partisan day to day name calling but people need more than gridlock. republicans hope they will appeal to the moderates and to prepared to make the tough choices to balance the budget, to slow the growth of government. shrink the size of government in american people's lives. there will immediately and we've begun to say some tough blow back from democrats. attacking paul ryan saying that they are extreme cloth and they will undue medicare and reform social security security out of existence. it's been referred by democrats and independents alike -- republicans and independents as demagoguery. the question is will they be able to raise the dialogue. they do criticize president

obama for his almost four years in office saying it was a failure and hasn't done anything to right the economy. so while the new ticket wants to engage in a discussion, there has been no shortage of criticism from the obama administration. on the periphery and sidelines, democrats are all around the country are amassing research portfolio. the new ad has been put forth in which they are attacking paul ryan as another example what is all wrong with mitt romney. >> rick: it's been traditional for the number two, the attack dog, to level the criticisms against the opponent while the presidential candidate tries to stay above the fray. does congressman ryan seem is well suited for the role? >> he is and he has already hit

top priority to the economy, but he can't escape also treating foreign affairs. no man can pretend to be president of the united states without showing a broad capability of doing both and domestic and foreign affairs. so the spotlight will fall on international relations as it must. >> rick: in today's roll out speeches, not one mention of foreign affairs. what do we know what a romney had-ryan foreign policy, what a state department might look like? >> the governor as made it pretty clear in previous statements that he intends to give a priority to reestablishing american strength. he has criticized the president for second besting the united states. he has claimed he is going to take on russia-china that follow

israel's lead in the middle east. he has established a number of broad priorities but the majority has been about the economy. that is understandable for whether we are dealing domestically or looking at the world week need a strong economy. economy has to be rebuilt. if we're going to be able to project american strength and protect american interests, but we also have to do so skillfully >> rick: you've been a career diplomat and served under democratic and republican administrations. we're not getting partisan viewpoint from you which is very refreshing. if take a look at congressman ryan's budget proposal. he would cut a lot of money from the state department and also from u.s.a. id. over tens of billions of dollars that is if the ryan budget plan

were to somehow be passed and pushed through congress. what would that mean taking that kind of money away from the state department and away from other agencies that help to build international relations? >> i think you make a good point. american foreign policy can't only be about military force. you can't maintain spending in which we address world needs through a mod couple of foreign assistance. we have a strong diplomatic service and a strong intelligence service to engage our enemies. military force should be our last resort. if you cut too deeply the other budgets, we can both ill-afford blood and treasure. >> rick: this is an election primarily going to be about

economy. there is always the possibility the world as it is of some kind of a flash point, some kind of international trouble spot that could inject itself between now and election day. syria in the headlines every day. there is the conflict, potential of conflicted between israel and iran. as you look at the next few months, what troubles you the most and what kind of impact might it have? >> i would have to take from the two examples you give the most dangerous of all is the possibility of a conflict between israel and iran, one that could well engage american forces and american interests. it would be disruptive not only in the middle east but in the entire muslim world. we would face a huge problem with the price of oil. it would be a massively disruptive matter. >> rick: ambassador wisner, you

million iargs and deep cuts to college aid. it would end medicare by turning into a voucher system shifting costs to seniors. he rubber stamped the remembering losing bush policies that exploded our deficit and crashed our economy. take a look at buzz phrases. rubber-stamp, reckless, radical. they are not being subtle at all. it's clear as you noted a moment ago, congressman ryan is letting everyone know he is not going to sit idly by. he is going to give as good as he gets and he did that a short time. >> he didn't tax the middle. he didn't do things that centrist. he stayed hard left. he can't run on his record, what does he have left? he is going to divide and distracted the country to win an election by default. you know what, we're not going

to fall for that. >> what the president's circle they say, paul ryan is stark choice between the agendas. the president has been saying they want this to be a choice election because it's better for them rather than a referendum election. they don't want it a referendum over the last four years. romney-ryan ticketed is going to say look, it's part referendum for four years but a kios going forward how you fix the economy and how you deal with the debt. it's interesting how paul ryan has been picked. >> rick: there s there a sense how the campaign may shifted. it may be a campaign of ideas and the two camps will move away from the negative ads that have been running on airwaves around the country. are you getting the sense that

might happen? >> i think in reality it's going to probably get more negative. both sides insist they wanted to talk about the big issues. i was out on the road couple days on the road with president obama. he was talking about tax cuts and he is all about substance. meanwhile, the third party groups are on the president's side putting out ads that governor romney was responsible for a woman's death because her husband lost his job in a steel plant. that white house will minority out that there is third party republican groups on the outside both sides are doing very rough negative attack ads while the campaigns insist they talk about substance but attacks on paul ryan, suggesting his budget plan was going to push an old lady off a cliff to end medicare as we know it. bottom line they are going to focus on substance but it will be rough campaign.

who can help put a real plan together to guide our nation out of this economic morass. >> heather: he is the money man for republicans. what about foreign policy, is that considered a weakness by the campaign and how do you overcome that? >> he has been in the arena in washington 14 years. he had seen on bipartisan level as one of the brightest most affable and able leaders we have in our nation. i think this is going to be a campaign based on ideas and issues with serious issues facing america. the romney-ryan ticket can tackle them head on. this doesn't have to be just a referendum but a pass for america. that is why i feel so good. but independents and undecided

will move in a major way. >> heather: i was going ask you. you are in a swing state in virginia. how do you think this will benefit the campaign when it comes to the swing states and also the independent voters? >> i think independents and undecideds have been leaning for governor romney so far. with the addition of paul ryan that is focused on economic issues and getting our economy back in shape and has been a fiscal huang, a deficit hawk for a period of time, that is good for the virginia voters. any survey of virginia voters, top four issues are all economic related. economy, unemployment, number three is crippling debt and number four is gas prices. small a rock star in all of that. >> heather: we'll see if voters think he is a rock star in 87 days from now. we'll see. thank you.

>> chris: back to politics in just a moment. we wanted to turn our attention to syria, new violence in the war-torn country. gunmen setting off bombs in damascus as police battle rebels. meantime, hillary clinton is in turkey where she is meeting with top officials to plan for a worst case scenario in syria including possible weapons attack on regime opponents. steve harrigan is streaming live from istanbul turkey. >> secretary of state clinton said the use of chemical weapons would be red line for the entire world. she made clear when it comes to the 17 months of violence inside syria, the u.s. has one overriding policy goal. >> we have to be very careful and we have to do it in a way that always keeps in mind our

goal number one is to hasten the end of the bloodshed and assad regime. >> reporter: meantime, inside syria the fighting continues around aleppo. rebels have been holding out last two weeks against government forces. they complain they are running short of ammunition. they have no answer to government air power, using warplanes as well as helicopter gunships against the rebels. when there is a lull in the fighting, refugees try to flee the area. more than 50,000 have crossed the border to turkey. they are coming at a rate of 1,000 a day. human tear situation inside syria is dire. they estimate 2 million civilians are in need because of the fighting. >> rick: steve, thanks. >> heather: congressman ryan already embracing his role as governor romney's running mated and wasting no time going after

>> rick: some analysts are viewing paul ryan as an economic conservative and a possible bridge between the g.o.p. establishment and the tea party movement. now, let's get reaction from cofounder of the tea party express. what is your reaction to the pick? >> we are absolutely delighted. we've been polling our tea party

express members, marco rubio and paul ryan have been the favorites. i don't think mitt romney could have made a better choice than paul ryan. not only does he subscribe to the basic premise that we have to reduce the size and cost of the federal government and deal with our debt, but he also understands we have to grow the economy. we can't get there with austerity alone. we have to have a low regulatory environment so the ladder of opportunity will reach all americans. he assault perfect pick. it says a lot about mitt romney that he is willing to take a serious player like paul ryan who wants to dig in and get america's fiscal house in order. >> rick: i was looking at some of the congressman's votes. i was surprised, sal, to hear he voted for the tarp bailout, voted for the bailout of the auto industry, voted for the prescription medicare expansion under george w. bush.

he voted for the stimulus packages in 2008 and again in 2009. this is not necessarily, to my ears sound like the fiscal conservatism that the tea party usually espouses. >> i would say, there is never unanimity within the tea party. sometimes we all speak with one mind. >> rick: what about those, are those things you would have done. >> we are all satisfied he is a conservative and we have every confidence she committed to the premise of reducing government. >> rick: i haven't many tea party supporters that are jazzed about mitt romney. not the way it's been going but with ryan on the ticket does it

change all of that? >> i think it's going to be a big boost. i think the grassroots have been somewhat on the sidelines waiting for this campaign to develop. by picking mitt romney i think it's going to surge the enthusiasm for this ticket. there is a strong commitment to replace barack obama. his attitude in the four years he's been in office is to spend more money, run up the debt. you think he has run up more debt in four years than the first 41 presidents of the united states. that is not an envyable record. i think mitt romney and paul ryan are going to get serious about getting america's fiscal house in order and bring prosperity back. this is the worst growth in american history and it's totally unacceptable. i think american people are ready for a change. romney and ryan are serious about getting america's economy moving again. >> rick: what do you see the

role of the tea party. there are many tea parties and it's not one voice, but what do you see as the future for the tea party movement as a whole as we lead up to the vote in november and then beyond? >> we've had three goals. last cycle in 2010 our goal was to take the gavel away from nancy pelosi and take control of the house. this year our goal is to retain the house and hopefully grow our support there but to take over the senate. that is what we've been focused on. having the house and senate doesn't get us unless you remove the president. getting behind mitt romney and paul ryan is going to be a priority for us. we're going to be on the road pretty much continuously starting next week until november 6th 20 make sure tea party members and conservatives -- when i say conservatives i think 70% of americans agree that the spending is excessive. debt is unsustainable and we've got to get control of it.
