of the ruling power a positive step towards political change in egypt. new prime minister declaring stability is returning after 12 days. it's been so intense at times, violent demonstrations have been ongoing. >> many members of the ruling party have resigned, one person they say they want out is refusing to budge. mike to sbin streaming live from cairo, so mubarak is still in power, mike? >> he still is. but this is a dramatic move. in the top leadership of the democratic party. you can compare it on to a move he already made. he fired members of the his cabinet and maintaining his own hold on power and the moves are made with the intention of satisfying the demonstrators out the street. there is a sharp contrast between these two moves because a ruler like hosni mubarak let his cab get n et go with some degree of regulator.

this is shakeup of the old guard. these are names known to the egyptian people. they have been very unpopular. you may have mentioned the best known name among the old guard of the national democratic party was gamal mubarak the son of hosni mubarak, long considered to succeed him as president of egypt. he is being replaced by somewhat well known name, pedralli a young liberal who had been marginalized primarily because he had been critical of the old guard and the way they ran the country. as far as satisfying the command of the demonstrators, they see it as political gamesmanship. but they say motivation to stay out on the street until they arrive at the ultimate goal for hosni mubarak leaving the

presidential palace. >> we have heard there were discussions for a way out for mubarak to save face to be a figure head while handing control off to someone else. what do we know about that, the transition and the talks behind this? >> reporter: we know there are several different proposals for how the transition could take place, one of those would be to hand the power over a temporary basis over to h sul sul. there is an idea for a presidential counseling. and -- omar suleiman and another idea out there is the military acting caretaker government until another president can be selected. mike, thanks so much. >> jamie: meanwhile, fox news has learned that egypt's brand-new vice president was the target of an assassination attempt. a source saying it was an organized attack. two egyptian vice president

bodyguards were killed in that assassination attempt. molly henneberg is live in washington. why are we hearing the government is saying they didn't happen. >> molly: there are two sides. egyptian security source talking to reuters the only source we have denying there was such an attack but u.s. sources tell fox news there was some type of organized attempt to take out the egyptian vice president, omar suleiman last monday. he had just been named vice president as two days earlier and may factor into a post mubarak egypt. he may lead the country. the assassination took place during the motorcade and he was not hurt. possibly two guards were killed in the attack. hillary clinton is in munich for a security conference and she was asked about an attempt on his life. she answered briefly and here is how the question and answer

consequent. >> we just received a report that there was an attempt on the vice president of egypt was apparently several people killed which under lies the severity of the situation. we will keep you posted as the news and outcome over the next several minutes or so. >> i think that news reports certainly brings into sharp release as to what we are facing as we navigate through this period. >> molly: they also asked robert gibbs about an assassination attempt. he said, quote, i'm not going to get into that question. back to you. >> jamie: molly henneberg, thanks. now to mixed signals that appear to be coming out of the egyptian government. one minute the mubarak regime is

digging into the heels for calling for change and next it's making peaceful overtures. a former senior director for middle east affairs and national security council and visiting fellow for near east policy. let me ask you about the assassination attempt on omar suleiman, if he had been assassinated two days after being appointed we would be looking at a whole different situation on the ground in cairo would we not? >> we certainly would. omar suleiman has been the lead negotiator for the egyptian government. he is the key figure in holding the regime together. we would be looking at a different situation. there are others who can step up. certainly the new prime minister perhaps the defense minister or chief of the armed forces but it would be a significant blow. it really points to the fact that we have a surface calm now, the demonstrators in tahrir

square are peaceful, that underneath the surface there are still plenty of possibility for violence and turmoil. those pro-mubarak thugs and there is plenty of possibility here that things could go south. why do you think the clashes between the pro-government thugs as you called them and the demonstrators, why do you think the clashes have died down. there had been reports that the government that people supportive and friends of the government have been paying the thugs to go out and engage the protestors. did that money stop flowing? is that why we're not seeing the violence we saw on wednesday? >> there is a couple possibilities. one is there were strong messages coming from the united states and other places to especially the security and defense establishment that this violence really had to stop. that the united states couldn't work with the transitional government if was seen to be

sponsoring this kind of violence. the second possibility is that whoever was behind this whether the government or someone else may have just realized it was a serious mistake to do this, it was potentially taking the protest in a much more radical direction and that would open the door for like the muslim brotherhood or others to step in. >> i want to get to something, at least i haven't heard it discussed. that is the arab culture, i imagine and maybe i can sort of clue us in to this, there are certain elements of our culture that allow people to react or to respond to situations in a certain way that are playing a major role in what we're seeing unfold not only in egypt but across the arab world. talk to us about that as we watch and listen to the response from the mubarak regime as we listen to the protestors who are responding to all this and how their culture is playing a role? >> i think that their culture is not so different frankly from

our own in this regard. i think what the protestors are saying, they use facebook and twitter just like plenty of people in the west do. what they were saying, they want the same kind of freedoms and rights that people in the west of. i think one sort of cultural aspect which is interesting is sort of culture of the strong men who head some of the regime, think president obama appointed to it that president mubarak is very proud. he said he is going to die on egyptian soil. we have to take into account that level of pride and the need need to be seen externally strong in any kind of exit strategy we have for president mubarak. >> michael, been listening to you over the last couple of weeks as you help this understand this. thanks so much for coming in today. >> jamie: not that easy to get where you need to go.

relentless winter weather proving too much for one gas station. take a look at this surveillance video right down to the ground. it collapsed, a citco station, fortunately nobody was in at the time because the station had run out of gas. rick riechmuth has been working all day. rick, is there any end in sight, please? >> no, there is not. maybe the end of february, a little bit of pattern shift but the next week looks like we're going to see two more storms for a lot of people who have seen so many of these storms. one is moving across parts of the great lakes where we have winter storm warnings in the upper parts of new england. we could see another eight to nine inches of snow. this is the next storm we are beginning to watch. it's bringing rain and scattered snow down to kansas. we have the superbowl tomorrow

and we are going to be dealing with freezing rain but out here across parts of the east, this is what we're dealing with, rain exiting parts of the mid-atlantic but heavy snow across areas like detroit and tonight and tomorrow it's going to spread across much of new england. i want to look at the next five days of snow accumulation. another storm is going to come on tuesday, wednesday and across parts of the southern plains, so oklahoma where you saw all kind of record-breaking snow, a lot of areas may be around 6-10 inches. maybe over a foot. places like oklahoma city, up around wichita and we're doing it go again in parts of great lakes. early february, we have to deal with it for a while. >> jamie: i don't feel the same any more about you rick, i love you in the summer. you probably remember this story from some months back, new

information about the massive pipeline explosion, it leveled a neighborhood in california. associated press found the damage could have been reduced if the line had the type of shut-off valve that safety investigators had been recommending for decades. many people in san bruno, california wondering why it took 89 minutes to shut off the massive flames. it killed eight people and destroyed dozens of homes last september. >> jamie: news many people were waiting from nasa astronaut mark kelly, he has confirmed that he will on board of the final flight of the shuttle endeavour. gabrielle giffords, arizona lawmaker that was critically wounded last month by a gunshot. the commander has been on personal leave since the shooting. he has been by his wife's bedside almost every minute. her rapid improvement and rehabilitation schedule made it

easier for him he can participate in a planned april launch. he returns to a grueling training schedule on monday. >> president obama calling on the government and u.s. companies to work together to improve the country. the president using his weekly radio address to reiterate his state of the union message. >> in today's global competitive economy, best jobs and newest industries will take root with the possible skilled workers strongest commitment to research and technology. the fastest way to move people, goods and information. in the future, america needs to out indicate and out build the rest of the world. >> republicans are focusing on spending cuts in their weekly message. here congressman from texas. >> my questions for the president are these, mr. president, how does spending down the road to national bankruptcy help us win the future? mr. president, how does borrowing even more money from

the chinese make us more competitive? >> they predict the deficit will hit a record $1.5 trillion and we'll have a lot more coming up. >> jamie: for years, debates raged about the best way to secure the border but the one up north is twice as long and it could represent a big threat to national security. what about that one? peter doocy has that story in washington. >> terrorists are more likely to enter america through canada than through mexico. that is according to homeland security officials. they share a 4,000 mile border with on our northern neighbor and border patrol could only get 25% of illegal crossings and they are only able to make arrests on 1% of them. this shows the four sectors and

breaks down the threats geographically. out west there are known terrorist organizations in the blaine sector and there are threat of air incursion in the spokane section. detroit sector on recreational vehicles and out east, has terrorists and criminal organizations. the report was ordered by senators in both sides of the aisle who have all said they are concerned about its conclusions. president obama and canadian prime minister steven harper responded yesterday saying they will work together to share intel, standardized biometrics for travelers and coordinate systems for people coming across the border. >> the goal here is to make sure that we are coordinating closely and we are taking steps and measures to ensure both openness and security that we're doing so

nouri al-maliki will not be running for a third term and a new treaty between the u.s. and russia goes in effect today. it limits each side to just over 1500 strategic warheads, down from 2200. >> jamie: president obama and republicans could be heading for a policy collision course when it comes to job creation. the president sees more government investment is key to spur growth an innovation, gop wants major budget cuts and want to rein in spending. >> thanks for being with me. alan, there isn't a meeting of the mind on this. >> there has to be a meeting of the mind, i don't think republicans want a meeting of the mind. if they cared about deficits they would have insisted on the tax breaks for millionaires. if they cared about jobs they wouldn't have budget cuts that

amount to 9% over the next seven months while their own budget was cut by 2%. budget cut would eliminate all kinds of federal jobs which would, of course, hurt the job numbers. they say they want one thing but the policies they want to put in place would have the opposite in effect and they don't support obama policies which include tax incentives. i see a lot of hypocrisy here. >> jamie: what headings are republicans behind and it won't affect the economy to continue to grow? >> it will impact federal jobs. alan i want to say this, the big tax credit congress voted to to extend the bush tax cuts. >> republicans saying the opposite. people like david stockman saying it's ridiculous? >> alan you've had a chance. let me answer the question.

where do we want to make budget cuts, it will affect jobs. we want to make budget cuts with irs, department of commerce, fda. we want to make budget cuts out of department of agriculture, budget cuts up to 20% and take discretionary spending back to 2008 levels. so what we have to sacrifice? yes. will there be job cuts in the federal government? yes. but it will put more money back in the economy. >> in you want to put more money we have the lowest tack rates we've ever had in this country, if they wanted to keep the bush tax cuts, congress doesn't care about cuts. they only want to cut their own budget 2% whilevase rating other agencies. they want to stop things like help for the poor, heating subsidies for the poor while john boehner keeps the same

staff for tha he criticized nancy pelosi for having in terms of numbers and perks. >> you can't spend your way back into prosperity. do you remember the american recovery act? it cost taxpayers up to $800 billion. then we had a job emergency bill when does the spending stop? >> if they cared so much about cutting, but cut everybody but themselves, they want to keep their own purse and own staff. >> jamie: let me ask you this. the president specifically will talk about innovation. he wants to invest in certain industries, he thinks that will create jobs. the question is, when and what will cost? >> when is now and what it costs is whatever the balance sheet says the net result is in terms of jobs and spending. net result is if you to have

cuts happen over a long material. you've got to be able to do the proper investment to create jobs. republicans say they want that. that includes tax credits and cost to that. very tax credits say republicans say they want is part of the plan. >> we do want tax cuts and incentives but who is going to pay for it? again, the jobs bill of 2009 was about job innovation, it was about job preservation and was also, and groundhog day we're promoting the same thing. >> you say who is going to pay for tax credits, who is going to pay for tax cuts to billionaires you and you are and every other american. >> and not continue to raise the debt ceiling. congress has raised it ten times the last ten years. we have to cut spending.

>> jamie: welcome back. egyptian state tv reporting terrorists attacked a pipeline that supplied gas to jordan. all this adding to the turmoil engulfing the country. greg is live in jerusalem. >> reporter: you know israel and egypt has basically good relations over the past 30 years ever since they signed a peace treaty but the events in egypt have people on edge here. today the first example of how things could change, an explosion on a natural gas pipeline that supplies israel. it's still unclear if it was sabotage or something else. there were huge flames as the explosion hit. israel gets 40% of the natural

gas from egypt. that part wasn't damaged. it was shut down on the israel side as a precaution and what kind of problems could be coming israel's way if it was terror related. meanwhile, a few hundred demonstrators hit the streets in the west bank to show solidarity with egyptian protestors. palestinian group was relatively small perhaps the palestinian authority is considered egyptian mubarak and allies in peace talks with israel. the palestinians do say they know what kind of suffering the egyptians are going through of what they have suffered through the israeli occupation. finally, back to israel. pipeline is something else but who is going to take new power in egypt. >> jamie: thanks, greg. >> rick: new efforts in cairo on block aides. egyptian army urging

demonstrators to leave liberation square and open the roads because many of them are not moving. taking to the streets after the evening prayers. joining us on the phone is anti-government protestor. good to talk to you. let's get the lay of the land. what is the mood among the demonstrators the protestors today? >> thanks for having me. today basically what was expected people would be de-motivated yesterday the friday of departure, everybody expected mubarak that he was resigning his power or stepping down. as you know it didn't happen. so, what happened is people were actually -- were motivating themselves again and we need to look at other revolution. no other revolution happens overnight and fight for rights.

people are siang and chanting and praising and reciting poetry and saying we're in nor the long haul. if it takes us a month we're going to stay. >> rick: way tonight get a few more questions. could protestors live with mubarak staying on, as some type of figure head until elections in september? is that okay? is that do-able? >> i doubt with the current situation given that the government, none of the official statements from mubarak or omar suleiman indicate that. i doubt that people would settle for that as mubarak would stay as a figure head. >> a lot are concerned that it would open the door to radical

islamic fundamental lifts gaining more power and -- fundamental of the. is that even being discussed. but is there any way that egyptians would be willing to allow religious factions from taking over their country? >> okay. i have been sitting in discussions on this particular issue. what people are basically saying they would not mind them to take over the transitional government and he is a favored candidate to the united states. and if he is in power he will maintain everything that we have with israel going on. that would apiece the people if mubarak gave power to him. about the muslim brotherhood which the only active and organized islamic group in egypt

official statement was made last night. they said they would not have any candidates running for office in the next elections and they will not participate in any transitional government. so they expressed their role -- they wanted to represent i was in the parliament and the council. i don't think that would cause much problems with relations with the u.s. or israel. >> rick: could to hear that from you. asem saad, thank you very much. we appreciate you talking to us. >> jamie: if there was every time to be united front the obama administration and both sides. h which clinton says there should be a gradual transition of power with hosni mubarak leaving. the president sent a message that he felt the same but now a special envoy from the u.s. goes

to egypt, his name is frank winer. and john bolton joins us now. are they at opposite ends of this? >> i think this demonstrates two things, one that the administration has been ill-advised for some time to be talking publicly about what its strategy is, especially since the strategy appears to be changing. number two, the risk of appearing to try and be in control of events in egypt when they are really not. i have known frank lisner for a long time. i don't think he would speak publicly on this subject unless he thought he was speaking along the lines of the white house wanted. whereas a few days, we had the press secretary mr. gibbs announcing they wanted transition now and that meant yet. frank lisner is saying transition means sometime in

september. it indicates confusion and weakness on the part of the administration that in effect is self-inflicted wound. >> jamie: as you bring up ambassador bolton how much control do we have and should we have? >> i think we should be bending every effort to try to get stability to avoid further bloodshed. it comes through the military. that the rock on which we're going to have to look and seek democratic reforms if we're going to get any after that. basically, i think that communication could take place behind the scene without a lot of public comment. i think there has been a lot of behind the scenes communication but it has not helped when you have officials from our president trying to mubarak out the door. i think that has the opposite effect of what is intended i think it caused him to dig in.

>> jamie: and omar suleiman what does he mean in pro-american, can we develop the same type of relationship. did we make a mistake on this so quickly? >> the regime is the military. mubarak has been the president for 30 years but moving from mubarak to omar suleiman doesn't reflect any change in the distribution of power with egyptian society. we do know omar suleiman. we've worked with him through intelligence channels. he is well known to the israelis. they worked together to seal off hamas terrorist organization in the gaza strip. and i think for some time he has been the military's plan "b" if mubarak can't stay until the end of his term. i must say despite all the western press narratives about building moment for the demonstrators. if there is a narrative at all.

mubarak may well stay to the end of his term. i will stress on my part i don't think anybody has any sufficient information to make a firm prediction. >> jamie: we'll be talking a little later about the muslim brotherhood and what they could mean for the whole region. is there any upside to this if they did come in power? >> i think not only is there no upside, i think it would result in real instability in egypt and threats to other regimes around the region. it would dramatically increase fears in israel for their security, the stability of the camp david accord. i just don't see any positives there. frankly that was one of the most troubling aspects in the past few days, these anonymous white house aides league out we could work with the brotherhood. today, other aides are saying that is not right. so i hope the second group of anonymous aides is correct but i say to all of them, stop talking.

great nation. >> jamie: our thanks to james rosen. dick cheney will honor president reagan. watch it right here on fox, 10:30 p.m. eastern. >> rick: life after war can be a battle for many veterans. a group in california are working to find vets in need to make sure their service is not forgotten. casey stegall is live in los angeles with more. >> we found that a lot of veterans are in fact in need. according to national veterans foundation, a third of all homeless men right here in america are in fact veterans. very astonishing number and there are a number of reasons why they could return to the streets. some face money troubles, others have drug or alcohol addictions or come back suffering from post-traumatic stress disorder.

so they go around l.a. in search for homeless veterans. they go to places like skid row and they hand out food and water. the group will also be helping set up housing and helping medical care and even helping them find a job. in addition to finding those homeless veterans, they set up a an office in los angeles where anyone can call for help. the group helps with all types of problems, everything from filling out benefits, paperwork to psychological support. in fact most of counselors at the center are vets themselves and some of them even homeless. >> the foundation works closely with the department of veteran affairs because organizers say the v.a. system is understaffed which is why independent programs like this one are so wildly popular. we know it's important to take care of our vets. they have done so much for us. >> rick: it's one of the most important responsibilities.

>> jamie: sports related concussions, 3.8 million per year here in america. there is a new test to try to diagnosis concussions. is it too simple to be true. you have to diagnosis them fast. let's ask dr. samadi and great to have you here. girls, young girls more susceptible than boys? >> that is probably true. we don't know why. probably the girls may have weaker next muscle upon attack and head injury. they may have a worse outcome, a concussion. but talking about it. going back to these tests, two minutes, that a lot of players can have. they test them before the game and after the game. and by impression cards and reading a bunch of numbers if their attention or vision are impacted.

if there is a five seconds delaying there could be the diagnosis of concussion. its simple test. we have to see if it's accurate or valid. >> jamie: how is brain have a concussion? >> what i want to do explain what concussion looks like. you see the front of the brain is right here. this the back of the brain. during the concussion when you have injury to the brain, first injury goes to the front. the cover the brain. they're not a lot of space. you are going to hit the skull and it's going to bounce back and the back of it. what happens is this frontal lobe which is personality, behavioral, calculation and the back of the brain is mostly vision. a lot of times, concussions are personality issues as having difficulty with calculations, blurry vision and nausea and vomiting. those are extremely important for parents to pay attention to. part of the problem with

concussion is we have a difficult time diagnosing it. it's not -- you don't have to have a loss of consciousness to know that you have concussion. >> do you have to go to the hospital? >> it depends. you can observe for 24 hours if there a change, if they get worse or fall asleep or nausea or vomiting, you need to bring them to an emergency room. if it's severe, absolutely has to go back to the hospital and make sure you get a c.a.t. scan or mri of the brain to make sure there is no bleeding of the brain. >> jamie: can they treat it on the spot or does it go away? >> the first concussion heals within two weeks. most important thing is to make sure you don't have a secondary trauma syndrome, meaning if you are not completely well and get back in the game that can be devastating. so two weeks but some people may
