierrez has been following this very disturbing case and he is live with us in salt lake city. chris, elizabeth smart also told a story today of how she tried to send a message for help at one point. >> yeah, you are exactly right, shepard. she testified that she had to use the restroom one afternoon so mitchell's wife actually took her to the hard rock cafe here in salt lake city and once inside the bathroom stall she says she tried to scratch the word help inside that bathroom stall. and then there was also that encounter with the detective at the public library. remember? he asked her to remove her veil but mitchell said smart couldn't because of their religious beliefs. mitchell left. the detective testified about frustrations about not looking back. >> at first i felt responsible because maybe there was something i could have done that i didn't do. i wracked my brain, you know,

for a long period of time thinking what else i could have done or should have done. >> that detective says he simply couldn't have removed that veil physically because he just didn't have enough evidence, shep. >> shepard: you know, we knew yesterday that today the defense would get a chance to cross-examine elizabeth smart and we were all wondering how difficult could that be and how tough could they be on her? they weren't, were they? >> no. it only took 15 minutes. and when you think about she was testifying before the prosecution for roughly eight hours. they didn't question her validity or her story of what happened during those nine months that she was held captive. instead, they focused on mitchell's mental stability to paint a picture, shepard, of someone who was clearly insane at the time. >> shepard: kris gutierrez salt lake city at the courthouse for us. thank you. they served their time but investigators say a group of retired marines could have put countless americans at risk. tonight, the accusations that they tried to sell assault weapons to street thugs. plus, tens of thousands of protesters, some of them

>> shepard: there is outrage in the streets of london today over a plan to triple college tuition fees. [yelling] >> shepard: students storming the conservatory party headquarters today at a massive protest. smashing windows, kicking down doors, setting fires. organizers say it was supposed to be a peaceful thing but some of the students let their anger get out of hand it would appear. greg palkot is in our london newsroom tonight. things have calmed down considerably, i'm guessing, since it's approaching midnight. >> exactly. all is under control in central london for now. anything but that earlier in the day. out of tens of thousands of

protesters police say that the violence is only the fault of a small group of trouble makers but a lot of trouble. authorities basically looked on a few hundred youth trashed the lobby of that targeted building. occupied its roof, threw off objects like a fire extinguisher, 14 people were hurt, including seven police officers, 35 youth arrested. criminal charges are being weighed now, shep. >> shepard: any predicting whether these protest also continue. >> the fear is there could be more trouble, shep. those targeted tuition hikes up from an equivalent of 5 to $15,000. be approved next month. that is just one area hit by cuts as the u.k. tries to balance its books, welfare benefits, firemen all face the ax. the think something the some of unrest we been seeing in europe could be revving up here in gentle, england. you can imagine the police will be ready the next time the students decide to hit the

streets. >> shepard: greg palkot, thank you. 15 experts gave their opinion for what though thought was a report on a new offshore drilling measure. instead the white house edited things to make it seem as though they supported the ban of offshore drilling that is a conclusion in a new report by the interior department's inspector general. it shows the staff of president obama's top energy advisor moved up a reference to pier review in a way that could have implied scientists the drilling moratorium. the interior department has since apologized. republicans have accused the administration of violating federal rules that require integrity but today's report concludes no rules were broken at all since the report did not explicitly say the experts approved the ban. cops catch lots of people in the act with dashboard cameras. but one officer in trouble for what he apparently did in front of his own camera. and wait until you see the rest

convenience store with a big knife in his hand as a security camera rolls. top story on a fox trip across america. oregon. the guy walking into this shop at a gas station east of portland and demanding cash. you can see the kitchen knife in one of his hands. while he uses the other to try to hide his face. the clerk cooperated. the thief still on the loose. florida. workers at a program just outside miami shipping hundreds of prosthetics to haiti. it's to help adults and children alike there who lost limbs in last january's earthquake. ohio. a police officer in sandusky caught on his own cruiser's dash cam video relieving himself off a boat dock. we're told people were complaining that the cop wasn't answering phone calls while he was on the job. so authorities checked the videotape. and that's when they discovered this pee break along with extending trips to his home and the homes of relatives.

the police chief demoted him indiana, snowplow drivers hitting the road a little early near south bend. members of the state department of transportation practicing on obstacle course. they say it's not easy driving these things. >> i think the biggest thing is having a 12-foot plow in front of you the width of a single lane road is 12-foot sunday so is your plow. >> shepard: we're told this practice is also a competition. the winner moves on to the statewide driving contest. that's a fox watch across america. i'm shepard smith. this is "the fox report." it's the bottom of the hour, time for the top of the news. president obama telling other world leaders that if the united states is doing well, everybody is going to benefit. the president arrived in south korea today for meeting of the world's it 20 major economic powers. before that meeting the president sent a letter to his international counterparts. in it he wrote a strong recovery that creates jobs, income, and spending is the most important

contribution the united states can make to the global recovery. still not everybody is convinced that the united states is doing its part at all. wendell goler is traveling with the president now live in south korea. >> shep, the president's goal the more evenly balanced trade so countries like china don't continue to rack up huge surpluses in the u.s. huge debts. balance is a win-win situation. if the u.s. economy continues to suffer, it will drag down the rest of the world. >> the worst thing that could happen to the world economy, not ours, not just ours, but the entire world's economy is if we end up being stuck with no growth or very limited growth. >> u.s. officials say the value of china's currency is kept artificially low which makes chinese products cheaper. the result is they sell more of

them. china and other countries including germany say the dollar's value is being pushed down by cheap credit in the u.s. and the federal reserve board's decision to buy $600 billion worth of u.s. treasury bonds. the argument isn't likely to be resolved here. >> have a lot of fundamental issues that i cannot see them agreeing on something that everyone is happy with by the end of the weekend. >> the 20 countries gathered here found it easier to resolve their differences two years ago when we faced the global depression and price of their failure was obvious. now that we have stepped back from the brink, the idea of shared sacrifice is harder to sell. shepard? >> shepard: wendell goler live in seoul, south korea. wendell, thank you. a couple hundred miles south of that summit rescue crews have been engaged in a desperate earth to find survivors after an accident at sea. 150 tons south korean navy ship started sinking today after it is said to have collided with a fishing boat nearly twice its size. they say it happened in the waters off south korean resort

island. we're told at least one sailor died. two others are mission. of course, this triggers memories of an incident earlier this year in which 46 sailors died when a south korean war ship sank. international commission found a north korean tornado hit that -- torpd has torpedo has hit that ship. new government ending 8 months of political gridlock. this has happened in the last few minutes. with the deal, the iraqi prime minister nouri al maliki will stay on for yet another term. al al allawi stunned some of his own supporters by accepting his terms and taking the post of parliament speaker. al alawi's party won two more seats than al al maliki's did in

the election. iraqi police say a dozen roadside bombs exploded within an hour of each other. killed at least five people in several of the city's christian enclaves. this latest strike against iraq's religious minority comes less than two weeks after a bloody massacre inside a catholic church in baghdad left nearly 70 people dead. iraq's christian leaders are asking the government for more protection. the u.s. state department estimates up to 1.4 million christians lived in iraq before the u.s. led invasion and that roughly a third have since left the country. for america's wounded warriors, comfort can be hard to find. beyond their physical scars, many veterans suffer from problems including insomnia, flashbacks, suicidal thoughts. the list is long. but some are finding out the best medicine doesn't always come in the form of a doctor or a pill or a prosthetic. "the fox report" chief correspondent jonathan hunt has the story of how well, puppies are good for everything. >> it's a great story. so many soldiers have returned

from iraq and afghanistan which wounds that aren't necessarily visible. the mental wounds of war. many of them have no one to come home to, no one to help them through the dark days. that's where this program comes, in bringing new meaning to the phrase man's best friend. >> this is a good girl right here. >> marine sergeant christopher fessmyer was wounded in iraq. >> as soon as i rolled out of the humvee i knew that my legs were going to be gone. >> he lost both legs above the knee. >> at the beginning of the summer i had kind of a break down. i spent some time in the mental hospital. >> that's where heard about dog tags. a program that don't united states fully trained service dogs to wounded soldiers. >> this is glen. glen close was her sponsor. >> inmates at minimum security prison trained glen and three other dogs to help with day-to-day chores and symptoms of post-traumatic stress disorder or ptsd. >> ptsd can have a big effect

appreciate it boeing is delaying more test flights as it determines why a 787 dream liner was forced to make an emergency landing in texas yesterday. we're told the crew reported smoke in the rear of the cabin of the plane during a six hour test flight. a spokesman for the boeing company says that that company is grounding its fleet until it can pinpoint the cause of the fire. the incident is but the latest set back for this big dream liner which is running nearly three years behind schedule. pictures of crying babies and dead bodies and deceased lungs. just some of the images that will soon be on packs of cigarettes. the feds releasing 36 proposed warning labels for the boxes. right now they have the surgeon general's warning printed on the side there, you know. the f.d.a. is taking public comments on these labels and will choose nine of them by june. by the year 2012, cigarette makers will be required to include new graphic health warnings on all packs on sale. they are required under a law that passed last year and gave

>> shepard: federal investigators say three retired marines sold illegal assault weapons to a violent los angeles street gang. but one of the people buying the guns from them in the parking lot of a u.s. post office was actually an informant for the bureau of alcohol tobacco firearms and explosives. so tonight those three exmarines are behind bars and they are in big trouble. trace gallagher is live in our los angeles newsroom. what's the story here, trace? >> well, the story, shep, is

these retired marines are accused of selling a load of weapons and we are talking about some major fire power here. 45 rifles, a.k. 47's. apartment r-15 assault weapons. as well as 20 handguns and 4,000 rounds of ammunition. now, they believe the ringleader is a former marine named adam givenlag who served in iraq. is he acould i seed of selling guns to floorenza 13 which is one of the most dangerous gangs in southern california. he says he is innocent and that he loves his country, shep? >> shepard: trace, this comes just a week after the feds arrested three men including an active duty navy seal for similar allegations. >> yeah. those three men were arrested back in san diego last week. now the navy seal has been identified as 36-year-old nicholas bickel. the theory is they smuggled these weapons out of the war zones in iraq and afghanistan
