9:02 pm
gigantic, huge, enormous issues confronting this country, the totally disastrous economy and the unpopular health care program. so he wants to talk about outsourcing, swiss bank accounts, the dog on top of the car during a vacation, taxing the wealthy, the whole bit. everything is a sideshow because he wants people to focus on that rather than the two major issues. that's a fool's errand. people know the major issues. i was so interested that obama spoke about returning the tax rates to the rates that prevailed under president clinton. that's a flat-out lie. while it is true that he would raise the tax rates on the upper bracket to 40% which is was under clinton, which, by the way, would generate $70 bill of revenue. not enough t to do significant damage to juan.4 trillion trillr deficit but bring the capital gains rate above where it was
9:03 pm
when bill clinton was president. the thing that distinguished bill clinton's economy from the previous economies was not the tax increases but the tax decreases it was our cut in the capital gains rate that stimulated economic gains and it stimulated more gains revenue even though we cut the rate. if obama were to restore everything to the clinton period, that would be a very different situation. >> well, and interestingly it was bill clinton that said romney's qualified, he's up to the job, don't rescind the bush tax cats and he's using clinton to make that argument. he's talking about a million small business owners. let me go back to barack obama himself and he brought up this issue back in 2009 and he's saying you should not raise taxes during a recession. i want to play it for you and get your reaction on the other side. >> normally you don't raise taxes in recession which is why
9:04 pm
we haven't, and why we have instead cut taxes, so i guess what i'd say to scott is his economics are right. you don't raise taxes in a recession. we haven't raised taxes in a recession. he's absolutely right. the last thing you want to do is raise taxes in the middle of a recession because that would just suck up, take more demand out of the economy and put businesses in a further hole. >> seems like he's decided class warfare is more important, you know, for his reelection campaign, so i go back to my question. specifically because 120 days out, i think they're pushing this narrative hard. how does romney counter that? >> i think he stays on the fundamentals of the economy and of the health care issue. everybody knows those are the issues, and he pushes those, and obama's stuff becomes sideshows. nobody is going to take that terribly seriously, but on the underlying issue of the economy, shawn, i want to make this further point because it's
9:05 pm
crucial. the reason we're in an economic disaster now is not because of the recession. that's three years over. we're in the same situation now because we and the entire rest of the world have run out of money. we've run out of capital, and the reason we've run out of capital is that barack obama borrowed six trillion more of it than there was when he took office, and the world doesn't have that kind of money, and when we get money because our government prints it, we hide it. we pay down our credit cards, we put it in cash in our vaults, and we don't spend it. and the world has frozen up because of that. the only way to unfreeze it is to reduce the spending. >> i agree with you in principle. for example, we have the first downgrade in american history, federal spending the highest since world war ii, the highest deficit since world war ii. federal debt the highest since
9:06 pm
world war ii. there's a reason why axelrod and their campaign is doing this. it's because class warfare has traditionally worked for the democrats, and with 120 days out of an election, i don't think they can risk not responding in a very, very definitive way to what the president has decided to use as his major campaign strategy, and i think if they don't respond, i don't want to look back in this election and say oh, they should have responded. i think if they don't, they do so so their own peril, perhaps. >> the thing he has to respond to is the bain capital attacks. that cries out for a response about the job creation he's done. sean, while i have another minute left, hillary clinton on july 27th is going to sign an arms control treaty in new york that will provide a method of back door gun control in the united states. while the treaty allegedly regulates arms sales to third world countries, in in fact,
9:07 pm
what it does is require an enforcement mechanism, allegedly to stop these arm sales to individuals and companies that, in fact, will wrie require registerable fierms. it's why obama has not talked about the gun issue. he's not planning to do it through congress. he's planning to circumvent congress and do it through treety power. if she signs that, we are obliged to follow it until the senate actually rejects continued at the senate will consider this during the lame duck session. it's approaching the decision point. americans have got to be aware of this danger, and a treaty repeals the second amendment. it overrides it because it has the force of a constitutional amendment. >> all right. dick morris, great to see you. appreciate it. great to have you back, and coming up tonight ... >> america will never tap into

9:26 pm
helping individuals who are disaibilityd, who cannot go out and work, or is it a matter of the 99 or 79 weeks of unemployment benefits when they were running out. now you see people running to apply for social security disability funding which in our district down in south florida, you can see billboards with lawyers advertising how they can get you on social security disability. >> well, all right. the percentage of taxpayers, we know has never been lower. 49% of americans pay no federal income tax. they're not vested in the system. this is what makes this an historic election or a tipping point election. the question here is when republicans in any way in the past, when they discuss social security and they talk about preventing it from going bankrupt, it's a third rail. then you get paul ryan throwing granny over the cliff. is it politically speaking not smart to talk about a program that obviously the american people like? >> well, first of all, i can be
