and left police aiming their guns at them. president obama on his way home from the nato summit in portugal. the coalition agreeing to put afghan forces in charge of their own security by the end of 2014. for the first time the president announcing his goal to end all major combat operations in afghanistan by then. the job far from done with serious questions about whether afghan forces will be able to handle things on their end by 2014. mike emanuel has more from us from lisbon. >> president obama and leaders of the alliance spelled out their vision for afghanistan, a transition beginning next year and hopefully the end of combat operations in four years. president obama and afghan president ham mid karzai were able to talk about their -- in more peaceful provinces, u.s.

officials in karzai had some dust-ups with mr. obama explained is understandable because everything is a sovereign country but did he say when u.s. spending tremendous resources in afghanistan that partnership is a two-way street. later the president offered this assessment of the afghan war. >> fact of the matter last year we made progress. and i expect that we're going to make more progress next year, will not be without occasional controversies and occasional differences. >> the president says it is a goal to make sure the u.s. and nato are not still engaged in combat operations four years from now but the commander in chief did not rule out possibility of more fighting noting it is vitally important to protect the united states. bottom line, 2014 is a goal and not a guarantee. >> certainly our footprint will have been significantly reduced. but beyond that, it's hard to anticipate exactly what is going to be necessary. >> but there will certainly be a u.s. military presence in

afghanistan after 2014. the president today talked about the need for counter terrorism platforms there. >> harris: mike, thank you very much. defense secretary robert gates weighing in on nato's plan, gates saying he expects only fraction of the 150,000 troops in afghanistan to remain thereafter 2014. gates in chile for defense meeting saying troops there in 2015 will likely be advisers to afghan forces. meanwhile, nato saying coalition forces in kunar province accidentally killed three civilians. hitting a village instead. a pair of bicycle bombs killed at least three people in eastern afghanistan, dozens of people hurt. local police saying one bomb targeted vehicles at security check point. another big topic at the nato summit, relations with russia. call from countries in europe for the u.s. to give the okay to a new nuclear arms treaty with russia. it would require the two countries to cut deployed

nuclear weapons by 30% within seven years. president obama saying there's no verification system in place right now regarding russian nuclear arsenals that would change with the treaty were ratified. he's urging congress to do so before january. >> without ratification we put at risk the coalition that we have built to put pressure on iraq. and the transit routes through russia that we use to equip our troops in afghanistan. >> harris: also invited russia to join european missile shield. the secretary general of the alliance saying russia was receptive but did not accept. the country did agree to get russian technicians involved in deployment plans in the shield ever becomes operational. many americans caught between their own frustration and new airport security measures days before the busiest travel season. sheer look at the latest developments. transportation security administration saying pilots are now exempt from the procedures. but everybody else has to go

extending these cuts. at this point any tax law passed would have to be taken up after thanksgiving. which really doesn't leave very much time. molly henneberg live in washington. so, we know it's a lame-duck session, how lame is it? how much time do they have left? >> not much. congress went home for thanksgiving week then back here in washington for about another week or so. that's it. the top senate republican says tax cuts should come first all other legislative priorities should come second. >> should be easy one. the bill, the job creators and out of work americans need us to pass is the one that ensures taxes won't go up. one that says americans and small business owners won't get hit with more bad news at the end of the year. >> but democratic leaders also have other legislative priorities such as the dream act, which would mandate instate tuition for children of illegal immigrants and also trying to end don't ask, don't tell in the

military. harris? >> harris: let's talk money now. tax cuts. the democrats are saying that the government cannot afford to extend all of them. >> right. senator harry reed, top democrat says if the tax cuts are extended to families making over $250,000 then the deeply in debt federal government won't take in about $4 trillion over the next ten years. >> we have to be very, very careful extending things indefinitely. because we have to focus on what the economy may be in the future. we'll have number of different variations as to how we -- are going to proceed on the $250,000 tax. >> senator reid suggested two votes on the matter possibly one to extend all the bush tax cuts as republicans want, but with democrats, that may not pass. then second vote in some way limiting the tax cuts possibly not extending them to families making over $250,000. harris. >> harris: the politics of it

they say utah park ranger brody young confronted the man outside a popular hiking trail on friday. for some reason they exchanged gunfire and when it was all over the ranger had been shot three times, right now he's in critical but stable condition in the hospital. we'll wring you the very latest and updates as we get them. new information tonight about final moments in the lives of two ohio women and an 11-year-old boy. all found murdered after going missing for more than a week. coroner say saying tina, her son kody and friend were stabbed multiple times in the back and chest. and then they were dismembered. the remains were found stuffed inside garbage boggs in hollow of a large tree in a preserve. an autopsy found no signs of sexual assault. the three had been missing along with her 13-year-old daughter, that young girl was found band and gagged in matthew hoffman's basement. hoffman charged with kidnapping the only suspect in the murders.

>> harris: pope benedict unions the terms condoms then saying what it can be justified for. in certain circumstances. the pontiff making the remarks in extended interview with a journalist from native germany. his comments run count tore years of church teachings on contraception. some aids activists saying the pope didn't go far enough. greg burke is live in rome with more on this. >> harris, you know the catholic church does not change quickly, that's what some people find very attractive about it is what others find very frustrating. the teaching does not change very often, does not change very soon. now there may be some change on the way, however, in that is a possible blessing from pope benedict himself for the use of condoms to fight aids. i say "possible" because the pope says, only in certain circumstances, his comment coming today in an excerpted part of a book to be released next week "light of the world" the excerpts coming out in the

vatican newspaper. the example the pope using were condom could be morally legitimate in the case of male prostitutes. now for years church men have been debating this issue at the highest levels in the church but really it's gone both ways. the vatican itself has been pretty strong against it occasionally you hear some cardinal saying, there have got to be circumstances in which it is legitimate. now the pope himself speaking out. but there have been time couple years ago when they were trying to actually come up with an official position on this, they were unable to do so. the book is just really going to spark a whole lot of debate. and while it may be important and opening in terms of this, the moral legit that see of the use of condoms it's exaggeration to say it's a sea in what. right after the pope talked about these circumstances exceptions he also said that the catholic church does not believe that condoms are the answer to the aids crisis. >> harris: greg burke, thank you very much. good to see you tonight. a painful throwback to the

aftermath of hurricane katrina in new orleans. the city's public water authority is showing a massive water boil order affecting more than 300,000 people. that means people have to boil their water for drinking and any other purposes. the announcement following mechanical and electrical break down in a water treatment plant, health officials fearing bacteria may have contaminated the water system during the failure. this is the first order of its kind since hurricane katrina back in '05. order will stand until at least 3:00 p.m. tomorrow we're told by then they ought to know if the water is safe to drink. that's not only place where there are water troubles tonight. people who live in southern california, bar stow, being told not to brink the water there. a chemical was found in samples. and there's nothing anybody can do about it. they can boil, freeze, filter, even just letting the water stand doesn't reduce the levels of the chemical.

>> this weekend the halls of congress look like a dump because they pretty much are before the new congress can get to work the old congress needs to move out. this generates a lot of trash every two years so-called office resupply locations, fancy name for piles of old binders and papers appear in the hallways on the hill. it's all free for the taking if you still have a job in congress or if you are just starting out here. we caught up with retiring congressman patrick kennedy who is not only packing up his office but packing up a chapter in american politics that dates back to 1946. that's when john f. kennedy won house seat in massachusetts each year since then, at least one member of the kennedy family has been in the white house or congress. >> i've mad months to pack this stuff up, prioritize it, label it, get it ready. in fact i've already had moving truck already move most of it out and that was prior to the election because i already knew i was leaving. >> of course lot of members not
