started drifting away. ryan makes this sort of the tip of the hat it will be about a choice now. the obama campaign got what it wanted. this campaign is going to be a choice. now what they will try to do is make it a referendum. not the referendum romney wanted but referendum on the ryan budget. that is why you are getting the first response from the white house. we go from romney wanted to make it a referendum to obama making a referendum about the ryan budget. that's the real thing about the pick today and what the object and what ryan on that stage means. >> what about the imagining of this young republican leader. we talked a little bit about it. i continue to throw out stats here. he will be 439 days before being

sworn in if elected. he has a girl and two boys 7, 8 and 10. he is catholic. i am not trying to draw the imagining too much back to jfk but there is something about a young family that is appealing just as much as obama's family is appealing to leadership. is it not? >> joe question about it. sort of idealism in the way he talked about things. the real question is again is this the -- now it will be is this the romney plan pore the ryan plan? it gives an opening as much as the visual and the optices and the way people respond to the ryan family, i think there is now in the early stages the first hours the day the whole

bus trip how they define this how they define the fight on medicare and some of these issues are really going to matter. one thing i look for the on-line dollars this ryan ticket has generated today to the romney camp he has been raising more money than obama in the past few months. i think it will end up being a stellar day a lot of people around the country on the right tea parties and others are probably contributing money to the romney ryan ticket right now. >> your thoughts on the speech? what stood out for you? >> i thought it was a good speech and not so easy circumstances. the speech begins with the vp nominee at the uss wisconsin and all that. i was thinking about this. two challengers defeated incumbent presidents running for reelection since 1932. ronald reagan beat jimmy carter in 1980 bill clinton beat george

h.w. bush in 92. they both made strong vice presidential picks. the leader of the other side of the party that shows something about reagan. he has confidence to pick someone who criticized him. clinton picked al gore in 88 at a time when he was senior to clinton. there was no geographical diversity. people said that was a strange pick. he emphasizes the new democratic party two moderate young southerners running against. unfortunately in my view successfully. two successful challenger races making a strong pick tells you something about the presidential candidate. this is a strong wick. it is a bold pick it doesn't run away from the controversial house budget. people can say it's rash and

foolish but this shows strength on romney's part. when you hear joe sitting there in the studio saying democrats got the pick that they wanted, you know, i guess the question is, is america ready, bill, for this discussion? this level of can dorr. is the third rail now okay to touch? is not touching the third rail the new third rail if that makes any sense? >> it does of course. it is november that's why we have elections and democracy is a good form of government. there's evidence to be told the truth and have an honest debate. look what happened in wisconsin with scott walker and the recall election. the governor is the best argument successful governors policy success and political

success. mitch daniels chris christie, bobby jindal their success is template for possible success of the romney ryan ticket. this changes the campaign. this is not an older guy who is stable and solid and he can do a better job this is a reform conservative agenda that can be peril portrayed as a status quo that is not working. i like that fight honestly politically but it's a healthy debate for the country. >> steve, bill just mentioned scott walker governor of wisconsin. he just tweeted moment ago so happy for paul ryan. more happy for america. romney ryan 2012. he walker who fought off a recall effort in june successfully and has made that case a big issues matter. how does he factor into this campaign and how does he factor

in moving forward? >> he factors in in a pretty significant way. the day after the recall election the day after on june 6th paul ryan came out and did a series of interviews that folths morning when he was asked about the meaning of the recall and what it means. rather than look backwards scott walker who ron the recall decided to look forward and urged mitt romney to make a bold bick to run on this reformed conservatism. no one urged him to do that. scott walker made the case. he helped the fact that he could win a recall election when he did level with people. we are going to make the hard decisions and make these difficult changes and it's going to work. you started to see that work. that is one of the reasons scott walker won the recall election. that is one of the reasons wall ryan was able to be picked. you talked before the recall

election in wisconsin to karl rove. you said he would be in camp if scott walker won. there were people skeptical of that back at the time. i i think karl rove it turns out was right about that. >> okay, steve. i just got in the reaction officially from the obama campaign. hit romney chosen a leadership who shares his commitment to the flawed theory new budget busting tax cuts for the wealthy while placing greater burdens on the middle class and seniors will somehow deliver a strong economy. the architect of the radical republican house budget ryan like romney proposed an additional 250,000 dollar tax cut for millionaires and deep cuts in education from head start to college aid.

his plan to shift thousands of dollars in healthcare costs to seniors. as a member of congress ryan rubber stamped the reckless bush he can no economic policies that crashrd our economy. now the romney ryan ticket would take us back by repeating the same catastrophic mistakes. charles your reaction to that? >> this is the way the obama campaign has thus far successfully demagogued the big issues on what they have done on medicare. it is dem monddemon strabl fals because it clearly leave it is as an option. that is ron white the democrat from oregon it's an idea from the late 90s in the clinton years. that's the truth. the republicans have to get out

there right away to make that clear. if that doesn't sink in early it could hurt them. to some extent what republicans need to do to win in 2012 is to try to retab pit late the victory in 2010. that was an election without anybody at the top of the ticket without personalities and personal histories but when it was about idea the creep of scope in government the increase in government and debt obama care government takeover the democrats from crushed in that election. it was hundreds of elections all over the country. that is the message recreated on a national level in this election republicans can win. >> before we wrap up a quick break. joe just a little hick up there introducing the next president

pick and the peaspeech today? >> i love the choice of representative paul ryan because the din nation of paul ryan and mitt romney says three important things renewal, restructure as well as repeal. this team suggests renewal of america rather than continued decline of america we are getting from this current administration. secondly, they both have been consistent about the need to restructure, program. paul ryan's program is already being attacked like in the statement you just read from the white house. it has already been attacked the demagogue. seniors are not stupid. they realize the programs need to be restructured in order to save them. the third thing is not only as governor romney and paul ryan is

specific about the repeal of obama care but the repeal many of the regular story burdens they have placed on businesses that are hampering economic growth. >> you in your race talked about the big items. you seemed to think that america was ready for invite tellment reform and tax reform and big issues. do you roworry at all the issue being demagogue where it effects the electoral maps for republicans? >> it will be demagogue but in order to do what's right for america sometimes you have to take on the tough battle. it will be a tough battle to get people to understand we cannot continue on the path we are on. i believe romney's choice for paul ryan says he is willing to take on that fight.

it could change the electoral map. the choice of paul ryan also says that governor romney didn't try to panned der to the state of florida. he didn't try to panned der to the state of ohio. he did not bapan der to virgini. what it said is he realized he needed someone who could help him properly frame and explain first what the problems are and secondly what the solutions are. the people in those states are not stupid. he is more interested in solving the problem than kicking it down the road. >> you are in touch with the conservative base. does this pick fire up the base? will it get more people out? >> i think it will. personally i am excited about it. i believe it will excite many of the conservative base of people

virginia for the announcement today. they will continue to tour virginia. they will come here to florida on monday. marco ruk yo will be with the team then the biggest of swing states ohio. then they have to win ohio if they are going to win the white house. what about ryan's budget. i asked about the possibility of paul ryan becoming the vp nominee. i asked ryan about romney's embrace about of his budget proposal. you have heard people say if mitt romney pully embraces your budget and goes hole hog and holds up paul ryan as an example this is what we are going to do

that there is a vulnerability in some analyst's mind that he welcomes attacks. >> i hear this all of the time. do we want to fix these country's problems or not? that's the choice. are we going to put our finger in the wind and go with the polls or be leaders and try to change the polls? we see a gathering threat on our horizon a debt crisis it's what's going on in europe right now. we want to prevent that from happening. the people get hurt the worst and people who need government the most. the first time in the history in this country we know all of the economic forecasts are telling us this. we are going to give kids inferior standard of liing diminished future. we have the obligation to prevent that from happening and give the country a choice. >> you are ready for mitt romney or you pushing the grandmother over the cliff? >> i have been having these ads run against me for years. we are all used to this. i think people are hungry for

facts hungry to be talk to do by an adults. al of those ads that show us pushing elderly woman off cliffs that doesn't really work any more. >> we are back with our panel now charles krauthammer, steve ha hayes and bill kristol. you listen to that response i pressed him during that interview saying did mitt romney embrace fully he said fully not every decimal point but he embraced the themes the overall tackling the big choices. what about that question about this budget and mitt romney? >> look, i think when i was on special report earlier you showed clips of democrats attacking the romney ryan plan. that was before paul ryan was on the ticket nobody thought he would be on the budget. they were going to attack medicare reform anyway. it's not like they were going to say if mitt romney didn't pick

him it would be a safer pick. if you made a siafer pick we can't criticize what you said about entitlement reforms and what they voted for with respect to entitlement reform. both support it. i think in for a dime in for a dollar the republican position conservative position and true position a lot of independents is you have to reform these entitlement programs. we are going over a cliff of debt and deficit and we are hampering our future growth and opportunity. that will be the debate. i want paul ryan making that case standing with me. >> steve from wisconsin go ahead. >> it -- i expect them to embrace it and run on it. when you go back to the time i

think it was the first inklings of a romney ryan ticket it was in late march when ryan was stumping along with mitt romney before the wisconsin primary. mitt romney said some things in a radio interview on march 22nd that sounded almost identical to the words you just played of paul ryan saying in his interview with you. >> thoughts? >> i think one of the things the problem with this is when you do the budget -- the ryan budget has all of the cuts. we are going to get tough we are going to sacrifice everybody has to take their medicine. we are going to treat you as adults and tell you the truth. we want kaks tuts for the rich. that's where the obama side comes in. we can have a debate about what we are going to do about medicare but it's when the republican side and in the ryan budget everybody lines up on whatever the level, 250,000 we

want to spend those tax cuts. it appears and this is where romney's wealth not releasing his taxes comes in. we are going to still have that debate the ugly fight. this isn't going to remove that. >> charles, paul ryan's answer to that is that the house weighs and means committee would hold hearings to see what tax loopholes to get rid of and do tax reform overall lower the tax rate for everyone. make high earners not have the taxes. they think if you cut rates you cut tax revenue. that isn't necessarily the case. john kennedy cut rates there was an increase in revenue. reagan cut rates. if you cut the rates and you cut the loopholes you can end up with something that we had in 1986 which was a fantastic trial. democrats and republicans we
