to the united states, along with his wife and two children. the first step in his new life will take place at newark, liberty international airport where chen guangchen is expected to land in just less than 30 minutes. doug mckelway is live in washington with more. doug? >> arthel, this is really the culmination of a triumph faint struggle by chen guangchen who was taking to the beijing airport unexpectedly this morning. he was not told until his arrival there that he, his wife, and two children were going to the united states on a commercial flight. it is not known whether chen will deliver remarks upon his arrival, which is expected at any time, probably within 30 minutes. early this afternoon, deputy national security advisor ben rhodes speaking from camp david offered this reaction to chen's release. >> we welcome this development and the fact he'll be able to pursue a course of study here in the united states upon his arrival. we're pleased with the efforts that have been made within our own government by the state

department and with chinese authorities and with mr. chen to reach this resolution. >> the co-director of the new york university law u.s. asia law institute announced chen will take up that school's offer to study law as a fellow there, saying, i'm very happy to receive the news that chen guangchen is on his way to the u.s. i look forward to welcoming him and his family tonight and to working with him on his course of study. upon his departure from beijing this morning, he said he was not happy, though, about leaving and he worried about retaliation against his extended family back home. chen gained recognition for crusading for the disabled and for fighting against forced abortion in his rural community. he was arrested in 2006 on what friends say were trumped up charges. he spent four years in jail and then in house arrest, from which he escaped to the u.s. embassy last month. arthel? >> arthel: and of course, doug, so many varied stories coming out in terms of whether or not chen wants to return to china or

stay here. he's worried about his family. there's a quote that came from -- actually, i'm going to go now, we're going to go to camp david where the president is wrapping up his meeting for today. there with the g8 summit and he will be approaching the podium shortly with some remarks. >> rick: that's right. president obama is getting set to deliver -- these are closing remarks outside of camp david. the g8 summit wrapping up. this is the annual gathering of the world's top leaders. that meeting wrapping up earlier today. many of the same players now heading from maryland to chicago for a nato summit, gearing up for another round of intense diplomacy. the president of the united states and other world leaders. let's take a listen. >> we'll take a listen to the

president. >> good afternoon, everybody. it has been a great pleasure to host leaders of some of the world's largest economies here at camp david. i think the surroundings gave us an opportunity to hold some intimate discussions and make some genuine progress. for the past three years, our nations have worked together and with others, first to rescue a global economy from freefall, then to wrestle it back to a path of recovery and growth. our progress has been tested at times by shocks like the disaster in japan, for example. today it's threatened once again by the serious situation in the eurozone. as all of the leaders here today agreed, growth and jobs must be our top priority. a stable, growing european economy is in everybody's best interest, including america's.

europe is our largest economic partner. put simply, if a company is forced to cut back in paris or madrid, that might mean less business for manufacturers in pittsburgh or milwaukee. that might mean a tougher time for families and communities that depend on that business. that's why even as we have confronted our own economic challenges over the past few years, we've collaborated closely with our european allies and partners as they've confronted theirs. today we discussed ways they can promote growth and job creation right now while still carrying out reforms necessary that stabilize and strengthen their economy force the future. we know it is possible. in part based on our own experience here. in my earliest days in office, we took decisive steps confront our own financial crisis for making banks submit to stress test, to rebuilding capital examine put in place some of the strongest financial reforms since the great depression.

at the same time, we worked to get our own fiscal house in order in a responsible way. through it all, even as we worked to stabilize the financial sector and bring down our deficits and debt over the longer term, we stayed focus on growing the economy and creating jobs in the immediate term. of course, we still have a lot of work to do. too many of our people are still looking for jobs that pay the bills. our deficits are still too high. but after shrinking by nearly 9%, the quarter before i took office, america's economy has grown for almost three consecutive years. after losing hundreds of thousands of jobs a month, our businesses have created more than 4 million jobs over the past 26 months. exports surged and manufacturers are investing in america again. this economic growth then gives us more room to take a balanced approach to reducing our deficit and debt while preserving our investments in the drivers of growth and job creation over the

long-term. education, innovation, and infrastructure for the 21st century. europe's situation, of course, is more complicated. they've got a political and economic crisis facing greece, slow growth and very high unemployment in several countries. what's more, when they want to decide on a way to move forward, there are 17 countries in the eurozone that need to come to an agreement. we recognize that and we respect that. but the direction the debate has taken recently should give us confidence. europe has taken significant steps to manage the crisis. individual countries and the european union as a whole have engaged in significant reforms that will increase the prospects of long-term growth. there is now an emerging consensus that more must be done to promote growth and job creation right now in the context of these fiscal and structural reforms. that consensus for progress was

strengthened here at camp david. today we agreed that we must take steps to boost confidence and promote growth and demand while getting our fiscal houses in order. we agreed upon the importance of a strong and cohesive eurozone and affirmed our interest in greece staying in the eurozone while respecting its commitments. of course, we also recognized the painful sacrifices that the greek people are making at this difficult time and i know that my european colleagues will carry forward these discussions as they prepare for meetings next week. the leaders here understand the stakes. they know the magnitude of the choices they have o make and the enormous political, economic and social costs if they don't. in addition to our g8 meeting, it was -- i was able to talk to them individually over the last two days and i reaffirm that had europe has the capacity to meet its challenges and america is not only confident in their

ability to meet their challenges, but we are supportive of their efforts. this morning i updated you on the progress we made last night in our discussion of security issues and today following a discussion of the economy, we also made progress on a range of other important challenges. we discussed the importance of pursuing an all of the above strategy for energy security in a safe and sustainable way. leaders agreed to join a new u.s.-led coalition to address climate change in part by reducing short-lived pollutants and in the face of increasing disruptions in the supply of oil, we agreed that we must closely monitor global energy markets. together we stand ready to call upon the international energy agency to take action to insure that the market remains fully and timely supplied. we also announced a new alliance on food security with african leaders and the private sector as part of an effort to lift 50 million people out of poverty over the next decade.

we discussed our support for a sustainable afghan economy as we wind down the war, and we reaffirmed our support for the democratic transitions underway in the middle east and north africa. so i'm very pleased we were able to make important progress here at camp david. and we're going to keep at it. tomorrow we begin our nato summit in my hometown of chicago where we'll discuss our plans to responsibly end the war in afghanistan. next week european leaders will gather to discuss their next steps on the eurozone. next month we'll all have the chance to continue this collaboration at the g-20 in mexico. i look forward to building on this progress and promoting economic recovery in the weeks and months to come. thank you very much, everybody. i hope you have enjoyed the great views and the great weather. >> rick: president obama at camp david in maryland speaking to reporters after the g8 summit

meeting with world leaders. thank talk being the need for a strong global economy and saying the world leaders who attended had agreed on ways to do that, especially in europe where there are major economic problems. the president saying that europe is taking the right steps head not guilty the right direction towards solving those problems. the president also saying that on the agenda at the g8, climate change, global food supply, and the war in afghanistan. again, those remarks from the president at camp david. >> arthel: as rick, the president mentioned he willer heading to his hometown of chicago for the nato summit. protesters are already filling the streets ahead of tomorrow's meeting. many of those demonstrations dominated by the occupy wall street movement. so far many of the protests remained relatively peaceful, this despite a foiled terrorist plot targeting many high profile sites, including president obama's campaign headquarters. steve brown is live at the center of the action there in chicago. of course, as we said, steve, relatively peaceful.

14 arrests so far? >> something in the neighborhood. it's under 20 thus far to our knowledge. but three arrests are headlines most of the day's news that. involves three men who have been described by local prosecutors as anarchists and belong to go a group called the black block. three gentlemen, written church, brent betterly and jared chase, all charged with conspiracy to commit terrorism, material support for terrorism, and possession of explosive devices. these are allstate, not federal charges. they were arrested wednesday night in the bridgeport section of chicago, which is just south of the city on the south side. federal informants working with local law enforcement, helped create an opportunity for police to get a warrant and perform a raid in an apartment in that neighborhood. among the things that were discovered were a variety of actual and improvised weapons, newly purchased gasoline for the use allegedly in molotov

cocktails. >> the individuals that we have charged in this investigation are not peaceful protesters. they are domestic terrorists who came to chicago with an anarchist agenda to harm our police officers, intimidate our citizens, and to tap politically motivated targets. >> they told us they had no intent to commit any criminal violent act by coming here. that was not their intent. >> do you think that the involvement of the city was rapid? >> yeah, entrapment or worse than entrapment. >> defense attorneys say the charges against these three men are completely trumped up and motivated by false statements made by these informants. we have live pictures, i am told, of michigan avenue, where protesters have taken to the street where we understand, according it a social media reports, that the protesters are headed towards mccormack place, which is where the nato summit will be held. there wasn't a scheduled frost to go in that direction until

tomorrow. so it will be interesting to see how police handle this. back to this particular story, all three men charged with these terrorism conspiracy crimes, they are all being held in lieu of $1.5 million worth of bond. back to you in new york. >> arthel: it's my understanding that all three are from the u.s. correct? >> oh, yes. one from massachusetts, one from new hampshire, and one from florida and allegedly, according to the prosecutors, their molotov cocktail targets included the president's reelection headquarters, to home of the mayor of chicago, rahm emanuel, and someplace stations -- some police stations as well. >> arthel: thank you very much for that update there in chicago. >> rick: context now on nato, the north atlantic treaty organization. nato is made up of 28 different member nations. it's inducted new members only seven times since it was founded back in 1949. an attack against any nato member is considered an attack against all of its members. nato has no standing army, but

all member countries do contribute military assets when needed. the headquarters are in brussels, belgium, and its forces remain under national control of each individual country until called for and then given their orders by the nato military commanders. >> arthel: historic first to report for you now, the naacp's board of director passing a resolution in support of marriage equality. he said the civil rights group's mission has always been to insure equality on all levels for all people. the naacp has addressed marriage rights since loving versus virginia in 1967. and most recently, north carolina's amendment which changed the state's constitution to prohibit same sex marriage. >> rick: emergency crews are searching for four people after a boat crash on the mississippi river in iowa. two boats colliding in the darkness early this morning near the town much burlton. about 200 miles north of st. louis on the river there. one official saying the timing

of this crash is making it very difficult to find anybody in the water. eight people have been hospitalized. investigators are looking into what caused the crash. >> arthel: a fox news weather alert. the first tropical storm of the season forming off the coast of south carolina. tropical storm alberto, packing winds of just 45 miles per hour. as of now, the storm is not a threat to land, according to the national weather service. they're not issuing any watches or warnings. meantime, the central plains and the rockies dealing with the risk of severe weather this weekend as well. storms producing large hail and strong winds are possible into the night for a huge chunk of the nation, from north texas all the way to southern minnesota. tornadoes also a threat for kansas and nebraska. >> rick: we're officially in the storm season. favorable weather helping firefighters who are busy battling several out of control

fires in four different states. lower temperatures and higher humidity, that's good news and it's play ago big role in colorado where crews are still trying to contain a fire that's already destroyed 12 square miles of land near fort collins, colorado. adam housley is live in l.a what's the latest? >> much better situation than we saw a couple of days ago. we will start with the fire in arizona. the gladiator fire, they had serious winds this week. the fire, which began actually last sunday. good news today, the winds have died down considerably as the fire continues to burn in more remote areas, that is helping the fire all told. even though that's happening and seems to be a better situation, evacuees are still very, very concerned about this fire. >> hope it doesn't hit us. there is people out there that say it's optimistic it will go around us. >> there is a bit of good news

for that arizona fire. much more good news in the colorado fire. much cooler temperatures, a chance of rain, much less winds. this fire is still massive in the northern part of colorado. and what they're doing is having the other surrounding states really take notice. we're talk being major fires in may. fire season used to begin in the beginning of june. now it's year round. here if california, they haven't had a major fire in a couple of years and firefighters here say they are watching these very closely. >> this is a typical beginning of fire season for the folks in arizona, new mexico, texas. so in a normal year, we would expect to see a higher level of activity there before 2003 in california. certainly that gets our -- begins to get our radar up and going and saying yeah, are we ready? and what's going to happen with us this summer? >> rick, again, hundreds of firefighters are on the lines tonight. we continue to hope for better weather and that seems to be, at least at this hour action the good news. >> rick: atam housley on the west coast, thanks. >> arthel: when we come back,

the leaders of the g8 countries pledge to go respond to oil supply disruptions. those sanctions against iran put in place because of the nuclear program will take effect in a few weeks. >> three, two, one, zero, and lift off. we've had a cutoff. lift off did not occur. >> rick: see, we have problems in television, live tv, problems on the launch pad there. engine trouble delaying the rocket's historic first mission to space. nasa looking to the private company to help resupply the international space station after ending the shuttle program. also family and friends gather to go remember mary kennedy at a private ceremony in new york. she was found dead, an apparent suicide in her home on wednesday

>> arthel: the obama reelection campaign launching a new web site to counter new voter i.d. laws, arguing they will reduce the number of minority and young voters at the polls in november. new i.d. and registration rules are being introduced in 17 states. so far, including key battle ground states with more in the pipeline. proponents say i.d.es are necessary to prevent vetter fraud what does this mean in the lead up to november? our political panel joins us, republican political appear list, and national political correspondent for talk radio news service, and former u.s. congressman joe sestak. good to see both of you. >> hi. >> arthel: joe, let me start with you because one of those key 17 states that we're talking about is pennsylvania, your neck of the woods. you break it down for me. what do you make of this got to

go.org, the good, bad and ugly. who benefits where why they're doing it? who or what might fall through the cracks should this not happen? >> i think that if there is voter fraud and the type we're talking about here is where someone goes in and represents somebody else and cast has vote, we should address that issue. the problem is that it's likely you and i would get struck by lightning as it is that somebody does that. the bipartisan, brenner center for justice, which examined all cases like this from florida to wisconsin to washington, stated that it is like in indiana where 400 million votes have been cast since 2000 and only nine possible cases of voter fraud have occurred of the type we're talking about here. then why are we addressing this rather than jobs or other issues? take pen opinion. we have had an attorney general for eight years who never prosecuted one case of voter fraud and then became governor and signed this law.

what's discouraging is who it impacts. take -- >> arthel: pardon me. who does it impact specifically, 'cause i know tony wants to jump in, he probably disagrees with what you're saying. >> that's fine, because the case is, every study shows that this is a minimum -- i don't think we should not try to prehave not it. but it impacts, for example, those who are disabled, seniors, 18% of don't have a photo i.d. like is required here in pen opinion. 250% of our african-americans. so the key here is -- >> arthel: tony, excuse me, congressman, excuse me. tony, i promise you, you'll have the final word. but something that a lot of people don't understand, joe, is why is it so difficult to get a state-issued i.d.? what's the problem? >> yeah. there is one million registered voters in pennsylvania that don't have a driver's license, which is the requirement. take -- >> arthel: but even if you don't have a driver's license, can't

orgeat state i.d.? >> you can, arthel. >> you need a birth certificate. so what you have to do is if you were born in another state, you have to apply to it. but one third of the states won't give it to you unless you have a government issued i.d. >> arthel: so tony, i promise you. congressman, you're saying if i am born in louisiana, but i live in pennsylvania and i'm going to college there or working there, because i don't have a birth certificate -- that's confusing. what are you telling me? >> to get -- if you don't have a driver's license and go in and get a government issued from pennsylvania voter i.d., i'm not saying we shouldn't do this over time, but you have to have a birth certificate. mind you -- >> arthel: okay. from the u.s. okay. got it. from the u.s. tony, here is the deal, critics are saying the bottom line is these new voter i.d. laws really stifle the young vote, the minority vote, and some say -- they're saying instead of just

moving the democratic process forward, these new laws are taking us back. what do you say? >> the only people this law or any reform of our voter i.d. system disenfranchises are people who seek to manipulate that system or commit fraud within that system. it forgets the integrity of everybody's right to have one vote in this country 'cause that's our whole premise. one man, one vote, one woman, one vote. the whole idea is to make sure that there isn't fraud being circulated and it's not widespread. to the congressman's point, i have tremendous respect for him. he fought for our country. he's been in the military. he understands the importance of freedom. we have to make sure that the people who are eligible to vote are not having that undermined by people who seek to create fraud within that a system. in pennsylvania, for instance, in 2008, 57,000 registrations were thrown out because most were from acorn and that group and they were fraudulent. >> arthel: let me jump in.

you're going to mention acorn. i want to make sure everybody realizes if there is voter fraud, it runs across the board. it's on the democratic side as well as the republican side. so you're not certainly not saying that this only happens -- >> no, no. >> acorn is a progressive group. they weren't registering republicans. let's face it. >> i took my military i.d. to vote in the primary. i wasn't allowed to use my military i.d i served 31 years, because it had indefinite written on it. didn't have an expiration date and i couldn't vote in the primary using it because i could be recalled. let's reform that law, congressman. that's part of the expanding our voter i.d. laws and governor mcdonald to the point you also mentioned before about having i.d., let's, for example, say you're one of these americans who doesn't have a driver's license or passimportant or some other documentation issue, voter i.d. cards with your picture on it. so when you do register to vote, it's documented that you're

legally a voter and have that presented. you and i both have to present cards -- >> take the governor of virginia, republican governor, who after they put more requirements on, actually said, we're doing this too quickly. not too many people will be disenfranchised. he issued a executive order to issue last week every voter registered a card so they could vote. i'm saying, take the time, just don't slam it in so that joe sestak got disenfranchised, although i did use any driver's license, but i couldn't use my military i.d but a vet who served -- >> arthel: you make a valid point, congressman. i have a hard break coming up of the i promise, tony, so we can be fair and balanced that he gets the last word. >> i think we could all understand that reasonable people have to agree it's one person, one vote. and any law that goes to protect that virtue, which is a principle in our country that we

>> arthel: this is a fox news alert. the blind chinese dissident who spark add nearly month long diplomatic stand-off is now in the u.s. landing at newark international airport here in new jersey. the white house welcoming the arrangement for him to live in the states with his wife and sons, this after seven years of prison and house arrest. he escaped from his village in

april and was given sanctuary inside the u.s. embassy. after several rounds of negotiations, they will allow him to study law in new york city at new york university. >> rick: a disturbing trend that everyone who rents needs to know about. more landlords across the country implementing direct debit policies. this basically gives them access to their tenants' money when they don't pay the rent. but what's to stop a slum lord from using your checking account like his own atm? joining us now is patricia powell. also nice to see you. so landlord says what they're trying to do is make it easier for their tenants to pay their rent on time. >> they're a bunch of nice guys, aren't they? i always think about landlords as being the nicest guys, right next to the irs. >> rick: what's this really about? >> about gaining access on the day your rent is due to your account. this is very serious. this is a change of technology,

getting ahead of regulation, of getting ahead of law and getting ahead of our own common sense. think about it. we're giving access to landlords. who are these landlords? do they do a background check on everybody who has access to your personal information? have you done a background check on your landlord? i mean, think about it. this is very dangerous. they're doing lots of things. you're eliminating that ten-day grace period. if they're going to access your account on the first of the month, many of advice a ten-day grace period in our lease. that's gone. think about identity theft. there is so many problems with this. this is so wrong. >> rick: it also takes away the tenant's ability to withhold rent if let's say there is no hot water and the landlord doesn't do anything about it, if you have this direct debit that, money is coming out of your account. >> that's the only recourse tenants have against slum lords. when in january the furnace isn't working and now they're not going to be able to do that. once they're on, try getting them off.

very hard to get these deb bits off your banking account. you usually is to beg your landlord to do it, banks will not usually do t. it's bad news. >> rick: so for folks folks whot are renters but who don't want to hand over this personal information, can they do anything about it? >> of course you can. first of all, if you're just getting a lease, read the lease. see what's in it. if there is a clause in there about a direct debit policy, cross it out and tell the landlord you don't want to sign it with that in there. he may argue the point and say that's our policy. say, i'm going to be giving you months of rent as security deposit. you don't really need that in there. if your landlord is giving it to you as part of your renewal, if you're been paying your rent on time, fight it. if you can't do anything else, what do you is you complain, complain, complain, to everyone who will listen. go to your state legislator, you go to your consumer affairs department and go to your reporter at your local newspaper.

this is how regulation gets written. this is unfair and it's a bunch of very large landlords with lawyers against a bunch of little guys trying to pay rent checks. >> rick: i just want to ask your opinion about the real estate situation as a whole. as you take a look, if clients come to you because a lot of time they'll go to a financial advisor and say, i have some money put away. i could invest it and buy a property and live there, or i could rent. as you look at the market right now, is it a good time to rent or good time to buy? >> how long are you going to live there? is your job stable? if you're in an unstable situation, absolutely not. if you think you're going to be moving out in the next two or three years, absolutely not. but if you look and say, i need to raise my family somewhere and i'm tired of having them in a one bedroom apartment and we're going to be here for ten years, i think it's a reasonable thing to do to allocate some of your resources to owning a home. >> rick: patricia powell, ceo and founder of the powell

of our u.s. olympic team. >> rick: vice president joe biden making some controversial comments regarding voter frustration over the president's handling of the economy. you may remember this from earlier in the month when an inmate actually stole the spotlight during west virginia's democratic primary election. on the right-hand side there, convicted felon keith judd winning a stunning 41% of the

vote. when asked about this during a recent interview, the vice president had this to say, quote, a lot of people are still hurting because of this god awful recession we inherited that cost 8.4 million jobs before we really could get going. so i don't blame people. they're frustrated. they're angry. he doesn't blame people for voting for a convicted felon. susan estridge at the university of california, southern california, this is getting to be sort of like a broken record with joe biden, right? he does this thing like every other week now. >> loose lipped joe. i mean, there was a reason he ran for president a few times and didn't make it and, you know, if you're in the background and you're hillary, you got to be saying to yourself, if this doesn't stop... . >> rick: well, we'll play that game a little bit later on in a hip. but i want to ask you, as far as jaden and the president goes, the president pay attention when joe biden says stuff like this?

>> well, pay attention, maybe not the right word. certainly when he went out there on gay marriage, when the president clearly hadn't planned to do anything, the president had to react. i think we aren't going to be the only ones sitting here today and i think somebody is going to ask president obama, you know, people that angry that they're voting for a convicted felon or maybe you ought to be angry at your vice president. >> rick: at what point does joe biden say something and actually sort of risk getting himself bumped off the ticket? you mentioned hillary. >> well, i don't know. you know, biden was always the safe choice. and as long as he's maybe once a month or once every other month, these sort of -- some people say, and i don't mean this seriously, a bit of an insurance policy, if you know what i mean. but once it starts to become a question of judgment and a question of discipline, then you

may start hearing murmurs saying, you know, maybe it's time for joe to step aside. it would never be the president saying take a hike, joe. it would be joe saying, even though is the best job he's ever had and he's very happy in it, maybe my time has past. >> rick: this has been speculated upon for many, many months now that there would be some kind of a switcharoo where joe biden, who has a lot of foreign policy experience back from his days in the senate, that he would take the secretary of state post and that hillary clinton would slide into the vp involvement but realistically, what do you think the chances of that are? >> realistically it's pretty small. you don't rock the boat. i think hillary frankly today is far more popular and far less controversial than she would have been four years ago, but still, very rarely do people vote for vice presidents. so the issue for obama is

keeping the focus on him and if i were barak obama, i'd be a little bit nervous about some comparisons of people saying, certainly republicans saying, you know, the number two is better than the number one. i don't think you'll hear any of that so long as he's got biden with him. >> rick: i've spoken to a number of people, one of whom, very smart guy says the only way that happens is if president obama finds himself down by like double digits with maybe a month or month and a half to go before election day, that bringing hillary onto the ticket would be like a hail mary under those circumstances. what do you think? >> yeah. i think the first half of that is right. certainly if obama is in trouble going into the convention and if the party is a little down on itself and the numbers look lousy, none of which i think is going to happen, then there would be an enormous amount of enthusiasm, especially among
