"fox & friends" hour two for thursday starts right now. >> gretchen: good morning, everyone. hope you're began have a good thursday. we start this morning talking about big news down through the caribbean and up through florida because the extreme weather alert, massive storm gaining strength. is the site going to be the site of the national convention. let's get more. >> the one thing that we do know is this is a very large storm. 1,000 miles wide, that spans from atlanta up toward boston. so even if the storm is just offshore of florida, they're going to feel the effects of this storm for hours.

12, to 24 hours. i want to show you the reds and deep purples, that's a siphon strengthening. that's the colder cloud tops getting their act together. this storm is strengthening. we do expect it could become a hurricane before it passes over his span iola, haiti area, then toward cuba. the less time it spends over land, the less strengthening we'll see. as we go further out in time, four to five days out, that cone of uncertainty gets wired. one thing is certain, all of the models bring this storm into the gulf of mexico. so the u.s. is going to be affected by the storm. the exact strength. >> exact location and the exact landfall still yet to be determined. as you can see, we think our best estimation here is the storm that kind of hugs the west coast of florida. so that means the potential for storm surge, massive flooding

across tampa, certainly tropical storm force winds not out of the question. we actually could see tornadoes in the area. so they need to be really looking at this storm very carefully over the next several days. i want to point out, these are sea surface temperatures. the warm water that fuels this storm action 89 degrees across the florida straights. this storm is forecast to move across this region, so strengthening is going to happen, unfortunately. we'll continue to monitor four. back to you. >> brian: so they're saying it's cape carl on monday? >> what was the question? >> brian: is it going to hit the u.s. on monday? >> i think it will be in the gulf of mexico. the exact location, we don't know yet. anywhere really from south florida across the keys, up the west coast, through portion of the gulf coast, even louisiana, new orleans, you need to be watching this storm system because some of the computer models, the reliable ones, are

kind of fanning out. so yes, florida, you're in the cross hairs, but as you go further out, you can see the spread here. really anywhere from new orleans down toward tampa and miami paying close attention because four to five days out, still a lot of uncertainty. >> steve: they said yesterday as a last resort, they might actually cancel the republican convention. that would be the last resort and it's way too early to tell. >> brian: joe biden said he was going to go. >> he's going to have to bring a rain slicker. the other point is tampa is the most vulnerable city across the u.s. in terms of a direct hit from a hurricane. very vulnerable. people are below flood stage in that region. >> gretchen: we love you, but this is not good news for the three of us and everyone else who is heading down that way. >> we're hoping it's a weak storm and doesn't come anywhere near you guys. >> gretchen: all right. we'll be sitting with our suitcase waiting to find out whether or not we're going. >> brian: i'm not going to bring my sun screen.

>> good morning. >> gretchen: andrea, i'm not sure that the point was a difference between balancingment budget and education, more so than haven't we already spent a lot of money on education and still don't seem to get the test scores up? >> that's right. we lead the world in education spending. spending approximately $8,000 per student, yet only ninth in the world when it comes to science and tenth in math. so we've been throwing money at our students and a lot of the problem is, the teachers' generous lavish packages. yet you see them giving out donnels and focusing out, are they eating organic food. everything, but educating the students. the president, it seems, was standing up just pandering to the teachers again. really what person from a messaging standpoint is going to stay yeah, let's not spend money on our students. but it's so intellectually dishonest to say mitt romney doesn't care about kids. >> gretchen: juan, you probably

researched it a lot. is andrea right? >> yeah. by the way, andrea tells me i should not call her andrea, but andrea. i'm working on it. i think, first of all, i doubt they polled people who are 18 and under and i think obviously young people would have a very different opinion about whether or not we should invest in american education. they want that spending. i think where andrea is exactly right is that the level of trust, especially among older americans in the public education system, has seriously turned around. in the same poll taken i guess ten or 15 years ago, it was overwhelming support for a continued spending on education in the future of our children. today it's not there. that's because of the trust factor that you guys are talking about. i disagree with the idea that teachers are paid lavishly. but i do agree. >> their benefits. >> there are administrators and pension plans and things that

they think are extraneous to educate ago young person. >> gretchen: could it be that the american public is gaining more knowledge about the money that's already been spent on education and they're look at the results coupled with the fact that we're also concerned about the deficit right now than in years past? >> that's right. i think a lot of parents are look at the schools and the kids' performance and saying, what's going on here? all these lavish benefits that the teachers are getting and there are great teachers and deserve to be paid well. but these union heads are pushing and hushing and pushing and the focus doesn't become about the student. and all these back to school mothers and fathers that are buying supplies now, a lot of them are forced to have to buy supplies that schools would so have to buy themselves. juan, we discussed this yesterday on "the five." schools don't have the money to buy things like crayons and tissues because they're spending it. >> gretchen: that seems crazy that parents have to come up with all that stuff when they're already paying taxes for their kids to go to school. i got to wrap it up there. juan, great special that you put on about education here on fox.

as you can see, wtvt reporter joins us live from tampa. sir, how is the weather look? >> right now it's great. i can't tell what you it looked like on monday. i can tell you governor rick scott is holding a news conference at 8:15 this morning. he'll address the media on the potential threat of tropical storm isaac and the threat it will have on the rnc. hopefully none. but he's going to address the media. we should know more at about that time. i can tell you this, speaking with rnc organizers, they have a plan a, a plan b, c, d. they've been thinking this through for more than a year and a half. but no question about it, if this tropical storm continues on its path, it will have an effect on the rnc. it's adjust question of how much of an effect. about 50,000 extra people will be here for the rnc. of course, when you talk about thousands of delegates that should be arriving either friday

>> steve: we got a warning, these days a trip to the atm could cost you more than the money you are withdrawing from your account. high-tech devices now allow thieves, clever one, to steal your financial information and even your pin numbers and you might not even realize it. it's called atm skimming and it's responsible for an estimated $350,000 in losses every day. so how can we avoid becoming victims? let's talk to harry, a retired nypd detective and form vice president for city bank. good morning to you. >> good morning. how are you doing? >> steve: great. we all go to the atm quite frequently. there are some things that the bad guys are doing now to steal our money. show us how they're doing it. >> basically we're talk being external skimming. okay. they'll put a device on the atm

machine to be able to capture your card. >> steve: as i slide my card in there, they put something right there? >> right. we have a picture up. should be showing that ghost device can go over the area where you put your card in. these are exact duplicates. >> steve: so it looks just like that? >> how do they stick it on? >> with double sticky tape. so probably best thing for to you do is before you even slide your card in, just go and touch it and feel it. not all atm machines are like this. >> steve: this is one piece of metal. looks like extruded aluminum or something like that. so you know that thing isn't going to steal your data. but over here at at the key pad, there is something else they've got. >> now you got something that's called an overlay. okay? which goes -- >> steve: right overt numbers. >> over the numbers. and when you enter your information, it will pick up your pin number. okay? automatically it will send it to

somebody, it might be wi-fi, there might be somebody out your car. and you would be picking up the information from your card. >> steve: so they could have a device over that, an overlay. or they might have a pinhole camera somewhere? >> exactly. sometimes they have an advertisement holders. they put a pin camera in there. and it shows directly down on the pin pad. so that when you enter your pin number, it will pick it right up. >> steve: you've got tips. first of all, tips to reduce chances of becoming a victim. first of all, check the atm before making the withdrawal. shake it. make sure it's in there tight. cover your pin entry with your other hand. select credit. not debit for purchase. and use the inside or bank atm locations rather than the ones at the grocery store. why is that? >> i would use a regular bank atm location because where there is a branch, 'cause it's open and there is less likely for a chance for a skimming device to be on it. although there could be a device

"fox & friends" starts now. >> gretchen: good morning, everyone. we start this morning with an extreme weather alert. if you're look at your screen, that's tropical storm isaac threatening the republican national convention now. the mayor of tampa saying he's prepared to order an evacuation if it makes a direct hit. let's go live to janis dean who

has the latest. is there some report coming out in the next hour or couple of minutes? >> we just got it. i'm glad you said that. just an intermediate advisory updating on the winds, still 40 miles per hour. hurricane hunters are in and out of the storm giving us the latest updates on what the winds are. so still a minimal tropical storm, but we do expect it has the potential to become a hurricane before it crosses over land. i want to point out, i'm not saying that this is going to hit tampa as a hurricane, but just to show you how vulnerable this area is, it's actually even more vulnerable than new orleans in terms of geography and the fact that flooding happens very easily in the tampa-saint pete area. category 1 hurricane would evacuate 800,000 people, or 800,000 people would be asked to leave because they are on a flood plain. that just gives you an idea of how vulnerable this area is. in terms of size, this is isaac now. this is tropical depression

number 10. look how big this is. this spans 1,000 miles. even if this storm kind of hugs the west coast of florida, we're going to feel the effects of tropical storm force winds, certainly flooding. there will be flooding in the tampa area. i can't stress that enough. we're going to also have the focus for tornadoes, unfortunately, if the storm scrapes the west coast. so as it continues to move westward at 12 miles per hour, this is the latest tropical advisory and then as you move further out in time, it does have the potential to become a hurricane before it crosses over hispaniola and we expect it will move over cuba. then by monday, tuesday, category 1 hurricane, again, hugging the coast of florida. i can't rule out a possible landfall, from new orleans to florida because some of those computer models kind of span out. that's why we call this the cone of uncertainty. real quick, i know brian was asking earlier, when is this storm going to get close to us? this is one of our reliable forecast models. there is monday at 6 a.m there is the storm just on top of miami or the keys.

as we get towards tuesday morning, hugging the coast, just right west of tampa. then as we head into tuesday and wednesday, moving up into the southeast region. that's just one much our computer models, one of the most reliable ones this season. this is going to be a monday, tuesday event. all along the coast of florida if the current track proves true. back to you. >> steve: all right. let me ask you a question, so people are going to be traveling down -- >> brian: he's just trying trump me 'cause i asked a great question. but go ahead, take your time. i'll stay in the cone of uncertainty here on the left. >> steve: people are going to be doing some planning. so people are going to be traveling down there. i think 50,000 people on saturday into sunday. by that point, they'll know whether or not it's steering toward tampa, right? >> we'll have a much better idea. obviously two it three days out, we have a better certainty of where that cone is going. but i do want to say that the

tropical storm models that we're look at are converging. so we are thinking that this is going to affect florida, almost certainly. whether it's a direct hit or not, it's going to affect florida in terms of rain and wind, all that. >> gretchen: we should book amtrak right now? >> if you're leaving saturday and sunday, you'll get there. there might be turbulence. there might be delays. >> gretchen: don't tell me that! now i got to get the beer from the white house so i can make it down to the convention. >> brian: we'll go to jetblue and watch television. >> i wouldn't want to be the person that is trying to figure out if they are going to postpone or cancel this thing. >> brian: right. let me ask you this, you probably can't answer, but it will be fun to think about it. is that an evacuation point? is the convention center an evacuation point? could they convert this stage and make it like the super dome during katrina? >> you know, i don't want that to ever have to be a possibility. but the one thing is for

mongers up there. >> gretchen: let's move to another controversial story. nike is going to put out this $300-plus lebron james basketball sneaker. apparently it has electronics in it or whatever to put the price that high. and some groups are upset about this because they're worried, specifically national urban league, says this: it's insensitive to market a $300 shoe to kids and teens as people are going back to school and struggling too to buy school supplies. this is not food or rent. it's single pair of sneakers. now, i went out on a limb at 6:00 o'clock, i happen to agree with this assessment because as a parent, i'm all forhe free market. i'm not telling nike what price they should put on a pair of shoes. but i think it makes it a very difficult situation for kids to pine over that shoe and do whatever it takes to maybe get that shoe and i think it's a ridiculous price. your thoughts, michelle? >> well, as a fellow parent, i can understand where you're coming from, gretchen.

right? >> absolutely. as long as the children have not signed for that mortgage, and if the home is inherited and gifted to the children, and they decide they want to keep it, now, what's important is, we'll talk about in a minute, they're not personally responsible if that home is lost to a foreclosure. so what's important is viewers know the children, as long as their name is not on the loan, will not be held personally responsible if that home is lost to a foreclosure. >> gretchen: here is a little bit of a sticky point. if those children want to keep that underwater home, then what can they do? >> there is a couple things.. first of all, if there is the need for an estate, in other words, a probate where it goes through the court and let's assume there is assets and let's assume the lender forecloses and decides they want to assume, they want to go after the deficiency we've talked about, they could make themselves a creditor of that estate.

in other words, they could put this a claim and says before any of this money in this estate is distributed to the heirs, we want to be paid first. so the estate potentially could be held responsible for the deficiency if the lender decides to pursue it. >> steve: that makes sense. here is another question to follow it up. notice how we put them in order. what if the kids can't afford to keep the house, what do they do? they want to live in the house, but a lot of people can't afford it. you know that, being out in vegas. >> yep. a lot of them live in the house 'til the house is foreclosed on. i know families that are concerned about it. they tell their kids, listen, live in the house until the lender takes it. don't worry about it. whenever the lender takes it, just walk away and don't worry about it because they're not on the loan. some of the kids try to get it refinanced and unable to. as a result, the home is lost. the deficiency is gone unless there is the estate that we talked about, if the lender decides to pursue it. >> steve: bob, if the kids live in the house, but their name

>> steve: here is you've got a fox business alert. the labor department just releasing brand-new weekly jobless numbers. 272 -- 372,000 first-time unemployment claims filed last week. that's up from 366,000 the week before and more than expected. eric bolling, not great news. >> no. and the 272 number could be a long way off. lot of numbers coming out. they're expecting 365,000 first-time unemployment claims, first time people walk not guilty looking for help, continuing claims, about 3 million. so these are new people, again, the number is bad. you want to see it lower examine lower on a week to week basis.

industry, more than 2 million jobs would be lost in the name of cutting back defense. joining us now is jay defrank, a vice president of communications to government relations with the aerospace manufacturer. jay, this is a reality. they thought they'd have a deal done already. but right now these automatic cuts go in place, what would that mean to our military? >> well, let's even get a little bit broader. it threatens our national security, our economic security, it threatens our technological leadership and threatens over 2 million jobs, a million in the aerospace and defense sector. so on the national security level, it certainly hampers our ability to modernize it. at a key point in time when that's critical for defense capability. right now, we have bombers projected to be 80 to 100 years old and still flying. we have tankers, the backbone of our power projection that are

not just older than the pilots flying them, but older than the pilots' fathers. and then we have a fighter force that is at the end of its service life and needs to be recap talibanized. so we're basically facing the future with a fleet of antiques for power projection. >> brian: there was the deal that couldn't go into place with these automatic cuts and it's a sin that the republicans and democrats brought defense into this. they had nothing it too with the impasse this took place last year. having said all that, tell everyone in terms of what is at stake in terms of these conflicts that are out there. we're bulking up for the persian gulf. we're getting worried about what's happening in syria, with russia and china. how are we supposed to answer the call there? >> well, that's an important point is that we have to be prepared and we have to be prepared for the unknown and uncertainty. we have to think even broader, too. what are the effects that having capability have on maintaining world peace overall? some people would say because you never used your nuclear

rocket force, they were useless. i think that the fact that there were no major power force on force conflicts for the last 60 years tells us a different story. >> brian: are you disappointed the president doesn't take a more leadership role in this? he was quoted as saying issues don't worry about it, there will be cuts in defense, but it's not going to affect insurance or pay. >> look, i'm worried about the response on all parties involved in this, the congress, the administration. we need it move beyond partisanship here and have a solution because all americans, republicans, democrats, independents alike are threatened by the effects of sequestration. we need a solution. we need the people in washington to do their job and solve this problem for the good of our national security, economic security, technological leadership. >> brian: when you talk to those in the pentagon, have they already drawn up the plans on how they will find this
