tell me what it is? >> very simple. fundamental question, should the federal government have the power to tell a religious organization they have to pay for something that they teach is wrong. this is not about contraception and about social issues. this very simple principle. we have religious prex in the first amendment the right to express yourself religiously and specifics case the church the use of contraception is wrong. you can disagree with that. but the federal government to force them to pay for contraception, something that is wrong. the answer is no. that is the constitution. i hope the president will reconsider but if he doesn't we have bill to fix this. >> greta: there is a lot of people disagreed with this. one is supporting the president's bill but what do you say? >> it divides the constitution. we either believe the constitution or we don't.

religious organizations are protected in their expression of religious beliefs. if you use the federal government to force a religion to pay for something that the religion teaches is wrong, then you violated that principle. you basically using that logic, you can force them to do all kinds of things. >> greta: and any word from the obama administration? >> only what i've seen in the press. >> greta: do you expect to see anything? >> maybe they say we overreached there. there are actually people in the administration vice president biden saying it's an overreach. so there is nothingening with changing your mind if you want public input. i think they are getting a lot of public input this is bad idea. there are plenty of other issues for us to debate. >> greta: do you think they will give in? >> i don't know. again, i don't talk to him every day or anything like.

that i don't know where they are headed. they really should reconsider. implications are serious. this is not about women's rights or contraception, this is religious liberties that our country has cherished and to force religious to do things, you have crossed line. >> greta: and you said to a radio station, you said quite frankly, if you use the logic the obama administration used to arrive at their conclusion it could lead to scarier results. what is scarier results? >> you now have the federal government basically saying under this administration if we think it's a good idea, we the obama administration, it doesn't matter what religion teaches. we can force you to do it because we know what is best and we are more important than you. policy positions of the obama administration is more important than your constitutional protection. if that is logic, you can apply

your thoughts. >> i don't know what governor romney's response would be are or all the facts. but there are states that have rules, it's obviously up to the state legislators in those states to change it important or for people to go to the state courts and violates the constitution. i am focused what is happening on the federal level. that the first time i heard of it. suffice to say that religious organizations should not be forced to pay for things or do things that violated tenets of their faith. >> are you going to speak for c-pac? >> i rarely write out a speech. it's a pretty consistent message. that this country, we haveo analyze where we are as we head toward the election. we have president that inherited a bad economy and high employment. he got everything he wanted and now things got worse. now, he is asking for a

four-year extension. he can't run on his record. this is president, in 2009 he ran the most negative campaign in american history in terms of money he spent on negative attack ads. what else are you seeing from the president? he is trying to divide americans against each other. he says the only way for us to do better is for other people to do worse. americans don't buy that. at the end of the day, you look at product of the american century, in 1945, it was $200 billion today it's $15 trillion. in last 20 years, it's tripled in size. that is miracle of america. are we going to walk away from that and go the direction of these other countries whose economic policies people flee and come here. >> greta: what is the senate like? >> it's designed to move slow but not this slow.

the trouble is, i think there are major disagreements here. that is, we have elections. some we have to take it to the american people in november. there are things agree but they aren't getting action. >> greta: why? >> because that is question you have to ask to the folks. why aren't we getting action to these items? a bipartisan bill i filed in december. this is a bill called the agree act. we can't get a hearing on it. we can't get traction on it. >> greta: can't sai you say to harry reid and say can we get action to it? >> we can't get the white house to support it. why? i don't know. that is what the fundamental core of what happens in our country. by the way, look at the senate. we are three weeks into this work period we voted on one bill. it's not that this country is on autopilot. we have serious issues to confront.

we haven't done anything in the year we've been here. we haven't had had a budget in thousand something days. my point is i wish there was more of a sense of urgency about the issue that our nation is confronting. >> greta: i know you get asked this, if tapped to be in cabinet would you do it? >> i'm not going to be asked. >> greta: what if you are? >> hypotheticals, i don't do hypotheticals. i'm not going to be vice presidential nominee. it's not me playing coy. i think the senate is an important place. we need people to stand for limited government principles. >> greta: if the senate is so slow how are you going to change things? >> we need new senators. that agree that the issues need to dealt with that needs new leadership. make the argument to people across the country we need a few new senators to come up and change the way we do business.

against rick santorum. i think he is a nice guy. i smoking spoke to him briefly. to talk about something, but he ran for the senate. he ran for the senate as an incumbent. he lost by 19 points. it was record in the history of u.s. senate for an incumbent. he lost and now he wants to run for president. i made the analogy like a student that gets thrown out of high school for bad marks but then decides to go to wharton school of finance. i want to go to the wharton school of finance which is great school. it doesn't work that way in my opinion. he ran and lost by a tremendous amount, almost record setting. in fact it was record setting. all of a sudden he wants to be president. i don't think it works that way. the people in pennsylvania threw him out and threw him out by a wide margin and they woernt

weren't happy, now he is going to be president. >> greta: he has been questioned about that. i think he would say tonight, he would say in 2006 the year that he was beaten by 17 points by senator casey, that 23 of 33 races nationwide the republicans were defending and they lost 23 of 33 but they lost in pennsylvania, five conservative districts that year. they lost the republican governorship in pennsylvania by 20 points that year and has now regained guy ten points. i guess he is saying, 2006 was really lousy year for republicans in pennsylvania. >> maybe it was or maybe it wasn't. he lost by a record number. how do you lose like that. maybe it's time to go into a different business, you are not running for president. the people didn't think he did a good job. heat represent them well.

and all of a sudden, let's become president. give me a break. >> greta: apparently, they may not like him in 2006 in pennsylvania but they like him in iowa, missouri, colorado and minnesota. more than they like your candidate, governor mitt romney. he is ahead of speaker gingrich in the number of delegates so far. he can't be doing that poorly? >> i have nothing against him. i find it hard to believe he put himself in a situation where he is running. it's very early. in theory that did not matter, but there were no delegates, let's see what happens. mayber right. over the course of time, he'll be a great candidate and great president. i don't think that is going to happen frankly. i think when people look at his record in pennsylvania, they are going to find out there was reason he got thrown out. >> greta: turning to the issue about the contraception in the healthcare law and hhs rule that has caused so much discussion in

the nation, is this issue one that can have long reaching political ramifications? are we going to talk about this for 24 hours and move on? >> think it's going to be very bad. it's a bad issue for president obama. i'm not even sure if he turned around rather quickly and doesn't look like he is going to i'm not sure he recovers. you have a huge catholic population. i think a lot of these people will be voting against obama. officials of the church as you know better than i do, they are very upset. it will be interesting to see, so far he has taken a hard stance and a lot of political people are very surprised by it. >> greta: some people are predicting, rumors out there and defense secretary panetta said that israel could go alone against iran, with an

international crisis like that, it would be crisis, would that see that as having an impact on the election come november? >> if you look at my twitters, i feel this country is going at it and obama might go at it. he'll be very popular for a matter of weeks and get elected because of it. i actually predict it. we will go against iran, our president will be very popular because of what he does. if you look at bush, after the iraqi situation, nobody could have beaten him. about two months later he became very unpopular again. i've said it. i don't like saying it, but i think something could happen for political reasons. that is pretty sad. fact is we own the cards, iran doesn't hold the cards. they know that. it seems inconceivable that we can't get them to the table and make an unbelievable deal.

september active it's not covered in the executive order that the president signed, is that what you agreed to that dealt with abortion? >> it dealt with not only abortion but also with conscience clause. if you look at section one of the executive order, it's very clearly says church amendment way back in 1973 to the weldon amendment that was legislation that president obama signed in 2009 which they talked about the clause of the right of individuals and institutions such as the church to not provide the services if it violates the tenets of their faith and their conscience. >> greta: there are so many different fay sets, you have catholics that are deeply upset and others, as well. you also have people who say it's intruding in people's

take it to obama and take it to the media if they have to. we are tired of letting them get away with it. >> greta: so is it indistinguishable the four but some have more fight? >> i think that is what we're seeing. we're seeing that people can't decide between the four. the things about all of them we like. i feel the same we if we could take the best of all four and roll them together we would have a strong nominee. i any that is when we're going to have. the one who wins the nomination is going to extract the best ideas from all four and take it to the people, combine it with a lot of fight and tenacity. that will be our nominee. >> greta: people say who they like right now who are most likely to beat president obama but much not talk about taking a step further, how to work with congress to get things done.

out of four, who can work the halls of the congress the best? >> we could put reagan in the white house. harry reid the senate after this election, it doesn't matter who is president. we have to change the senate. that is where my focus is. i think all four can work. >> greta: some has different skills than others? >> if they have to work with harry reid the only compromise we have with more democrats is more spending and more debt. if you look at the last ten or 12 years there is no exceptions. >> greta: so if harry reid was to return to the senate? >> so in reid is majority leader we won't be able to pull away ourselves from a cliff. we have to make hard decisions. democrats are incapable of cutting spending. their whole platform is based on more promises from government. we're seeing it this week with payroll tax cut thing. they won't cut anything to pay for it. republicans have a choice of

taking the tax cut away or not just paying for it. we don't have good choices with the democrats here. that is what i'm trying to get across. it's not like ten years ago. democratic party is the party dependent on government. if we don't beat them, america loses. >> greta: so let's assume republican senate and republican house. is there any difference to you at all among the four candidates to become president? >> there are. >> greta: what makes a difference to you? >> i know i act like i'm waffling. i certainly like the business aspects of mitt romney. the ideas of newt gingrich and conservative things that rick santorum talks about and they all listen to ron paul because our party is based on constitutional limited government and we need to recognize what he is saying about the out of control federal reserve could be the most

vulnerable aspect of our country today. we can't ignore any of the candidates. again, i like things about all of them. i know i sound like copping out by picking one, but 80% get mad. i'm focusing on the senate. >> greta: many people thought governor romney had his all sown up. is it a forgone conclusion. you think the nomination is still up for grabs? >> i still think it's up for grabs. think it's a good thing. all the candidates are becoming better. as you watched them. they have gotten a lot better, more sure of their positions. some of them like rick have changed his positions on earmarks. he first started the campaign he was defending them but now he is saying, he is like demint he is for an all out ban.

there is not any place for them when our country is about to go bankrupt. most of the candidates understand that taking home the bacon should no be the platform of anybody running for the president. >> greta: do you have a little criticism for each of the candidates, as well? >> i can criticize them all. rick and you are great friends. i'm not going to detract at him from all. i'm a recovering either marker. >> greta: there was a voted and you lost? >> pat toomey was leading on that, he got 40 votes. there are 60 republican and democrat senators who think we should take on the bacon. we have a temporary ban on earmarks because people are paying attention after the last election. we're going to try to do the same thing. >> greta: people criticize the bridge to nowhere, no one likes earmarks like that but earmark

to fund your unit in your community, some of the earmarks look good. how do you sort out, get rid of all earmarks. how do we handle some of the good issues? >> we are not supposed to be allocated go money for local needs. that is not. >> so you opposed to that? >> no earmarks. >> when you buying half of every dollar you spend. we have to focus what is goo had for our country. there are lot of people in south carolina, believe me. but if i and other senators are earmarking things that make me look good back home, that is how we ended up with $15 trillion in debt. you add earmarks to every bill and everybody votes for them. america first, we're losing our country, stop earmarking. >> greta: none whatsoever. all right. senator, thank you, sir. >> coming up.
