decision because if it had gone wrong, people would have criticized him and said he made the wrong decision. so you can't take that away from him. jack you have said something however that i want you to clarify and perhaps this may a very illuminating moment for a lot of us. benefit heard it said that there were opportunities prior to may a year ago in which osama bin laden could have been taken that we had the capacity but we didn't give the order. would you speak to that and was there he ab opportunity prior to a year ago when the president could have called for the take out of osama bin laden? >> of we actually had the target the summer before execution. in other words, we had the target in summer 2010 and it took until the following may to execute the mission. i was surprised that it was

taking that long to execute it because the longer you spend on something like that, the greater likelihood is that the target will be compromised because of your surveillance. then that target will flee. that's a concern we always have when we have a target like tha that. so i was sort of surprised that we, it took until may before we actually executed. i know for a fact we had it that summer. may have been sooner that. >> why didn't we execute the plan a summer ago. a year before. summer of 2010. what was the hold up? >> well my sources told me with the white house trying to verify that the target was actually there as opposed to just rely on circumstantial evidence. actually wanted a photo o. wanted to see him. that he was really there. and that without that there was lot that without that there was lot of fv -- no audio]

[applause]. chris, the thing you have said is that this is going to be a very different process for mitt romney than it was for john mccain. that he will approach it more corporate model as opposed to visceral emotional feeling. what do you mean? >> well i mean that it would make sense that a guy who is primarily identified as this look at it as a merger not a row manuals. he will look at this process in a calculated fashion. he will make a choice of probably based on what is absolutely best as opposed to what his gut is telling him at that moment. certainly you can see it in the way he is going through the process so far. he is doing sort of sight nchlingts gone to florida to be with marco rubio and see him. he has seen mcdonald on the trail in virginia. kelly up in new hampshire. rob in hooichlt he is going through this in a very deliberate fashion. that's what we will see throughout. >> you have said a lot depends

on where he is l at the moment he has to make the decision. and that there are i think you have listed 3 categories that he might be in that would determine who he picks. what do you mean by the category and what are the categories? >>reporter: well it all depends on whether you were leading. tied. or trailing. if you are leading the whole goal is to not upset the narrative. you want to pick somebody who is not interesting. want to pick somebody not going to change the dynamic of the race. we saw bush do that in 2000 with dick cheney. people said who. that's what bush wanted because he was ahead in the poll and just wanted to do that. now if you were tied and you are trying to gain a small tactical edge you are willing to take a little bit of a risk but what you really think about is the electric tral math. then the third category in trailing. what you want to do is hit the reset button. change the narrative of the race in a way that may help you. we saw that with mccain in 200 2008. the choice of palin

electrified the race change the discussion for awhile it was working for him. >> so the 3 categories if you are ahead, if tied, if behind. we had a describe. let's look. if you are ahead who are the kind of people that you look for? you had mentioned i think maybe ron portman but you also mention people like daniels. temple up on the screen. if this is if you are ahead. this isn't a compliment the way you put it. >> well if you think about it it's a tremendous compliment because what the people are are tested, veted. they are known to party insiders. known as people who are going to be able to execute the job well and these are non-controversial people. so that is that is a high compliment for somebody like rob portman and he's a great example because what he is is somebody with experience inside. presidential administration having served in the office of management and budget with bush and knows how

washington works and that's something romney lacks not working here. >> is there any disadvantage. let's say romney ahead. picks one of the guys and they are all competent. the thing is you have pointed out i think rightly so confident. great resume and background. but suppose then after the pick he starts getting behind. then does he make a mistake. >> certainly we would say he did. but the truth is you want to pick somebody who is non-controversial and that's why daniels might have a little trouble with what he has previously said about a need for truce on social issue. that might wrangle some of the republican base. there's the possibility. but you have to like portman because he has good conservative credential and may not be that exciting but he probably wouldn't pick anybody else. >>reporter: let's take the another category do this pretty quickly. if you are tied you said this is where you want somebody to bring a little singe and help out who do you have on the list. >> you have to like marco rubio

there. not just because he is hispanic and would be the first hispanic on the national ticket for major party but also the fact that he comes from florida the swing state. that's where you are looking for mcdonald in virginia which is going to be all important for him. maybe you look at pat up in pennsylvania oracley in new hampshire all swing state and romney would like to win. that's where you are trying to greened out a narrow vaichblingt okay. and if he is behind and he needs to jazz it up then where does he go from there? >> well i kind of feel like a couple of doctors having a consultation in front of the patient but a guy who used to be a governor of arkansas by the name of mike huckabee. he's behind is because he's having trouble connecting with blue collar voters social conservative the kind of folks who backed you in 2008, the kind of folks hyped rick santorum, rig an democrat if he's having trouble with those folks and needs to hit the reset button he might be willing to take the chance of bring ago well known individual on to the ticket. because remember, any time you bring a known commodity on to your ticket you are taking the good and the bad. negative and positive in public perception about the person and you lose the chance to reset which may get the game and in picking you there is considerable gain. >> a lot of other people on the list. santorum would be good and some others. when you said would you take the good with the bad. good thing about me there is no bad. >> well simple, mike. seniors had gone for george w. bush by 5 points in 2004. they went for mccain for seven or eight points in 2008. but 2 years ago in the midterm elections they voted plus 21 for the republican and they turned out in bigger numbers than ever had before. if that happens again that could spell doom for president obama. >> we have a full screen up to show you. >> hallelujah. i think doug will attest to this show that seniors by a bi big, big margin don't like obama care. they are not for it. and 60 plus, 7.2 million supporters, 60 plus, are determined that they are not going to be saddled with that obama care. they are really worried about things like what was called the death panel and whether that tack proper characterization or not it's 15 non-elected people appointed by the president not doctors. they should have some kind of medical knowledge. but they are not doctors and they will decide what the government wants to pay for and what they don't. who gets what and you may not call it a death panel but seniors terrifically worried and we are conducting a campaign to get 10 million new voters, seniors that have not registered and haven't voted and particularly the swing states, doug we are expecting

and planning on making you profit. >> thank you pat. >> let me jump in because democrats are using i think some maybe expected scare tactic. we have seen that ad where paul ryan look alike push as lady off the cliff in a wheelchair. if you like these republicans they are going to just tear up social security and medicare. is that an effective strategy for the democrats. >> well at this point it is their strategy because pat is exactly right. obama care legislation is now before the supreme court and individual mandate are very unpopular with seniors. i think that in and of itself was the singleest bi biggest factor why the democrat lost midterm election and mike what the democrats are doing is using fear of the ryan plan which in my judgment disgo too far to try to get seniors to vote democratic. now the problem with the campaign and i think why what pat is doing

with the 60 plus organization is so important. we have to move past scare politics. we have to talk about how do we preserve program for tech senior tech medicare social security that is rationale and fair and not scaring people. >> pat obama care gets taken away by the supreme court, frankly i think that will happen. >> i do too. >> does it take it off the table or still a good issue. >> no. this president the one who forced it down our throws and we are not -- i think this is administration thinks of seniors as some also old ladies and little old men who don't know what is going on and just herded along like sheep. not taking into account we have been there done that scene it and i say we because i came out of the closet a few years ago and acknowledge i am a senior and. doing as well as you are in those senior years pat. >> thank god i am. my wife, too. but is we are not dump. we can add. we can subtract. the death tax called the estate tax but it's really a tax on death and we don't think death should be a taxable event. this administration does. they want to raise and elevate the death tax though you have saved money. built a business you have a farm or whatever it may when one has bad judgment to die then the government steps in and says thank you i'll take half of all of that. thank you. bing crosby happened years ago when his wife dixie died and he had to sell a lot of his assets to pay the tax on her death. now there's something incredibly terribly wrong. we have worked hard. saved money. built some kind of a business or at least something to leave our kid. government has no right to step in and take half of it because you are not there
