tonight he joins me with a message for his critics. >> i don't think, i know we can save this great buckeye state. >> sean: the mainstream media put on notice. media mash with brent bozell back. hannity starts right here, right now. the war in libya rages on tonight. in the wake of two bombshell resignations from the libyan government gadhafi is striking back and claiming their departures on the west. the dictator has call for each leader behind the military strikes against his nation to step down. battles are ongoing in that country tonight. we go to steve harrigan he joins us from tripoli. >> reporter: it has been bad news for the rebels over the last 24 hours. they are moving backwards to the east to benghazi the position they were in before these coalition airstrikes started. those coalition strikes have

degraded. gadhafi's government forces knocking out tanks and armored personnel carriers. it is clear those strikes have not been enough to break knows government forces. government forces still outnumber the rebels in the battlefield by 10-1. the debate now is whether or not to rebels. some countries saying they need shoulder-mounted anti-tank missiles. others saying they can't handle advanced technology what they need is training and leadership. head of nato saying he opposed arming the rebels. turkey's prime minister saying to an the rebels could be to contribute to terrorism. secretary gate said arming the recollections would be another country's job not the u.s.. another country would have to provide the weapons and the trainers for those rebels. gates also talking about a possible longer term solution. saying it is not going to be the rebels who overthrow gadhafi militarily, it is going to be political and economic factors that do bring

him down. one more sign of government forces adapting in combat. they are using guerrilla tactics getting out of tanks and vehicles into civilian cars and pick-up trucks to try and avoid those nato airstrikes. big news on the defection front. moussa koussa is being briefed in london. he was head of foreign intelligence here for 15 years. a second foreign minister defected to egypt. these high level defections are being told a different story. in london they are saying they are signs that the inner circle around gadhafi is beginning to crumble. in tripoli, they are saying moussa koussa was ill, exhausted, high blood pressure, diabetes. they say he needed a rest. that they gave him permission to leave and he will return to tripoli. >> sean: steve harrigan in tripoli. back in the united states during a highly anticipated hearing secretary of defense

gates appeared to directly contradict the president yet again on libya. this is the second time this week that a glaring difference between the two was put on pull -- put on full display. >> the president: i said america's role would be limited. we would not put ground troops into libya. tonight we are fulfilling that pledge. >> i think we have considered the possibility of this being a stalemate and being a drawn out affair. >> sean: that mixed message comes on the heels of this striking contradiction. >> is libya in our vital interest as a country? >> no, i don't think it is vital interest for the united states but we ly have interests there and it is part of the region which is of vital region for the united states. >> the president: when our interests and values are at stake, we have a responsibility to act.

>> sean: what do you make of this debate ongoing in the white house to arm or not to arm? we heard what the leaders of turkey are saying. if we arm them, we are arming terrorists. our own state department has previously warned that these rebels are connected to al-qaeda what is the truth here? could we be possibly arming al-qaeda? >> we don't know that's one of the big problems. we don't know not only the coalition broadly who is going to stay and who isn't. we don't know the rebels that we are supposedly helping. >> sean: how is that possible? >> it is possible because we have no human intelligence on what is going on in the ground. we have all the technical intelligence in the world. we can intercept anybody passing a tweak on a cell phone. but we can't tell what is going on, on the ground because the human intelligence capability isn't there. that finding ought to be decking those people who are in many cases contractors to find out the best they can,

>> we had a great reaction. i met with a lot of people from different walks of life. we said if i make a decision to throw my hat in we'll make it probably early summer in iowa the straw poll is in august. there needs to be lead time to get ready. if i decide to jump in, it will be in early summer. >> sean: what the considerations that are running through your mind? obviously a big decision. are you looking at the other candidates? are there one, two or three people if they get in, maybe you will say okay i'm content that there are good people in the race? >> it really isn't about other people or what their decision will be. i already think there are a lot of great people out there. what i'm looking at is whether or not i think this is the right thing that i need to do with the message i'm bringing forth. and whether the people in iowa and other states see me as someone they want to get behind and support. >> sean: steny hoyer said the odds of a government shutdown

now are increasing. there are articles how democrats are trying to calculate how to best benefit from a shutdown. there was this conference call with senator schumer and he didn't know he was being recorded and listened to. i want to get your reaction. >> the main thrust isvd< basically that we want to negotiate and we want to come up with a compromise.

>> sean: he's strucking his fellow democratic senators you use the word extreme, tie boehner to the tea party. they are not reasonable. they've got to extricate themselves from the tea party movement. i had think this is a strategy we are going to see a lot of. what are your thoughts we you hear that? >> it is clear that chuck schumer and the liberals he's surrounded with are seeing this more as a political move. that's not how we are seeing this the conservatives in congress is real. this is people's lives. if there is anything that i've seen especially in this last week, people feel a sense of urgency. they want the country to work again. it is not working. chuck talking about political advantage for liberals. that is not what conservatives want. we want to cut spending. we also want to defund obama care. we are trying to figure out a

way we can get to yes. trying to work on behalf of the american people and get something done that they want us to do. unfortunately, chuck schumer and the liberals are trying to make political points. >> sean: if anything, it is interesting. it seems the two previous continuing resolutions, and the republicans did extract 10 billion dollars in cuts. you wanted more. you and mike pence are saying we are headed for a showdown we might as well pick this fight now the type of cuts are needed the democrats might agree with 20 billion more. if you have a 3.7 trillion dollar budget, 1. 5 trillion deficit this year, 20 billion is peanuts. if anything, you're trying to get the leadership to be more an guess sieve and fight in battle now. -- more aggressive and fight in battle now. maybe there's resistance? >> we've been working on this store some time, king of iowa,

sector beyonds, collective bargaining rights over health care, sick time and pensions. governor kasich signed that bill into law moments ago. he joins me now. welcome back. good to see you. >> always good to be with you sean. >> sean: eight billion dollars is a lot of money. you stayed true to your word. you didn't back down. you got in thing passed. and you saw a lot of people very unhappy about it. >> well, first of all, in this bill that i've just signed we don't cut anybody's salary. we don't take away their pension. and we don't destroy their health care. what we're saying is government workers ought to be traded -- treated a little bit more like private sector workers. private sector pays 23% of health care costs the average city worker in ohio pays 9%. it is a matter of balancing. we want to give local governments the ability to manage costs.

some of our communities racing towards bankruptcy because they haven't been able to control costs. as we get to a balanced budget and set ohio into a situation where we can have growth. ohio has lost more jobs than every other state in america over the last 10 years, except for california and michigan. we've got to control our costs. reform our programs. make them more efficient and more effective. and create a growth environment so people will create jobs here that will lift everybody. >> sean: let's talk about this. if you look at unions and these democratic groups, they are pouring a fortune into wisconsin to recall the republicans that were being fiscally responsible. in your state of ohio, this bill that you signed into law will not take effect for 90 days. in the interim, as i understand it your 0 -- opponents would neat 231,000 signatures. what are the odds that is going to happen?

>> there's probably going to be a drive to do that. one of the things that we do here we say to government workers we want to pay you on the basis of your performance. the way they pay you at fox or down the street at a restaurant or any kind of store that's what we are trying to do. as voters understand, that we're trying to balance things out and make sure that our cities don't get bankrupted and they don't drive jobs out, i think people feel good. i may have a couple thing that i may want to put on the ballot. >> sean: what would you want on the ballot? >> i don't know yet, we're thinking about. it told the reporters tonight maybe merit pay for reporters on the ballot, we'll see. an overall program to eliminate an eight billion dollar structural deficit. i come into office, i have the largest deficit in the history of ohio. with the reform program, medicaid, corrections, if we can give local governments the tools to control their costs we can maintain our tax cut and continue to lower costs in the state so we can have more businesses. sean, kennedy was right, john kennedy was right a rising tide lifts all boats. in a growth economy, families, communities benefit. >> sean: it seems people like yourself and marco rubio and mike pence and michelle bachmann, who was on earlier tonight, and bob mcdonnell and chris christie, all the people that stand firm for fiscal responsibility are being rewarded with a lot of support from constituents. as bad as your eight billion dollar deficit is, we have a federal 14 trillion dollar

deficit in washington today when john boehner said look we only have one half of 1/3 of the government we are going to continue to fight for the largest spending cuts that we can to keep the government open and funded through the balance of the fiscal year. a lot of conservatives got concerned. because they are wondering if republicans might be willing to cave on what is frankly, a fairly miniscule cut of 61 billion. >> sean, i've got enough issues to deal with this this state. what i can tell you is, a couple of things. first, john boehner is a real conservative. john boehner was involved in helping the republicans to get the majority in 1994. that led us to a point where we reformed welfare. i was the chairman of the budget committee. we balanced the budget for the first time since man walked on the moon. cut taxes and we had a great growth economy. so, i know there's always consternation in washington. bottom line is, control the government spending. provide incentives for job

creation. they have to deal with this 14 trillion dollar deficit. >> sean: i talked to paul ryan today, they are looking at six to seven trillion when he announces his budget. i think the american people will be clapping. i also think, even though they are still dealing with tens of billions for this year, i think it is important in principle, would you agree? >> it is. i have to tell you, when we bring about caning, whether in ohio, new jersey, wisconsin or washington -- change is difficult for people. but what we have to do is focus on the larger picture, not play politics. not play politics on the right, not on the left. we gotta keep our shoulder to the wheel. if the republicans are able to get 60 billion dollars worth of spending cuts sean at a time when last year they got $60 worth of spending cuts, boehner is doing the best he can. it is good to have the tea
