of the segment. bringing in more individuals would boost the economy. the thing is, is that going to hospital economy. >> cities try to attract businesss and incentatives and paying off on loans and individual basises. it will not help them get or bring in a few people. everybody has been saying niagara falls and other places that maybe have life. they have to change their structure and change what they are doing from top down and giving a few bucks to pay off loans is not going to do the trick. all of the government giving to this person and that person . paying off this and that the. that's not what government was made to do. it is tireless to watch.
