discouragement in the summer and into the fall. that is, pattern that if it repeats itself for goodness sakes it will be very difficult for president obama to get reelected if we see numbers economists are forecasting and talking about a growth rate in the one to 2% range. that is not enough to convince people that things are going in the right direction. certainly if we start going the other direction, if we see real loss or contraction, no matter how much money the president has and no matter what he diswith his strategigy it would be awful hard for him to win. megyn: president pointing to troubles overseas as one of the drags on our economy. whether they are or are not they're not going to get fixed anytime before november. you point out in your "power play" piece, we have 18 weeks until voters go to the polls. as a practicality matter, can we expect the situation today to be about where we're going to be come november 6th when the folks

decide who the next president of the united states is going to be? >> well at very least that would be the best case scenario for the president, if they dial this in and keep they would be proly be happy. though it is bad and people are not happy for the direction of the country, for the obama campaign they know and economists know the risk of another round of recession is very real. you described the problems in europe. they have problems in asia. then there's this. you talk about those 18 weeks. people who have money and might invest it, people who might expand their companies, people who might do things like that, what is the incentive to act now? you have 17 weeks where you have two polar opposite different views of what to do about this lousy economy and mitt romney and barack obama. why not sit on cash and wait? that is further drag on the economy. and there is no indication that anything particularly positive could happen in those 17 weeks. megyn: what of this expected jobs number? now we don't know right now what it is going to be, but if the forecasts are right that it will be around 100,000 jobs created in june it continues the downward

spiral. i mean it's a little higher if that is the ultimate number in may where it was 69,000 jobs created. but, chris, those are still anemic numbers according to both sides of the aisle. the obama campaign would say at least we're not hemorrhaging jobs like we were when i took office. but the chart since january has done this. how low can it go to, you know, to where the american people start asking themselves, you know, something needs to be done? whether it is replace barack obama or replace the house republicans something needs to be done. >> mitt romney's job gets easier and easier depending how bad the economy is because what president obama would like to do is say that mitt romney is a vampire and a person whose character is unfit, unsuitable for the presidency. he is a bad person who likes to lay off people. those arguments only count if people say this is tossup situation. if the economy is bleeding jobs, you talk about the

jobs numbers, democrats say we're adding jobs but in truth we're not. you need a certain number of jobs to keep pace with new people entering the workforce. young people entering workforce. we missed the mark two months in a row. we're poised to miss it again, if that is the case, that is what is going on, mitt romney, the spotlight comes off mitt romney we just have to get rid of the status quo. get incumbents out of here and have to try something new. megyn: chris, you would think politically if you look at the chart with 275,000 jobs created in january and steady downward slide every month since, that the numbers would be far worse for barack obama and yet he is doing well. i mean he is beating mitt romney in a lot of polls on the national basis and swing state polls up until recently at least, he was ahead in most of those. there has been little change in that in the past week but but is this polarized country where we're split down the middle 50/50, and no matter what we see we're likely to have a very tight

election between these two men? >> i say no. i think that quite possibly for the president, i see a narrow, strong scenario for a narrow obama victory, ground out in the swing states, on a base versus base election, very kind of thing you described. very thing that got george w. bush a second term in 2004, but, if the tide goes out on the economy, there is enough fluidity, there is enough fluidity there are enough moderate voters and swing voters you could see potentially a big romney victory if in fact the economy is in the dumps. certainly you could see a big swing for romney. megyn: now they're talking about yet another round of quantitative easing which is basically fire up the money printer. we need more dough to easingis quantitatively. does that have any meaningful impact on that chart we saw between now and november? does that in any way put points on the board for barack obama, the democratic party, the american people?

>> well, first we should point out they don't even bother to print money anymore. they conjure it digitally. it is made into being as pixels. megyn: getting so ex-haas tiff for the guy in the back. >> but, yes, democrats hope that if the news is bad enough and bernanke, chairman bernanke can convince the other members of the federal reserve to go along with another splurp of federal reserve money to free up lending that it will do something to at least prevent the bottom from dropping out of the global economy but then you're talking about a hundreds and hundreds and hundreds of billions of dollars that you would have to sluce out into the economy. if you do that obviously there are repercussions. even doing that it will not create the kind of jolt that will change the discussion on the economy. at best, you maintain the status quo. megyn: a lot of slipping and slurping to look forward to chris stirewalt, thanks. >> you bet.

megyn: to put this in context for you the last four weeks have provide ad series of troubling economic reports. four weeks ago we got a jobs report showing employers only added 69,000 jobs in the month of may. the unemployment rate ticked up to 8.2% that point. june 11th showing middle class wealth disappeared. median net worth dropped to 1992 levels. word last week consumer confidence has fallen for the fourth straight month amid concerns about jobs and overall economy. just some perspective we can put the chart back up there showing job creation from january forward, every month and we're expecting june numbers any day now, as i mentioned perhaps they will be at 100,000. not this chart, the other chart which has the downward graph. stand by. every month the department of labor has then had to go back and revise the numbers. they tell us something it is a little better than it is and we wind up with a lower number. that is what happened in april. that is what happened in may. that happened in march as well. so this 100,000 if history

has any bearing will later get revised downward. we hope not. but that is what has been happening. we'll wait as the number set to come out in a few days. megyn: new developments in the battle for harlem congressman charlie rangel's congressional seat. we're told his opponent is heading to court to file paperwork that could open up the possibility of a new election. this after his challenger questioned results of last tuesday's vote. the gap between the two men now down to just 800 votes. meantime charlie rangel is asking his supporters to send money to help defend his primary victory. fox news alert. immigration and customs enforcement officer has been shot while investigating a case on the u.s.-mexico border. that agent now undergoing surgery at a local hospital. trace gallagher picks up the story from our west coast newsroom.

trace? >> reporter: anytime you have a federal officer who is many a bushed and shot it is a very big story. this happened in hargel, texas, 40 miles north of the mexican border a well-known drug smuggling corridor. i.c.e agent was conducting an investigation. he was driving off-road in an suv in very tall brush when he was shot two times through the window of his unmarked suv he was struck twice. as you said, taken to the hospital. he is undergoing surgery right now. we're told he is expected to survive. there as you can see are dozens of law enforcement agents on scene. state, local and federal. the fbi is heading up the case because this was a federal agent who was shot. they are now looking for suspects. they believe there were at least one, maybe two shooters involved in this. they have now recovered some shell casings. we're getting word aside from the crime scene you're looking at right here, there is apparently another crime

scene on the other side of town that may or may not be related to this shooting of a federal officer. again, this is just coming into us, megyn. as we get more on the shooting and the suspects we will break in and give that to you. megyn: back to you as you have more. trace, thank you. >> reporter: okay. megyn: it may still be days until the power is back on after a deadly heat wave and storms cripple our electric grid. we'll look why it seems these outages are getting worse and lasting longer than in recent years. new concerns that our constitutional rights, even our national security, could be in danger from a gun treaty that is up for consideration right now at the united nations. the u.n. wants to curtail certain gun rights. the problem here in the good ol' u.s. of a we have a second amendment. and there is a clash between the two? that is right after the break. new fallout from the president's health care law.

breaking news live from the pentagon. >> reporter: hi, megyn. this is a major breakthrough in the issue of supplying troops in afghanistan. as you know for the last eight months those supply routes have been closed, ground routes into afghanistan you through pakistan. isaf has been having to fly supplies to the troop at a great cost to taxpayers. $8.1 billion it has cost with the routes closed. we understand secretary clinton spoke with the pakistani foreign minister earlier today and the pakistanis agreed to open the ground routes. the pentagon says no trucks or convoys started moving through the afghan-pakistan border to supply troops but they expect they should do so very soon. again it looks like in the statement, secretary clinton wrote, we're sorry for the losses suffered by the pakistani military. for months the obama administration has been saying they would not apologize to the pakistanis

for that border incident in november. megyn? megyn: jennifer, thank you. new concerns today as the united nations is now considering at this moment a global arms treaty that would curtail certain gun sales. right now the u.n. is working on a plan that would put a whole new set of international gun rules in place. supporters, including the obama administration, argue it will make the world more secure by tamping down on weapons commonly used by gangs and terrorists but critics fear it would infink on the second amendment right to bear arms right here in the united states. larry pratt is the executive director of gun owners of america and kt mcfarland is a fox news national security analyst. larry, let me start with you on this because the human rights groups have convinced the obama administration to sort of reverse what had been u.s. policy when it comes to this proposed treaty and to go into the united nations and support it because they argue that human rights violations nationwide, worldwide, are the result in part of some

very bad guys getting their hands on some guns and we need to have more regulation of international gun sales. how does that affect the second amendment right here at home? >> well, it would completely work against what the second amendment is encontinueded to do but it doesn't seem that the constitution is much of a obstacle or a problem for this administration. but nevertheless shall not be infringed is something that a treaty can't trump. the very language in the constitution dealing with treaty-making says that the treaties have to be made under authority of the united states. and if we the people have been given authority for gun control to the united states, to the federal government, then its are tied and at a practical level i think even harry reid's senate would look at the treaty if presented to them to say this is toxic, i'm not going there in an election year. megyn: the gun lobby has a lot of power, kt, a lot of power. once the nra scored holder

contempt vote you had two dozen democrats come over to the other side of the aisle. the lawmakers pay attention to what the gun lobby wants. it doesn't want this treaty. i fail to understand how it will affect americans and the second amendment as opposed to -- the folks who are proposing this want us to believe it is only international thing. it will stop genocide in other countries because it will take away their guns. >> everyone wants to stop genocide in other countries. that is not the point. look how capable the united states has been stopping iran's nuclear weapons program. iran agreed to international treaty but we can't stop iran. we have no ability to enforce it. we can't enforce it. the idea that the united states would cede authority to an international organization to somehow verify and prevent every country in the world to run

guns to any other country. it will not happen. we will ad buy by the international articles control agreements on the nuclear weapons. who will not agree to it? countries like iran. will iran stop gun running to hamas and syria? no. so you will be left with a world that is not safer. in fact it will have the absolute opposite effect what the intention is. it will make the world a much less safe place. megyn: larry, what do you think is going on here then? since we had reversal from the bush administration to the obama administration why, is this a political issue or why would the obama administration be supporting this? >> it reflects the incredibly strong idealogical commitment to control in general and guns in particular of this administration. what they're seeking is not going to be ratified by the senate but what i suspect they will try to do because we've seen it in other areas of federal reining, governing, is declare that whatever might be,

registration, prohibition of certain calibers of firearms, they will just try to put that into effect administratively, even though they have no short. at hasn't stopped them anywhere elsewhere they wanted to go. megyn: kt, the u.n. agree to the treaty if it is accepted, would hold nations accountable through legally binding rules, countries that sign it are going to have to pass laws to insure that the weapons companies here in the united states, for example, abide by this treaty. so, what, could you have american gun manufacture you ares being cited for noncompliance by the united nations? is there a conflict there between the potential treaty and the second amendment? >> well, absolutely. the united states laws remain supreme in the united states. our laws are not secondary to international laws, to u.n. laws. and then you would have a situation where the united nations is looking at american domestic gun manufacturers and

sanctioning them. again, go back and look how successful the united nations has been at any time they have done this sort of thing? the other thing i would say look how incompetent the united states has been controlling weapons. i mean look at "fast and furious". we couldn't even keep track of those guns. we somehow expect the united nations will keep track of hundreds of thousands, millions of firearms and assume there is some enforcement? there is no enforcement mechanism even if it were a good idea. megyn: thank you both. >> thank you. appreciate it, megyn. megyn: up next how this latest round of storms is raising worries about our national power grid. don't go away. megyn: latest report from the eastern half of the united states show roughly 1 1/2 million people are

still without power after friday's devastating storms. can you imagine that? with all the heat they have been having, that is not pleasant. utility crews arriving from as far as away from texas and canada to help them out. it could still be days before power is restored to everyone. just like we saw last october when the region was hit with a surprise snowstorm up in the northeast. or last september, with the east coast hurricane, which all raises questions about our electric dwrid grid. trace galler has more from the breaking news desk. >> reporter: you make a good point when. a hurricane comes they have several days to get ready. this was a dry land hurricane. it came without warning and it stretched for some 700 miles, right? we're talking from illinois to d.c. all the way up to new jersey. as of right now, ohio, virginia, and maryland described the damage to their power grids as, i'm quoting here, catastrophic.

and here's the process. first they have to repair the substations that send power out to hundreds of thousands. then they have to fix all those distribution lines that carry the power, sometimes over vast stretches of land. and then finally, they go and repair those local transformers that get the power to the homes and businesses. so when they say power is going to be out for a week, six, seven, eight, days, they're not kidding. right now 1.4 million people, take a look at this map. 1.4 million in eight different states, plus d.c., are still without power. the death toll we have confirmed has risen because of the heat to 26. because of stifling heat and use of these generators, is creating very dangerous fumes. there is fear that that death toll could rise over next couple days. keep in mind, megyn, yesterday alone, 228 areas broke temperature records. they believe it will be just about the same today and tomorrow. megyn: wow! trace, thank you.

megyn: fox news alert on the wildfires burning across the western united states. the air force is giving the go ahead now for c-130 tankers to resume their firefighting missions. commanders grounded the fleet following sunday's crash in south dakota that killed at least three crewmembers. that left firefighters across the region without one of their key tools for battling the flames. a campaign trail fight is ramping up today over a new attack ad that may not be wholly accurate. governor mitt romney firing back at the obama camp for its latest attacks on his time at bain capital. calling those attack ads,

misleading, unfair and untrue in recent speeches and campaign ads, president obama has tried to paint governor romney as a corporate raider who got american jobs sent overseas during his time at bain capital. governor romney now calling that a quote, vicious lie in a new campaign ad starring an unlikely figure. james rosen with the new ad and a look at the battle over bain. >> so shame on you, barack obama. >> reporter: revisiting the last democratic primary the romney campaign's latest ad on the air in ohio portrays president obama as purveyor of quote, vicious lies. >> "the washington post" says on just about every level this add is misleading unfair and untrue. >> reporter: the obama campaign cited this article in the "washington post" last month which alleged trend of outsourcing american jobs was quote, pioneered by a half dozen companies which bain capital, mitt romney's old private equity firm invested.

>> does iowa want an outsourcer in chief in the white house? >> reporter: ceos of six companies countered they added jobs in america while romney at bain and use of foreign call sun terse and packaging plants was solely to support existing foreign sales. fact check.org weighed in and said quote, we found no evidence to support the claim that romney while running bain capital shipped american jobs overseas unquote. what the romney campaign and others tried to do is extract mitt romney from his tenure at bain. some of these jobs were shipped overseas after 1999. but the fact is mitt romney remained ceo and sole owner of bain capital through 2001. >> reporter: sources at bain insist romney never returned to the firm and played no role there after february, 1999. but the obama campaign up loaded these disclosure forms which show romney in 2001 continuing to list bain and its various subsy airedries ace his employer

often with him as sole owner yet the same forms show romney listed with bain as former executive. specifying his role was passive with no management capacity. megyn: chief washington correspondent james rosen reporting there. we thank him for that report. for a fair and balanced debate, christopher hahn, former aide to senator chuck schumer, and chris plante, radio show host of the chris plante show. it appears, let me start with you on this, chris hahn, the obama camp beliefs the attacks on bain are working. when james risen reached out to them about the fact check.org report that dismisses the obama's, obama campaign's claims as not factual, they pushed back and said, fact check.org got this one wrong. chris hahn, right or wrong, the obama camp thinks it is onto something. >> hey, listen if it works keep doing it. that is the way politics is. bottom line a very complicated explanation the romney campaign has to come

up with to explain what happened at bain of the at the end of the day they opened up call centers outside of the united states. and packaging plants outside of the united states. there are plenty of americans who would have loved to have those jobs. i know every time americans pick up the phone and get a call center operator from india they can thank mitt romney for that in part because he was very forefront creating those kind of atmospheres. megyn: is that right? one guy calls everybody asking a problem with windows even if they have macs, is that mitt romney's fault? >> sure. megyn: make up artist at here at fox, maureen is very angry with him. does chris hahn have a point? the american people, it is a difficult explanation. will they part nuances or associate outsourcing bain, corporate greed, mitt romney? >> well it would be nice if the democrats and the obama campaign had any regard for the truth but we can't rely on that. so we'll have to go to plan. about. look, chris hahn, you just said, you don't care in

effect whether it is true or not. it works. and i heard pundit after pundit, democrat politico after democrat politico yesterday on various cable networks, hey it works. they don't respond to the fact that it is false. not fact check.org and glen kessler at "washington post" who gives the pinnochio scale. on two different occasions he looked at claims by the obama camp and gave them 4, the maximum number of pinnochios available, meaning they're lying. can we say that outright? but democrats don't care. they see it as effective. they don't have any relationship with the truth here. and can i add something i think is important? when the networks recognize and they do, know they read "the washington post" every day, they look at fact check.org, when they recognize all these claims are false the networks should refuse to run ads that they know are filled with out right falsehoods and misrepresentation. >> i'm sure chris could appreciate this though. he watched the primaries.

conduct the home is being vandalized. the wife is scared to death. this is outrageous conduct on the part of the litigant. to justify what the judge did we don't know. megyn: when the judge is ticked off at somebody. is the remedy not for the judge to step down and reassign the case to somebody else and pursue civil or criminal remedies he may have against the defendant? >> absolutely. you have contempt of court. the reverend would spend and couple days in the clink. megyn: i got to go. thankst you. uh, forgot jack's cereal.
