next week. the senate passed what i will call an unconstitutional bill, all tax bills have to start in the house. and we would hope they would take up the house-passed bill. >> greta: you say you hope they take it up. you will pass the bill next week, you have the numbers, that's clear. it goes to the senate. you don't expect the senate to abopt your -- adopt your bill? >> wouldn't look that way. but hope springs eternal. >> greta: where does that leave the american taxpayers? you are at loggerheads? two very different bills? >> as the president would remine me from time to time, that's what elections are for. but american taxpayers shouldn't have to wait until after the election to know what the tax rates are going to be next year. in addition to that, the alternative minimum tax for 2012 has not been extended. and so, instead of having four million americans affected in

january, it will be 30 million americans. you want to see a real tax increase, this is a $4 trillion tax increase if we don't come to an agreement on this bill. >> greta: that leaves everybody sputtering, trying to decide what to do because it won't happen until the lame duck session or into january. you know, we are all on hold. is there any way, let me give you a suggestion -- hoabout calling up harry reid and president obama and say, we have an august recess, let's try to do something now so there is a prediction for the small business people -- >> we have been making this case all year that we ought to extend all the tax rates. it is an issue in the presidential campaign. there is no reason to wait. im ready, willing and able to sit down with the president or harry reid tomorrow and to resolve this for the american people. >> greta: if they would agree to give up august and sit down and put the nose to the grinder -- >> i would be happy to do it. >> greta: so what's the problem? i mean, you know, why --

>> greta! >> greta: we sit and watch. >> the founders gave us this system of government. it may not be perfect, but it does work better than anywhere else in the world. the more than people gave us a divided government. republicans control the house. democrats control the senate. democrats control the white house. and it -- so we have a recipe here for being at lotter heads. but i think it's our job, even though we may have some very strong opinions and opposite opinions, our job is still to find common ground and to do our best for the american people. but you can't do the tango by yourself. you have to have a willing partner. i have not had a willing partner. >> greta: a couple of things. leadership-- the three leader, the house, the senate and the white house, they have a tough job. i realize the loggerheads and the divided government. and the second thing, we know it can be done because every time

you are pushed up against a deadline that suddenly is burning the midnight oil and a deal is cut, something happens. we don't have that deadline right now. so the business people and the american people are sitting on the sidelines, month after month after month, hoping for some guidance. >> that's why i don't want to wait. we don't need to be up against the deadline in order to act. but if i can't get harry reid to sit down and negotiate or the president to sit down and negotiate, i am not going to negotiate with myself. the bill in the senate, essentially adds about -- it's enough to finance the government for 8 days, approximately. the tax rate go back to where it was for people making over $250,000 a year. any thoughts on funding the other 357 days out of the year? that's only 8 days. >> listen, this is why we need to extend the tax rates. you are just kidding yourself.

the american people don't need to be paying higher taxes at a time when our economy is not doing well. you know, the president is running around, campaigning, avoiding sitting down with his own jobs council. he hasn't met with them for over six months. if you look at the report that the job council put out, guess what? it supports many of the ideas that we have passed in the house and sent to the senate. >> greta: but a meeting with the jobs council doesn't get him anywhere. he needs to meet with harry reid and you and work something out. the job council can't implement policy. >> we have 30 bills in the united states senate to get our economy moving again and get the american people back to work. >> greta: do you ever talk to the president? does he call you up or say, let's work this out? are you able to call him? >> i guess i could. but i haven't heard from the president in months -- he is busy campaigning. he doesn't have time to call me. >> greta: why don't you give him a call?

maybe he would return your call. >> i am sure he will be polite enough to return the call. i am sure, i could call him. >> greta: how about senator harry reid? i understand that bills are stalled at the senate, some are political salve thighs send over, but some are bills that really need to be discussed and debated and resolved. does he ever talk to you? >> i do talk to senator reid more often and our staff talks regularly about -- about trying to move things through this process. it's a very difficult process that the founders gave us. but my job is to keep it moving on behalf of the american people. >> greta: all right. what's your prediction what have is going to happen? take me through this tax bill. where are we going to end up? >> it doesn't look to me likely that anything will get accomplished before the election? it's unfortunate. but i don't see any willingness on the part of the democratic-controlled senate, or

president obama to try to resolve this issue before that. >> greta: if it's done in the lame duck session, and i realize that at this time deadline for the tax is going up, is the first of the year, if it's done in a lame duck, elections really don't count that much because there will be people voting on behalf of the american people who have been removed from office or retiring or whatever. we have the lame-duck people who will not be answering to the american people. >> that is the case. it's unfortunate that we would be in that position. that's why we ought to be doing it now. there is no reason to wait. >> greta: let me turn to the issue of leaks. admiral william mccra ven has said that the leaks that have happenedh have put lives at risk and may cost american lives unless there is a crackdown. and then the chairman of the house intel committee, chairman mike rogers told bret bair, essentially that the white house is not cooperating. >> this is a very serious problem.

i agree with the admiral's predictions that, frankly, we have put lives in danger. while i am not going to disclose any classified information, i can say this -- that the type of information that has been leaked is information that was not spread in a very wide circle. this is not something that came from some underling somewhere. so there is great concern on my part as to where these being leaks came from and -- why they were leaked. and i would hope that the administration would cooperate with the special councils that have been appointed so we can get to the bottom of this. this is a very serious problem. >> greta: do you believe the leaks came from the white house? >> i don't know where the leaks came from. but they clearly came at a very high level. >> greta: what does that mean? >> well, when you have classified information,

depending upon how classified it is, there is certain circles that -- of people who are entitled to see that information. you know, i see an awful lot of information. but when you look at the types of information that have been leaked, this is not something that was -- was offered to a wide array of people. >> greta: a couple of kinds of leaks. there are the leaks that are done accidentally. and then there are the leaks that are done deliberately for political advantage. do you have any idea which this one is? >> no. i don't have any information that -- that to suggest why the information was leaked. >> greta: some of your colleagues have said it's political? >> i understand that. >> greta: you take no position on that? >> i don't know. and i don't want to -- i don't want to sit here and speculate as to why the information was

leaked. all i know is that it is going to put american lives in danger and is going to have disclosed some of our methods of operation, which our adversaries don't need to know. >> greta: do you have any opposition to the way it's being investigated? there are two u.s. attorneys, one was appointed by president obam athe other one appointed by president bush roam -- bush 43. do you have any objection to it being investigated that way? do you think a special counsel should be -- >> i think a more independent counsel would be a more appropriate way to proceed? the president didn't agree with that. at one point, i thought that congress itself -- the leaders that belong with the intelligence panels of both the house and senate, would in a bipartisan way appoint someone on our behalf to investigate this. but unfortunately, we couldn't get to a bipartisan agreement.

>> greta: is there any way to detect the speed of this. if it is correct that it could cost live, we need to move fast and prevent the leak from happening again. if it's politic it's. >> greta, you know how these investigations are undertaken. there are hundreds and hundreds of brews that have to be done. all of that information is kept by the special prosecutors. and everything is in the dark until they're ready to issue that report. so i don't expect to see anything soon. >> greta: i guess, if it's as high up as people think, there are only a handful of people who are prief tow that information or should be. and so -- privy on that information, or should be. it could be a swifter investigation than might otherwise occur. >> it could be. but again, i don't -- i don't -- i don't have information and i am not going to speculate on how many people had access to the

information. or for that matter, why it was leaked. >> greta: your prediction on the economy. 8.2% unemployment, last two months. it's been very sluggish. there are not any hugely i. that's the official unemployment rate. when you look at -- the rate's down because a lot of people have given up looking for work. you know, the real unemployment rate is almost 15%. then if you look at black unemployment, hispanic unemployment, you are into the high teen, low 20s and then look at college graduates, recent college graduates, where you have 50% of the graduates either unemployed or under-employed. we have a serious problem with our economy. and the president won't even meet with his own jobs council. his policies have made things worse. and this election, coming up in november, is going to be a referendum on the president's economic policies. >> greta: your home state has an unemployment rate, under the national average, which is good

for ohio. alternates a swing state. any thoughts on how president obama's going to fair in your state? this is a very important state in the election? >> governor kasich and his jobs council have done a marvelous job of making it easier to come to ohio, easier to set up a new plant, there is a real cooperation between the state government and those that are looking to locate in our state. i know he and i, as an example, worked with abbott labs, building a new facility in tip city, ohio, $260 million investment, that is going to employ up to 400 new people in our part of ohio. so the governor's done a good job. i am sure the president will try to take credit for t. but i would argue that most of the decrease in unemployment in ohio came from the work of governor kasich and his administration. >> greta: we are playing a silly game of the vitial nominee of your party. any thoughts on the vice-presidential choice?

>> well, you know, i am partial to rob portman. i have been a long-time friend. united states senator from ohio, served in the director of office of management and budget, under george w. bush, also served as the u.s. trade rep, served in the house of representatives as well. knows his way around washington. i think he would be a great asset for governor romney. >> greta: thanks you. >> thank you. >> governor mitt romney's world tour. how is he doing on the world stage? john bolton goes "on the record" next. karl rove is here. president obama and governor romney are running neck and neck. what will be more important isn't candidate's likeability or the ability to manage the economy? that's a tough question. karl rove answers that and much more. and it's the story of the three bears that you have never seen. what happened to these cubs? and how did they get out of a big jam?

romney to israel? so we will ask him that and more. that will be on monday night. in the meantime, former u.n. ambassador, john bolton is here. >> good evening. >> greta: it looks like governor romney is ruffling the feathers of some in england over his comments about how the olympics are being run there. is that something that the brits will get over fft? or will that sting for a while? >> well, you know, to use an appropriately british metaphor, this is a tempest in a teacup. it will pass very quickly. i mean, i know truth is not a defense in politics, but the point the governor made about the security situation troubled the british very much. their security company produced less than half the 10- or 11,000 security guards they needed. they had to bring in additional military personnel. hopefully, that will be enough. but i think that governor romney had a very good meeting with prime minister cameron and the deputy prime minister, with the

leader of the opposition and others. so i think the trip's off to a very successful first day. >> greta: all right. his next step in the trip -- this is where we will be joining him in israel. and the israelis have now rushed out to get government-issued gas plaivegs because they are worried that syria is going to collapse. if syria collapseds, the big concern is that hezbollah will grab the chemical and the biological weapons. right now, that region is extremely nervous. according to reports in jerusalem post and other media reports. what does he do when he gets there? what does he say to the prime minister netanyahu? >> well, i think on that part of the trip, it's a good opportunity for governor romney to show how strongly he supports israel, a democratic ally, right in the middle of an extraordinarily unstable region. and i think it's an excellent opportunity consistent with what

he is trying to do to learn more about the nature of the threats that these countries face. and particularly, israel. you mentioned syria. you have iran pursuing nuclear weapons. this is a country that has seen its security situation deteriorate over the past 3 1/2 years. it's something that an incoming president romney would have to see at the top of his national security agenda. >> greta: from a political, strategic, rather than a diplomatic point of view, is he driving a wedge between the israelis and president obama? president obama has not made a trip to israel as president. he made that comment about going back to the borders -- the 1967 borders, which prime minister netanyahu did not want to hear. does this further drive a wedge and thus perhaps get more jewish american votes back home? >> well, i don't think anybody needs to help president obama driving a wedge between israel and the united states.

he's really done a very good job of that on his own. i think, in fact, what governor romney is signaling here, a theme he has made in several of his national security speeches. he wants to treat america's friends like friends and adversaries like adversaries. but i think this goes beyond jewish americans. i think that support for israel is broad and deep across the american population. not just evangelical christians, but across the board. i think that's one reason why it's important for governor romney to be there, to show he's listening to everybody. he will meet with the palestinian leadership as well, to try and understand the circumstances israel faces and that the united states is going to do a better job of addressing than we have in the obama administration. >> greta: is it right now -- because of what is going on in syria and because iran gets its weapons to hezbollah through the transit point of syria and they are up to their eyeballs with

syria? is the area more of a powder keg than, let's say, a year ago? >> absolutely. a year ago, iran was a year further away from nuclear weapons capability. and obviously, the situation in syria had not deteriorated to the point that it is now. this question of gas masks and concern in israel for syria's chemical and biological weapons capabilities is very real indeed. that's i didn't think we need much more urgent attention to the problem of what to do if the assad regime, in fact, falls and those stockpiles of weapons of mass destruction come unstuck. it has to be an absolute pre-condition before aiding the syrian opposition that they commit to destroying these weapons if they come to power. so this is not planned, obviously. but an extraordinarily important and opportunity for governor romney to be right there in israel. >> greta: ambassador, thank you, sir. of course, we are going to be

obama's strategist, david axelrod said on wednesday that governor romney and his friends in the super pac world were to blame for the public perception that president obama is trying to win ugly. that's paraphrasing. your thoughts on that? >> that's unusual since the last october, november, the chicago obama headquarters gave a series of interviews to reporters and n which they explained their strategy was to, quote, kill romney, unquote o. may 15, they began their campaign with a gay or two of positive ads and shifted over to slamming romney over outsourcing, attacks that were so outrageous and over the top that even democrats like corey booker and governor ed rendle and newspapers like the washington post, hardly a supporter of conservative candidates -- decried the obama attacks and wrote an editorial, calling the attacks, quote, bunk, end quote. i like how david's trying to plame the tone of the campaign

on somebody else. but frankly, this is how president obama has been running, how he will continue to run and the only way he can run. you can't run for president for re-election if have you a record like he has. they have resorted to these tactics as a as a result. >> greta: explain the numbers. the candidates are tied nationwide. which would you prefer to have? would you prefer to be ahead 2-1 in likeability, which president obama has? or 2-1 that the country thinks-- the people polled think you are a better manager of the economy? which is better and why? >> this year, i think it would be -- you are better to deal with the economy because that's the issue that people are deeply concerned about. we have had 8% unemployment for 41 months. and that's the longest period since world war -- excuse me, the great depression. we have nearly 13 million people out of work. we have -- we are in bad economic shape. last year, 1.9% economic growth,

slowing to 1.7, people are deeply dinnered about whether they will ever be able to retire and put food on the table, whether their kids are going to have jobs. so i would rather have that, but that's not to say it's a strength, it is a strength that president obama is liked by so many people. they simply disagree deeply with a lot what have he has done. >> greta: where do the independents fall on that? independents care more about who they like? or who they think can manage the economy? >> here's the problem for president obama when it comes to the economy, independents look like republicans. when it comes to likeability, they look less like democrats. that is to say, they are less favorable to the president than democrats and look a lot more like republicans in rating the president poorly on the economy. so the president is alonging -- losing among independents today, in virtually every public poll and that's a problem because he won independents in 2008, by an

8-point margin over senator john mccain. so to be losing them shows a big shift among independents. >> greta: politically, what does governor romney hope to achieve, or what is his goal as he embarks on the foreign trip. he's in london. he is headed to israel and poland and back to the united states. what does he hope to achieve, politically? >> a couple of big things. he wants to emphasize the role he played in saving the 2002 winter olympics in salt lake. he was invited by the international olympic committee to be in london. this will give him a chance to showcase this important amount -- important record of public service that he gave for 3 years as the volunteer chairman of the olympics. second, it allows him to look presidential. he will be visited and probably well received in poland and in israel and in great britain and meeting with the leaders of government and the political opposition. i suspect, particularly in poland.

they will roll out the red carpet. they are very irritated with president obam a. the polls had the rug jerked out from underneath them early on in the obama administration, when the president unilaterally scrapped an important treaty regarding anti-missile defense systems that were going to be deployed in poland. that hurt the poles a lot. did he it without consultation and they had gone to a lot of pain to get it in place and he jerked the rug from underneath him. he has problems in israel. i would suspect a warm welcome for romney. this will serve as a good domestic funnel, if you will, you know, people in polish americans in cuyahoga county ohio, or pittsburgh or philadelphia, will pay attention to the fact that he will meet with the polish leader -- >> greta: i thought the other way around. i thought he wouldn't meet with president obama? am i wrong on that? >> you know, either way, it didn't happen.

he will meet with mitt romney. we had a situation recently in poland, where the president called the nazi death camps, polish concentration camps. this upset the polls, mightily, who feel keenly about having been the victim of nazi oppression and violence during the world war ii. so this will give them a chance to be both presidential, by meeting with the foreign leaders, appearing on the stage, emphasizing themes of america's exceptionalism and have domestic political imp cigses -- implications. >> greta: all right. the people in poland, very upset with the gaff he made. but how does that trot votes here in the united states for governor romney? it was a terrible gaff. but there will be gaffs by everybody in the next three or four months. >> yeah, this was a big one, though. this is a matter of great sensitivity to the poles and for good reason and it was put on top of something, the president dismissed them, treating them so

cavalierly over the question of the radar systems for european missile defense. they were already -- they were already with a chip on their shoulder for good reason. now they have a bigger one. look, in the greater scheme of things, they don't determine elections. a visit to poland won't sway the election, but it will have a positive impact, outside of detroit, or cleveland, or pittsburgh or philadelphia. and it will have a positive impact and be felt and heard in those communities. same with the visit to israel. this is a very important voting block. if mitt romney only gets the same percentage of the jewish vote in florida that president bush got in '04, it would cut barack obama's winning margin in florida by one-third. that's how important the voting bloc is. >> greta: coming up, more with karl rove. get a look at his famous electoral college math. where do the states stand in the

worst stages of drought, up 7% from last week. the worst conditions are in colorado, iowa, kansas, missouri and nebraska. there is no relief in sight with more intense heat forecast for the rest of the summer. now back to "on the record." >> the next stop on mitt romney's trip abroad -- israel. and "on the record" is meeting up with him in london and going to israel with him. but what about president obama? he has not visited israel since taking office. does it make a difference that president obama has want been to israel in his first term? politically, i mean, i realize the big picture. but to the voters? >> yeah. look, we always look at politics for what i call the curley theory. remember curley, the remember one thing -- no. it wouldn't, except that it is one of many things. he has not visited israel.

he has made unsupportive statements statements about israel. he berated b.b. netanyahu in scprieft publicly, nen then, sort of shared that with the media to further embarrass the israeli prime minister. he has been -- there is deep concerns about where he is with regard to our staunch ally, israel. he has said things like we need to return to the 67 borders that the israelis find very problematic policy. if it was one thing, it wouldn't be that much. but this is one of many things that has caused a lot of -- a lot of jewish americans and a lot of israelis to be concerned about how president obama views this relationship. >> greta: i go to karl rove dot-com to look at the math and i will continue to do so, where you lay out the states and when way they are leaning. i am curious, we talk about the republicans and democrat and it is independents. is there any way to measure right now the undecided? >> well, we do get the

undecided. like today in the -- in the gallup daily trabbing poll, i think the undecideds are 9 pmpls we are likely to see 8, 9, 10, 11, 12 be there for a while because, look, the independent voters, the swing voters are going to make up their minds late. in the tossup states, i want to be clear. dont send greta an email complaining that south carolina is a tossup state. it will be a romney state. but the last poll we have in south carolina is december, in which it was a tossup state. we are begging somebody in south carolina, a reputable news organization to conduct a poll to allow us to move that to put it firmly in the column of mitt romney, where i suspect it is. >> greta: you say 8 to 9% undecided now. 4 years ago, 8 years ago, 12 years ago, is that about the number at this time? that unusually high, low? >> it is lower than normal.
