those in the upper income bracket the top 2% are replaced by targeted tax breaks for businesses. our next guest will tell us a little more about this as we work toward the compromise. senator, tell us a little more about your idea. >> we all agree that 98% of americans are not going to see their taxes raised in any way. the democrats have a point adding 700 billion thrarz to the deficit makes no sense. republicans have a point of taking money out of the economy right now while we are still in a recession makes no sense. my ideas is let's go ahead and let the tax cuts for the wealthiest expire. if we do a two year punt congress has a tendency to keep punting the can down the road and that is not good for the deficit. let's dollar for dollar replace

that revenue with targeted business tax cuts. one thing that is not often reported out of this recession one good piece of news is that private sector tk-pts companies, larger companies in particular are financially healthier today than they were in 2007. $2 trillion in trash on their balance sheet. let's stimulate private sector stimulate. the government uses low interest rates, we need to get private sector stimulus going and i think targeted business cuts is the way for it to happen. jenna: you are presenting us a brand-new idea that we haven't heard much about. you said $700 billion over a decade period. the top 2% with the tax cuts. are you saying would you take over the next decade as well, take those tax cuts and give it to businesses or just a year. >> reporter: what i would say is the proposal that is being talking about is the potential compromise before my idea is a two year temporary extension. that generates in revenue to the government approximately

$65 billion. i'm saying let the tax breaks expire for the top 2% because a temporary extension will have two problems. one will be congress has a tendency of kicking these things down the road and not face tough decisions and they are not going to be easier to face in 2012 than today. all the independent economists have said giving folks at the very top a tax break may not be the best bang for the dollar. jenna: you say. >> reporter: let me explain my proposal. jenna: we are giving you plenty of time go ahead. >> reporter: take that $65 billion and let's not take it out of the economy but let's give those businesses the tax break and stimulate our economy. $2 trillion in k-rb sitting on the side lines waiting to get nudged into the economy. there is no business leader that didn't say to me if i can make more money in my business they don't mind going back to the taxes they were paying during

bush 41. jenna: we have offered tarp, we have offered the stimulus, we've offered the small business lending bill. we've given cash accessible to these businesses. their balance sheets have grown. they are healthy, they are not hiring. how do you think this is now going to translate. if you take some of those tax cuts and give them to businesses. why do you think that would be the key to get them back out there to hire again. >> reporter: you may not know i spent 20 years in business actually building companies. i was the cofounder of nextel. i can read a balance sheet. businesses make decisions about where and when to invest based upon their ability to predict as well as what kind of incentives they put together. my idea is not having washington decide which of these tax breaks, which of the things that are best effective but to challenge and ask the business community to say, what is the right solution here? maybe its r & d tax credit. maybe it's manufacturing tax credit. maybe it's additional relief to

businesses. how can we get the money off the side lines that are not getting much interest because interest rates are so low and reinvest it. this is a wonderful chance to rebuild with the business community and have collaboration rather than antagonism with this kind of approach. jenna: let's talk a little bit about the compromise set ahead. everyone has returned to the midterm elections. is the air of compromise there? does it feel like there is renewed energy and spirit among both parties or does it seem like there is business as usual? >> reporter: i think time will tell on that. are we going to retreat to our corners and not get anything done. i think there were two messages that came out of this election. one was we've got to get our deficit under control and two was they want to see both political parties actually work together. and if idea that i'm playing out, and i'm willing to change it or amend it if there's ways to improve upon it, it takes the deficit reduction piece from the

democrats, and the recognition that we shouldn't be taking money out of the economy right now in a recession from the republicans and say, how can we get private sector stimulus going? plus let's face it the government has used its tools. traditional lee government uses low interest rates monetary policy or government stimulus. both of those bullets have been fired. let's try to get where we ought to get the job creation coming from the private serbgt. i've only been back a couple of days, an awful lot of people are saying, warner, that may be a good idea, i'm cautiously optimistic that there may be members on both sides that will respond favorably to this approach or another approach. jenna: we've seen this over hauling the entire tax system of the united states. you're talking about, you know, different fixes, kicking things down the road and that's a point that's been brought up to us by both sides . do you feel that that's what we need a complete overhaul of the tax system versus some of these

temporary fixes? >> reporter: i do believe that this could be a bridge to a more permanent tax reform, which i agree with the deficit commission's approach which says let's close off some of the exemptions and lower rates to make sure america is competitive. our business tax rate at 35% is not competitive with most of the other industrial countries in the world. we need to get these dollars reeup vested in america, and we're going to have to get to that, deal with it in a way that is more than the campaign rhetoric. we're not going to solve this by simply eliminating earmarks which i support but will take a lot more willingness to roll up our sleeves and look at both sides of the ballot sheet, both spending and revenues. jenna: senator warner we know you weren't feeling this well at the beginning of this week. it must be tough to feel sick and have these big tax problems. we appreciate srug on.

homeowners often face foreclosure when they are not in detault. and chris dollywood said the housing crisis was swept under the rug. >> many in the industry were too quick to call the problems, and that nobody is losing a home to foreclosure without cause. even the industry now acknowledges that the current mortgage servicing model is broken and is not equipped to deal with the current crisis. >> reporter: the proposed fund is similar to the one recently set up to compensate gulf coast residents harmed by the bp oil spill, jon. jon: in the meantime i guess the fdic is looking towards criminal charges for bankers, what is that all about? >> reporter: about 50 criminal investigations are underway of former bank executives looking at possible charges of recklessness and fraud in the big financial meltdown. so far no criminal cases have been filed but two civil lawsuits have been brought. it has a focus on bankers who

our nation? back in april nearly 15% of the world's internet traffic was suddenly and mysteriously redirected to computer servers in china for a period of about 18 minutes the incident affected traffic to and from military web sites, including data from the pentagon, the army, the navy, the marine corps and the air force, along with many government web sites including the site the u.s. senate. let's talk with dale milos, a retired major general in the u.s. air force. so what happened? the internet sort of works on an honor system, the computers talk to each other and tell each other the best way to possible information from one computer to another. back in april suddenly all of this information gets passed through servers in china. do i have that right. >> jon, thanks for having me. you basically have it right. what we've got is a technique

called internet protocol hijacking. it's not that uncommon if anyone has typed inch to a website expecting to go to one website and they automatically get directed to another. what happened here was one of the servers which directs traffic on a large scale sent out false signals and directed a lot of traffic. a short time later the normal system figured out that traffic was going to the wrong place and it redirected it back. jon: you have a lot of those web sites that end in.mil or.gov. pentagon business was going to these servers in china. >> in fact, jon you can intercept those things, anything in the world whether it's shanghai or seattle. what you're seeing here is a technique which may have been a cover for something else. in my 35 years of taoelg with this there is an intended consequence and a series of

unintended consequences and i think they always play out in these kinds of things. jon: would sensitive information say that the pentagon or one of the military warms, could that have been grabbed, in essence during these 18 minutes? >> well, sure it could have, and literally it was a bulk grab. whether it was hunting for something specific or not the report did not indicate one way or the other. but the business of diverting information on the internet really has little to do with the security practices of the individual recipients, or addressees. jon: obviously the sensitive stuff that the pentagon is dealing with, and for that matter the government, is going to be inch corrupted -- encrypted. would inscription prevent unauthorized eyes from reading this stuff? >> absolutely. the pentagon, the intelligence community and those agencies associated with national security understand this full well and realize that their traffic can be intercepted at

house a race in illinois finally reaches a conclusion. incumbent democrat melissa bean conceding to republican joe walsh last night. until yesterday a only a few hundred votes separated two candidates. that means republicans now gained 61 seats in the house of representatives. six house races though are still undecided. jenna: a fox news alert and this story is getting a whole lot of attention today. new airport security procedures under fire right now on capitol hill including what some are calling out of control pat-downs. moments ago the tsa administrator telling the committee he underwent one of these enhanced pat-downs and he described how it made him feel. take a listen. >> did i make you uncomfortable? what was your impression as a person. >> yes. it was more invasive than what i was used to. of course what is in my mind from almost 27 years with the fbi and all the counterterrorism work since 9/11, what are the plots out there, how are we informed

by the latest intelligence and latest technology and what do we need to do to assure the american people as they travel that we are being thorough? yes it is clearly more invasive. the purpose of that is to obviously detect those type of devices that we had not seen before, for example, last christmas. jenna: a woman from ohio found out just how invasive some of these pat-downs were. she was traveling with her baby earlier this month and she claims she was never warned how intrusive it would actually be. she is also claiming this invasive procedure amounted to sexual assault. she is our next guest. erin chase is blogger and author who lodged the complaint and had this experience. erin, a lot of us have been through airport security. some of us have been through the pat-down process. what precisely happened this time that was different? >> i went through security. i had my baby with me. i was traveling with a special needs formula that comes in a can. so i knew to expect. i travel with him every several weeks. i knew to expect they would

ex-scan that with paper disks and check for explosives. came through the metal detectors with no problem. all of my stuff was taken to the middle security table to do the explosive testing. the tsa agent asked me if i was aware of the new policies for taking liquids through security reinstated four years ago. i told her yes because i travel with my baby couple weeks. a few seconds later she told me to go to the black mat for a pat-down. i was holding baby at the time. she told me i had to put him down in the stroller. to remove my shoes, step my feet apart, hold my arms out. i did all of those things. she bat patted down my arms, back, lower back. then she proceeded to go around my waistband with her fingers inside my waistband. she did tell me she was going to do that. after that she gave me no further instruction during the patdown. she then proceeded to tuchl my buttocks both sides with the palm of her hand. moved around to the front

and touched my breasts and under my breasts. she gave me no instruction she would do that. moved bottom of the legs up my inner thighs to my private areas. she did not tell me she would touch me in any of those places. she said i was finish and went back to scanning my belongings with the paper disk. jenna: why are you calling this sexual assault? >> i was given no warning. no instruction to what would happen. that is breaking the tsa protocol. they are supposed to inform you what they will do during the pat-down. i received no notification when i purchased ticket that procedures changed. i received no note anication on front side of security what options were. there was not a body scanner at dayton airport. there was not option for me. i was completely forced. i was blindsided i stood there. when i picked up the baby i stood there. i didn't know what to say. no word coming out of my moubt. it was frustrating. had i stopped it and opted out i would be a a situation

similar to john tiner. jenna: did you see other passengers get patted down the same way? >> i did not see any passengers at security. when i went to board my flight they september three tsa agents to my gate which is unusual protocol. i later found out and they did perform random pat-downs there i walked past a woman who received a pat-down. tsa agent who gave her the pat-down did strict specifically what she would do during the pat-down. i did hear her say that. jenna: we're obviously sharing your story because we heard a lot of these stories, too many to ignore. the problem with dog some of these stories to be perfectly honest when we don't have video and don't have other witnesses and don't have a representative from the tsa it creates this we're taking your word for it. we're not dismissing you at all. please do not take it that way. i will read a statement from the tsa. that is what we do have. then we'll talk a little more about this. this is the what tsa says. tsa constantly evaluates and

updates screening procedures to stay ahead of evolving threats. we implemented an enhanced pat-down at security checkpoints. while we can not share specific details for our procedures for security reasons, pat-downs are designed to address potentially dangerous items like i am promized explosive devices and their components concealed on the body. all passengers have a request to have private screening at any time. tsa personnel have been in contact with the person, talking about erin and reviewing the alleged incident and take appropriate action if necessary. first of all were you told you could be taken to a private area to have this done? >> no, i was not told a private screening was optional. i didn't even know i was going to be pat the down in invasive, sexually violating way. if i had known that i would have requested it. jenna: if they did, given you a warning would you have gone along considering the kind of world we live in, listen these are new procedures, we're going to have to do this, would you have, said that was okay?

>> you know what? i don't know. i probably wouldn't have said that was okay and then i would be, you're forced into it. if i had opted out i would subject to $11,000 fine and civil suit faced against me. jenna: wow. >> that was choice i would have to make. john tyners that is what is going on with him. i was completely forced into the situation. i had no options. jenna: did they follow up with you. >> no. i have followed up to file a complaint and they have not followed up. jenna: we have to run. i heard from 9-11 families, speaking out this is not a perfect process because we'll have to do something because we live in a world where people hurt us and blowing up planes. i only have 30 seconds. what would be your response to some of those families saying that? >> i hurt for them. i hurt for everybody is being subject to the sexual, you know, violating experience in the airports. you know security is obviously everybody's number one priority but you know as a law-abiding citizen, mom traveling with her infant,

had their hands full with a car chase that took them all over the city of miami and up into metro dade county. here's a look at the way we began our broadcast this day. a ford explorer being driven by a man who was wanted as a suspect in a strong-arm robbery led police on this very dangerous, very high-speed chase on city streets, on highways and so forth. at one point authorities had him cornered but then it ended like this. he gets off i-95. tries to go around the tanker truck and slammed into the truck. we're told that was likely an orange juice hauler, not a fuel truck. likely an orange juice hauler. but it made awfully, well made a mess of the suspect's vehicle there. authorities are certainly going to be questioning him and keep you updated as to what they find out. jenna: we think the juice is okay. at least it was juice

jon: search teamses are still out today in ohio looking for a missing mom, her son and her friend. the woman's 13-year-old daughter was found over the weekend bound and gagged in a basement. the man who lives in that home now faces kidnapping charges. organizers plan to search near the family's home today and the home where the girl was found. with us now, michelle seguna, investigative crime reporter and crimestoppers national spokesperson. this is one of the strangest

missing persons cases we ever heard about, michelle. where is the investigation, the hunt for these three missing people stand right now? >> well as you mentioned there are search teams out on the ground right now. they are, they descended on the area around 9:00 a.m. they're focusing on a mile, the mile radius within where the family was last seen, within that area. search teams have been out actually all week long, really canvasing the park area where hoffman, the suspect lived. he lived, his home sort of backs up to a park in that area. there are three major ponds there. so they're combing the land, waterways, everything. cars have been pulled out of the water. they're being scanned for forensics things that nature. but at this particular point they do not have any information leading them to this family. jon: you have talked to some friends of the little girl who say she had some chilling things it say in the days before she was abducted. >> there were some chilling

things that stephanie actually, one of the women who is missing. her father has spoken out and, what he has, what he has said from her friends, is that she felt that there may have been someone watching her in the days prior to when she went missing. but, she didn't have any specific information. she didn't come out and say anything definite. she didn't report that to authorities. no one investigators are looked at this time. there are three vehicles in this particular case that investigators focused in on. one was found at kenyon college campus. i spoke with one of the representatives from there and what he told me is that deputies were actually led to that location. it wasn't a tip that actually put them there. and it was marked off as a crime scene. it was towed away from that particular point. hoffman has displayed pretty odd behavior according his behavior. eating squirrels. spying on neighbors from treetops. listening to conversations. setting fire allegedly to

areas in his yard. this is a convicted arsonist in the colorado area. he did serve time in prison for lighting a complex on fire and stealing a vehicle out there. jon: were there some red flags that were ignored here? >> there may have been some red flags and you can't really say that they were ignored because there's lots of odd people that live in the world and display odd acts of behavior all the time. so, you know, i think in this particular case the neighbors, they were alarmed by him. they were doing their best to protect their children. and you know, they didn't necessarily step out and call police and say, hey, we think this guy is doing some pretty bizarre things. you know, but, it is, sort of it is sort of hard to tell in this particular case. there may have been and people just kind of kept it to themselves but at this particular point the focus is now on finding these three family members. jon: michelle, thank you. >> we hope so. thank you. jenna: he is known as the merchant of death. today this russian we're going to show you is due in
