"fox & friends" starts right now. >> was yesterday the primaries? >> big state. arizona and michigan and look, we have the results for you right there. mitt romney wins in arizona handily 47% to 27% over rick santorum. the big race everyone was really focusing on was his home state of michigan where it was a squeaker until the end but he prevailed 41% to 38% beating rick santorum. >> and, of course, you have ron paul and newt gingrich following way behind, if i can say it again if we weren't live. >> it's all that yoga.

>> that's true. i'm so focused on the olympics. mitt romney and rick santorum could walk away with 11 delegates each so there's a strong play for rick santorum saying hey, i was basically even in michigan but in arizona, no surprise, 29 delegates go to mitt romney. >> right. in arizona, that was mitt romney's easiest win of the season so far. what's really interesting about what happened in the state of michigan was the fact that mitt romney wound up with more votes total than he won last year -- last time in 2008 when he won by a sizable margin. last night, when he addressed his crowd there in michigan, he was confident and relaxed and ready to take on the pundits. >> we didn't win by a lot but we won by enough and that's all that counts. a week ago, it was just a week ago the pundits and the pollsters, they were already to count us out but across michigan and arizona, i kept on meeting moms and dads and students and

looked into the hearts of the candidates and all i have to say is i love you back. thank you. >> that's nice. >> he does have a leg to stand on with that comment. he was down in 2% to 3% just one month ago so what would have thought that rick santorum would give mitt romney in his home state a run for his money and speaking of money, mitt romney ended up having to spend a lot of money to be able to eke out a win. >> let's look at the delegate count as we see it right now. although it's not been official yet how many delegates are go from michigan to either candidate. we're assuming it's 11 and 11. santorum a strong second at 83 and newt gingrich with 32. ron paul with 19. neither ron paul nor newt gingrich but any effort into either one of those states. we're still a long way away. super tuesday will bring almost 500 delegates. you want specific? >> 20% of all the delegates. i think that georgia, newt gingrich's home state is 76. there it is right there. 76. so if he went back to that map that we showed just the graphic

before, i mean, 76 plus 30 something, he'd be over 100 just with that, just with the georgia state. >> right and as you look at the delegate race right now, romney has 163. he leads santorum and as you can see right there by that margin, he's still 1 is -- 1,000 away from the number he needs. >> super tuesday, we'll be focusing that in seven days. ohio will be key. mitt romney will be there. two separate cities right now. you got to feel if you're a mitt romney guy or woman that he's going to feel good about massachusetts, he's going to feel good about virginia. he has a real good shot in idaho but ohio will be the key for a lot of people who want to know is he truly electable in the general? because you can't win ohio, it's going to be tough. >> interesting thing about ohio right now, i believe the last poll i saw santorum was up by 11 points in ohio but why is ohio so important? because obviously, in the general election, ohio swings sometimes democratic. sometimes republican. it's always a swing state and always an important state. >> i'll tell you, as we get into

the exit polls, one thing that i thought was cleared. i was allowed to stay up to watch the rick santorum speech. i was kicking you, gretchen. >> you're trying to keep me awake. >> i'm all pumped up. i saw rick santorum came out and i had to recheck my figures. i thought he won. his focus was on women. he talked about his mom. how his mom had a job and got paid more than his father. and how she was different for her times. that was important to have a great career and go to college. >> that's interesting. >> go for the women! >> and so as you look at exact -- >> that's joel's mantra. >> but that's -- you'll see that in the after the show show. who did the women go for? let's go to some of the exit polls and find out some of mitt romney's strengths. he won 49% of the vote with seniors. he also -- and this is interesting, the mormon beat the catholic. mitt romney won with catholics. mitt romney favored by five when it came to women. he beat rick santorum by five when it comes to women and the number one issue is who can beat

barack obama? as you can see, 61%, he ran away with that. >> let's look at the exit polls, gretchen, on what is most important, social issues, not too high. >> no. the economy and mitt romney achieved 47% of the people who felt that the economy was the number one thing that they were voting. on rick santorum 30%. ron paul 13%. newt gingrich 7%. the top candidate quality, can you defeat barack obama? 32%. >> moral character, second. >> i don't care how you do it. i want you to beat him! >> that's right. >> look at experience. i don't know what that says. 22% are true conservatives. >> change ballots. >> so on that particular board right there, rick and mitt split it. mitt won, can you beat obama and experience whereas santorum won strong moral character and true conservative. >> interesting because they say among the conservatives, basically even. among the so-called true conservatives, rick santorum up big. >> i didn't know there was a

huge cascade -- >> and also in tea parties, i'm a tea partyier, even, but if i am a tea partyier, strong tea partyier, santorum wins easy. >> by a mile. >> let's go out to arizona. will we see different exit poll results? the biggest hot issue out there, immigration policy. mitt romney arguably has the strongest immigration policy of the four republican candidates and he achieved 47% of the votes of the people who felt that immigration, that they should be deported. illegal immigrants should be deported back home. they voted for mitt romney by an overwhelming margin there. >> newt gingrich has had probably the most moderate view on illegal immigration. perhaps the most practical view and he doesn't really register there and the exit polls in arizona, the economy is number one at 51%. but they do feel ignored as a people because nobody went down there to campaign virtually. mitt romney did a little. rick santorum with 26% of the vote in terms of the -- if he's the guy to turn around the economy. >> one of the things that factored in, perhaps, in mitt

romney and the rick santorum race in michigan was what about those robo calls that rick santorum made appealing to democrats to vote? well, they were able, according to the exit polls to figure out that about 10% of the people who voted yesterday were democrats. they're suggesting that, perhaps, three to six points for mr. santorum could have been because of democrats. what's interesting as well is the irony that while rick santorum said, you know, nothing wrong with appealing two democrats to vote in an open primary, it was just a couple of weeks ago in minnesota during a teletown hall, he said i believe that states should only allow republicans to vote in republican primaries but at the 11th hour, rick santorum himself essentially flip-flopped and said, come on, i'll take all the comers i can get. >> they all do. if you look at new hampshire, 53% of the people who voted there were not republicans either and mitt romney won that state so look, it works no matter which state you -- >> he just came out. he was clear in minnesota and

said i don't think democrats should vote in republican primaries. >> let's see some headlines. begin with the fox news alert. a coast guard chopper goes down in alabama leaving one person dead. three others are still missing. the chopper crashed last night in mobile bay during a training mission. one person was pulled from the water but later died. and at this hour, dense fog is moving in which could delay the rescue effort. now to an extreme weather alert. this is brand new video showing the path of destruction left behind by a tornado in harveyville, kansas, this is last night. two people are in critical condition after getting trapped inside an apartment complex. at least eight others were also hurt. a local high school was set up as a shelter. another twister touched down in missouri where tornado warnings remain in effect right now. teenager accused of killing three of his classmates at a school in ohio expected to be charged with murder by tomorrow. police say 17-year-old t.j. lane opened fire in the high school cafeteria and the rampage would have been even worse had it not

>> 15 minutes after the top of the hour. if you're just waking up, here's our next topic. new york's pension problem is spiralling out of control. what's their plan to fix it? get this, new york state is paying this year's pension costs by tapping into the pension fund that it already owes money on. >> this year alone, the state is borrowing $750 million, 3/4 of a billion to cover its costs but what happens next year? >> i'll take it from here. hi, stuart varney. >> greetings, young man. >> is any of what we just said true? please tell me it's not. >> yeah, that's true. this is the mother of all accounting gimmicks. ok, new york state has a big pension fund, right? $140 billion is in it. all the cities and towns have to give money to it every year. that's their regular annual contribution. this year, they can't afford to make their contribution. so they're going to borrow money from the pension fund and then use that money to pay back that

same fund and call it a contribution that they should have made. >> they should call it the madoff mambo. what the heck is that? >> that's right. it's a form of ponzi scheme. what you're doing is massive kicking the can down the road. on the screen, $750 million to a billion dollars are going to be borrowed from that fund that year and then repaid back immediately with interest. >> is this the first year that's happened or has this been part of a pattern? >> it's the first year it's happened because the law has been changed. >> as far as what? >> allowing cities and towns in new york state to do that. >> who would pass that? >> the state of new york. governor cuomo who wants to aquote any immediate crisis. look, if these cities and towns like south hampton, a wealthy town, they can't afford to pay -- there you go, they're borrowing $1.2 million from the pension fund and paying that money into the pension fund. >> they're as wealthy as they gets in south hampton. how come they couldn't -- >> how come they can't? >> sorry, what was your

question? >> how come they can't afford it? >> i was going to ask that question. >> ok. ok. to answer your question, brian. >> the pensions have gotten completely out of hand. pensions for cops, firefighters, toll takers, you name it, the pensions are completely out of hand. they're rising so rapidly way in excess of revenue to these towns, the towns can't pay. rather than reform the pensions, they reform the pension fund. >> right. and they changed the law so they could borrow the money to get them where they are today. what they're doing, though, is they're just delaying the game. >> oh, yes. >> unless they face the fact that they're running out of money and the way that they've structured things in the past and currently is a dopey system. they're really going to be in trouble in two years and five years and 30 years from now, they're dead. >> oh, a couple of years from now, this is massive can kicking to avoid the immediate problem. you have a question? >> yeah, i have a question. >> see, here's a naive question

you'd never get on the business channel. are they taking the money that they're getting in and putting it into risky investments? aren't they told -- are told to take that pension money and put it into something to allow it to grow? >> no, take the town of south hampton, for example, they borrow $1.2 million from the big pension fund and they immediately give it back to the fund and promise to pay interest in the future. south hampton is not putting it into risky investments. >> let me ask -- question number two. can they do this each year moving forward or was this law that went into effect just -- >> i wish i asked that! >> yes, they can do this each year moving forward. >> you know, this -- >> yes, they can. >> what's interesting about what's happening in new york, this kind of has happened in the past in new jersey where governor christie has not made big pension contributions to the state fund because there was no money. this year, he's actually putting a big cash infusion in because they changed things in new jersey. >> that's right. almost all states have an

underfunded pension plan. almost everybody is underfunded. and it's reached the critical point in california, stockton, california, last night decided to go into bankruptcy. and this is going to happen all over the place. except new york where they've got this special rule that you can -- you can loot the pension fund. >> but don't some states or cities have it in their constitutions that you cannot go bankrupt? >> new york state, no state can go bankrupt. that is true. you cannot go bankrupt. not allowed to. but what you can do in new york is borrow from the pension fund, pay it back immediately with interest down the road and ultimately, ruin that pension fund. >> if we stayed with britain, it would be their responsibility. we never should have fought for our freedom and went out on our own. it's scary. >> if you think i'm touching that with a 10-foot pole -- >> brian, you're fired. >> what will he touch with a 10-foot pole? tune in. >> wow, i'm gonna watch. >> over on fox business. >> up again.

2-2. he swept michigan and arizona. joining us right now from tempe, arizona is our own alicia acuna who is up really early but has good news for mitt romney. good morning to you, alicia. >> good morning. there's a lot of good news for mitt romney here. not really a big surprise from arizona because up until the primary last night, romney had been polling about 20 points ahead. rather double digit numbers ahead of santorum and he did finish last night 20 points ahead. fox news was able to call arizona for romney at 7:00 p.m. local time, the exact time that the precincts closed. part of the credit goes to the very popular early voting that goes on here. half of the republican voters had already cast their ballots when the polls opened yesterday morning. while mitt romney thanks the folks in arizona, two of his sons made an appearance at the victory partied here in phoenix.

the f.b.i. was offering a $5 million reward for information leading to his arrest. he was added to the most wanted list after being named a prime suspect in the bombings of the u.s. embassies in tanzania and kenya in 1998. >> police arrest a suspect in the death of missing firefighter, that gentleman from florida. cops in maine picked up 24-year-old daniel porter at his father's home in jackson. he's charged with murdering jerry perdomo. authorities say the killing was drug related but they're not sure how the two knew each other. the firefighters' bodies still not found. he went missing on february 16th while in maine visiting a frenld. -- friend. he was a firefighter for seminole county, florida. >> gitmo terror suspects getting their kicks at our expense. detainees at gitmo are getting a brand new $750,000 soccer field with ocean views paid for by

states, i think that romney will win most of those. but two observations are important. one is santorum is not winning women. that's his problem. i think the social conservativism is turning them off. he carried men by one point and he lost women by six points, santorum did. so i think that that social conservative message is not working as well as he wants. now, i did an analysis yesterday where i went through every single state and the laws affecting each state about winner take all or proportion representation and so on. now, 46% of the delegates are chosen by winner take all. but 54% are chosen by proportional representation. and that means when romney wins michigan, for example, he'll get maybe three extra delegates than santorum will. and in arizona, if it were

proce proporti proportional, i don't know if it is or not, he'll get 10 extra. only in winner takes all states is there a decided victory and those need to pile up. but even if romney basically wins everything, all the winner take all states except for the south and does well in the proportional representation states, he may not have an absolute numerical majority until after the california primary on june 6th. so at some point, i hope the party gets together and basically says, ok, if romney wins 20 in a row, get the message and get out, guys, and let's get on with fighting obama. >> you think the other candidates are going to listen to the establishment of the party? that's pretty much what they're fighting against, wouldn't it? >> it would have to be the voters of the party if romney keeps winning. we need to look at super tuesday and i would expect romney would win 10 or more of those 14 states. and if that happens, then gingrich and santorum are just being obstructionists in this race. now, of course, romney still has

to earn that. he still has to do well in all of those super tuesday states. i think he will because i don't think santorum will have any momentum now or any money. but in any case, once romney does that, if he does that, then i think a week from today, i'm going to be on this show urging both of them to pull out. >> really? >> huh? >> fox news alert, we'll be watching. >> what about the newt gingrich situation? he's been all his eggs in the basket for super tuesday that will have 20% of the delegates, i think brian said over 500 of them. >> 437. >> he's going to win georgia which i think is 70 delegates. and santorum, by the way, will win pennsylvania. that's also about 70 delegates. those are winner take all states so those are very significant. but neither of them is on the ballot in virginia. that's about 50 delegates. and only ron paul and romney so romney will win the vast bulk of it and then in most of those other states, romney is going to do very, very well.

i think santorum may carry oklahoma and one or two others but i think that -- i believe that had romney lost michigan, this would have been a difficult, tough two-way fight and probably nobody would have a majority of the first ballot. but with romney winning michigan, i think they will. >> but if i told you two weeks ago before rick santorum did so well in those three states and then had a 14-point lead, mitt romney was supposed to win almost at the same margin that he won arizona. so it went seesawing back and forth in and in the end, rick santorum felt pretty good about the fact that he may have as many delegates leaving as mitt romney. let's talk about gas prices. you have a theory and sadly, you believe gas could go up to $8 a gallon? >> yeah, well, god knows how high but yes, it certainly will go up further if there's an israeli strike and if iran closes the straits, then i think that could happen. but there's something really worth noticing here.

we're saying gas go up. there's a very interesting fact here. the price of gas measured in gold is almost exactly what it was in 1948. it's not that gas is going up. it's that the dollar is going down. and because gas is denominated in prices, oil is, it looks like gas is going up. i'll give you a fascinating statistic. a dime used to have $0.10 worth of silver in it. if it still did, if it had the same weight of silver that it did in 1948 when $0.20 could buy a gallon, two dimes could buy a gallon of gas today. it's a relative motion thing where it looks like the prices are going up. but in fact, the dollar is going down. >> well, it will be interesting to see how gas prices do impact the coming presidential election. you can see a commentary by dick on that topic at dickmorris.com. thank you very much for getting up so early on this wednesday

debate that mitt romney would win michigan because he was able to expose santorum's record, he took him down the rabbit trap of earmarks. santorum was like everybody has got to do it and i think romney is getting stronger and stronger. a win is a win like you said. he won a double whammy. he won michigan and arizona. and he gets stronger after each win. you saw that you guys played the speech and he said he's going to send barack obama home where barack obama belongs because he, as a president, has presided over one of the worst economies since the depression. barack obama is going to have a fight ahead of him. and it's not going to be pretty and i think that romney is able to take the fight. he's going to be a stronger candidate and we saw what happened, you know, with hillary and barack obama. people forget 2008. >> there's so much to talk about, speaking of president obama. joe, let's look at this exit poll data. in michigan, the top candidate quality that voters were looking for, 32% said somebody who can beat barack obama. what do you make of that? >> well, romney and romney

scores the highest and i think in michigan, 51% of those who voted thought romney was the best candidate to beat obama. the problem -- but there's a real schism in the party right now. when you look at what happened last night, 20 -- people who believe having a candidate who believes as they do, as strongly as they do about their religious beliefs is really important to them. romney scored only 20% with those people. 60 something with a santorum. on who is a true conservative, he gets 17%. on -- on a lot of these measures, he's not doing very well with conservatives in the party and santorum -- the problem is that's all he's doing well with. >> the interesting thing is, joe, at least in these two states, the exit polls showed that people didn't care very much about who was the true conservative. it was like 17% according to them. now, maybe that changes when we go to the southern states for super tuesday. i'm not sure. but i got to get to this.

let's look at the exit poll in michigan. the votes by democrats, much was made about those robo calls that santorum made urging democrats to come out and vote for him on the last day so 53% of the democrats who actually did vote went for santorum. only 18% went for mitt romney. crystal? >> i mean, yeah, duh! the democrats would love to see santorum as our nominee and that's never going to happen, you know, and so that's why they went out, they tried to mess with -- fiddle with michigan and it didn't work. we prevailed. the right candidate won. and, you know, that's the way this contest works. ok? so democrats be on notice. >> joe, your reaction? do you think that these types of primaries should be open to all voters or should they be closed like in some states where the party that's actually running only those people registered and that party get the vote? >> yeah, i don't really think it matters. i mean, as long as you know what the rules are going in and you can turn out your vote, i think it sometimes helps to know whether a candidate can gain votes from the other party or

road called st. charles rock road here. high winds knocked them all down and blew the lines over all four lanes of interstate 270 here so the interstate was closed for at least two hours and then it just kind of opened up in sections after electric crews were able to get those lines off of the highway. also, the ramp is closed for a little while and eastbound and westbound traffic on st. charles rock road opened eventually as well. there's still quite a mess here. modot crews are trying to get the rest of the poles standing. all along, they closed the road for about a mile or so. as for what happened in branson, unofficially, it looks like a tornado did hit there. however, the national weather service is still investigating that. they're still looking at all the damage. however, we are hearing that there is severe damage down in branson. back to you. >> all right, kim hudson reporting live from missouri.

presidential candidate himself. good morning to you. >> great to be with you. good morning. >> great to see you again as well. let's look at the exit polls in michigan. these were some of the romney strengths there, seniors went for him 49%. catholics, 44%. women, 43%. but the most important thing for mitt romney was whether or not he could beat obama in the voters' minds, 61%. what do you make of the fact that so many catholics went for mitt romney when rick santorum is a catholic as well? >> well, first of all, let me begin by congratulating mitt romney and rick santorum for fighting the good fight in michigan. you know, i hear a lot of people dissatisfied that the republican field, quite frankly any of these republican candidates blindfolded and one hand tied behind their back will do a better job as president of the united states than the guy we got in the white house right now. now, as far as the exit polls, look, they almost fought to a draw last night. and i think if people were doing what they should have been doing which is watching the returns on

fox news last night, they would have seen rick santorum give a speech that was 95% on the economy. and i believe that's what he has been doing all over michigan. there's an effort by big media to sort of pigeonholing just because he's brought up values issues. the catholic vote was divided. nobody got a majority of it. i think among generally values voters, rick santorum did fantastic and among strong conservatives, rick santorum did fantastic. >> if you look at the exit polls, evangelical voters went for him in arizona by a slimmer margin than they did in michigan. if i'm hearing you correctly, mr. bower, what you're saying is it's the media that is pigeonholing rick santorum, the social issues and not his own commentary? >> i think there's something going on here that always goes on in an election cycle which is big media and the democrats try to promote the idea that if republicans talk about values, it will kill them on election day. but here is the other

interesting thing. i want to make sure i get it in. i'm tight on time today with all the news. the top candidate quality in the exit polls, number one thing was whether or not these candidates could beat president obama, 32%. true conservative was all the way down at 16%. so what do you make of that? >> well, what i make of it is that if you want to beat barack obama, you better be an unashamed conservative. you better be ready to make the case on economic issues, on foreign policy issues, and on values issues where the president is extremely vulnerable. this is a guy who when he was a state senator voted to allow infantcide. that's an issue that republicans shouldn't be afraid to talk about. they shouldn't be afraid to talk about this latest attack on religious liberty. ronald reagan defined the republican party, gretchen, when he brought together the people that care about those three things. smaller government, lower taxes, strong foreign policy, pro life,

peter, where are these cuts coming from? >> some mornings i wake up and i say values in this country are completely lost. and then other mornings i'm thinking we're doing doctor keith ablow's segment, normal or not. this is abnormal. we're saying to our retirees we made a moral compact with you, we made a bargain with you, your life and our faithfulness to your service for your entire life. so now we're saying ok, your health benefits may go up 345% over the next five years, active military, you're going to pay more on co-pays. you're going to pay more for brand drugs. you're going to pay more at retail outlets. you're going to pay more. and so we've devalued military service in this country and we're trying to balance a deficit on the backs of the people who we call to protect us. >> take a look at the co-pays now if you're in the military or a family member who somebody is serving overseas. 2012, you have a co-pay of $12. in 2013, it will be $26 and

topping out in 2017 for now at $34. >> so this is first ever enrollment fees. there haven't been enrollment fees for these retirees in the past. so if you're paying, for example, if you're a colonel, and you're paying $500, you're going to be paying $2,000. there's also means testing. they're saying, ok, those who are getting less in retirement will pay less. those who are getting more in retirement will pay more. so now we've adopted means testing for military retirees. >> about time, peter, so many of those millionaire corporals are out there trying to hide. >> it's really quite frightening. and so the vfw has spoken and some of the military family associations have spoken up and some of the republican leadership have spoken up. but this looks like it's going to be going through at that point. >> what do you say to people who say we only have so much money for the military, we can't be spending it all on health care? >> it's an excellent question and it's a matter, again, of

values and of a moral compact and an agreement that we make implicitly with those we call upon to protect us. and so you say, well, yes, there need to be cuts across the board. but do we value military service? do we want to retain those people? do we want a professional army, navy, air force, national guard. in terms of national guard, a lot of the families are going to have to buy these medicines, active duty, they can't buy it from a military base because they're not near a military base. and their fathers and mothers are overseas. they're going to have to pay full price retail at a local pharmacy. i don't think it's fair. i think it's wrong. >> if there's enough outrage, the administration has been known to change and hopefully they'll -- >> military families have to speak up and americans have to speak up this is wrong. >> all right, peter, hopefully we have a way to do that. thanks so much. coming up straight ahead, feel bad because you prefer one child

from now to continue talk being who is going to win this nomination. >> steve: meanwhile, coming up, we've got in a week, super tuesday. not quite as super as it was last time around. this time there are only ten states with 437 delegates up for grabs. last time, 21 states on super tuesday. >> brian: this on paper does not look like it will be a great time for the front runner. ohio will be a true test. i think he has a shot at obviously doing well. virginia. but the rest are really going to be a dog fight and newt is very optimistic the southern states will be his. oklahoma he thinks he's going to do good in as well. >> gretchen: the thing about virginia is that it's only ron paul and mitt romney on the ballot. so that is pretty much a shoe in for mitt romney. >> steve: right. also if you're wondering whether or not rick santorum's robo calls to try to get democrats to vote, according to the exit polls, 10% of the people who voted yesterday were democrats.

>> gretchen: 15 minutes after the top of the hour. in last night's michigan primary, many, including michael moore, focused on getting democratic voters to the polls, urging them to vote for rick santorum. well, his opponent, mitt romney, has his own theory as to why. >> the obama people, the uaw and rick santorum are all running ads focused on democrats, calling, rather, democrat homes saying, please go out and vote against mitt romney and vote for rick santorum. you got michael moore saying he's telling people to vote for rick santorum. that obviously tells republicans who the democrats are most afraid of. it's not rick santorum. >> gretchen: so after mitt romney's win in both michigan and arizona, are democrats getting concerned? joining me is florida congresswoman and chair of the dnc, debbie wasserman schultz. good to see you. >> you, too. >> gretchen: how do you respond to mitt romney's claim that the democrats fear him the most and that's why they wanted democrats

to vote for rick santorum yesterday? >> well, mitt romney has some really serious problems. he was only able to win his home state that he grew up in, where his father was governor by three points. actually yesterday, more people in michigan voted for someone else other than mitt romney. and he's had to go so far to the right that he is really alienated independent voters, if he does make it to the general election. so he's got -- with every passing week, more and more problems seem to crop up for mitt romney. >> gretchen: answer the question, which was, did democrats actively go out and want democrats to vote for rick santorum because they fear mitt romney as the eventual nominee? >> we weren't involved in any organized effort to get democrats to do that. we have used all of these republican primaries, have been -- as an organizing tool. opening office, making hundreds of thousands of phone calls, engaging with our volunteers. so in michigan open primary, if

democrats chose to do that, that was certainly their choice and always has been their choice because that's how michigan voters cast ballots in primaries. >> gretchen: i want to look at a couple exit polls. democrats vote not guilty michigan overwhelmingly ended up going for rick santorum, 53%. mitt romney 18%. i want to bring your attention to another exit poll, though. because this i think is really important as we look forward to november. this was the question: experience that better prepares a president. business experience, 57% of the voters said yes. government experience, 31% said yes. so this poll must make democrats concerned regarding barak obama's experience in government versus mitt romney's experience in business. >> let's remember this was a republican primary yesterday, gretchen. so any exit poll would have been primarily asking republican voters those questions and importantly, you're not asking me about whether allowing -- whether the opinion of a presidential candidate that detroit should be allowed to go

bankrupt was an important factor in their decision for the general election. so i think that's really going to be a huge issue in michigan coming into the general election. mitt romney said let detroit go bankrupt. barak obama rescued an iconic american manufacturing. >> gretchen: actually there was a poll on that, government bailout of u.s. auto makers and ironically, against your point, 50% of the people in this exit poll said that they did not agree with the government bailout. >> which means 50% of republican voters did. so if you ask that question of michigan people, which that question has been asked in polling, they overwhelmingly choose barak obama because he made sure that the 1.4 million jobs that support the american automobile manufacturers would remain in place. mitt romney would allow them to go down the tubes. >> gretchen: he would not have had his structured bankruptcy, just a regular bankruptcy, i think is the argument there. i want to talk about gas prices that has to do with cars and people paying so much more at the pump right now.

back when president bush was in office and the prices had gone up, you had this to say about the president and the prices. >> apparently they only know how to say yes, mr. speaker yes, mr. president, yes, ceo of oil company, i'm happy to do your bidding and whatever it is that you would like. those gas prices have not just crept, but leaped back up. we are now paying more than double for gas than when president bush first took office. >> gretchen: so i think you felt the president could have done something about lowering the gas prices. what do you say now that gas prices are going to reach $5 a gallon under president obama? >> what i was referring to in that speech as i have for many years is that focusing on fossil fuels and continuing the drill baby drill strategy that president obama rightly referred to the other day in south florida as a bumper sticker. not an energy policy, is not the

way to go. we are not going to address gas prices over the long-term because there is -- there is no president in the short-term that can really change policy and impact gas prices in a significant way. but what we do need to do is over the short-term and long-term make sure at that we are using the all of the above strategy that president obama employed, more domestic energy production than we've had in eight years, making sure we invest for the future in alternative energy like wind and solar, so we can really start to impact our need to depend on -- >> gretchen: a lot of americans are wondering what's going to happen now and a lot of those things take time. i do want to call your attention, though, to this map -- you brought up drilling and i want to you look at this map because under president bush versus under president obama, there is a stark difference as to the amount of drilling that's going on here domestically. this is under president bush and this is -- >> i'm sorry, i can't see the map here. >> gretchen: basically it shows

that there was a lot more drilling going on under president bush than under president obama. do you believe -- >> no, right now there is more, excuse me. >> gretchen: the policies -- >> there is more -- >> gretchen: the policies were enacted by president bush. >> please let me respond. >> gretchen: i do -- i'm running out of time and i really want to get to the question about whether or not a president can actually do something about gas prices. many people are saying that now with the situation in iran heating up and with the negative reaction to the keystone pipeline the president not taking a stand on that, or basically saying no, that those two things could eventually affect gas prices and bring them down. >> no. there is nobody that says that those two things could affect gas prices. gas prices, if you look at the -- you formerly called the minerals management agency, that focuses on that kind of energy policy, over the long-term, any change in drilling, for example, would take 20 years, about 20 years to impact the price of oil and the price of gas.

>> steve: welcome back. we heard dnc chairwoman debbie wasserman schultz defend the obama administration's record on rising gas prices. here to react is the chairman of the house oversight committee, congressman darryl issa. good morning to you, sir. >> good morning, steve. >> steve: she just said that any drilling that this president or any president would do, you're not going to feel the impact of that for 20 years. do you agree with that? >> it couldn't be more wrong. unfortunately, she has a short memory of the facts previously used by her party. when we were looking at anwar a decade ago, they were claiming it would be ten years. now that that would be filling the alaskan pipeline, which is now practically at a point of shutting down because it doesn't have enough capacity or enough volume going through it, they've

switched to the 20-year plan. the fact is our committees looked at it. you're really talking from the time you give a drilling company the right to drill, in other words, the permit process is done, which can take between a few months and many years, you're only talking about three years to have full production, about seven years of useful life. so in her 20 years, you will have permitted, drilled, recovered, and closed up twice. >> steve: yeah. what about her assessment that apparently there is more domestic drilling going on in this country today than when george bush was president? >> you know, that's exactly right. during the bush administration, they opened up areas. they streamlined the permitting, plus several states also streamlined their states' rights. but what really happened was bush opened up areas to drilling and drillers became much more efficient. they almost never hit a dry hole. they get more extracted from existing wells and the president is benefiting from that.

but with lower amounts of permit, areas being closed, what's going to happen is whether he win has second term or not, that will begin to dry up as that three to seven-year cycle starts to go the wrong way. so it's very, very clear, yes, he's enjoying the benefits of his predecessor, not 20 year ago predecessor. three years ago predecessor. >> steve: let's talk about this food stamp fraud in this country costs us $750 million a year. and the scripps howard newspaper did an investigation and discovered that 4600 retailers that lost the ability to accept food stamps at their places of business. 1500 continue to accept the food stamps even though it looks like they were doing it fraudulently. >> steve, to give you the numbers, those are great numbers, there is about a quarter of a million places you can use your food stamp.

small group. 100 investigators over time found these 4600 that were clearly essentially defrauding the american people and in many case, depriving families of the food they should have because they were trading these food stamps for alcohol or cash to buy drugs. worse than that, these scripps howards organization, they didn't go do rocket science. they used open source. they compared two lists. the list of those who are getting it and the list of those who were denied it. this is something that at a basic level government should do. it was government's own databases that they entwhistle went -- went to and discovered there was no government oversight enforcement. >> steve: if they were accepting them after being thrown off the list, you would think someone in washington would go, hmmm, maybe they shouldn't be doing that. >> this is amazing because not only is it terrible fraud that 100 investigators spent a lot of

michigan? well, he did very well with seniors. he actually beat the catholic candidate by five points. also he did very well with women and the number one thing aside from the economy that people want in a republican nominee is can they beat the current president? 61% of those who answered our exit poll question said mitt is the guy. >> brian: let's talk about weakness now. for weakness for mitt romney, strength for rick santorum, among evangelicals in michigan, he got 51% of the vote. romney, 35. >> gretchen: all right. and as you can see, newt gingrich and ron paul basically didn't compete in those two states. they were down in the numbers there. >> steve: meanwhile, we got some bad news for you. it starts with a fox news alert. new information in tornadoes that swept across the midwest overnight. number of casualties in kansas just went up again. 11 people are hurt. three are in critical condition. meanwhile, in missouri, one person is dead and there is reportedly heavy damage to the historic city of branson.

politics, larry sabato. what do we know -- what have you concluded from the three-point victory in michigan especially? >> i've concluded that mitt romney once again for the third time is back on track to being the republican nominee. but it won't be an easy trip. he's going to lose states next tuesday. there is no question about it. ten states on the ballot. he's going to win three, four, five of them, but he could easily lose half of them. there should be something there for all the other contenders. so this is going to continue to go on the track. we've seen romney up, then romney down, then romney back up. but he's in the best position to be the nominee. >> brian: ohio is the key, correct? that's where mitt romney goes today and where rick santorum will go today. what do we learn from ohio? >> listen, ohio is michigan without all of romney's connections. so it's a tough state for him. university of cincinnati polls, very accurate in the past, have
