well what just might be one of the most troubling numbers regarding the country's economic situation. startling new numbers from the ranking member of the senate budget committee. a new analysis by alabama republican senator jeff sessions claims that to pay down the massive u.s. debt every american would have to kick in nearly $45,000. that is more than any european nation, including greece. it's per capita, or per person debt burden is just under $39,000 in greece that is. here we are 45,000. joining me now matt mccall the president of penn financial group. this is something put out boy a republican that has an issue with president obama and his would be budget. is it believable? >> the numbers that sessions took came from the imf. he went a step further and basically looked at how many people live in our country and how many people live in greece and they break it down her

we have to bring in more money at same time, stop spending money. that is going to lead to austerity here in the united states. it's going to lead to entitlement programs, medicare, medicaid, has to be cut, social security has to be cut. we have to realize we can't rely on the government any more. we can increase revenues through raising taxes, unfortunately or get more tax revenue by having our economy get boosted. our economy is growing at 1%. megyn: that is one of the major problems we have right now. one of the things that differentiates us from greece is our productivity. we are may more productive than we are. we have been raised to be workers most of us and that's part of the american ideal. if you don't have a job available to you, if you've been looking and looking and looking and can't find one there is only so much -- so productive you can be. >> we have to create goods or services. we need to do something to get the economy going. that leads to more jobs and people spending more money and

megyn: fox news alert. an alarming new report on our nation's debt. it could top its limits by election day. last year's big fight over the debt ceiling brought this nation to the brink of default and resulted in the first ever credit rating downgrade by standard and poors. the politicians under estimate the rate at which they are burning through our cash. analysts predict our debt could reach $16.4 trillion by the november presidential election. that mean the president may have to come back to the taxpayer bank before voters go to the
2:01 pm
polls. there is a reason, chris, that both the white house and the politicians on capitol hill try to postpone this until after the elections in november. it turns out they may have failed. >> they may have failed because the economy may be slower. if the economy is slower then tax receipts are down and the treasury doesn't have enough fresh money to compensate for borrowed money. if that's the case, this is going tone an absolute catastrophy. in terms of a political moment of crisis it would be a very big deal if this happens before election day. megyn: for both sides. we saw the republican numbers fall precipitously. and there was a question about whether they should have dug in as much as they did. so what is likely to happen? >> if the economy is so sluggish
2:02 pm
that the president needs to come back for an increased credit limit, that probably means his election chances aren't so great. he may try to pick a fight with the republicans. saying if you don't give me this debt ceiling increase you are jeopardizing the american economy. by that is fraught with peril. the headlines are obama needs to borrow more money. all of these trillions of dollars later, the president wants more borrowing authorities. if he's ahead in the polls or doesn't want to take a risk. he can have the treasury hoard money. so the debt ceiling would fall after the election instead of before. megyn: it may just be smoke and mirrors. it's not like they are not going to know that we burned through
2:03 pm
the cash or however you want to phrase it faster than we even predicted and we are now look at $16 trillion worth of debt and going back to the american taxpayer and asking for permission to let it go even higher. >> huge risk. but for the president, if he's hurting and needs a boost in his bid for a second term, a chance to try to vilify republicans and say, these people are trying to keep the country from succeeding, they are causing this crisis, they won't give me the borrowing authority i need, i think the president feels good about the way it went down in the fall that he was able to get this money in a way he could paint the republicans as obstructionists. remember this. this is important. washington can't run without smoke and mirrors. that's the cornerstone of this city. so we can't take those out of the discussion. megyn: sad by true, chris, thank you. as president obama faces increasing pressure to do something about rising gas
2:04 pm
prices, he has been quick to point out the u.s. is producing more oil now than any time in the last eight years. but the president's critics are saying not so fast. >> well, as you say, the president and the white house have hardly been shy about claiming credit for oil production, but those in the industry say the truth is about the exact opposite of what the administration says. take this statement from the white house. >> oil and gas production in the united states has risen every year since president has been in office. oil production is now higher than it's been in 8 years. >> the administration argues nothing it could do now would help with prices over the short term because it takes years for such decisions to have any impact. exactly right say analysts which is why oil production is at an 8-year high, not because of the president but in spite of him. >> it's the direct result of
2:05 pm
leases issues before this administration and the result of development on private and state lands. today on federal lands, the area where the president has control, production in the gulf of mexico is down 30%. lease sales in the rocky mountains on federal lands are down 70%. >> reporter: and he says the president has put 85% of the continental shelf off limits. overall the president is only making 3% of the areas under his control avail and for development. but on private lands oil production is booming. in north dakota. it's gone from producing a small a. oil to 450,000 barrels a day. so unemployment there is also falling, down to 3.3%. the lowest in the country. get this. the u.s. and canada have so much energy both oil and gas that combined with renewables the u.s. could produce all the
2:06 pm
energy we need. listen. >> we could be energy self-sufficient right here in north america in 12 years. but that takes political courage, it takes political will, and the president could lead that effort if this policies were consistent with his messaging. megyn: jangle, thank you. megyn: the potential witness in the death of a tv producer may not be leaving uganda soon. first we were told this might be a murder. then we were told it might be an accidental overdose. was it a forced overdose. he died. and she is recovering. but she may have to stay in you
2:07 pm
began today while the police determine if she broke that country's drug laws. trace gallagher has the latest. >> reporter: we know that they ingested a large a. cocaine. but what we don't know is why. they were both found on the balcony of hire luxury hotel in uganda. there were first reports they were attacked and forced to eat this large amount of cocaine. ugandan police say they were not attacked. there is no evidence of attack. no bruise on any of the bodies and they were not poisoned. but because a large amount of cocaine was found in jeff rice's stomach experts say it's unlikely that he snorted it. it's more likely he a terks the cocaine. why would he eat it? catherine fuller is the best chance of solving the mystery. she is now recovering. she is not talking to

authorities because she is unable to. but now they are saying she may not be able to go back to south africa because she tested positive for cocaine and therefore broke ugandan laws and when she gets out of the hospital may be placed tennessee custody. her father is trying to work it out so she can go back to south africa and get better treatment. abc nice reporting inside the hotel room they found heroin on top of the cocaine that was found in their stomachs. so the mystery thickens as to why all of this cocaine was in their system and it wasn't snorted, it wasn't taken apparently for recreational value. megyn: thank you, trace. rick santorum taking the gloves off reacting to some of mitt romney's attacks. he's not happy. he will join us live with what he says is an effort to set the record straight right here. plus a third grader dressed in

2:14 pm
those accountable responsible. general, i want to talk about the response to this. there is no question that burning the koran in afghanistan is a severe and very controversial thing. that's clear. but why did we apologize and were we right to do so? >> absolutely. we made a bone headed insensitive mistake dealing with this significant holy book representing one of the great religions of the word. all the holy books representing religions are very sensitive. but in the koran it's even more so for the muslim people. there is always going to be charged situation as a result of this. this -- there are stakeholders trying to undermine karzai's
2:15 pm
government. there are stakeholders trying to undermine the united states of america. the president is trying to give karzai a tool to help him diffuse the situation. that's what the apology is all about. karzai goes before the parliament and asks the parliamentarians to help him with the situation and quotes from the letter the president's statement. he's using the president of the united states as leverage to accomplish what he's doing. karzai is not the strongest leader we have ever dealt with, quite the contrary. he's a her -- he's a mercurial figure and at times drives us nuts. megyn: there may be other forces at play and there is a question whether this is being used by some forces in afghanistan as prop began today, a reason to turn against americans and fuel
2:16 pm
the tide of anti-american sentiment that's felt over there. >> that's absolutely going on it's an opportunity as others have arising in the past to undermine the united states and nato's effort and also help weaken the authority and effectiveness of the karzai government. that's part of what's taking place. i'm not suggesting there are not genuine muslims on the street who feel insulted by this act because in their mind shows a lack of respect for them. therefore, they are willing to get out in the street. i think there is a representation of that. but i think largely it's much more complicated than that. megyn: some americans say they have a problem with this, general. while they don't condone the burning of the koran, they see all we have done to help the afghan people. they see our troops sacrificing blood and treasure. we see some people burn the koran. there are reports that are not
2:17 pm
confirmed one way or another. in response one of the afghan army members who we trained unleashes and kills two of our soldiers and we are apologizing to them? people are saying what is going on? what ishis for? >> i think they are separate events and we should trite that way. we have had over 70 americans killed as a result of afghan security people intentionally shooting at americans. and they are obviously taliban people who have infected the ranks of the security forces. that's an issue we are dealing with. but in america where we tolerate intentional abuse of our major symbols to include religious symbols, american patriotic symbols and write laws to permit the intentional abites may be hard for to us understand why there is such a reaction like this. this burning of the koran, for
2:18 pm
example, is getting more reaction from the afghan people than when we kill unintentionally afghan civilians. you try to get your head around that and it's difficult to do so. but you have to put yourself in their shoes and what this symbol means to them. megyn: maybe this is a clueless question. you look at all the good we have done. all the help we have given the afghan people. you see the video our troops with their kids. does all of that mean nothing in the wake of an incident like this? do they have no concept of okay there was a bad incident involving a couple of guys, that doesn't warrants thousands take together street and chajts "death to america." it hasn't been totally confirmed that was somebody retaliating against our u.s. troops but the circumstances sitting was retaliation. is there no big picture concept over there? >> you mention, i have been in
2:19 pm
afghanistan four times in the last 18 months. most of the time i spend on lower unit levels and villages. the relationships that we americans have, our troops, our civilians and contractors with the afghan people is remarkable. we respect their customs, respect their traditions, and as a result of that we have forged close relationships with them based on mutual respect. i have seen it time and time again in the meals we eat with them, how they re create with each other. that is the norm in afghanistan. this is by far the exception. we should not let it distort what the norm is. i get frustrated how much the media jumps on his incident and there is very little reporting of the fact that we have turned the war around in afghanistan. we are succeeding in stan there are south and southwest.

megyn: the "wall street journal" report on stimulus spending. $10 billion spent on green jobs created just a fraction of the 100,000 jobs the companies say they created. >> reporter: this report about it journal is fascinating. they looked at section 1603. this is $10 binl that act to go to renewable farms. geothermal plants, wind farms. they looked at, were jobs created where this company said they created these jobs. the "wall street journal" found that did not happen. one thing that could be a law breaker. on federal applications companies said they created 100,000 direct jobs and the
2:25 pm
journal foingtd was only a fraction of that. the white house said the $2.2 million jobs would be created. the journal said that is not hamming. one of the things these companies are doing is they are going in on federal applications and reports to our government saying, 100,000 jobs were created at this city. what the journal found is what's happening is they are estimating these jobs to be created whether it's job that restaurants, hotel, economic activity that you can't quantify at the end of the day. what is the number that we quantify when it comes to job creation? iting the jobs report. we are still about 8% unemployment. so basically what the government is going to have to do is go back and start to investigate these applications. did these solar wind companies lie to the u.s. government about job creation? the journal and these facts and

shot. rick santorum is with us. there is lots we want to talk about. we all watched the big debate wednesday night and you have been taking heat ever since then for your so-called team player comment. you were getting hammered for voting for no child left behind. you said it was a big policy initiative, then you said this. >> i have to admit i voted for that it was against the principles i believed in, but, you know, when you are part of the team sometimes you take one for the team for the leader and i made a mistake. politics is a team sport, folks. sometimes you have got to rally together and do something. megyn: they booed you, then you doubled down and talked about politics being a team sport. do you regret that answer? >> who was the tame was
2:32 pm
supporting any was supporting president bush in his attempt to get education testing in the schools to make sure we weren't having children as we have seen drop out and fail. i think that bill passed by 90 votes in the u.s. that and 400 in the house. and governor romney supported it. when i saw it implemented. i said it was a mistake. way too much money was spent. the principle that it said i was against was the principle of spending all this money on education at federal level. when it got out of control i said it was a mistake, it was something i shouldn't have done. governor romney continues to support no child left behind. he's attacking me on something he supports and supports today. i at least have the courage to admit when i make a mistake. he doubled down and said he's for more government control of education. i said i would repeal no child
2:33 pm
left behind. he said he will not repeal no child left behind. he's attacking me -- megyn: there is no question mitt romney has supported no child left behind. but you are taking fire from him and his surrogates like chris christie who came out yesterday and said the after the compromise is understanding you can't get everything you want, but not compromise your principles. he says if you do that, people won't know who you are. >> if there is anybody who has compromise his principles. mitt romney is supporting a government-run healthcare system. mitt romney is someone who ran as a pro-choice gay rights supporting governor of massachusetts. mitt romney supported big tax increases in the state of massachusetts. huge spending increases. you look at my track record. i have a track record of being a
2:34 pm
strong consistent conservative. for mitt romney to attack me as not being conservative is laughable. mitt romney when i was out there fighting no child left behind he was out there supporting and going planned parenthood fundraisers. i'm standing up here as the consistent conservative in this race who with president bush's biggest initiative of his campaign that the american public supported along with 90 other u.s. senators. it was a mistake, i admit it and unfortunately governor romney continues to support those big government programs. megyn: i wanted to talk about earmarks. he accused you of pushing for earmarks in a non-transparent way. and then you claimed that the earmarking process was open, and transparent, and then fact check.org, karl rove and others have said that's not true, and
2:35 pm
they say, quote, santorum is the one misrepresenting the facts. the rules requiring public disclosure of earmarks did not go into effect until 2007, after you left the u.s. senate. did you misstate the facts? >> i was always transparent about the earmarks i requested. i would make them available for people to take a look at. go and look at debates on the senate floor. they were debated. john mccain would come out analyst all the different earmarks in the bill. megyn: it was up to the lawmaker it wasn't required. >> that correct. once the bill came to the floor the earmarks were in the bill. it was not something that was a hidden thing. every member knew when they were voting on the bill they were voting for these things. the idea that these were hidden and nobody knew what was in the bill is simply false.
2:36 pm
everybody knew and i was particularly transparent and being public about what i did and what i requested. as i mentioned before, i have said that earmarks should be stopped and i would support stopping earmarks. and that's the issue in this race. meg around and romney going after each other is a theme. >> on the issue of earmarks he supported earmarks himself. it's the hypocrisy of attack me on things he himself supported. to say i'm not conservative because i was doing the same thing that he himself was doing. and that's the issue that i think people have sort of failed to see in that debate. i wasn't attacking governor romney for doing things i was doing at the same time. but he's attacking me on things he agree with me on which is the high of hypocrisy. he's going you have a on a land
2:37 pm
specter. he finds himself back in the race. here is a snippet of a political ad romney is running against you. >> when rick santorum couldn't say no to liberal arlan specter, can you trust him to change washington? megyn: you said you had a deal with specter you would back him but only if he agreed to get behind president bush and his judicial nominees. then specter goes on another network, senator, and says this. >> that is flatly not true. we never had any such conversation. it would be improper to make a commitment on a vote before i knew who the nominee was and whether i thought the nominee was qualified. megyn: what's the story.
2:38 pm
>> reporter: we just found a press article where he admitted he pledged to his colleagues that he would give the president's nominees a fair hearing and he would move their nominations out. he's entitled -- he's now a democrat and a big obama supporters. he can say whatever he wants and rewrite history. but the fact of the matter is he was publicly saying i'm going do this because his colleagues wanted that assurances. it's in the press that he did say that. number two, he did it. he stood by justice alito and justice roberts. and stood by them and helped shepherd them through the process. i'm sure now he feels bad about that. but you can't rewrite history. i knew i would take a lot of heat for doing what i did, but i wanted to assure we had a majority in the senate with we had a republican chairman of the
2:39 pm
judiciary committee. we have done that and i'm proud of the fact that we have alito and roberts to hold down those positions on the court for the a long time to come. megyn: specter said he thought president bush's endorsement of him meant more than your endorsement. >> i'm sure it did. i want to give you this statement that the romney camp put out to all the media knowing you were going to be speaking today. they say rick santorum is a washington insider who is lashing out at mitt romney because he had a terrible debate perform answer. >> there was a story this past week in one of the papers that mitt romney has contributions from 300 lobbyists, many of them
2:40 pm
are key advisers in his campaign. they are all lobbyists, washington insiders. i don't have anybody. he has all of these people who want to keep the status quo. none of them are out there supporting me. i don't want their support. i'm running for the american people. mitt, look at his tax plan it many timid. we have a dramatic damage in the tax code. we'll upset the special interests. we are the guys making and calling for the big changes. mitt romney is for an outsider he's got every insider in the country running his campaign who is trying to protect the special interests in this country. and we are out there, we have -- as you know, no advisors, no washington people involved in working in our campaign. we have folks from across this country in the states who are volunteers who are making a difference. and trying to overthrow the establishment big government
2:41 pm
republicans that mitt romney represented when he was a governor. and he certainly continues to represent those values in this race. as far as my endorsement, you know what? fool me once, shame own, fool me twice, shame on me. i supported mitt romney with it was down to romney and mccain. i knew john mccain. i knew what kind of conservative he would be. so i landed with romney. he proved me wrong. he went out after the campaign was over and endorsed the wall street bailout. he was for big program and he defended romney care and i wasn't going to be a part of someone who was going to run a campaign where we didn't have a clear contrast between himself and president obama. that's what we need to win this election. megyn: you are still the front runner nationally according to the real clear politics average of all polls. last miewns came out with polls in michigan and arizona.
2:42 pm
he shows the race tightening in michigan * you were ahead by four points now you are behind by 6 points. so it's been a 10-point sphwhing the wrong direction this week in michigan. what do you think accounts for that and what is going to happen tuesday? >> we feel good. we feel comfortable that we'll do well in michigan, and we'll prosecutorly exceed expectations in arizona. those are two tough states for us. we are going to be outspent and we are. romney's super pack is outspending us 3-1. it's very tough. it's his home state. we understand that was not going to be an easy place for us to be successful as far as winning the race. we just thought the key for us was to finish well and do well there. i think we will do well there.
2:43 pm
i feel confident our message is resonating. the fact that we are in the race at all in his home state and being badly outspent the past two weeks, i think we are doing fine. megyn: they are telling me we have 60 seconds to a hard break. do you believer romney and paul have a deal not go after each other but to go after you and newt. >> i don't know. why is he running ads in michigan when's not campaigning there and the ads are negative against me. you explain that one. thank you very much, megyn, it's great to be with you. megyn: it seems like yesterday you were on doing political commentary, now look at you. front return and number one. >> we are working hard. trying to work hard for the people in america and we'll keep eight. megyn: see you soon. coming up next in "kelly's court." a little girl in critical condition after she is

2:47 pm
megyn: "kelly's court" is back in session. on the docket, a-year-old boy who is facing criminal charges. a washington state judge is decide whether he will face charged for accidentally shooting a classmate. he brought a gun to school and it accidentally discharged when he slammed his backpack down on a desk. did this boy know what he was doing was wrong and who if anyone should be held responsible. there is no question this is tragic. and there is a question, however, about whether this child should be facing criminal charges. here is what i want to know. where did he get a loaded gun to
2:48 pm
bring with him to school? >> that it. what we are hearing it came from the mother's home. unfortunately washington state does not have firearms child access preventative laws which means the parent cannot be held responsible criminally for leaving a loaded firearm -- megyn: tell us about the mother, she is charming. >> when this little boy was 2 1/2 she was caught with drugs and syringes in her purse. he was living with him mom at the time. when he was 3 1/2 his mom was arrested for selling drugs. this is the life this poor little boy has led. now it's where he's faced with these charges. i have to say the prosecutor, as heart breaker as this story is, we have to as law enforcement enforce the laws. washington state a-year-old is
2:49 pm
chargeable in -- a 9-year-old is chargeable in juvenile court. if he didn't know what he did was wrong, the case will be done right there. if not you can get placement that takes this child out of harm's way. he's on a road to disaster at no fault of his own at this point. megyn: the report was he told a classmate he was going to bring his dad's gun to school and run away. he had been put in the custody of his grand mother and she died. now an uncle was watching him. this kid should go to jail until he turns 18? >> this is so sad. there will be a capacity hearing in washington to determine whether this 9-year-old really understands that we did was wrong. when we look at the fact, the fact that he put it in his backpack because he was going to run away. he slammed it and it accidentally discharged.
