say this is a school district that 86 percent of the students come from homes where they qualify for the lunch subsidy program so you can asue the other houses are not rolling in money, either. so, ties are tough. and everyone is pinching pennies. is it okay to punish the children if the parents are not make good on their debt? >> if this, say this policy was in effect and you can borrow endlessly when you did not have lunch money, just borrow. what kind of lesson does that team kids about consequences? second, why would they then not blow your money on candy bars in the morning because you know you can daughter lunch money from the school any day of the year. >> are you suggests kids come to school with money, blow it on candy bars and are not buying their lunch? >> i have not done a scientific survey on the candy bar blowing out money but my guess is in the money is free for everyone, even

will not be as bad as we head west with low pressure system producing snow across parts of minneapolis and head of the system a line of light rain extending right to the west of chicago down into parts of new orleans and arkansas. that snow as we zoom into minnesota, that is snow extending from northern wisconsin down into iowa and minneapolis could get from 6" to 10" of snow prompting conditions with the winter storm warning in effect so if you are not driving along this region use precaution. it is not just the amount of snow that is causing the concern but winds as the low slowly moving north. we will see winds between 20 to 30 miles per hour so that could be causing problems with white out conditions. current temperatures ahead of the system still warm out there, this morning at 52 in chicago. behind that, a lot cooler.

president that the federal fedel government's failure to get a handle on illegal immigration was imposing costs on state and local governments but what they are done is essentially rewarding those jurisdictions that have deliberate policies in place that are making the whole problem worse that have the effect of attracting illegal immigrants. so what has been proposed as a solution, two members of congress that would like to correct this and set it up so that only those jurisdictions that are actively working with ice through some specific programs, one of which is called secure communes that allows ice to get automatic notifications when there are illegal alien whose have been jailed that only those places would be able to collect the payments, which run in the millions of dollars each year. >> we should read the statement that the doj provided to us and i quote, "funding under this program is provided to any

it's deceiving. >> we had a chapter on obama. the paper book looks even slimmer. the major of tv. >> usually you look bigger on television. >> took off 15 pounds. >> let's talk about the president's asian trip. at one point wasn't the trade agreement with south korea considered a foregone conclusion, success, it was going to happen. how did it get derailed? >> yes, president bush negotiated the trade deal with south korea. the congress did not take it up. president obama held it over. and then he redid the deal. now shall the press has talked about how he wanted new provisions going further on on, but in reality the key sticking point, he wanted addition al conditions for labor unions and had to find a face saving gesture to say let's pay attention to the beef and new car provisions rather than pay attention to the big on unions. and so the trade deal has come undone.

we've spent years and years and years patiently negotiating a deal, removing obstacles to the export of american goods and services to that country and president obama went one step too far and this is a problem. because if we don't have trade deals. guess what? the rest of the world is cutting trade deals where they lower their trade barriers with countries like south korea and panama or colombia and get the trade that we would otherwise get and why president obama has not moved more forcefully on free trade agreements, colombia, panama and south korea, all of which they say are net job creators for the united states of america is curious to me. >> are' on air force one flying with the president on one of these ten-day trips. what do you say to the president, what are you telling him differently than his advisors. was it a failure of leadership ahead of time? >> oh, absolutely. because, look, he had a trail deal that was acceptable to the united states and to korea and he decided because the laeb unions wanted what are called labor protections, that is to say some, some

provisions that will benefit u.s. labor unions. he wanted to renegotiate the entire deal. now, the koreans literally had. one of their governments fell over this trade deal with the united states and it's not an easy deal for the koreans to come to agreement with. the president should have taken what he had, gotten it through the congress and then gone back to patiently work away at additional obstacles at beef and cars if he believed that. no, the key was he wanted addition al protections for labor unions. and he didn't want a contentious battle in the united states congress because most of the republicans would vote for it and most the democrats would vote against it and he did nt want to have to put the pressure on his party to vote for this trade deal. >> and far lighter reading than carl's piece in the wall street journal. in it he quotes pop lyrics, i didn't know you were so hip, but a poll of 30% of independents voted for

democrats in the last election, down 26% in two years and 36% since 2006. what is the president failing to interpret from the numbers you cite? >> well, look, the rock singer who sang at an event in nevada in october with president obama, her hit is "king of anything" and lyrics include the phrase you've got the talking down just not the listening and the president obama has vestiges of complain. if unemployment was closer to 5% rather than 10% people would accept my policy choices better well, yeah, duh. if your policies were working they would be applauding, they didn't work pt unemployment is closer to 10% rather than 5% because the stimulus bill fail and secondly he said this is a communications problem. if they heard me more. wait, he's got the biggest bully pulpit and we spent the last year to listen to him talking. he's got the talking down not the listening and that's
