sunday. >> right now, reports of widespread electrical power outages across south florida as isaac takes aim and mandatory evacuations already in parts of new orleans. i'm harris falkner, we're live as fox reports tonight. >> storm surge, it's a potential hazard all the way around from louisiana to southern florida. >> a powerful deadly storm on a collision course with the gulf coast. parts of florida already feeling the pain, but now, forecasters say isaac could be headed to new orleans next. essentially making handfall exactly seven years after

katrina. >> also, the storm's potential effects on this week's republican national convention in tampa. already been pushed back an again. >> out of abundant caution and everyone's safety concerned, this is the right decision to make. >> tonight, the g.o.p. battens down the hatches as isaac threatens to crash the party. florida is already taking on the full force of trrm tropical storm isaac, it could become a category 2 hurricane and possibly slam new orleans on tuesday or wednesday, that would be the very same day the city marked seven years since the costliest natural disaster in our nation's history. this pictures come just coming in, miami, florida, and officials say that isaac has flooded the streets and canceled hundreds of flights and knocked out power to thousands of people in the state and the national hurricane center issued just a

few moments ago and oil and gas companies report they're evacuating rigs in the gulf and louisiana governor bobby jindal is telling a state of emergency and telling them to get out of-- >> we're calling on folks in low lying areas, in 15 parishes on a hurricane watch to go in and start voluntary evacuations today. >> harris: for now, governor jindal and the governors of mississippi, alabama and florida has their plans to go to the republican national convention in tampa, starting a day late because of the storm. more on that later. for now, team fox coverage of tropical storm isaac phil keating live for us in key west and and let's go to maria molina in the weather center. moments ago, we saw governor rick scott saying the storm seemed to move quickly, but supposed to slow down and

that's not good. >> that's right, when a storm system slows down, you're talking a prolonged period of time we'll have to deal with heavy rain and that is forecast to occur once the system begins to move over the gulf coast and a lot of things change then. what we know now, the center of the system did pass just to the south of key west, earlier today. late afternoon and basically now, about 40 miles to the west or southwest, of the city of key west and original li thinking a category 1 hurricane as early as this evening and that's changed and the storm system hasn't gotten its act together yet and maximum sustained winds at 15 miles per hour and forecast to remain a tropical storm a couple of days until early tuesday morning or late tuesday night and we had very warm weather and temperatures into the 80's and it will provide the fuel for isaac to continue to intensify and we're anticipating landfall somewhere along the northern gulf coast and especially as we head into the late tuesday

night into early wednesday morning, as a possible category 2 hurricane with maximum sustained winds after 100 miles per hour. and it's important to focus whether it's going to make landfall. it's a large system. and tropical storm force winds outward from 200 miles to the center of the system and feel the impact well out from isaac, wherever it makes landfall. we have hurricane issues from new orleans, across the extreme western portions of the florida panhandle and we could start to see tropical storm conditions late monday across parts of the northern gulf coast well in advance of where the center of the storm moves and a storm surge could be 12 feet and with possible tornados. >> harris: looking at the residents across louisiana, you understand why there's evacuations, and isaac's wind

and relentless main has been across the area as maria is showing us on the map. not before a dangerous condition across the popular tourist destination, punishing winds, a snapping paul trees and power lines. and look at that. forecasters warn that the low lying island chains could see a storm surge on top of the enormous amount of rain. not everyone in the easy going key west is taking it seriously. and one is boarding up the windows and a hurricane party going on inside. fel phil keating has been in key west and how much of a surge have you seen? >> we still don't know yet. because it looks like at this point, maybe 18 inches, so far, but a one to three foot storm surge key west remains

in effect through the night and due to the fact that while tropical storm isaac fortunately did not materialize into a hurricane has it hit the keys, everyone was worried about, it's now northwest of key west and that means this is the-- the back side of the storm, the back side of the tropical storm system and you can see it's tagging a lot of winds, and producing strong surf ap thut the evening, more bands of rain are likely in the area. as far as rain all day long, well, it's definitely localized street flooding not only in key west, but 20 miles up the keys, up u.s. 1, also, and some of the localized areas, and street flooding as you see in key west, people taking it in stride and barefooting it through the puddles that was their street. harris. >> harris: it's interesting, you make the point it's a tropical storm and not yet gained the hurricane strengths

and that's what everyone is bracing for at this point and it's the enormous size that it spreading the impact far and wide. >> yeah, as a tropical storm, never developed into a solid eye, it still stands about 200 miles from end to end. so, not only did the florida keys get rain all day, also miami-dade county and broward county and some severe wind impacting miami-dade and broward county, as of right now. 60,000 people without power in the two counties, rather, and the system's sporadic here in key west. but more than 500 flights were canceled. in and out of miami's international airport, as well as the fort lauderdale airport. all due to hurricane-- or tropical storm isaac, but again, everyone's looking forward to this winding down over here the next several hours, however, the monroe county sheriff's office which

covers the keys here, are still urging everyone to stay off the roads, stay inside. all night long, and don't come back out until tomorrow. all schools and government offices remain closed all day tomorrow. >> and you mentioned the rain was coming and with the outer bands and i see people behind you and curious, do people get out of the way of this thing the way they should have. i know it skipped the keys a little, but gaining power, we're seeing it already on the map. >> a lot of local residents, telling me over the past several hours, wow, it didn't materialize, into everything that we thought it was going to. but that's good news, so, there's surely a lot of hurricane parties throughout the day and led to certain people coming down here and getting into the rough surf although that's still dangerous and it's not advised whatsoever. but you can see all the dark water out here, and that's all storm drains from the city headed out into the ocean, so that's a result of all of the rain and again, the strong winds remain, in effect.

for much of the evening and into tomorrow morning. >> harris: phil keating, thank you so much. that's what forecast he is said we would see, kind of go around the keys and at the other ends of florida, the panhandle under a hurricane warning where it's building. and it's getting ready that area, isaac. according to the pensacola naval air stations are moving dozens of air force and naval planes out of the area. our rick leventhal, rick, it's coming, not to be underestimated. it's a killer and people have died. are people hunkering down or what are they doing. >> reporter: a lot of people are enjoying what has been a gorgeous day on the beach at pensacola. we know this city and beach could be hit hard even if the hurricane continues on a path to the west. they got slammed in ivan and that storm was to the west and more in a bit. i can tell you that the county

officials are taking this very seriously and they have, they're under a hurricane watch here and issued a local state of emergency this afternoon, they've issued evacuation orders for most of the barrier islands around pensacola beach and the pay and for large portions of the downtown area of pensacola, those evacuations could begin as early as tonight. shelters opening at 9:00 tomorrow morning, and schools in the county have been closed for monday and tuesday and they're telling us the could deteriorate and they're expecting tropical storm force winds as early as 10:00 tomorrow night and 10 to 12 inches of rain, and that could be a major problem because they've had a lot of rain the past month so there could be a lot of localized flooding. i haven't heard any bridges closing or any plans. but certainly there are evacuations planned for many of the barrier islands around pensacola beach and we've heard about locals stocking up on supplies trying to get

ready for the storm. >> the meteorologists have been saying when it gets there, that's the area it's going to sit for a while and you mentioned the foot of rain and that's the great danger, the flash flooding and the tornados, and rick leventhal, thank you very much. we'll come back to you as news warrants in the panhandle. officials have ordered mandatory evacuations, in a parish severely hit during hurricane katrina, the parish president saying those living on the east bank must leave come by noon. and we have more, and shepard smith will ang kor studio b live from new orleans beginning tomorrow. and isaac is causing changes and we've been reporting the republican convention reacting. the g.o.p. releasing a new schedule for the week, a live update from tampa and more on the evacuation of oil and gas rigs in the gulf and what that could do to the energy supply. stay close.

>> some of the world's largest oil companies are pulling workers from gulf rigs under the threat of tropical storm isaac, cut off an estimated 24% of daily oil production and 8% of gas production in the gulf and those could rise as the storm intensified. remember, it's expected to sit in that body of water for a bit and build. and prevent in case of damage to a platform, isaac could have an impact on refineries along the gulf coast from mississippi to south texas. the romney campaign, today acknowledging, there's nothing anybody could do to the weather and they can make changes to isaac and they will. earlier today. the chairman of the republican national committee says the

the mayor of tampa, says he didn't think the weather is going to be that bad. and they put in plans to evacuate people from low lying areas. here is what he told me. >> we're not contemplating evacuation at all. the hotels should be fine and dry. and standing water on low lying roads, but evacuation hasn't entered into our preparation plans yet. we want to keep the visitors and delegates safe. and the storm is moving with west, one bad day, some rain and then it's gone. and it's lack to rnc. >> and it doesn't look like tomorrow, that the weather will be that bad, but the rnc's hands are tied and the secret service took down the tents. >> it was more than an abundance of caution, there were high winds and took planes out of the sky. and you have to get people to the convention and is the

threat over once the storm has passed? >> it will be immediately at least, should be underway for tuesday, the open question mark, that storm heads out in the deep warm weather it will never the next 24 hours or so and it could gain strengths and looks like it's headed to a popular area and new orleans is it in that cone of uncertainty. if that were to happen much like 2008. they might have to cancel another day, if that happens on wednesday, early in the day, they might have to cancel the whole thing. the chairman of the rnc says they're taking it day by day, here is what he told me. >> i don't think all that careful here, but we've got to be nimble and watch what's happening and we want to be obviously respectful and thoughtful and prayerful for the people impacted by the hurricane. and we'll take it like you are, one day at a time. >> reporter: and talking to them as they were doing a sound check for the band, which is very good and something to look forward to.

national serb center. and something is on the path and almost a bulls eye, is that where new orleans is. >> yes, new orleans is in the area that's at risk. take a look at that graphic as well. the storm is located now down here pulling away from the florida keys, this is the large area, that's the cone. within that we have the hurricane warning up now all the way from morgan city, louisiana across to destin, florida. new orleans is it in the middle of that. other areas are at risk as well. while new orleans has a large population to prepare, everybody else should be preparing as well. in fact, monday is really the only day that we can guarantee the weather will be good enough to be outside for the entire day in preparation. tuesday, this system may deteriorating with possible landfall tuesday night. >> how similar is it from katrina? i'm hearing we could see winds topping 100 miles per hour and katrina was not too far away from that.

111-130. >> there are some similarities, both storms came across florida and then the upper central gulf coast. and it made it to a category 5 before it came down a little bit at landfall and this storm has not shown the kind of organization that katrina had. we did think it would strengthen and the category 2 in the margin of error, could be as low as category 1. could also make it to 3. >> harris: we saw people playing down in the surf in the keys in florida and looked like the thing had kind of slowed down and missed them ap everything was going to be okay. but from what you're showing on the map we should not get lulled into x-rays sense -- >> complacency. >> and significantly before the storm gets to the gulf coast, when it cost, our greatest concern is the storm surge, could have three to

five feet of storm surge across the entire northern part of the gulf, with the highest surge just to the right of where the storm center comes in. and if you move the track here, you have it just to the right there. >> harris: thank you very much from the national hurricane center, we're coming up on that official update, ed, in the next 25 minutes and we'll keep an eye on that. and they're adding lists to the parishes, mandatorily in new orleans, and 15 parishes will close tomorrow morning as well as as new orleans is bracing, isaac, still drenching florida with heavy, heavy rain and we'll get back live to key west and get an update from the extreme weather center. we're live in new hampshire where governor romney is getting ready for the republican national convention. he's been, woulding on his speech all day. we'll hear from the governor coming up.

plaq plaquemines parish and maria molina is live in the weather center. isaac could hit new orleans, hard to believe. exactly to the day seven years after katrina hit. >> and another interesting fact in 2001, seven of the last i-named storms have been retired, due to deaths they've caused or how much damage they've caused, so this is something eerie and coincidences and right now we have the isaac system that's basically already moved out of the keys and now producing heavy rain across, just open water in the gulf of mexico, but the water out here is very warm. temperatures are well into the 80's, across the gulf of mexico, so, we're forecasting that it should intensify, unfortunately before making landfall somewhere along the northern gulf of mexico, along the gulf coast, again,

tropical storm isaac maximum sustained winds moving west-northwest at 16 miles per hour and a hurricane category 1, monday or tuesday, and tuesday 1 a.m. at 8 miles per hour and then further intensification is forecast, and right now the center is supposed to move to the new orleans or east to mississippi and cities like mobile in alabama, so we have to keep a look out for heavy rain and storm surge up to a foot possible east of the storm system and then again, we have to keep a close watch out here because isaac is also a very large system. even if the center doesn't move over here, you're going to be feeling impacts at least 200 miles out from the center of the storm. >> maria, i want to press in for a second review. i don't know if people have an intimate understanding how bad the storm surge is. can you explain it? >> yeah, basically that water moved on shore and it really

is the worst on the eastern side of the storm system, because if that counter clock-wise flow and pushes that onshore and beach erosion and high water, and 12 feet storm surge, bo of above that, the coastal areas and that you have to factor in the heavy rainy you see from the storm. >> all right, maria, appreciate that very much. thank you. >> well, the center of the storm, as you've heard, has now passed the florida keys, but isaac's monster size means that the winds and rain are still sitting there. phil, this is coming in intervals and more than it did when we saw you a few minutes ago. >> well, we have a changed positions, 180 degrees and you can see some of the localized street flooding that's popped up. thanks to ban after ban of heavy rains and wind and as you mentioned the center of

the tropical storm northwest of key west proper, this is the back side of the key west storm and packing, 50, 60 mile per hour wends and you can see the waves are churning and a storm surge of 1 to 3 feet. still possible throughout the night. and that's why the monroe county sheriff's department urging all residents, don't drive, stay home, and urged everyone to voluntarily evacuate on saturday and while people did do that, we did drive past them on the way down. a lot of people did stay put. it's quiet to the typical weekends in key west. there are more rain bands coming and also strong winds in the forecast, and the tropical storm is large in diameter and that's why the heavy rain all day long not only happened in the florida keys, but miami-dade county and broward county and led to 700 flights canceled between

fort lauderdale and miami in and out and key west airport closed and not planning on reopening until about tuesday morning and that could change, but, a lot of residents down here, including the governor scott, as well as the emergency management leaders, all kind of doing one of these, because it was possible, it would be a category 1 hurricane by the time it actually hit the keys, fortunately, it was only a tropical storm. a pretty good one at that. but throughout the area, damage is still relatively miner, although 16,000 people in miami-dade and broward county without power right now. only sporadic outages in the keys and they performed pretty well. >> and i think that people behind you and surf is hitting over their head and i wish people would listen. because as the sunsets down, if one of them steps off that dock, they're going to have a rescue situation on their hands. >> reporter: well, a lot of people down here, who did stay, want to come out and play, they've had cabin fever all day and you can see a few

people down here on the pier. and some people actually, we were seeing them jump off the pier into the water, not recommended and still pretty rough out there as you can see, and you can see how dark the water is because of the rain, all day long, and that's gone through the streets, out to the drainage systems and funneled out into the ocean, so, not exactly clean pristine florida december gorgeous water. i personally wouldn't go in there right now, harris, but some hearty souls taking a chance. >> harris: that's a kind word for them. all right. phil keating, thank you very much. governor mitt romney says he hopes everybody in florida is fine and he's concerned about the people in isaac's path and governor romney made the comments as he and his wife were headed to a private prep school preparing for the convention and working on their speeches and carl cameron from new hampshire, and how is the governor preparing this week? >> well, he's mostly been behind closed doors today. working on his speech. talking with staff and like

the rest of the country, really, carefully watching isaac's track and worrying about its impact on the tampa convention. and his staff virtually hour to hour conversations with people in tampa, and as well as romney staffers overseeing and shepherding it through. he did to go church and stepped out as he went to brewster academy to do the rehearsal and about what the people were concerned about today, not the convention but the storms. >> anything about the hurricane, governor? >> and everybody is fine there, and affected by it. are you concerned about your convention. >> convention-- >> well, in effect, mr. romney and president obama are something of a very delicate political spot. they have to be concerned about the hurricane, lest it appears they're more concerned with the election than the

hurricane isaac. and to hold things up monday and push things more to tuesday, wednesday, thursday and even talk from the governor of florida to extend into friday, the likelihood of that would seem small, people have planes booked and convention facilities and things like that have arrangements after the republican national convention, but it's not just the republicans, with the storm headed out to the gulf and the further west coast of the gulf, that means the president has to be worried about his convention being threatened the following week and of course, dealing with the aftermath and the cleanup after the storm, harris. >> harris: boy, and that's the part, the flip side of this the country has seen. it can be a heartbreaker depending what happens and we're praying for new orleans at this hour, tell me this, the governor does not address the convention until thursday, he's there in new hampshire and he was working on his speech. what else is he up to. >> and he worked on the speech with the teleprompter and he's sort of notorious for his own

lasted edits. and he writes his own speeches and introduce the country and do so without it being filtered by the press and certainly not by democrats. mr. obama and joe bide n were planning on campaign in florida, that's been scrapped. and tuesday ap wednesday, one presumes he has to get to tampa and a speech on wednesday in indiana, indianapolis to be precise to the american legion, all en route to tampa. if he can get there, the airports closed et cetera, they've got their fingers crossed and putting on a brave face apart from monday's delays and the speeches squeezed into tuesday, wednesday and thursday, they're convinced they can pull it off, but there have already been glitches and hope they can minimize them the rest of the week. >> harris. >> harris: campaign carl

and that's a good thing. now, on to the next. wow, this is dark skies over tampa right now. that's the tower cam rah-- camera in the city and one of the reporters is out on the road near tampa, tampa bay area now and we can see the storm is moving in. i got a tweet a moment ago from michelle down in mooem and -- in miami and saying they're getting drenched. we know this thing is on the move and when it kicks back out into the gulf of mexico, it will pick up steam and that's when we'll turn our eye towards new orleans and the panhandle. just into fox now, authorities in tampa arrested a protester armed with a large i-75 -- armed with a large knife. s this the mug shot. they ordered him to stop. he resisted arrest and police say they had to physically

restrain him and that's when officers reportedly found the knife. and we're going to ask hem what's going on down there, john? >> here are details that we're starting to fill in from the hillsboro county sheriff's department. it happened about 2:15 this march, 31-year-old man of tallahassee, walked in by himself. walked into the first exclusion zone for the republican national convention, about five blocks north of the forum where the event is taking place and police say he was wearing shorts and an eight inch knife strapped to his leg. they say he was a protester, he won't alone and won't affiliated with obvious protest groups although there were some in the area. in the afternoon. police ordered him to stop. he said i don't have to stop, i can do neg i want. they tackled him, and he resisted arrest. he's in the county' jail, awaiting a preliminary appearance tonight at 8:00 eastern or maybe tomorrow
