this is the worst congress in modern history and the folks seem to agree. new gallup poll says 13% of americans think congress is doing a good job. 13%. now our pal harry reid along with appropriations chairman senator daniel inouye have dumped a trillion-dollar plus spending bill on the senate floor a few days before christmas. the bill is loaded with portion. apparently the democrats want us to fund a 10-million-dollar foundation for the late congressman john murtha. they also want $8 million for the edward kennedy institute. and 36 million more for public broadcasting so they can fire more people like juan williams. the list goes on and on. more than $8 billion in absolute waste so this bill shouldn't pass. and you should call your congress people and senators and ask them to vote against it. the "wall street journal" also opines that congress has contempt for the taxpayers. and it's hard to argue with that the voters last november sent a

clear message they want the wasteful spending to stop. but these people in washington basically are saying hey, blank you. and the media generally goes right along with the federal grave train. speaking on cnn, commentator fareed zacharia says it's the american people that need to wake up. >> the american people are the problem. they need to recognize that some of what is going to happen here they have to consume fewer things. they have to accept slightly higher taxes and in the long run you have a much better economy. >> bill: according to zakaria, we the people should pay more taxes and cut back on consuming stuff. that's what's going to turn it all around. good grief. comes a point when people get the government they deserve. there is no question the congress has spent this country into near bankruptcy and what do we have to show for it? do we have high speed trains? nope. do we have an honest public broadcasting corporation? nope. do we have updated roads and

bridges in most places? i don't think so. do we have a secure border? no, we don't. how about a smooth airline security system? nope. don't have it. we can't even get the airlines to fly on time. so, again, it's up to us, the folks, to tell our elected officials in washington not to vote for any more pork. we don't need a john murtha foundation. we don't need a ted kennedy institute. what we do need are politicians looking out for us. and if they don't start, let's give them some hell. and that's the memo. now for the top story tonight, reaction. joining us from washington fox news analyst laura ingraham the author of the big best seller "the obama diaries." this is almost too easy for you. i teed you right up on this. let's step back for a moment. the air arrogance of this congress. not just democrats there is republican pork in there, too. there is a 36-million-dollar expenditure from susan collins

from maine a republican for a reading initiative. a reading competition. you know, so i'm saying to myself, do they just hate us? do they just despise us? what do you think? >> people in washington have gotten really used to certain way of doing business. slipping these earmarks into these bills even though the public has said time and again stop this madness. >> bill: we don't want it. >> we have no money. when we talk about money, we are already a trillion dollars in the hole. so we don't have any money. the idea that we have this money is a complete joke. it's a can a -- kanard. they can slip this stuff in and it doesn't get debated. it's easy. we did this stuff for you. i got the ted kennedy memorial x. whatever it is. so they have gotten used to that guess what? we now, with the light of day, can see what's really going on here. and what's happened is that over the last several months the democrats had time, right? they had the majority and time

to pass all these bills. but what they didn't want to do is pass the bills because then we would have made a big deal of it going into the midterm elections. so they kicked it off and kicked it back, kicked the can down the road to the lame duck session. jim demint to his credit in september of this past year, said wait, wait, wait, let's do a continuing resolution until february. meaning we will fund all of this government through february and then we will debate all of this. they said no, no, no, no, no. they didn't want to do that. they defeated demint because he knew what they were going to do. lo and behold and harry reid and company and joe biden no we have got to do this because this is really important for the american people. we are going to keep you here through christmas. >> bill: people who don't follow christmas, and -- don't follow congress, and that's most people, they refuse to take up the spending for 2011 until a few days before christmas, when everybody wants to get out of town. >> right. >> bill: and when most people aren't watching the news. >> aren't paying attention. >> bill: they are shopping. they are setting up their holiday plans, whatever.

as you said, absolute, to sneak in the ted kennedy initiative, whatever that may be, the reading -- how about public broadcasting wanting $32 million more? >> again. you hit the nail on the head. they didn't want the public to know. >> bill: no. >> what does that remind you of, 2700 page health care bill that the public really didn't know in the end. >> bill: it's different than that. the health care bill. >> it's bad because it's so long. almost 2,000 pages. >> bill: nobody could read it but it was so contentious that everybody was debating it. here, the network news is not covering. this that's done. the "new york times" they are -- >> they had a big health care vote last year. right before christmas. same thing. mitch mcconnell reminded everyone of that today they did this last year at the same time. health care bill was in march. >> bill: they always try to sneak it in. tail end. they don't know all of this stuff which is why we are $14 trillion in debt.

nonconsensual in sweden. another woman says that she was asleep when he had sex with her without consent without a condom. >> bill: let's be fair the swedish government didn't do this until he did the stuff with the documents. that be that as it may he will be charged with espionage or receiving stolen goods. britain seems to be sympathetic to this guy. what's that what i'm getting here. >> the judge who gave him bail released him not unusual base on the charges here. the prosecutor's case against him in sweden was weak. >> bill: i don't think -- they are sympathetic to him in britain. >> show him the castle he has got to go to while he is out on bail. look at that. >> bill: that's his friend. >> i thought it was michael moore's house in michigan. a castle in england. >> we should all do so well lt. colonel laken in kentucky has been convicted of disobeying

worked over. we have got to identify people who are homosexuals to school children and we have got to talk about that. no. no, hoover. >> it's not just that, bill. they are doing three things to the law in california. this is what it proposings. include the law and lbg americans. historical value. adds them as under respected cultural and ethnic group muck the many already listed in the california educational requirements. does one other thing adds sexual orientation to the discrimination protection. >> bill: i don't mind the protection on that. but i don't want a third or fourth grader saying gay? what does that mean? i don't think that that should be introduced. what say you, carlson? >> i'm all for honoring the accomplishments of gay, lesbian, by sexual and transgender people which is what that stands for. but, let's face it, i'm with you on this o'reilly. why do we need to put it in the textbooks? here is the problem that i have with it.

i'm not so sure that putting it in the textbooks and honoring these people leads to less bullying. where is the research that shows that? my daughter has been bullied at school, what would be the research that would stop that? >> bill: tolerance, that's what they are trying to say. if you make it tolerant. if you say here is a hero who was gay, then people might not bully. it's theoretical. go ahead. >> here is the problem i have with it because you know i'm in favor of gay rights. the problem i have with it is that the educational -- the educational movement in the state of california for the last 30 years have been hijacked by special interests trying to push their agenda. and the become a proxy war for the culture wars that adults are fighting out in the classroom. the reality is in america our story is about expanding individual liberties and freedom to previously disenfranchised groups of minorities. the story of gay rights and gay rights movement is part of the american story. >> bill: stop,. >> however, i would not put.

>> bill: in the impacts segment tonight, a new abc poll says 60% of americans now believe the ongoing war in afghanistan has not, not been worth fighting. just 34% say it has been worth it. today, president obama addressed the situation. >> i want to be clear, this continues to be a very difficult endeavor. but i can report that thanks to the extraordinary service of our troops and civilians on the ground, we are on track to achieve our goals. >> bill: joining us now from washington, fox news strategic analyst lt. colonel ralph peters. first of all, what are the goals, colonel. >> search me, bill. the president said today in his pep talk that we are going after al qaeda over 95% of what we are doing is going after the taliban. he said we are not nation building. then he said we need to bring good governance and basic

services to the afghan people. that's nation building. bill, the white paper, the review what the white house released today wasn't putting lipstick on a pig. it was a cosmetic makeover. the whole pork industry. it did not address the three fundamental challenges among thousands that we face. first of all, it doesn't talk and the president didn't talk about the corruption and the treasury of the karzai administration that we are keeping in office it didn't talk about how the pakistanis are ally -- are allies are protecting and supporting the taliban and possibly members of al qaeda. and it didn't really talk honestly about how the taliban has some real support among certain parts of the afghan population. it talks about those other space invaders when, in fact, they are the home team. now, bill, you can't win a war if you are not honest about your enemies. >> bill: okay. now, the paper that came out today was more of a military thing that they are doing better in kandahar in the south of

afghanistan. and we -- those reports jive with what we are hearing as well. that the brave marines and soldiers down there have succeeded in weeding out a lot of these bad guys. and certain towns now are secure when they weren't before much. in the north of afghanistan the taliban have now regrouped up there and are causing trouble. so the military situation seems to be improving a bit. is that true? do you see it that way? >> no. i think there are definite local improvements. but it's like squeezing that balloon. the air or the water just goes somewhere else. now, let's do some, you know, primitive matt. we spent the better part of last year pacifying marjah district. that's 85,000 people. we have got to pretty well pacified. we are making some progress around kandahar. the problem isn't and never has

been our troops. the troops are doing everything. >> bill: i agree with you. the problem is the political situation there where we're supporting like we did in south vietnam and other places a very corrupt regime. and the afghan people don't like them. so, i don't know what to tell you about that. but i -- you know, i hesitate to throw this whole conflict under the bus. you know, the 60% of americans, they are not wrong. this has been a 10 year slog and cost us billions of dollars. and our guys i went to walter reid last week. our guys coming back with some of them their limbs blown off. for what in the americans don't know what the end game is. i can tell you the end game is to have a government that's going to fight the taliban and al qaeda. that's what we want. i will give you the last word on it. >> instead, we have karzai government that's trying to cut a deal with al qaeda there is a big difference between vietnam and afghanistan. some south vietnamese really supported the president even though he was couldn't.

your state in a very positive way. and it's -- you know, very entertaining program. big hit. for tlc. but how does that, in your mind, help you in the political arena or does it? >> i told alaskans that i was going to do all that i could to promote alaska. i will tell you, tlc's debuted show as the highest rated sohio in that cable network's history i think it's doing a good job for alaska for our economy and -- >> bill: promoting the state that you love. >> promoting alaska and even more importantly promoting domestic resources that we have in america that can be tapped into to allow us to be more secure, healthier, more prosperous. a lot of the show has to do with the resources that we have that need to be developed. >> bill: kate gosselin and you whining that she is hungry and she saw a turtle or something, i don't know what she is doing. [ laughter ] but, see, is that presidential you and kate gosselin in the forest? people would say it doesn't

book because it's -- you know, you can hear you talking on the pages. so chapter 5 is the rise of momma grizzlies, okay? and you are very famous for that expression. can a liberal woman be a momma grizzly? >> a liberal woman who understands that it's individual rights and responsibilities that can pull one person up when they are exercised appropriately certainly can be a momma grizzly. a momma grizzly is all about protecting the young and we protect the outcome by teaching them how to work, not rely on another bear. in our case not to rely on bigger government to solve problems and to provide solutions to everything that we face. it's all about individuals. it's about family. it's about small community. it's about individual responsibility. >> bill: so it would be hard for a liberal woman who believes in a collective responsibility to elevate everyone. that's the liberal philosophy. to be a mom that grizzly because you are basically saying, look, the real mom that grizzlies

teach their kids self-reliance, to not, you know, go into the big government and share the wealth, share the land type of thing. so it would be hard for a liberal woman to be momma grizzly? >> it would be hard, yeah. >> bill: okay. also, in the book, you concentrate on the feminist angle. you say that you are a feminist but you resent the fact that that label has been co-opted by the left. want to explain that a little bit? >> i think there is a lot of hypocrisy with women's rights groups and those who proclaim to be the only ones who can wear that mantel, that title of feminist. i think that they are in some cases hypocrites and they do not empower women. in fact, they make women sometimes feel weak and incapable of taking care of themselves and their families because so often these feminists think that bigger government needs to provide the tools,

the -- everything that we need in order to survive and thrive in this country. i don't believe that. i believe it's all about a person's character and their work ethic and how they choose to take care of themselves and their family. that is how we all can make for a better nation as we all do that. i think that too many feminists today have decided and i think it's been the case since the 1960's and the 1970s, they have decided that women need someone to take care of them that's the most hypocritical feminist mantra that there can be. >> bill: why do you say that you are a feminist. >> because i am self-reliant and quite independent. i'm lucky to have been brought up in a family where gender hasn't been an issue. brought up in a community and a state where you are expected the women are to work as hard as the men are and even engage in the same type of jobs that they are. and it is all about your work ethic and your character. it's not going to be reliant on government. >> bill: you made it on your

has votes to pass it. legislation meant to avoid a january increase in income taxes and renewed jobless benefits for unemploymented. just moments ago voting to defeat the pomeroy pro vision. once it official passes this vote the tax bill will go straight to the president for his signature. what does this mean for you? let's turn to our senior row duser at the house of representatives. chad, any surprise here? >> it's not a surprise this passed at the end of the day. it's thoughts they had votes to pass the bill. the question was whether or not liberal democrats could have a.bide this, they threw a fit today, blowing up the ability to bring this bill to the floor earlier, innocenced over the lack of how they're going to handle this on the floor and estate tax pro vision. they wanted a final up or down vote. we're moments from this being a done deal.

they have passed this same piece of legislation that the senate passed. the house and senator now in sync with one another. had they adopted the pomeroy revision, they would have been out of sync. >> we heard from others earlier, saying no one on the floor likes this bill. we're doing this because we feel like we need to have that commitment and we need to do what we think the people want us to do. >> the chair of the rules committee said that nobody liked how they crafted the rules of debate to get to it this point which torpeedoed things earlier. nobody likes how they're doing this, it blows a hole in the deficit. it's $858 billion. a lot of liberal democrats wanted more pro visions in here, they didn't like the estate tax pro vision, unsuccessful in raising there are a lot of people sort of gritting their teeth, those that are voting for this, it's

not their favorite piece of legislation there. to is s.no celebrating in washington, d.c. tonight. >> part of the bill is extending benefits to the unemploy forward 13 months but representative moier pointed out it's extending tax cuts for the rich up to two years. maybe a lot of democrats felt that that just wasn't good enough and it wasn't fair. >> that is sort of the issue here, if you had to sort of codify difference between democratic and republican parties it could be installed into the tax vote tonight. have you old arguments republicans, democrats have said republicans are only for tax breaks for the wealth gree. democrats weren't going to do this they're for raising everybody's taxes republicans owe wo say if they didn't pass before january 1 when everybody's tax woz go up to old levels passed some years ago under the bush era. >> democrats have said they're hoping that this will be more

a jobs bill and tax cuts will turn into jobs for americans out there that are unemployed. >> that is the classic debate you can hear sometimes about supply side economics idea if you give the wealthy more money they'll have opportunities to hire folks, again another conversation from a week ago with w.lieu ease slaughter saying take a look at our unemployment rate. we've had the tax rates seven to 0 years saying it hasn't put anyone to work. people are sort of dubis about some of the assertions that the tax rates, depending one way or another would put people back to work. >> you're looking at the votes. 137 democrats voted for this. do you think that that is what got them on board was the fact they can say oblg, well maybe these tax cuts for the wealthy will create jobs? what was the main motivation? did they just cave? >> what got them on board is that they didn't want to raise

tax rates for middle class thchl is the only train leaving the station fchl they didn't pass this, everybody's rates would go up. you take half a loof this, is the best deal they can get. they couldn't get more, senate leadership there said that the deal they negotiated with the president was fixed and they would have filibustered this and probably would have locked off the amendment on the estate tax had this gone back there had they attacked the pomeroy amendment. so sometimes things are set in stone this, bill seems like it was set in stone tonight. >> you talk about the pomeroy revision this, is the one expected?. >> this is the easiest and the most likely. a lot of people didn't think it would be a a.dopted. it was not. and had they passed pomeroy we

have wo have been in for a few more days working on this. one scenario they would have, say, passed pomeroy and defeated the over all bill. this gets kind of icky. there is lot on the plate for house and senate. this at least takes one item off that legislative agenda once this goes to the president's desk in the next couple days once pass this they should be closing this vote momentarily. the clock is almost run down here. it's like soccer. they still have booking time as they do in soccer. >> all right. thank you so much for that valuable insight. and again, house just voting to pass that tax cut bill, democrats 139 yeses and republicans 138 for a total of 277. it st pass. that means
