welcome to the journal editorial report i'm paul gigot. all eyes on mitt romney as he makes his official debut as the republican presidential nominee thursday night in tampa florida going into the convention just 38% of voters have a favorable opinion of the former massachusetts governor. what can he do to help turn that around? joining the panel this week, dan hennig gather. jason reilly and dorothy rabinowitz. people haven't warmed to mitt romney, we know that. what does he need to do to communicate with people to change that opinion of him? >> he has to open himself up in a way that he hasn't before. in a way that many politicians don't but he especially. the talent on the political trail is you make a list of all of the things you are going to do, close this department, do this. what mitt romney has to do is sustain a speech a long speech

at the convention and elsewhere, where he says i know there's anguish in this land. i know that there is long term unemployment. he has to instead of passing over that and say i'm gonna fix it. he's gonna say i know what it feels -- i know what it should feel like to go to employment office to have no answers to have nothing. let him draw a description of what americans are feeling like. everybody in america knows somebody who is unemployed. everybody has a cousin, uncle, and you, this reaches to the hard of showing who he is. they have never seen before someone who has incorporated -- >> interesting. you are saying to borrow a cliche from bill clinton, he needs to show people that he feels their pain? >> yes. >> jason, you agree? >> one of the reasons that hasn't happened so far has to do with the obama machine he's been outspent he will have a

little more after the nomination. obama has been defining romney with negative ads and negative ads work. so he will be able to push back some. whether he should use that opportunity to go toe-to-toe on likeability, with obama i'm not so sure. >> i think she is saying empathy. >> i'm not sure that might play to obama's strength. he would do better to focus on his accomplishments as governor, keeping employment low, saving the olympics in utah, his business record success at bai . keep the focus on -- at bain. keep the focus on his accomplishments, let obama play the likeability game. >> it doesn't work, it has not work. we have heard enough about the olympics, i hate to bring up this subject, but franklin roosevelt when he died somebody was caught crying and the reporter said to him, did you know mr. roosevelt? he said i didn't know

mr. roosevelt, but he knew me. >> dan, the embracing -- mediate the dispute, where do you come down on this? they are going to bring in testimonials all week to his business success, bane capital, romney did -- they want to bring out this record of success and personal portrait. >> i don't disagree with dorothy and jason, that romney has to do these things. the election however is not about mitt romney. it is about the american people and the situation they are in right now. i would push a little further than what dorothy has suggested. which is mitt romney is representing himself as a guy who understands business. he wrote and published a piece on the "wall street journal" editorial page in which he described four, five businesses he worked with. he has to talk about what is in the minds of employers now who are not hiring the americans who want jobs.

why aren't they doing that? something he understands. what has barack obama done to prevent those employers from make those hires? he has to make them understand he knows the way the economy works and why it working. >> that speaks to his personal experience exactly. >> what about the agenda jason? people are looking for answers. the people that dorothy talks about who are hurting not only does romney get it, what is he going to do for them and how? tell me war the three, four, five items that he needs to layout -- give me a couple that would reassure people that he has answers? >> jobs foremost on people's minds. >> how? >> he would probably say i need to lift the regulatory burdens off of businesses, give people some sense of security when it comes to the future. what tax rates are gonna be and so forth everyone talking about if fiscal cliff we are

on that does not help in terms of job creation, economic growth i want to give people some certainty that's got to be part of his agenda in terms of what he would do differently than what obama has done. >> yes we could use more of that. the real sense i'm talking about is make people feel he knows what we are going through that is the one thing that has fallen short in all polls. no, he doesn't really understand where i am at this is the opportunity to say yes i know anguish. >> then they have to know how they are going to get from where they are into a better future. >> he has to do both, personal and -- polls are even with his personal approval being favorable being down this convention gives him a chance to break out if he can connect in some way when we come back the republican party then and now. how far has it come from the george bush, tom delay years

from the reform governors to the tea party movement the new there is a tornado watch in effect for are portions of southern and central florida. the storm is packing top winds of 65 miles per hour. isaac could make landfall tuesday night or wednesday morning as a category two hurricane. new information from the national hurricane center is showing it is now likely to hit new orleans. mayors and governors have, louisiana, to florida are are urging people not to take any chances. >> if you are called upon to leave you should leave. we will not say it lightly. we don't take these things lightly. we have been true through them before and seen the results of people thinking that they somehow are stronger than storms. these things are are unpredictable. >> while the track of the storm may change it is important for mississippians to take the storm seriously and prepare now

for its potential impact. >> parts of florida affected by isaac sunday. so far no reports of any deaths tore major injuries there. tropical storm isaac is blamed with killing people in haiti and the dominican republic. the terrorism is forcing the republicans to release a revised three day convention schedule. they are shaving some speakers and finding new tomorrow slots for others. presidential candidate mitt romney and paul ryan will be he nominated on tuesday. on the west coast, several earthquakes striking southern, california near san diego. the largest a 5.5 quake. the quakes did minor damage to some structures but no injuries were reported. i'm marianne rafferty. now, back to journal editorial report.

republican party that will be on display next week in tampa is not the same as even four years ago. those being prominently featured this time around is a group of so-called reform governors, including keynote speaker, new jersey's chris christie. jason, how has the republican

party changed since the bush years? >> the biggest change has been the rise of the tea party movement. which has helped the party a good influence i think there's sill an insurgent populist movement but pushing the gop in the right direction. all the types of things that they got away from unfortunately, ungeorge bush. >> has the tea party been co-opped -- co--opted or are they the gop? >> i still think they are for reform and good within the party. i would argue the gop leadership, boehner and mcconnell in particular have done a good job of trying to harness the energy of the tea party for the good of the party. >> interesting paul ryan symbol of reform in the u.s.

congress, trying to get control over government reform the major s of government like medicare -- entitlements and so on. you have governors elected in 2010, move of them although mitch daniels in indiana before, they are trying to shake-up the state government what do they have in common? >> what was new starting in 2010 with the tea party movement is republicans always could build a political constituency to cut taxes. now you have a constituency to control spending. what was new with chris christie was he could make the case for going after the political sacred cows saying we need to rein in pensions, teachers unions, scott walker took it further with reforms. >> dictating wages to the politicians. >> the tea party agenda which is small are government largely reflected in the republican agenda the question is whether they changed the party? i don't think will be answered

until next year if romney is elected. >> see how they govern. >> it is indeed true that the tea party was all about reducing spending, but it want just spending, it was the fact that the united states federal government and the states with were at the edge of a fiscal cliff. california is a perfect example, it is going over the fiscal cliff in wisconsin people like scott walker and ohio john kasich, chris christie especially if new jersey just leveled with the people in new jersey we cannot go on the way we are or our state will face economic ruin. that was what the tea party was all about, not just the usual we don't like government spending. is that we can no longer afford these levels. >> four years ago, eight years ago the republican party did not want to take on entitlements. bush tried, but didn't campaign on it much in 2004. he tried in 2005, he couldn't even get a vote out of the republican congress. >> what james said about scott walker is right. you talk about a sacred cow,

third rail, whatever metaphor you want to use he took it to them and survived and it isn't a message to the rest of the party the rest of the country, that you can push these reforms successfully and survive them. i think the presence of the tea party has been felt much deeper at the state level where they in control of certain states. in congress, the republicans only control the house there's some good senators and probably more coming in november, when you don't control the presidency and you don't control one chamber it is hard to make your presence felt. >> what are the dividing lines that still exist within the party? the tax cut argument sames to have been won bay tax cutters. spending cutters are there. >> this issue of taxes and spending is still not settled. president obama attacking paul ryan as some kind of radical. the truth is most people in the tea party would like to balance the budget sooner than ryan. what he's put out is not a tea

party budget it is a way to bring back sanity over time, without drastic changes in the short term. >> there would be a fight, if romney wins there will be a big fight over how far they can go and how much to reform. what about immigration? >> that's a social issue the party going to have to come to terps with. right now face growing department -- department graph particularly in swing state [ talking over each other ] >> latest poll said obama has a 35 point lead against romney on this issue aouplt it is an issue that the party has to deal with the gop platform committee met in tampa earlier this week tried to work out some language. it does include more security measures, border security, e-verify also a guessworker program. the party is struggling with this issue but they to come to terms. >> if they lose the hispanic vote they are likely to lose

the election. think knew this was coming and they've allowed it to happen this is a big chunk of the electorate now. >> romney has to do better than mccain did which i think was 31%, bush got 44. he has to get into the mid to upper 30s to win this thing. president obama's attack the romney/ryan ticket on another front accusing them of gutting american education. you guessed it, to help the rich. >> the president: governor romney's proposing cuts to pay for a new five trillion dollar tax

>> president obama opened up a

new line of attack against his republican rivals this week shifting from medicare to education. making stops at colleges in ohio and nevada he claimed the budget offered by vice president candidate paul ryan contains devastating cuts to american education. a message repeated in a new campaign ad. >> announcer: some of our children's greatest experience have been in smaller classrooms. >> announcer: mitt romney says class sizes don't matter and he supports paul ryan's budget which could cut education by 20%. >> you can't do this by shoving 35 people in a class and just teaching to some tests. >> these are issues he personally cannot relate to. to afford an education. to want the best public education system for your children. joining the panel senior editorial page writer colin levy. try to cut through this chatter. what are the facts about education spending?

>> let's start with the obama budget this year obama's asking for one of the largest educating budgets in history, 70 billion dollars which is a 2.5% increase over last year. this is already over in 2009, the educating department got a one time bonus of 100 billion dollars out of the stimulus. all together, in his four years in office, if all this comes true, obama will have spent as much in one term as the bush administration spent in two terms and bush was hardly ing -- hardly shirking educating spending. the issue is they are not helping. i don't know how many more years we have to go on throwing more and more money at this issue isn't improving student performance. those things have been flat many we need to get more innovative that's what the romney campaign needs to focus

on. >> class size has been a dispute. rick hess quoted arnie duncan president obama's education secretary saying class size has been a sacred cow and we need to take it off, give me and my wife a choice of putting our kids with a great teacher of 28 or mediocre teacher of 23, i know what i would choose every time. so, james class sizes, -- >> i don't know fit is true or not, the absolute conventional -- wisdom in the education establishment i'm sure this view is shared by many in the obama department of educating -- >> including arne duncan apparently. >> yes recent research shows class sizes are not the big determinant of performance. parents are skeptical you can argue about how big is too big. if romney is questioning the link between class size and performance, he's in the company of like i said, i

would bet most of the obama employees on this issue. >> how does romney respond to this ad or should he ignore it? >> i think the ad is fairly preposterous. most parents and people who went through the school system understand the class size is irrelevant if you make smaller, you need more teachers increase the size of the teachers' unions which any governor will tell you is the most potent democratic force in his state that's why obama wants to increase the size of the -- to decrease the size of the classes. >> in chicago on class sizes too some of the best schools are the ones with the largest class sizes something logical. parents look at districts where schools are doing well and say why i don't an -- why done i rent over there and go to that district. the class sizes are doing just fine. >> president is trying to make

an issue of pell grants which are the federal aid to college students. something like 60% of all college students now get some kind of pell grant at least in 2009 and 2010 and it cost 36 billion dollars that year this program started to help the poor it has become a vast entitlement now for -- >> i think is right. a lot of our viewers think of pell grant as probably something for under privileged kids. but it has become this huge middle class entitlement, similar to the stimulus spending blowout that collin was referring to. the obama spending binge ran up some of these costs so high that any pull-back from that is seen as some kind of draconian cuts. he has doubled it. >> this is the problem with the beltway definition of cut. it is not a cut, it is just a slower level of spending increase that they define as a

cut. >> if this is money thrown out to everyone, it doesn't make college more affordable, because colleges over time are very efficient at pocketing that extra money that comes from the federal government, tuition rises accordingly. >> as collin pointed out performance levels are flat, the tea party is asking why are we spending more and more money without much to show for it? that's the issue. >> romney makes a turn, pins it on accountable, teacher tenure, vouchers and choice and he can win the education argument? >> i think he can. because it is common sense to most votes. >> one more brake. when we come back, hits and

local pedia because they tend to be less aggressive -- this week he gave an interview to a morning zoo crew on some fm station in new mexico the white house press corp has not been clamoring for him to answer tough questions. we heard from members of the mainstream media who have said, yeah we have fallen down on-the-job we haven't asked the tough questions, done the great investigative reporting if you are willing to admit that what are you going to do about it? >> monday he did manage to work in three other interviews with local smaller news outlets on which the white house tends to set the terms, we'll the interview if you agree to talk about this. >> i don't think that is strange. whenever you send an invitation to interview the president you try to have a basic focus. i don't think it is fair to

i'm marianne rafferty. fox news keeping a close eye on tropical storm isaac as is barrels towards the gulf. the latest models showing new orleans are right in its path. the national weather center showing isaac could make landfall tuesday night or wednesday morning. governors of florida, mississippi, alabama and louisiana all declaring states of emergency. and they are also encouraging people especially in low-lying areas to prepare for the worst. the louisiana governor is giving the evacuation order for more than 50,000 people. >> i want to make sure that everybody in louisiana especially those living in coastal areas know they should be prepared now and make sure they have an evacuation plan in place, plenty of water, nonperishable food items. hygiene supplies. sufficient medications and clothing whatever they may need in the event of an evacuation. >> people across the gulf coast

and they can link that candidate who is a fairly obscure guy to the national republican ticket, romney and ryan as far as the media are concerned cnn and so on this is the romney/ryan/akin ticket. >> jake tapper said as much on abc saying the democrats wanted to make mr. akin the vice presidential running mate to mitt romney. >> to question richard nixon, i gave them the ammunition with which to destroy me. akin gave them all the ammo they needed. idiotic outrageous statement he made and why any republican candidate is talking about anything other than jobs and the economy is beyond belief. but, the reason it gained so much traction it played in the democrat -- once he fed into that they amplified it and the democrats got onboard with it and using it as campaign fodder. did has been shaking her head.

>> i don't think is a liberal vs. conservative issue. i think when you have a vice presidential candidate to be, who has sponsored, with mr. akin, nine, at least nine different proposals to restrict women's rights to abortion and to limit their access or i should say our access to family planning and health care, you can argue about whether or not the republican party is sufficiently sensitive to the -- [ talking over each other ] >> are you saying it is a bipartisan -- i'm saying the ran party is perceived as being not sensitive to the rights of women and i think there's factual grounds to believe that and i don't think state liberal bias. >> pe -- piers morgan on cnn said mitt romney, embarrassing for mitt romney and questioned his leadership after akin ignored plays from the romney camp and others in the republican party to get out of the senate race.

own idiocy but also the left wing media. damaging report saying if the white house and republicans don't get their act together and deal with this pending fiscal cliff we are going to have over 9% unemployment pending january 1st. also a double dip recession. that got very little coverage because everybody is focused on something nobody except todd akin is talking about, which is rape. . >> you have the national media ignoring about what the vice president said about put y'all in changes. that comment didn't arouse nearly -- >> that is still sitting there doing nothing. some of the akinesque story the sea of galilee for the first time -- they are using it to set up the outrageous skinny-dipping. the core of that story was the fbi was investigating that
