>> bill: i'm bill o'reilly. thanks for watching us tonight. the ghost of ronald reagan haunting president obama. that is the subject of this evening's talking points memo. mr. obama opened up a new front in his battle against mitt romney today by going back to the tax the rich mantra. the president trying to force romney in to defending wealthy americans by opposing tax increases on them. so, say hello once again to our little friend, class warfare. but here is an interesting side bar. the ghost of ronald reagan may be haunting president obama. 32 years ago america was also in bad economic times. the incumbent president jimmy carter had expanded the federal government and lost control of the private sector. unemployment and inflation were very big problems. the challenger, ronald reagan, took full advantage of that portraying carter as incompetent and, of course, reagan won the election. on january 20th, 1981, ronald reagan said this in his inaugural address. >> those who do work are

denied a fair return for their labor by a tax system which penalizes successful achievement and keeps us from maintaining full productivity. but great as our tax burden is, it has not kept pace with public spending. >> bill: mr. reagan kept his promise in that address dropping the federal income tax rate for the highest earners from 70% to 28%. mr. reagan went on to say that a large federal government was a problem, not a solution. >> it is no coincidence that our present troubles parallel and our proportionate to the intervention and intrusion in our lives that result from unnecessary and excessive growth of government. bill political reagan kept the federal government mostly in check during his eight years in office, adding about 12,000 workers in that time. by contrast, jimmy carter

added almost 100,000 federal jobs in just four years. during mr. obama's first three years in office. the feds have added about 130,000 employees. more than 10 times what reagan added in 8 years. so, you can see that mr. obama's philosophy is the exact opposite of mr. reagan's. but history shows president reagan was successful in reviving the american economy. so that's why mr. obama's policies are a bit perplexing. in june, just 80,000 jobs are created in the u.s.a., according to the bureau of lash labor statistics, 85,000 left the marketplace in order to get disability payments. since june of 2009, there have been 2.6 million jobs created in america. but 3.1 million people have gone on disability. the math is clear.

american workers are leaving their jobs to get paid by the taxpayers. disability payments are at a record rate. that's a disaster for america. yet, mr. obama continues to believe that he can tax his way out of the situation that raising taxes on the wealthy will somehow stimulate the economy. but, listen to this. say president obama gets his way, and he is able to raise taxes on those making more than $250,000 a year? say that happens, that rate hike would generate about $85 billion a year in increased revenue. but right now, the feds are spending $85 billion every 8 and a half days. according to the treasury department. so it's all a ruse. which this whole tax the rich deal means little in bringing down the deficit or anything else positive. look at this tax chart put together by the isi group which invests money for institutions. it shows president obama wants

to raise the income tax rate for the wealthiest americans 36.9%. governor romney wants to to drop to 28% like ronald reagan. mr. obama would tax dividends stuff you get from savings at 43.4% in the top bracket. governor romney would tax them at 15%. president obama would double the cap gains tax rate to 30% for everybody. mr. romney would keep it at 15%. now, if you double cap gains that would prevent me, a private investor from aggressively putting any money in the market. the risk/reward is too great. i'm sure i'm not alone in that thinking. let me ask you, if ronald reagan was successful in reviving the american economy by dropping the tax rates for everybody, why would anyone think president obama can revive the economy by doing the exact opposite? by raising rates for investors and the affluent?

it doesn't make any sense. but still the president is betting big on that vision. here is what he said again today. >> i'm calling on congress to extend the tax cuts for the 98% of americans who make less than $250,000 for another year. >> bill: congress, of course, north going to do that. and, if the republics win in november, federal tax rates will fall. ironically, a few years ago, mr. obama was saying the exact opposite of what he said today. >> the last thing you want to do is to raise taxes in the middle of a recession because that would just suck up, take more demand out of economy. and put businesses in a further hole. >> bill: that's right. talking points would support federal tax hikes on the wealthy. if i thought they would help the folks. there is absolutely no evidence more rev to the government would do anything other than allowing president obama to hire even more federal workers. the president's not behind

cutting spending. is he not stimulating the private sector. and he doesn't seem to be worried about america's massive debt. but the ghost of ronald reagan must be worried because this is 198 will 0, all over again. and that's the memo. now on the run down, brit hume on why president obama believes his tax the rich policy will get him reelected. then, later on, jesse watters asking americans questions about the fourth of july. >> who do we declare independence from. >> i don't remember. i don't know. >> you have no idea. >> i have no idea. >> i really don't. >> russia. >> no. >> china? >> no. >> the indians? >> no. >> great britain? >> no. >> bill: continuing with lead story president obama trying to convince americans tax policy also help the economy. joining us from washington fox news chief political analyst brit hume. the obama campaign thinks the strategy is a winner, tax the rich. do you think it is a winner? >> well, i have my doubts, bill, for some of the reasons that you have mentioned. and i think it's designed, really, to underscore the idea that the challenger is a man of considerable means and to put him in the position of defending lower tax rates for people like him. it's part of the big campaign

theme against mitt romney that is he a rich guy. well, i'm not sure how much mileage there is left in that issue. i think people who know anything about romney at all know that and all the people who were going to vote against him because of that are already going to vote against him. i'm not sure how much political mileage is available here. >> bill: now, in writing the talking points memo, i tried to be fair. that's not an obama bash fest. it's just basically taking the reality of the situation as we are in 2012, comparing it to 1980, which i think is eerie, the similarities are eerie. you were around back then. do you see any departures here? isn't it the same thing. >> the economic situation it was a little different. we had a steep recession that came on after reagan took office what we had was a combination of tag nant growth and inflation in the latter years of the carter president presidency. that was stagnant inflation

for at love reasons that a lot of economists didn't think was possible carter himself real litioned the inflation was out of control. he brought in paul volcker and volcker jacked up interest rates which is the opposite of the situation we had now which did indeed bring on the recession. the recession was very steep and very nativitiy. the tax cuts certainly did something to bring us out of it and brought on a long recovery which lasted a long time. another thing that brought us out of it was the end of the inflation. that's the kind of thing where commitments you can never prove anything because you can't establish what wouldn't have happened if you hadn't done this or hadn't done that. i don't think many people would argue that the reagan tax cuts didn't help boost the economy. obviously they did. raising tax rates, not many many people would argue would help the economy. >> why then does president obama want to raise tax rates on people who are potentially going to lead the country out of the recession? listen. $250,000 may sound like a lot of money but in new york city

and los angeles, and washington, d.c., it isn't. particularly if you buy a house and you have kids to put through college. it's just not. so you get small business people making maybe 400 or $500,000 a year. you are going to whack them with a tax increase. you are going to inhibit investment in the stock market and others by jack double in the capital gains tax. you are doubling it. i don't understand what economists outside of the real socialistic guys like paul krugman want to do this. nobody anybody that says raising taxes is going to get us out of the recession, do you? >> bill, you have got to understand this is not a serious economic proposal. this is a political gamble. >> do you think president obama knows that? he must know that first of all he knows it can't pass. republicans control the house of representatives. would never pass the house of representatives.

and wire going to get down to the same situation we had a couple years ago post election where new year is going to bring a tax increase on everybody. the president not wanting to do that eventually went along with keeping the tax rates in place for everybody. >> you think he is going to do that again this year, right? >> i think that's where we will be sometime after the election. we will be in the same kind of standoff and my guess is that depending on if mitt romney wins the election it really won't matter because he will change everything once he gets in office. if the president wins election it will be a knock down, drag out fight. this is about political ideology than is about the economy and it's about politics more than it is about either of those other things. >> bill: do you know what disturbs me about that? this is a message to both the republic and democratic parties. there is a lot of people that are suffering. there is an hbo documentary tonight on long island where i live and people have been out of work forever and they are going to lose their houses. a lot of people are suffering. it seems to me rather than try to get solutions, if i'm

president obama maybe i try a little reaganesque stuff, maybe i just try that because what he has tried hasn't worked. it hasn't worked. everybody knows it hasn't worked why don't you try the other thing and see if you can get a bump in the road, you know? >> frankly, bill, i kind of thought after the 2010 midterm that he would do what bill clinton did which would move to the center try something different. make some compromises republicans. get some achievements on the books that might help the economy. but he has not done that i think he is committed to the ideology is he going to build up his base and whip up his base as much as possible and hope t will pull him through. i'm not sure it's a good strategy but i think that's what he is trying to do. >> bill: you mentioned bill clinton he also opposes raising taxes on anybody, interestingly enough. brit hume, everybody,. >> there you go. >> bill: nuns in chicago objected to a strip club opening up right next to them. should americans care? later, bernie goldberg on whether there is a tougher stance being taken on liberal

>> bill: impact segment tonight, chicago suburb there is a nasty controversy between a group of catholic nuns and strip club owner. wants to open a 3-million-dollar cabaret featuring unclothed women right next to a convent and retirement home run by the sisters of st. charles. well, all hell is breaking loose, so to speak. >> the sisters have been battling the club for months. >> you are still fighting, this aren't you? >> yes, we are. because we believe in the family values at stone park. we want a healthy community. >> the club was supposed to hope in april but road construction along lake street

in stone park has slowed those plans dramatically. >> there is no way it seems they will be able to open any time soon. >> well, now he, god answers prayers in different ways whether it's the construction or what have you. >> do you think that's a do vine sign of some kind. >> take it whichever way you like it. >> bill: should authorities allow the club to open. joining us from washington is fox news analyst mary katharine ham. here in the studio the always perper cacious juan williams. do you care about this story. >> i do. i don't want to come across as any prude and the fact is the strip club has done everything by the books and by the law. i care about it because it's antagonistic religious institution. can you imagine all of a sudden you have strippers dressing up as nuns to entertainment their customers. you can also imagine that you are going to have nuns subjected to taunts and all of that from randy going to the strip club unruly behavior. >> bill: that's all speculative. >> i don't like it. they have been there.

and initially let me tell you something, bill. this permit was denied. >> bill: right. that's the same thomas moore society representing the nuns saying listen to this village, you don't have to do. this you don't have to put it there. it's a thousand feet one of these clubs is supposed to be away from any kind of a church institution but they gave him a waiver. and, but i think that the nuns and also the retirement people who are in that facility, the retirement home, and most of them are catholic, i think their civil rights republican violated. their religious rights are being violated because this thing, i'm not going to say anything untoward is going to happen i don't think that's fair. but it's certainly a disruption to their way of life. and, you know, i think it has to be taken seriously. >> right. i do think it has to be taken seriously, i don't know that i would agree their civil rights or practice of religion. i do, -- this looks like a very david vs. goliath kind of

situation. i want to be careful with the business because they did seem to sort of go through the motions here and have the public hearings. i find it a little strange that the nuns say that they did not get any notification of exactly what the building was going to be or of the public hearings where they could have spoke out against it now, of course. >> bill: let's get back to my original question. here you have a group of sisters, all right, who are living there. all right? it's a residence. they live there. you don't think their rights are being violetted by a 3-million-dollar he among gus strip club right next door? what if they built-million-dollar humongous strip club right next to your house, mary katharine? they have zoning laws for a reason. >> they do have zoning law force a reason. if the waiver was gotten in some way that was untoward. >> bill: i don't care about that mary katharine ham's civil rights to live your life, to pursue happiness. you have a home. you bought your home. all of a sudden, right next to

you is a 3-million-dollar strip club. and you say? >> i wouldn't like it at all. >> bill: not like it. are your rights being violated? >> no. i don't think my civil rights republican violated. >> bill: how about you? >> hold on this is where the sisters and the homeowners are actually protesting this and they're taking it to the court of public opinion which is where they will win. >> but you are pettifogging the essential issue. >> yeah, because i don't think my property rights were violated if they followed the law to get the waiver. >> yeah. but my rights are violated if all the sudden i own this property and all of the sudden they change the zoning and they allow these people in to run this mega billion-dollar. >> not for doing that. >> bill: you guys are both missing the philosophical point. i don't want to deal with the zoning. let saint thomas moore deal with it and legalism deal with it you are an american. >> yeah. >> you buy a home, all right? >> yeah. >> you have the home and then all of a sunday right next to you. >> that's what i said. >> no, but is -- are yours

rights, you have children, you want to live a certain life, are your rights being violated? >> that's why i said i thought they were. yes. >> i would not go that far. >> bill: i know you wouldn't mary katharine, we respect your opinion. >> we live in a system of laws and you can contest them and take them to a public opinion court and you will win. >> bill: if this were a mosque, mary katharine, no way that guy would do it. no way that owner would do it if this were a mosque. >> i do think that's true. this is a matter much like that same situation of respecting the people in your community. is he not doing that he has been actually pretty mean to these elderly sick nuns in the press and he was going to open the thing on good friday. i think he is not scoring a lot of points for what it's going to come down. >> bill: this is a guy beneath contempt it we understand that you take my point about a mosque. number one, the guy would be afraid of what would happen to him. >> total double standard. >> bill: number two, the chicago media is covering it the national media would be on this. what if they tried this with a mosque? >> i think it -- the politics

of it would be totally unacceptable. two, the media, but also, i think that the reaction from the islamic community would be much more harsh. i don't think you are seeing commensurate response from the catholic community. >> bill: you know how the catholics are. >> i think people in the catholic community will revolt. and homeowners are getting behind the nuns and out protesting. that will make a difference. >> bill: chicago, big catholic city. do you think there will be thousands of catholics out there taking down license numbers of people going in there? do you think that will happen. >> part of their winning. >> bill: we want to see you out there leading that demonstration. >> i want to he soot bishop get involved. i want to see the catholic community stand up. why not? >> bill: this f. they do, they do it would be rare. plenty more ahead as the factor moves along this evening. jesse watters on how much americans know or care about the folks who gave us freedom provocative watters world ahead. and then bernie goldberg on

>> bill: thanks for staying with us, i'm bill o'reilly. in the weekdays with bernie segment tonight. >> as you know bernie goldberg and i have been analyzes how the liberal media has been treating the obama administration. most of the coverage has been soft to say the least. however, recently there has been a tone change in some places. >> let's not mince words the economy stinks. take a look at the trend. this is not just a one-month blip. look at these numbers. there is the first part of the year. the second quarter 88,000, 77,000. that's the worst quarter of job creation in two years.

>> you heard the president talking about how he vacationed as a child on greyhound buses or going to howard johnsons or hojos a contrast to mitt romney new hampshire. subtext of the campaign coming out class warfare. >> you have all invested heavily in the bain capital element of trying to convince people of what mitt romney is about. and yet this particular ad got four pinocchios from the "the washington post" which is not true. >> bill: joining us now from north carolina, the purveyor of bernard goldberg.com. i undery stand before you get to this analysis you have a comment on watters world. >> this is a serious point. the people in watters world who thought the declaration of independence was signed like in 1964, whatever, they should not be allowed to vote. here is why. no, here is why. that young woman gets one vote. right? charles krauthammer gets one vote. does that sound fair to

anybody listening to this? it makes no sense at all to her vote and krauthammer they get one vote each. makes no sense. >> bill: here is the rub on t though. our founding fathers in their business come and i mean this seriously said to every american, you have a right to be a moron. you have an absolute right to be a moron and if you are a moron, we are not going to penalize you, we, the federal government. now, the private marketplace will penalize you. and you will, you know, probably not prosper economically but we the government are going to allow you to be a moron if you want and many of us exercise that right every single day. >> that's what i was just going to say. so you are saying they are mere live exercising their right to be a moron. >> bill: constitutional right to be an idiot, all right? >> fair enough. >> bill: listen to how many people in the media exercise that right every single evening? >> nice segway, bill. >> bill: you are welcome. okay. now, we have seen a little

toughening up against the obama administration's economic performance, have we not? >> yeah. and i have said on this very program that from time to time the media would be tough on barack obama. but if there is a suggestion that this may be the beginning of historic change historic mainstream media treats liberal democrats like barack obama, no way is that happening. i'm going to give you one example. can't prove my point because it's going to happen tomorrow morning. you said in the talking points that if barack obama got his way and taxes went up on the wealthy, the top 1% or 2% of the wage earners in this country that would provide enough income. i think you said for 8 and a half days, right? >> bill: correct. >> do you think that's going to be on page one of the "new york times" tomorrow? that's a very important fact. that shows that what barack obama said today has nothing at the to do with economics

and everything to do with politics. let's see if the "new york times." >> not going to run on any front page of any liberal newspaper and not taken into account by the liberal economists because they don't want to tell the people the truth. i think this is -- bernie and i, and i'm speaking for bernie now and he can correct me in a moment if i'm wrong. what bernie and i are trying to get across with this media segment every week is that many in the media, powerful people don't want to tell the truth to the people. it's more important to them to get their ideology in play than to let the folks know what the truth is that's a total change from what the media was 30 or 40 years ago. >> that's pretty close to my position although i don't know if you are suggesting that they consciously wake up in the morning and say i'm going to try to help barack obama. >> no, they don't do that. but they consciously wake up in the morning and they say: i'm not going to report things that might ideology look bad.

>> i don't know that they consciously do it but they do it. they do it. look, can i give you another -- you like facts. let me give you another example there is a piece in the current edition of "the weekly standard" by a very smart fellow named pete winner who is on fox from time to time. i'm going to give you five facts. just five. fact number one. as a candidate, barack obama promised to create five million new energy jobs alone. just a until energy jobs. fact number 2. he claimed by the end of the first term his healthcare plan, would quote, bring down premiums by $2,100 for the typical family. fact number three, rescue plan would help stop foreclosures. fact number four, in the first year of his presidency, he pledged, quote: to cut the deficit we inherited in the half by the end of my first term in office. fact number 5. he said he would, quote: lift

2 million americans from poverty and, quote, jolt our economy back to life. you have seen that any place in the mainstream media? that barack obama has failed to deliver on his promises? >> bill: except for the "weekly standard" nobody has brought that up. all politicians make promises and few deliver to be fair. >> yes. but it's one thing to promise vaguely, i promise you hope and change. these are very specific promises. listen, the same mainstream media that put mitt romney's stupid stunt while he was teenager in high school all over page 1 and on several jump pages and the same mainstream media that put on page 1 ann romney's horse thing, you know, where she rides horses, which is a very expensive hobby, they found enough time and space to devote to that why can't they
