next, aly. >> let's go to meteorologist maria molina. what's happening. >> good morning everyone. we are keeping an eye on tropical storm isaac which basically has already made landfall across western parts of haiti already reemerged into open water. it's first alert forecast continues to strengthen. right now the storm system does have maximum sustained wined 60 miles per hour. it didn't weaken much over haiti. we have tall mountains and we are hoping those will help weaken the storm system out across this part of the world of haiti. it hasn't done that storm system has stayed well intact and is producing a lot of heavy rain anywhere from 8 to 12 inches of rain, locally though in haiti up to 20 inches of rain will be possible. even though the center of the storm system has exited haiti. we will continue to feel the impact. maximum sustained winds of 60 miles per hour. possibly even stronger wind gusts. the storm system later on this afternoon is forecast to move into eastern portions of cuba.
6:03 am
still as a tropical storm system. we are going to be keeping an eye on that. and a lot of heavy rain will be possible there as well. up to a foot of rain locally. up to 20 inches of rain will be possible. especially along some of the higher elevations. head through florida. one of the biggest impact is rainfall. 10 inches or more across parts of south florida. up into parts of tampa where the republic national convention will be. we are expecting a lot of heavy rain across the city of pensacola southern parts of alabama and southeastern portions of mississippi. just a lot of flooding rain is first alert forecast out here across the southeast over the next couple of days. we have doo have tropical storm warnings in effect for the city of miami up into parts of jupiter. there is also a hurricane warning, just issued out across the southwestern coast of florida also including key west. and also the rest of the keys. basically that means that within the next 36 hours we could already start to experience hurricane force winds and just hurricane conditions out across this
6:04 am
part of basically southwestern parts of florida. so, again, keep this in mind. it's already time to start making preparations across the keys and southwestern parts of the state of florida. here is a quick look at the first alert forecast over the next couple of days. first alert forecast to make landfall across eastern cuba and track northward and intensify over open water as a category 1 hurricane. landfall is just to the east of the city desitin. >> did you call your family in miami. >> yep. >> they battening downtown hatches. >> yeah. we are ready for it. >> isaac or no isaac right now the rnc is expected to go on as planned. steve live in tampa. >> tell us about the role call vote we are hearing about. >> the actual nomination of mitt romney to be the nominee of the republic party. that's a process that traditionally happens later in the week with both parties. this time it's right out of the gate on monday. a couple of reasons the romney

campaign says largely it's a transportation issue they say in order to spare the delegates have having to be shuttled to a morning session and back for an evening session. necessarily what they are going to do is try to get it all done in a particular session. much of the media work. there is what whole issue of up locking campaign cash. have a listen. >> we have already been electing general election money. but as far as the law is concerned. he will accept the nomination and we will be able to start spending general election money. >> now, as far as the romney campaign is concerned. when they collect campaign cash. they collect it basically in two halves. you collect the money for the primary campaign season. which ends the moment that the nominee accepts the nomination. so once they are the nominee, they get to spend that other half of the money in part it's due to transportation and t
6:06 am
other half is getting to the money in the bank they want to spend alisyn? >> it's interesting monday night most of the broadcast networks aren't going to be covering the event that's when the role call will be held. we also heard ann romney's speech has been moved from monday to another night so she can get on that broadcast network; is that right? >> yeah. the romney campaign is hoping that the networks do the right thing and give prime time coverage to ann romney's speech monday night. when it became clear they wouldn't do that the campaign reluctantly moved her speech to tuesday night. the purpose of doing all of that is largely so they can get her up on prime time, suburban women are going to be a huge deciding factor in a lot of battle ground states. so they want to make sure that those folks get a chance to hear from the wife of the soon to be nominee -- what he they're planning on doing is having that role call vote

that we were just talking about. wrapping up and clinching the nomination about 15 minutes into their evening newscast. they will break in and get some time, they hope, in terms of that think are playing some games with the broadcast nets. >> that's what you have to do nowadays to get some attention with the convention. thanks so much, people. check back in with you. >> thanks, steve. t seems the closer we get to the convention they are going to try to personalize romney a little bit. it looked like a week ago it was going to be about the businessman. now we are seeing that his five sons, five daughter-in-laws, 15 of his 18 grand kids and, of course, that speech from ann. >> we are going to talk about this with our political guests that needs to be the goal for the convention, humanizing mitt romney up on stage. he still has 23 point deficit to it president barack obama in the likability scale right now. they need to my man nice him. >> one other person supposed to be in tampa but has changed is vice president joe biden.
6:08 am
he was scheduled to go to tampa on monday to steal some of the limelight. because of isaac that has changed. he said because ever the security detail that some police and first responders will be allocated to the hurricane. >> this is a good thing. you know any time one of these guys rolls into town you can't move. traffic at a stand still. the whole city gets shut down. hopefully you take them at their word the obama administration saying vice president biden not going there want all resources dedicated to storm preps. >> putting that imaginary piece of duct tape over joe's mouth. no gaffes. he still will be in florida during the week. plenty of opportunity for joe biden to say something else he will be in florida and saint augustine later in the week. just no tampa not taking away some of the attention. >> vociferous on controversial
6:09 am
comments biden made when he was talking about what happened what would happen if mitt romney and paul ryan were elected and put y'all back in chains. congressman rangel had his own interpretation of what that meant. let's listen to him. >> was he talking about slavery? you bet your [bleep] he was. was he using the vernacular? yes, he was. did he think it was cute because pause -- yes he did. was it something stupid to say? you bet your life it was stupid. it's something that if a black would have said it, we would have been laughing because we would know that that they may be beating the hell out of us but they ain't thinking of putting us in any chains. i would say if you want to win you have got to play this filthy obscene game. >> what charlie rangel is doing there is laying the groundwork for hillary clinton to step in as vice presidential candidate.
6:10 am
i think he has been saying this for a while. the ideal idea is that vice president biden is a drag on the ticket. he would be pulled aside and hillary clinton would somehow step in. >> that makes for interesting conversation but nothing more than speculation. clearly not going to happen. not at least if you look at what the president tweeted out on friday. making clear h his support is all behind joe biden, his vice president. he tweeted yesterday from his personal account today marks four years since i chose joe biden to be my running mate. here is to an astounding vice president and to a great friend signed b.o. those are the ones he personally sends out himself when he does sign out the b.o. >> that's right. but still shows the official push fissures. >> that's what you need to do. going so far as that's the game we have to play now.
6:11 am
>> and to the vice president's defense he did come out, of course, and apologized when he landed that next campaign stop almost immediately said it was a poor choice of words was not referring to it that way at all. more coming up about the war of words between these campaigns. >> let's get to your campaigns right now and tell you what else is happening. senior talabani commander has been killed by air strike in afghanistan. as well as other militants. commander was responsible for attacks nato forces and moving weapons and firefighters. the u.s. has stepped up pressure on militants near the pakistan border after the government there complained about militant attacks from afghanistan. six of the victims from the shooting at the empire state build having been released while three remain in the hospital this morning. the victims caught in the crossfire between police and 58-year-old jeffrey johnson who reportedly walked up to his former bows and shot him in broad daylight. police say johnson then tried walking away but was stopped, drawing his gun on officers.
6:12 am
>> when he pulled out the gun, then i guess he shot the cops, one of them. and the cops shot him back. one of the cops shot me in the arm. >> it's not known for sure if johnson fired any shots at police officers. it's believed that the victims were struck by police fire. neither johnson nor his alleged target. 41-year-old steve survived. new reports out this morning that newark mayor cory booker is considering running against chris christie for new jersey governor in 2013. right now booker is traveling the country campaigning for president obama's re-election. will speak at the democratic national convention next month. christie delivering the keynote address at the rnc. word is booker will make a final decision about the governor race in december. >> rescuing people from fires. >> that will be a very fascinating election if it happens. coming up, does president obama have a hidden agenda in

down 7% to 8%. the real decline has obviously been during the recession, the great recession of 2008. what was most disturbing that i found in looking at this data that the census just came out with a couple of days ago is that even in the recovery period, al, of the last three years, there has actually been continued declines in middle income families. as you know, this whole presidential race is really going to be fought over this one issue. who cares more about the middle class and who can help the middle class most when you have got a $4,000 decline in middle incomes over the last four years that's a tough sell for the president. >> of course, if you consider yourself middle class it depends a lot lot where you live geographically in the country. let's define it for people household incomes that range from 39,000 to 118,000, if you live in a bigger city, it's closer to 118,000 you consider yourself middle class.
7:47 am
so, by the way we should also mention the income has plummeted from 72,000 on average down to 69,000. can't this work as an advantage for president obama even though the income has declined on his watch? can't he say the rich have gotten richer. the wealthiest among us are making more money. that's why i want to tax them more. mitt romney won't do that. >> of course, ali, you are exactly right. that's precisely what the president has been saying for the last six months. he is going it really ramp that up over othe next couple of months. the problem is what most middle class people care about is not how the rich are doing but how they are doing themselves. they don't mind if the rich are getting richer if they're also seeing a rise in their own income. that hasn't happened under this presidency. what's so unprecedented about this recovery is most of the time by now you would really start to he see some robust gains in middle incomes. that just hasn't happened right now. so i think it's really problematic. by the way, it's interesting to note that the group that has been hurt the most in this

truancy fine? let's hear from both sides of the debate, cynthia, a former member of the texas state board of education, and assistant professor of law at liberty university. she's with us from lynchburg, virginia. michael mcshane, a research fellow for education policy at aei. he's with us from kansas city today. thanks so much for being here. michael, what do you think of the policy? >> you know, i think it's part of a broad tradition we have in the study of economics, dating all the way back to adam smith that human beings respond to financial incentive. more recently, behavioral economists looked at incentivizing specific behaviors with cash rewards and it found that provided the program satisfied two basic criteria, they tend to be successful. one of which is that the goal is attainable. and the second of which is that the path to get to the goal is straightforward. so if you think about it, if you were to say that you were gog pay me a million dollars to dunk a basketball, i'd say, there are certain physical limitations
9:46 am
that are going to prevent me from doing that. it's not attainable. the incentive probably won't mean anything. similarly, if you told me i had to coach a basketball team to the dc city championship, the path to get there would be extremely difficult and would have to intersect with other people. so a financial incentive might not necessarily work. >> i got you. but let me hear from cynthia. hold on, michael. what he's saying is cash is a good incentive, therefore, a fine is also a good incentive. cynthia, do you agree? >> well, generally speaking, i hold too closely to the reagan ideology that the most frightening words are i'm from the government and i'm here to help. the problem is that the government is seeing a problem and they're trying to fix it by more government regulation and intrusion. there is so many problems with this ordinance from potential constitutional due process concerns, we're going to have a nightmare as far as enforcement because we're talking about fines potentially for children as young as six years old.
9:47 am
beyond that, it is government intrusion of parental rights and jurisdiction. i know that in today's society where we have a government that doesn't trust us to even choose whether or not we're going to buy health insurance, it's not surprising that they're not going to trust us to parent our own children. i just don't happen to think the state can do a better job. >> we have to leave it there. we have breaking news. thanks for coming in for the debate. we want to go to governor mitt romney who is speaking live in ohio. >> he keeps leading ohio to have a bright future! and get josh man dell to help news washington as well. he's going to help ohio and help our country! you know, i happen to hear this faint sound in the distance. you may hear -- it actually reminds me a bit of the president's address four years ago speaking to the convention in denver because he was speak
9:48 am
not guilty front of those greek columns, remember that? this is kind of like the greek chorus in the background. everything they do reminds us of greece and we're not going to greece. we're going to get america back to being america! [ cheers and applause ] you know, i happen to pull out his speech last night. i'm not kidding, i pulled out his speech that they gave in denver. it's really a brilliant speech. he says marvelous things. he just hasn't done them. [ laughter ] my guess is that a few weeks from now, he'll be speaking at the bank of the american arena, he won't call it that. he'll be in charlotte. he probably won't put greek columns behind him. he won't want to remind us of that either. but he'll have all sorts of promises to offer again. he'll tell you how much better things are now, but you know, this time we have more than just the words. we have the record and we understand the big gap there is between what he promises and
9:49 am
what he hopes, what he actually delivers. that's why this november the people of ohio are going to make sure we get a republican in the white house and take back america. [ cheers and applause ] now, interestingly, in his speech the first thing he said was that he measures progress differently than do people like us. actually as i listened to how he measures progress, i measure it the same way, so he was wrong on that. but he said number one, he measures progress by whether people are able to get good jobs. but under this president, 23 million americans are out of work or stopped look for work or can only get part-time jobs. it's a travesty. he said he would do one thing, he did another. we'll put in place someone who actually knows how to get the job done. [ cheers and applause ] see, my record was a little different. i was able to get unemployment down to 4.7%.
9:50 am
wodn't we like 4.7% again in this country? [ cheers and applause ] your governor is on the right track. he's doing here in ohio the exact things that have to be done to get small businesses to grow and thrive and big businesses to expand and hire more people. this is about more jobs and more take home pay. it's not about rhetoric. it's about getting the job the american people need and we will do just that. [ cheers and applause ] he also said he measured progress by whether incomes were going up. our incomes are going down. well, he lost that one, too. guess what's happened over the last 3 1/2 years? just as paul indicated, incomes in america for the average family have dropped by $4,000! with the median income in this nation of about $50,000, $4,000 reduction is enormous! think about costs for gasoline and utilities and food and
9:51 am
health care. he also said, by the way, he'd bring down the cost of health insurance. this year, by $2,500 per family. have you seen that? >> no. >> as a matter of fact, the average family has seen health insurance prices go up by $2,500 a family. this is a president who says one thing and can't deliver. it's finally time to get a president who can do what he actually says he'll do! [ cheers and applause ] >> mitt! mitt! mitt! mitt! >> our greek chorus is chanting four more years. do you want four more years of high unemployment? >> no! >> do you want four more years of declining wages? >> no! >> do you want four more years of home values in the basement? >> no! >> do you want four more years of the big banks getting bigger
9:52 am
and small banks getting smaller? >> no! >> do you want four more years of barak obama? >> no! >> neither do i. you guys, we have a very different vision for this country. the reason the president failed in doing what he said he would do is because his basic and fundamental belief about america just doesn't square with the america you and i know. he doesn't understand what it is that makes america's economy so powerful, so unique in the world. i've had the thrill over the last couple of years of going across the country and meeting people across america, small businesses, big businesses. i met a woman who has her own upholstery company. i said, how did you get in business? she said, my husband lost his job and he took a class in uppollsterring and she being the business mind in the family, she started a company and hired him as her first employee.
9:53 am
then she went on to hire 40 more. now she has a successful business. i met another woman a couple of days ago, couple of weeks ago rather, high point, north carolina. she has a furniture business, tough competing with china in furniture when they cheat on their currency as they do. and she had to try and find a way to save her company and save the jobs of the people that work there. she found a way. she makes a very special kind of furniture. hospital waiting room furniture. now she dominates that. and by focusing on something so narrow, she's been able to keep her business together and her employees together. by the way, just a word to the women entrepreneurs out there, if we become president and vice president, we want to speak to you. we want to help you. women in this country are more likely to start businesses than men. women need our help. [ cheers and applause ] i saw another entrepreneur.
9:54 am
this guy's name is jim. jim comes from southern illinois. graduated second in his high school class. second from the bottom, that is. he concluded that the college wasn't part of his future, but he convinced his dad to give him a loan and they would split the business he would start 50/50. he wanted to make a food business and deliver it to people of the he went out to buy a hamburger grills and rollers that make the hot dogs and the hood that takes out the smoke. way more money than he had. the only thing he could do with the money he had was make sandwiches. so he set up some tables in the garage and made sandwiches and delivered the sandwiches to people at work. now jimmy john's has 1500 restaurants and employs 60,000 people! that is kind of how america works! [ cheers and applause ] you see, it's individuals like those, well, melanie, the woman
9:55 am
in north carolina. jim gee john, it's people like that who take risk, who work hard, who start businesses, who hire other people, these individuals in this country we celebrate them. we acknowledge their achievement. we love their success. we don't attach success in america and we will never apologize for success abroad. [ cheers and applause ] but as paul said, the president has a very different view. he fundamentally believes that government is the source of our great strength and economic vitality. look, we value our government. we value the people who work in government from the bus drivers to the police and teachers and people who even work in bureaucracies. they're essential to keep our country going. don't forget, we pay for them as well. but we do value them. but we also recognize that what makes america unique is not just that we have a government with government workers and bureaucrats, but we have free people and the job of government
9:56 am
is to protect the freedoms of the people so they can build a brighter life for themselves and for their communities! [ cheers and applause ] when the founders wrote that declaration of independence and said that the creator gave us our rights, they were both inspired and brilliant, in my view. those rights included life and liberty and the pursuit of happiness! in this nation, people are free to pursue happiness as they choose. so for hundreds of years, they've come here with dreams, hopes of building a better future for themselves and for their children. and some succeed brilliantly, like jimmy john and melanie. and others succeed in other ways. others succeed at work hard and getting a promotion at work and save money for their kids' education. people succeed by working hard and getting on the honor roll as a kid. if your child gets on the honor roll, works hard, studies, does well on a test, makes the honor
9:57 am
roll, i know that to get to school, he or she had to get on a school bus. but when they make the honor roll, congratulate them. don't say thanks to the bus driver! they're the ones that accomplished the achievement! [ cheers and applause ] this is a nation that celebrates individual initiative. people seeking greatness, people who have dreams. look around the world. it's here where the dreamers come. not a lot of dreamers in north korea, are they? the dreams they have there are just getting out. not a lot of dreamers in cuba. they wish they could come here with relatives in this country. this is the land that promotes dreams and the vision of individuals and it is the freedom of individuals we will protect and reignite america's economy. i'm convinced that you're going to see, by virtue of our administration, this economy come roaring back! great jobs are coming back! [ cheers and applause ]
9:58 am
there are five things -- >> mitt! mitt! mitt! mitt! mitt! >> there are five things we're going to do. there are five things we're going to do that are really going to get this economy going. and i think you know what they are. number one, we're going to take advantage of our energy, our oil, our coal, our gas, nuclear, renewables. none one, take advantage of energy. [ cheers and applause ] we're going to do what the president said he'd do, which is we're going to get america, north america, independent for energy within the next ten years, america is going to be energy independent. number one. [ cheers and applause ] number two, we need to make sure that our workers have the skills they need to succeed and that our kids are given the skills that will allow them to succeed. it is inexcusable in the nation that invented public education to have our kids performing in
9:59 am
the bottom quarter. the president just can't do what he knows he should do because his largest contributor is the teachers union. if we are president and vice president, we will put the teachers and the kids first and the union behind. [ cheers and applause ] there is a third thing, number three, we're going to take advantage of trade and make trade work for america. we're productive. we can compete with anyone in the world successfully. i want to open up new markets, particularly in places like latin america where there is a growing middle class. it's huge opportunity for us. we speak the language, we're in the same time zone. so we have opportunity there. but at the same time, i want to make sure that people in trade who cheat recognize there will be consequences we won't stand for it, china has cheated. i'm going to put an end to it!
