lou dobbs will analyze. >> bill: caution, you are about to enter the no spin zone from boston. the factor begins right now. captions by closed captioning services >> bill: hi, i'm bill o'reilly. reporting tonight from boston, massachusetts. thank you for watching us. president obama launches his re-election campaign, that is the subject of this evening's talking points memo. today, the president held five, five fundraising events two in chicago and three in atlanta, georgia. so the game is on. president obama has kicked his re-election campaign into high gear. this time around actor tom hanks is the point man for mr. obama. >> how do we understand this president and his time in office? do we look at the day's headlines or do we remember what we as a country have been through? not since the days of franklin roosevelt had so much fallen on the shoulders of one

president and when he faced his country who looked to him for answers, he would not dwell in blame or dreamy idealism. as president, the tough decisions that he would make would not only determine the course of the nation, they would reveal the character of the man. >> bill: all right. we will leave the character of the man for you to assess. let's look at the course of the nation as tom hanks so eloquently put it here is the latest fox news polling on the president. his approval rating now stands at 47%. 45% disapproving. that's not a good number for incumbent president. as as far as the economy is concerned 54% disapprove of the way president obama has gone about things. 42% say he is doing okay. on gas prices, 61% disapprove. about the way the president is handling them just 26% approve. obvious the president is

taking big time blame at the pump. finally has president obama taken responsibility for the economy on his watch? or is he still blaming the bush administration? 47% believe he continues to blame mr. bush. 38% say the president is taking responsibility. so, those are pretty troubling numbers for barack obama. but he does have plenty of time to turn things around. now, it's clear the obama re-election campaign will have two primary focuses first their contention the economy is improving but slowly because the disaster they inherited was so intense. secondly, that the president's investments in high tech and alternative energy will pay off, so the country must be patient. obviously mr. obama can't run on fiscal responsibility as america is more than $16 trillion in debt with no end in sight. he can't run on containing gas prices because they have doubled under his administration can't run on leadership because the future

of america is unclear. it's not a partisan analysis. this is real life. the president will once again ask americans to believe in his vision. that will be a much tougher sale this year than it was four years ago. do not underestimate barack obama, is he a brilliant campaigner. he have enormous amount of money at his disposal. whoever ends up at his opponent will have to run a nearly flawless campaign. that's the memo. now for the top story tonight. one of the g.o.p. contenders rick santorum has run into some trouble in puerto rico which has a primary vote on sunday. obviously puerto rico is a spanish-speaking territory so the senator is causing controversy. with us is geraldo rivera, himself half puerto rican,

right? >> i'm all puerto rican. my father is the puerto rican. my mother is jewish. i'm all jewish also. i incorporate both these great people into my d.n.a. >> bill: genetically. >> genetically i'm 50% puerto rican. >> bill: i was accurate? >> accurate but harsh. >> bill: stop, will you? mr. sensitivity. so now this is what we are going to hear you from a lot of whining. >> that's the other side. >> bill: shouldn't all american territories, samoa, puerto rico, wherever it may be, shouldn't they all have one common language? >> rick santorum sabotaged his chance to get 23 delegates, bill. he put his foot in his mouth. english is already an official language in puerto rico along with spanish. you know, remember, he is running for the republic primary on sunday. puerto ricans care about one issue. statehood. people opposed to statehood, half of them is the fear they have to change their lives.

cultural and linguistic heritage of five centuries will change if puerto rico combings rather than a territory on commonwealth now is a state. santorum fuels the flames of that fear and anxiety. puerto ricans will not vote for santorum. tornado his campaign, insensitive. unnecessary, picked a fight he didn't have to. so clumsy i'm of the opinion that perhaps he did it to appeal to the english-only crowd here in the continental u.s. because in terms of the puerto ricans, republicans voters on sunday and also he is endorsed by the mitt -- mitt romney endorsed by the governor. but santorum what he did will be a crippling -- >> bill: it wasn't a wise political move for sure. >> it was dumb. >> bill: you didn't answer my question. shouldn't all american territories have one common official language? it's fine if anybody want to speak french or italian or

anything. shouldn't there be one common language taught in all the public schools under the banner of the united states? >> i interviewed marco rubio yesterday, the florida senator who is being talked about as the wonderful vice presidential nominee on the ticket. as he pointed out to me the last state admitted into the union along with alaska was hawaii. came into the union with both english and hawaiian as official languages. i think the two are exactly comparable. the island of hawaii becoming the islands of hawaii becoming the 50th state. puerto rico becoming the 51st state and both the native language is retained but, of course, english becomes an official language. >> bill: i think that's reasonable. did rubio say again that he isn't going to be vice president candidate like he said on the factor? did he reiterate that? >> he said no, no, no, no for now. i said when is for now up i

tried to get him what about july? what about august? he still was negative on the whole idea but i believe that marco rubio would be a wonderful vice presidential nominee. >> he may see my country needs me? your survey. that's the dow jones. now the dow jones is 13200 and change. if that's 14,000 come november, there is no candidate on earth that will be able to beat the incumbent president presiding over. >> bill: you think the stock market is going to drive it? i don't think so. the few who invest in the stock market they prosper with the working class. >> it's bigger than that. it would indicate a kind of a groundswell rising tide lifting all boats. >> bill: working people don't have boats. you have a boat. you are rich. >> tide coming in and you are lifted. >> bill: i'm not sure about the stock market analysis. i will ask lou dobbs that question coming up. last question. if tom is committing career suicide by being such a partisan. is he not? as an actor? >> hollywood is essentially a very democrat place. >> bill: he is the point man now. >> nobody is not going to go see a good tom hanks movie

not business oriented. big business is considered the devil here in california. we drive them out and we replace them with more federal jobs and more unions and that's why we are bankrupt. but that's where the votes are coming from. >> bill: okay. so the unionized workforce. got to get a stat on that. the big population centers like los angeles, san francisco, not so much san diego. san diego is a little more conservative. they go for the democrats no matter what. they like the progressive vision. but, again, the social problems in los angeles are huge. it's an enormously complexity. things aren't working that well and the economy is not that good there. so you would think that they would i don't think they listen to the republic side. they have npr on all day and night. just listening to that they won't even watch. fox news channel gets a will the of viewers it's a mind set out there. the mind set is, what? what is californians priority?

>> the problem is we don't really have a priority other than just sort of good vibes and mommas and the pappas and california dreaming and, you know, pacific coast highway and malibu like we are laid back and the democrats are the party of the we're cool, we're laid back. we're friendly. we're compassionate -- san francisco and los angeles is nice. and we look at the democrats as the nice party. >> bill: californians don't want confrontation. they don't want to be challenged and self-reliant. they want everybody to get along and the government to provide a lot of services and stuff when do you that the government has more power

>> there i think alternative energy eventually is a good thing. we have to have a reasonable transition. we didn't blow out all of our candles until we had dependable electricity. and we don't have anything reliable. i mean, you know, he jokes about the telephone and ruth ford b. hayes and yet the telephone is not solyndra. so i -- can i throw out some statistics here that i think are really interesting? >> bill: sure. >> if you don't mind i think this is fascinating. 24 billion barrels of oil recently discovered in north dakota which could exceed almost 500 billion barrels of oil. sitting on 1.44 trillion barrels of oil and 2.7 thrill cubic feet of natural gas that can bring in $18 trillion worth of royalties to the u.s. government which could pay off our debt. i mean, we have all of this. why don't we harness both of these things at the same time? >> bill: i can't even bet the stats. just to continue the conversation into the political realm.

you don't have any beef about alternative energy. you just don't believe it's ready and i assume you don't want all of this money to go into solyndra to try to get it ready. you think it's a private marketplace deal, am i right? >> i absolutely think it's a private market deal. >> bill: all right, now, leslie, you are now, you are seeing a president who is basically defiant. even though we know that a lot of federal money has been wasted, money we don't have money we had to borrow from china and that's coming up later, okay? the president still says, you know what? my vision is right, even though we wasted all of this money, and guys like newt gingrich who, you know, are saying what janine is saying you have got to drill, drill, drill and develop what we have here. they are flat earthers. and you say? >> well, i wouldn't use flat earthers but two plus two is four. all of the scientists, all of the economists, regardless of political party, bill say even if we have the keystone pipeline, even if we drilled every possible drill or hole that we could drill, you are talking about a cent or two

difference at the pumps because you are talking about the price of crude oil is an international marketplace commodity. so, on a global level, you are talking about a less than 1% difference. that is not going to bring prices down to $2.50 like newt gingrich said. >> bill: i don't know about 2.50. who knows. we have plenty of oil here in the united states. plenty. there is about a big, big oversupply as we said and said and said. look, the oil prices are doubled under president obama. 61%, leslie think is he handling the energy crisis badly. 61%. that could knock them out in november. you know it. >> well, i don't disagree with that number and how the american people feel. but, you know, a simple search of google will show you that historically whether it's a republic or democrat in the white house, if the price of crude oil goes up, the price at the gas tank goes up. period. no one president can single-handedly change that because it is a market issue.

>> bill: no one president can influence the world market by doing certain things as presidents in the past have done. they can release the oil that mr. obama is talking about. now he is walking that back. but there is a whole bunch of things you can do that haven't been done. reign in speculators. we're going to talk about that a little bit later on with lou dobbs. but, the president has done nothing and americans are holding him accountable. now, i think mr. obama is stubborn, janine. just as a guy. i just think he is stubborn. he says to himself i'm going out on the way i came. in once in a while he will do a little flip or flopper. is he basically saying, look, i don't really care about solyndra. i don't care about the stuff that hasn't worked. i'm going to keep doing it, you either take it or leave it i think that's his platform, janine. >> well, i think it's his platform too, bill. it's not reasonable. because if they were reasonable you would care about the american people, not what he thinks should be the vision for the american part-time. and if gas is really difficult, i mean i fill up my

we have gone from 1 million barrels a day of that to 2 million barrels plus a day of that. right now we are sitting here with a daily usage of let's call it 19 million barrels a day. we have to bring about half of that in for from overseas. i worry when refiners say this is a win-win. i don't see how this is a win-win for the u.s. economy. >> bill: 19 million is what the u.s. consumers use every day. all right, 2 million barrels go out. if it stayed here, that would bring it down to 17. and then we produce 8.5 of that or half from the united states and then we import basically what you are saying is we import close to 9 million barrels of oil a day from opec and oil producing nations. now, why, you know, this is what gets me. the oil companies say it's a free marketplace even though they have to get very special permission to operate under the government and you can't fund an oil company. they say it's free. under the free market banner

they are free to refine any company they will and china will pay for for it? >> i will take issue with the free oil market. nothing is free. a lot of the oil we will use in the next few months on our shores is on a ship out at sea and we are protecting that protecting it through the straits of hormuz or wherever it is coming from to our shores. the ott oil companies are getting a great big subsidy in the form of protection. one of the things that's happened is because we have done such a bad job of mining our own assets or drilling our own oil, we have added two additional wrinkles to the classic supply/demand equation. those are, number one, logistics and number two, speculation. and it shouldn't be the case but those are now just as important as supply and demand. >> bill: we're going to talk about speculation with lou dobbs coming right up. the other deal is that china seems to defy the united states every day. best example being iran. china is pretty much their big patron now.

everybody sells isolating them. even russia is starting to cooperate now a little bit. china now vetoes anything they can to help iran and still trades with iran a very high level, correct? >> you are absolutely right. china right now buys about 20% of all iran's oil exports. that's more than the entire eu combined. in fact, four countries buy most of iran's oil exports. china, india, japan and turkey. why that is important is we're in the middle of trying to do something important for world peace, which is embargo and put economic pressure on iran to prevent them from building nuclear weapons. people compare it to the cuban missile crisis except unlike us, where we could surround cuba, iran is getting a back door to sell their oil to china. china is working directly cross purposes to u.s. interests in iran. >> bill: okay o. so we can't do anything because the chinese do not fear the united states anymore. knowing that we owe them more than a trillion dollars. we need their trade and all of that. china pretty much does whatever they want.

correct? >> you know, they do. i will give you a more recent example just to your point. you know, we have had a lot of influence on the security council and we have not liked the way things are happening in syria and way they are literally killing their own people. we want at the security council to influence it by having a resolution. guess who said no, once again? china. china has an independent favor and we have got to do something to tame it. >> bill: we can't do anything because they hold so much of our debt. we can't do anything to them. >> you know, i think it's one of those things where it's hard to be too tough where your banker is also your major supplier. you have to have an embrace. i think it's fair and reasonable to confront them where they are being unfair there are a bunch of areas where they are being unfair. >> bill: i think they have tried to confront them andhe chinese have made it quite clear they are going to do exactly what they want to do and they don't care what we say. >> we have not quond much of a relationship. we not watched them as closely as they are watching us. >> bill: thank you very much. very provocative book. when we come right back major

officials and in washington will acknowledge the fact that we simply can't beg the chinese to conform to what we want. we have got to first take charge of our own policies, bill. and it's our choice. do we trade with them? do we buy their manufactured goods or do we create a manufacturing base recreate a manufacturing base in this country? >> bill: i guess that could hurt them if we didn't buy a lot of their stuff to the tune of what we are doing now. they could say we cash in all the bonds, see you later. oh, manual if they cash them in they hurt themselves. >> bill: they are communist. they don't care. they will do what they want to do we found out one thing with the soviet union. subsequently when they collapsed in 1991. the fact is communists get greedy too. >> bill: they are greedy. they might do a greater good thing. suffer for five years. you know how the eastern philosophy is and we'll wipe them off the face of the earth. i hope not.

oil reserves are -- there was a report that president obama was going to release them but the british were going to do it. nobody could figure that out because they are in this country. we got to import herman's hermits and to get them to release the oil over here or what? i mean, i don't understand, tell me what's going on with the oil reserves. >> here is what is going on with the oil reserves. obviously they talked about it they are trying to -- send a message to the markets. the fact is that this just doesn't amount to a hill of a bean in the market. >> dropped a couple of bucks after they said it? >> ended up moving about within a range of $1.05. >> maybe release 2 barrels a day go down 30 cents every day. i would do that. roll out the barrel. >> the fact is in all of the talk over all these years about releasing oil from the strategic petroleum reserves 700 million barrels. the most ha has ever been released is 30.4 million barrels. that was last year

30 million barrels. >> bill: only two day supply for us. using 19 million barrels a day. two day supply. >> absolutely. the thing that drove prices down last year when prices hit $4 a gallon. this administration and imax don't remember this when they raised the reserve requirements. >> bill: on the speculators. i think we should execute the speculators. just shooting just a few of them maybe the others wouldn't do it. that's what the chinese would do. they would do it. >> we need to stay capitalistic. >> bill: that would be facetious for media matters out there. o'reilly wants to execute ownership people. now the congressional budget office, they are the nonpartisan bunch of pinheads who analyze all kinds of financial data. they say obama care is going to cost twice as much as president obama said it would when the legislation was up and running. i don't think there is anybody on the face of the earth surprised about that.
