live in the fox news weather center. it is warm here. how about the rest of the country. >> rick: new york fared a little bit -- but go maybe 100 miles to the south, and the temperatures are warmer, and it is much more humid. look at the temperatures, right now, certainly a far improvement over yesterday across this eastern, say, 2/3 of the country. factor in that humidity, though, and here's where you see things changing. a much-improved already across parts of some of that mississippi river valley, st. louis, you feel like 89 and chicago 79 and better than yesterday at this time. look at this. you feel like 101° in washington, d.c. and 81° in new york. that is a dividing line where humidity is much higher here, across this mid-atlantic area and we have got a big set of storms that will move through the area today, this is the cold front that is slowly drifting down towards the south and as it does it brings a chance of strong winds with some of the thunderstorms here, it is going to mean a significant amount of rain and isolated pockets. we have to watch for that and

behind the cold front, where the good news is. we have been in a pattern like this a month-and-a-half and a big ridge of high pressure across the eastern part of the country, very, very hot conditions, not across the west, we have had abnormally cool conditions along with that and this will swap this week and cooler air, if not cool, but cooler than you have been across much of the east and the heat really builds here in across the west for much of this week and look at temperatures, by tomorrow, and look, 97, 95 in provo, and 113 in phoenix and the heat is there. the good news, jamie, much cooler temperatures across the east for almost everybody and the other piece of good news, along with this the southern tier of the country, the southeast will get a lot of rain and we have had significant drought, so rain relief and temperature relief. good news for the east coast. we have to get lou today. >> jamie: and red relief, yesterday the map you showed us was almost all red. we hope for everybody to stay cool.

thanks, rick. >> eric: there is a dry spell and' water shortage warning in indianapolis. the local utility is asking folks to voluntarily stop watering their lawns. until friday. severe drought conditions and heavy water use are causing water levels to drop quickly, in area reservoirs. a spokesperson says the system is simply overburden. >> alisyn: it is a lot of water being used and a lot of water going through our already aging infrastructure which can ultimately create possibly water main breaks. that aside the reservoir levels are also dropping. >> eric: the utility warns the supply levels continue to drop, and they'll issue a mandatory ban on watering. >> jamie: that is tough, some good news after rough weather they had in missouri. five people are missing after a dock collapsed, found to be safe. it happened at a resort 90 miles southeast of kansas city. and the dock giving way during a thunderstorm, a number of boats also damaged. and the severe weather leaving many people in need of

assistance, in our next hour we'll speak with a national spokesperson for the american red cross. who will explain what the organization is doing to help and how you at home can contribute. i know you will -- to their efforts. >> eric: we have an international "fox news alert." the syrian regime carrying out large-scale military exercises. it is an apparent warning to other countries. to stay out of the escalating violence between the government troops, loyal to president bashar al-assad, and, the rebel forces. meanwhile, u.n. envoy kofi annan is painting a grim picture of what is going on in syria. peter doocy has the latest on the continuing crisis. hi, peter. >> reporter: it was four months ago kofi annan, the joint special envoy for the united nations and the league of arab states rolled out a 6-point plan for peace in syria that would start off with a cease-fire but that didn't work and now, kofi annan just said that his plan

for peace has failed so far. telling a french newspaper, quote, significant efforts have been made to try to resolve this situation. peacefully, and obviously we have not succeeded and, perhaps, there is no guarantee that we will succeed. secretary of state hillary clinton is taking annan's admission very seriously and she says his words should serve as a wake-up call for everyone and that the future should be abundantly clear to those who support the assad regime. >> the days are numbered and this sooner there can be an end to the violence and a beginning of a political transition process, not only will fewer people die but there's a chance to save the syrian state from a catastrophic assault that would be very dangerous, not only to syria, but to the region.

>> reporter: yesterday, 50 people were killed in syria, 800 have been killed there in the last week and more than 14,000 have been killed there. since trouble started in march of 2011. and, as secretary of state hillary clinton warned there is no guarantee the death toll will stop rising any time soon, because she said that the opposition in syria is now getting more effective at defending themselves and going on the offensive against the syrian military. eric? >> eric: peter, thanks for the latest and for more now on the growing crisis in syria we are joined by fox news contributor and former united states ambassador to the united nations, john bolton who joins us every sunday at this time. good morning, ambassador. >> good morning, eric, glad to be with you. >> eric: kofi annan admits the failure. how can they finally be able to stop the violence? >> reporter: well, this initiative was never going to succeed. the fact is, that russia and

china, two permanent members of the security council have very different interests than the u.s., britain and france. and, i think the kofi annan mission shows a very important point, going on almost 6 months now, proves failed negotiations are not cost-free, by diverting people's attention, from the real strategic context. people have allowed the situation in syria to get worse and they have allowed the assad regime time to dig itself in. so, i think it was a mistake from the beginning, to think that kofi annan or anybody else for that matter was going to bring russia and china to the same view as the united states, britain and france, and it wasn't going to happen then and has not happened since then. and it is not going to happen in the future. >> eric: the future is even tomorrow, because kofi annan, the former secretary-general who you know so very well is due back in damascus in the warning, what possibly could that accomplish? >> well, i don't think it will accomplish anything, the syrian regime through the militar

exercises you mentioned at the outset continues to show determine nays. now, it has not been a good week for the assad regime. they've had a high-level military defector and there are reports of other officers defecting but, nonetheless, nothing changed, the russian or the iranian strategic imperative which is to keep, if not bashar al-assad himself in power, to keep the regime in power. >> eric: you mentioned iran and kofi annan says they need to be part of the solution. how can that be, ambassador, when mahmoud ahmadinejad -- i see you laughing -- mahmoud ahmadinejad is saying that the nation should stop the syrian crack down, because, they are protecting the, quote, occupying regime. meaning, israel. explain. please. >> here's how i'd involve iran in the syrian matter. i would favor regime change in tehran, as the most effective way to facilitate regime change in syria. it is just ludicrous to think that you can bring people together with completely opposing interests, and get them

to agree on something that only one side agrees on, it is not going to happen and, as i say, this continuation of the negotiations allows western decisionmakers to avoid very hard choices. i think if anything, the continued progress of the annan mission will simply make matters worse inside syria, raising the risks of more civilian casualties. nothing is going to change here until we detach russia, china and iran from support for assad through one mechanism or another. >> eric: with all of the experience being the secretary-general, years at the united nations, do you think he'll achieve something or is he just being naive. >> i think he doesn't understand that -- we don't have here a failure of communication. i think the syrian sides understand each other quite well and i think in many respects it is a proxy war now in syria, between iran and its allies in the region and the sunni arabs, loosely led by the saudis on the

other. i think russia sees the syrian regime as continuation and power, as critical, to what remains of its position in the middle east. and, those factors are not going to change. if russia could replace bashar al-assad tomorrow, with bashar al-assad, the clone, they would do it. it is not a matter of individuals, it is a question of the regime itself. and, as long as the united states doesn't face up to that reality, you could have negotiation after negotiation and nothing will change. >> eric: ambassador, finally your prediction, stalemate, continues as-is? >> as far that's eyes can see, the civilian deaths continue and hostilities continue and the stand-off continues. >> eric: ambassador john bolton, always terrific to have your in sight every sunday morning, thanks for your in sight. as always. >> the ballot counting underway in la in libya after the first free election and we expect results by tuesday and more than 1.5 libyans took part in the vote

and the leaders will make up a 200 seat parliament, and it is seen as a key milestone after the end of a bloody civil war that ousted dictator muammar al-gadhafi. >> dave: coal miners are underground and four were pulled to the surface yesterday and they spent three days in a flooded pit in a mine in china. and crowds cheered as they were carried out and taken to the hospital. medical teams went in to the flooded mine to help at least 7 others who are still alive and the mine owner is under arrest for not reporting the emergency right away. ♪ >> jamie: you are in america's election headquarters, great to have you here. there is new analysis showing that last month disappointing jobs reports could come back to haunt president obama come november. job growth in the first half of an election year has historically had a huge impact on voters and the bad numbers,

it is bad news for the incumbent. in fact the last president to win re-election with an unemployment rate above 7.2%, was franklin delano roosevelt during the great depression. 8.2% now, and, joining us to discuss it, bob cusack, managing editor of "the hill". good morning. >> good morning. >> jamie: historically does this president count. >> i think this is a tough road for the president. i mean, if you look at those numbers in the first six months, they are comparable to president george w. bush. of course he won in 2004, but that was the first presidential election after 9/11. the big issue was national security and the big issue now is the economy and, to have these disappointing numbers is a trouble spot and it means president obama has to attack mitt romney, out of touch and doesn't care about the middle class and it will be a negative campaign and close race. >> jamie: thanks to the brain room for keeping us on top of accurate numbers, john cleary today. we were discussing, he and i, of

the last four months, three of them we have been at 8.2% and here's the numbers of job created in the first six months during an election year. re-election for these candidates. 8.2%. what are the expectations of the american people come november? >> i don't think much will change between now and then, the president has to make the case the economy is getting better, a little better and there is more work to be done but the -- earlier this year the economy was looking a little stronger and if you go back to the year the unemployment rate was 9% and it went lower and now it is ticking back up and that is bad news for the president and some conservatives are a little worried, like with the economy so bad, why is it that mitt romney is not up five points? that has them very concerned. >> jamie: sometimes the issue for voters is national security. we saw that in 2004. right now, it seems pretty clear, would you say, it is the economy? but if you have a job, are you

paying attention to these numbers? because the president still does pretty well when it comes to likeability. >> yes. that is a big edge for the president. and, these job numbers stopped a halt of good political momentum for the president. he had had a good week with the arizona case and immigration, as well as health care, of course, but, this is going to be about the economy and i think even if you do have a job, the economy is ailing so much that you know somebody who doesn't have a job, whether a friend or family member and so i think voters are very much paying attention to these numbers. >> jamie: governor romney, is he talking enough about how he'd specifically create jobs? >> in -- some republicans think he has to be more specific on his tax and economic and immigration plans and that he has to lay out in more specificity what he is going to do in his first term and some democrats on the other side are saying, obama needs to clearly say what he'd do in a second term and i think some of those

new plans will be come out over the next four months, jamie. >> jamie: before we go, bob, you cover a lot of issues, out of washington, and i travel the country as i'm sure you do and talk to people and it seems like small business owners are really hurting. even with the president's success you say with the health care ruling of the supreme court, i'm finding that it is making them even more nervous, and less wanting to hire and more reluctant to hire, now they know they'll have to foot the bill. what does it mean for the president and governor romney, who says that health care plan is going? >> yeah, i think that there is urgency for the republicans. they know that this election might be their last chance to get rid of the health care reform law and that is something that helps romney and fires up the base and fires up the small business owners that want president obama out. so -- but there is an urgency because if they don't remove obama from office, then i think if you look at recent polls since the ruling, some

>> eric: grief at the universities of texas this morning, a crane collapsed, killing two construction workers and happened at the dallas campus. workers were dismantling the massive piece of machinery when strong winds suddenly knocked it over. meteorologists say the gusts may have reached as much as 40 miles per hour. witnesses describe the harrowing scene. >> we heard a loud, just metal hitting the ground, falling from the ground and i can't explain the sound, but, the very loud sound, and, right after that, we

heard more screaming and so, i walked out of the library and went to the information desk, and, actually came down from the fourth floor and told the people at the information desk to call 911, because they said they were sitting upstairs on the fourth floor and saw scaffolding tip over with people on it. >> eric: the university posted a message on its web site offering condolences for the victims and their families. >> jamie: we talked before we went to break about a weak jobs report last month, raising some new questions about our economy. and who would be the better president to turn it around. president obama or governor mitt romney, if he's elected. and, on fox news sunday, the chairs of the democratic and republican national committees made their cases for their candidates. >> if you look at where we were when the president first took office the economy was

hemorrhaging 750,000 jobs a month an after president obama's policies in place for the last three-and-a-half years we have had 28 straight months of job growth in the private sector and 4.4 million jobs created, the progress that we are making in moving us forward... >> they said if we passed the trillion dollar stimulus we would have 5.5% unemployment today. what that means is, if they kept their promises, there would be 8.5 million more people employed today than there were -- there would be four years ago. the fact of the matter is the president can't fulfill a promise and they are living in fantasy-land. >> jamie: joining us in the chair for chris wallace today, john roberts for fox news sunday. hi, john, good morning. >> jamie, good morning to you. >> jamie: great to have you here today. very interesting to get both of them together. what do they see that's number one issue for americans coming out to vote in november? >> they were together but separate at the same time, and weren't actually on together, it

was one after the other and, clearly, jobs, jamie is the number one issue and the number 2, 3, 4 and 5 issue and, whether or not the election turns specifically on the economy, is yet to be seen but it is one of the top questions, no answer and when debbie wasserman schultz said she was happy with the 20 months of job creation, she is partly right, and the loss were a little more than 8 million and, they've created 4 million and that is 50% of the way to going towards 2007 and you look at the numbers for the last three months you are actually losing because jobs created in the private sector are not enough to even tread water which is 125,000 jobs every month, like put your must be in the bank because you don't want to lose money in the stock market but because your dollars are barely making any money with interest you are losing money

because you are not keeping up with inflation and similarly, if you can't hit that number, that you have to hit, to tread water, you are actually still losing jobs. >> jamie: let me propose this to you, john. debbie wasserman schultz continues to tout how much growth we have seen, though slower than the president admits he'd like to see, 125,000 is the number we are seeing in terms of jobs to bring the economy just to where it is. who is to say that number isn't even higher now? how does she know we don't need now 250,000 jobs in order to tread water? >> well, i think that economists generally agree that the 125,000 is the number needed to keep up with population growth. if you are really wanting to get back to where we were, several years ago, you would need more than 200,000 jobs every month. now, the president got that, in the first three months of the year, i think the average for those three months, january,

february, march, was about 225,000. and, then, it started going backwards dramatically. so if you can't keep up with where you are you will start to lose and, is that going to start to solidify in voters' minds? because if you look historically, at the way that elections have gone, voters look at the year preceding the election, to make up their mind about the economy. don't look at what it was 2 or 3 years ago or take the four years in the aggregate. they look at the months leading up to the leck a the election a an interesting item bill kristol brought up. i asked why president obama is not getting dinged more for the state of the economy. and high pointed out, this poll that said 41% of people think that president obama has a clear plan to fix the economy. only 27% of people think mitt romney has one. that could be why things are not going more in mitt romney's
