ray crock didn't build microsoft and go down the list, that joe and his colleagues didn't build this enterprise, to say something like that is not just foolishness, it's insult to go every innovator in america and it's wrong! president obama attacks success and therefore under president obama we have less success and i will change that! my own view is what the president said is both startling and revealing. i find it extraordinary that a philosophy of that nature would be spoken by the president of the united states. i think he wants americans to be ashamed of success, i want americans to welcome and to celebrate success and to encourage people to reach as high as they can and in some cases to build enterprises. i don't want government to take credit for what the individuals of america accomplish, whether they work in government or work in the private sector, it's the people of america that make america the unique nation, the exceptional nation that it is. >> fox news political analyst

brit hume joins us. great to see you. >> nice to be here. >> gov. romney didn't go as far to call the president a felon that was suggested by some president staff members. but he does say president obama attacks success. is that fair? >> i think there's a distinct viewpoint between the president and mitt romney, between liberals and conservatives on how central government is to the success of our economy and to the success of our businesses. i think he was making a perfectly understandable point over the weekend that the government plays a role, that government creates an infrastructures, roads and bridges and legal rights, and copyrights and so on. but then he took it a stepfather when he said, look, if off got a business, you didn't build that, someone else made that happen. now he might not have meant to go quite that far but i think it

suggests a view that he holds that government is really sort of the nerve center, the point of inspiration, the key really to our success as a nation and our success as an economy and i think republicans and conservatives very strongly disagree with that. and i suspect, greta, most americans disagree with it. >> has there been any case since then, or to try to put what he said in the proper context, has there been any case since then that he has dialed it back, explained it, said he felt differently than many conservatives are interpreting now? >> i think some in his campaign has tried to do that. >> how about him, though? >> he said something today. the point he was make is there's a lot of things we do together as a nation that makes us stronger and helps us all. but it's been amusing to me to watch media outlets rush to provide the meaning of his comments. and i don't think it can be read that way.

let's recall what else he said. before he said that he was talking about successful people and he said i'm always struck by people who think, well, it must be just because i'm so smart. there are a lot of smart people out there. it must be because i work harder than everybody else. let me tell you, there are a lot of hardworking people out there. but the mistake, the people that do well in america when he said they take advantage of all the wonderful benefits conferred upon them by their government. >> i guess for all of us to guess what his context is, i'm a little bit surprised he didn't take full advantage of his microphone today and just tell us what he meant or explain it further. i find it rather unusual that he sort of is outsortsing it to his campaign staff to use a word that's been batted around a lot. >> greta, i think the reason for that is he's basically said what he thinks. if you look, for example, at the stimulus, which was the first big piece of legislation that

came along that actually passed, and it was his main effort, his principal, almost his sole effort to deal with the economic meltdown and it was a huge amount of spending, upwards of $800 billion, a huge share of that, the lion's share really went to protect government jobs. and i think the president believes in his heart that the work that is done by government is really more important than other work that may be demon this country, that it is a primary importance and that is why he would seek to spend these emergency funds that were designed to revive the economy for that purpose because he thought that should come first because i think in his mind and in his heart government really does come first. >> i guess it would be more convincing if the unemployment level was 8.2%. i know he might want to massage his views on being a historian for the economy when his program, the stimulus bill, has been, i suspect, somewhat disappointing to him as well.

>> one would imagine so, although you don't hear him saying that. he has said that it turns out that shovel-ready jobs weren't so shovel-ready but that's as close as he comes to admitting it was a huge disappointment on our economic recovery, which has been week. >> and it's always when you are in the midst of did you think it's the most important issue but we're about three and a half months out. >> it remains to be seen how much effect this will half. but i did note this today, as gov. romney was speaking, and he has a lot of critics on the right that think he's been way too weak and way too soft and way too slow to rebut charges against him leveled by the obama campaign, people were very spun up about his comments today and how strong he seemed and speaking without notes and real force on this issue. whether he will follow that up with more of the same and whether it will endure the campaign, i did think that the

public will largely agree with what mr. romney is saying here. whether he will follow it up with advertising and convert this into a major campaign issue and whether it works remains to be seen but the opportunity is there for him. >> and as charles krauthammer told bill o'reilly tonight he thought if the election were held today he thought romney would lose to president obama. he added that we are still out 3 1/2 months and there's enough time. but i think a lot of conservatives are -- >> conservatives right now, they have the blues. they were happy a few weeks ago when republicans were happy and looked like obama was doing badly. and they thought the public was wising up to that. now obama has been on a little bit of a run and you see it in the polling in some of the key swing states and so forth so republicans have been worried. i feel differently than charles about this because if the

election were held today, people would have by now become much more focused on it and would have confronted the choice that i don't think they will confront until sometime in october that is, all right, do we want to ratify what we have now and are we prepared for another four years of this president and these policies? my sense about this is when it comes down to it, people are going to say, no, i don't really think so, let's take a look at the other guy and they haven't really done that yet and if the election were held today or tomorrow, they would have done that and i think their attitudes might be different. >> i wonder how many undecideds there are at this point. >> i suspect it's large enough to make a difference but smaller than in the past. >> i suspect as well. britt, night to see you. >> thank you. >> and rush limbaugh is jumping all over president obama's remarks about business. >> when we've got a president campaigning, if you've got a

that i, thank god, were born in this country and get to experienced. he does not understand what it means to be a citizen of the united states and what this country was founded on and what people get up every single day and go to work and believe in, those of us are elevating ourselves and bringing others up with us. he does not believe that and i think that's fundamentally wrong for me when i look at my president. i don't appreciate that. >> do you think a gov. romney, if he were president romney, would make it any better for your business? >> well, my personal belief, which i have come to rather recently through a profound meeting with a person who is with fox news was my way of thinking is that the government and the elected officials that we have, i would like to see them look at deregulating. i would like to see them looking at the laws on the books and really determining which ones are most important because i think we are overlitigated or we are oversaturated with laws. will gov. romney, if he's

elected, will he walk into office with that same notion that he's not there 20 create additional laws, to create additional burdens, is he in fact going to be there and understands what it is to be a u.s. citizen, to go up and work every day, try to make a better life for yourself and your families what can the government do to get out of our way and that's why i would elect anybody, regardless of the party. it's not about parties anymore, it's about a philosophical understanding of us every day and they can make things a lot better for everybody or turn and make them a lot worse. i think gov. romney today spoke a lot more passionately about what he believes that similar to my belief. the american dream is what we are here, it's what it's all about. it creates the most amount of wealth out there. it's the most profound system in the world, and i have traveled to other countries. i really want a person who is the head of the states here speaking that way. >> let me ask you a quick

question. you made a reference to fox news and i didn't quite catch it. someone you spoke to at fox news? >> yes. i had a chance to meet john stossel in person. [laughter] >> you might want to clarify that because i was unaware of any of this. >> well, it was just something that happened recently because of his book. i had a chance for him to sign his book and the interesting thing was he spoke with me about my notion is that government is there to help and that's true. but if we aren't careful, i think many of the citizens tend to go too far with that notion and we tend to think maybe because the government is there we should be getting some kind of check back from the governor and it's free money and it's not free money. and maybe we should look at officials now and say if i elect you, what can you do to help dismantle government, what can you do to help take whatever it is on the books and really examine are these laws really necessary for our society to be productive. >> katheryn, thank you very much. >> thank you, greta. >> now to former vice president

dick cheney during a trip to capitol hill today, the former vice president slamming the obama administration about the defense budget. automatic cuts are looming at the end of the year and vice president cheney said the obama administration needs to take action. >> i was asked to come up, and i have done that. and spoke obviously very much on behalf of maintaining our nation's defenses. obviously i think that capability is threatened by the prospect of -- we need to avoid that and i would like to see the administration more aggressive than they have been and they haven't done anything. panetta is the only voice i hear speaking reasonable. >> the committee chair buck mckeeion invited him to capitol hill. he's here with us.

how are you, sir? >> fine. >> why did you invite cheney? >> well, he met with several people. he met with the deputy whips and the whip team and the speakers and they are all republicans. on the house side they were all republicans. i don't know about the senate side. i haa chance to speak with the vice president last year shortly before his operation, and i was just really impressed by him as an individual. i had never really had that time of time to spend with him before. and i thought who else could really take the message to our members of how serious this sequestration is? he served in the house, he served as defense secretary, served as chief of staff to the president, served as vice president, and headed up a large corporation, defense corporation. he understands the problem. >> well, it seems to me the problem really goes back to the

budget act a year ago and then to the supercommittee couldn't reach a decision and it got into a logjam and now the automatic cuts go into effect. i don't know why the supercommittee didn't continue to meet since last september. there's no impediment for them meeting and now we are coming up with the cuts that are automatic. it seems to me if he can talk to both republicans and democrats and sort of get you together to talk, that would be a good idea. >> maybe so. i don't speak for the democrats. they have their own agendas and the things that they are working on. but what i'm just trying to do is to get people to refocus on it. it actually goes back further than that. the president gave a speech now almost two years ago, we've got to cut military $400 billion. based on what? because it's a big target. and so the chiefs have moved ahead, i met with one before he

redesired he said he assigned the chiefs to cut $465 billion out of defense and that's a lot more than secretary gates had worked on. but that happened. now that's up to $487 billion. that's in the budget. we've already passed that. it's in the budget that we move forward on that will kick in, assuming the senate will pass a budget. but it will whack we are operating on as ever october 1st for the next year. the sequestration then kicks in on top of that. we are talking almost a half trillion dollars and then another five, six hundred billion on top of it. >> a very serious issue and i hope you resolve it. great to see you, sir. >> thank you. >> why did the nevada city just declare a safety emergency? here's aahing t has to do with money. the mayor is here next. and senator john mccain accusing

through the tough times, even with declaring a financial emergency. it has nothing to do with busting unions, it has to do with the inherent duty the city council has to protect the health, safety and welfare of our citizens and to move our city forward in a positive direction. >> am i correct in saying that what this does is it freezes all scheduled salary hikes. >> yes. >> and also the overtime opportunities? does it include anything else? >> uniform allowance, holiday sell-back. there are provisions within the contracts that we are asking to suspend so you are correct, raises. we just want our employees to stay exactly where they are. they are getting the same pay as of june 30th that they are now and that's what we've asked them to do. we were not willing to do that. they were not willing to make concessions. they continue to want their raises and their uniform allowances, so we have taken this measure to suspend those

portions of their contract. >> so it's a freeze? no one is getting fired, no one is losing, no one is getting a lower salary or lower pay. >> correct. >> except to the extent you don't get overtime and your expectation may be lower? >> correct. we are doing that, we've balanced our budget and paid all our bills this year. we very a budget ready for next year and we are moving forward. now, we've been taken to court by our employees. if the city is not able to do this, it will unfortunately mean layoffs. so thecity council has done everything they can to prevent these layoffs, and the employees aren't really happy about it. >> are you in this position because of the horrible housing problems that your state in particular, and other states as well, so the prices have gone down so the properties have gone down for the revenues have gone down or have you been sloppy in your finances historically or is it a combination of both? >> it's really this tsunami,

this perfect price sis -- crisis of the housing market falling apart. we were at 14%. we had a lot of construction workers, casino workers, and when that economy crashed a lost of our residents lost their homes, lost their jobs. we still have a 14% unemployment rate in our city. so you add that upon property assessed valuation going down, sales tax revenue statewide down 30%, it has just been the perfect storm in our city. as i said, we are doing everything we can to provide the services that our citizens deserve and to keep our employees employed. >> you are being sued. what is it that the group that's suing you, what do they expect to you do? wherewhere do they expect you tt the money or how do they expect you to handle the budget issue? >> they have asked us to raises taxes, they have asked us -- >> on what?

taxes on what? on the property? >> yes. they have asked us to raise property taxes, they have asked us to borrow money from our utility fund, they have asked us to sell city hall, they have asked for quite a few unreasonable things that would be laughable if it weren't so funny. but the point is we don't want to lay off any more of our employees. we want to keep them employed. they are good employees. the problem is the salaries are unsustainable, the benefits are unsustainable and we've got to get them under control. our residence are behind us 100%. >> have you gone after the benefits yet? it looks like it is just a freeze. have you said anything like you are going after their benefits? >> we have not. we only needed for them to give us their cost of living raise and their uniform allowance in order for us to balance our budget so we didn't ask them to take a decrease and we have not gone after their benefits. >> mayor, thank you.

we are talking about tax returns and how many years he will end up releasing. romney made it clear it's only two years. he has a couple problems because of the number of years other candidates have and his father did twelve years. >> and how do we know this is the staying party, this whole issue? are we talking about this now and is president obama talking about it now in his campaign because there is no other driving issue, or is this really a serious election year issue? >> the romney campaign's response to this suckets that they think this is going to go away. kind of a rope strategy. tie up the other guy, throw punches but we will stand back and wait it to play out. they think it will be about the economy, about the jobs and when the other things go out any are just distract. the problem is if you successfully define mitt romney during the critical period he is out there trying to describe who he is to the american people, are you able to get it back in november when people dial in

after the election. and that's what mitt romney is up if chicago style politics comes to bear and you keep hitting the guy. >> is there any way to measure if the american people are paying attention to the rate right now are are they waiting until after labor day. >> i think generally they are not. most of the battleground states that are actually dialed in to the campaign will do so later on. but they do get impressions of the candidates and if mitt romney strikes you as someone who is fundamentally dishonest or hiding something, it's hard to get over that hurd when he will people start dialing in again. >> and on the flip side, if you think a candidate is doing a sleazy or cheap shots that might set it off as well? >> that's right. maybe both sides get tarred by the negative campaigning element. there's no question when obama is complaining about the negative attorneys he's largely responsible for it. it's his campaign that are pushing these storylines. they want to talk about mitt romney and make it a choice about mitt romney versus obama

rather than a referendum on the obama economy. >> all he has to do is make his announcement for vice president and none ever us will talk about any of this. >> but you only get to do that once. this is the advantage the romney campaign has over the obama campaign. they have the big clip they get to play between now and the convention, about six weeks to do it. they benefit from the thought the chip could get played at any given moment but i think it will be an overreaction to the moment to go out there right now and say we need to change the story so i will do that. and i'm going to olympics, see you later. >> so you don't think the running mate will come before the olympics? >> i don't. >> the twitter is going wild tonight it's coming friday. >> i think this is a head fake stage in the veep stakes with you can go out there and get people to chase a lot of rumors down, any hint, wink, nod, any that people think they know something when it's actually in mitt romney's head. i think the discipline of this campaign suggests they do this at a time and place of their
