world. don't be a ninny hammer. if we do anything else in life. not good to be a ninny hammer. i am bill o'reilly and please remember that the spin stops right here. we are definitely look out for you. >> sean: and this is a fox news alert as tampa residents and the republican national convention look to be spared while tropical storm isaac could soon be a hurricane and on the seventh anniversary of katrina the storm is headed directly for the gulf coast. now new orleans seemed to be specific in this case, and we'll have the very latest from the convention right here in tampa. but first we turn to the chief forecast for weatherbell.com. joe, here we go again. looks scary from your standpoint. how bad could this get? >> well, sean, of course it is the anniversary of katrina

coming up, so it's well worth our while to draw comparisons between katrina and this particular storm. if we take a look at katrina, katrina was a powerhouse of a hurricane by this time, but it moved almost straight northward from its path, and the force of the storm surge, believe it or not, went to mississippi and alabama, and even though new orleans got it very, very badly, they were spared the worst of the storm. in other words, the storm got by quick. there was a 9 to 12-foot surge back into lake ponchartrain. when the winds came from the northwest, that's when the problems started. only 5-8 inches of rain. isaac is a weaker storm right now, but it's coming in at a different angle. instead of sideswiping new orleans, like let's say katrina did, this may come directly in over the city from the southeast, and crawl across the city. not only that, but the water funnels back. there's a natural funneling between the louisiana coast and the mississippi coast.

so that water can funnel back into lake ponchartrain even further. we have a couple of problems, forecast problems here. first of all, the exact track. if it's slow and over the city, it means 15 to 20 inches of rain, which would be twice the amount that we had with katrina. that would be a tremendous problem for new orleans. secondly, it would funnel more water back into lake ponchartrain. currently the national hurricane center, even with a strong category 1 has a 9 to 11-foot storm surge back into ponchetrain. so if this intensification occurs, and i'm concerned about that -- in la nina seasons, all these storms intensified as they came to the coast, and that is the big problem here. new orleans, i'm not going to tell anybody to get out, but we could have a serious problem by this time tomorrow night. >> joe, thanks very much.

we'll continue to track isaac as the storm moves closer to land and bring you the latest as we get it, but isaac has already made an impact. today was supposed to be a jam-packed kickoff day for the republican national convention, including ann romney's speech. she will be speaking tomorrow, and other headliners were moved to later in the week. in just a moment we'll be joined by kentucky senator rand paul, making a speech on wednesday night. we'll check in with michele bachmann, sarah palin, dick morris. the convention commenced with rhines priebus, declaring a recess until tomorrow. he did zero in on the gop message this week. >> for this convention we also want to draw your attention to the unprecedented fiscal recklessness of the obama administration as depredicted by the real time national debt

clock shown here in the arena. for this convention we've installed a second national debt clock to log the amount of debt that accrues during the course of this convention. >> sean: here with me now to preview the convention and days ahead is kentucky senator rand paul. sir, how are you? >> hi, sean. good to be with you. >> you were supposed to speak today. >> yeah. i'll get to speak wednesday night, even better than monday night. we're excited about it. >> this campaign to me has been defined by absolutely the smear, the slander, all the attacks. i mean, even as, you know, the country's praying for new orleans, the gulf coast, the panhandle of florida, you know, here we got former michigan governor tweeting out isaac was sent by god, you know, samuel jackson, he sends out a tweet, you know, and others. it seems nothing is off limits this year.

your thoughts? >> seems like they have a sense of humor when they're the ones providing the humor, but when it comes back at them they don't. mitt romney makes a jokes and chris matthews jumps all over it. it makes for bad television. when you saw chris matthews and reince priebus this morning, he says you're going to go on with your monologue for another five minutes? there's no discussion, no question. >> sean: we'll get to this later in the program, but you brought it up, and this was reince priebus, going at it, this, by the way, in front of tom brokaw, somebody who tried to build up the nbc brand for a long time. let's roll this tape. >> they're folks with the romney campaign who think, romney can't catch a break, ever since he named paul ryan, got momentum after the ryan pick, then disrupted by two storms, one a political storm in todd aiken, which we just brought up, but now an actual storm. when you think as this storm

moves to and closer to louisiana, the specter, the sort of shadow of bush and katrina does hang over this convention. >> sean: loaded. that was his case. we'll show it in a second. everything is political. romney, he's a felon. no evidence to back it up. he's a tax cheat. he's responsible for a woman's cancer. >> well, you know, when 12 million people are out of work, another 8 million people have given up on work, you talk about your record, about the economy, you can't talk about how the deficit's going through the roof, close to $16 trillion in debt, you have to talk about something else. >> you and your dad had a big rally, 10,000, 15,000 people showed up. this was a unity really. that is the pauls will work within the republican party. explain. >> that's part of what my message will be on wednesday. big part of the libertarian/republicans or ron paul republicans, they can help the republican party. there's places in new england as

well as california where we're not winning statewide races. it's difficult for republicans to win. embracing these people and making them an integral part of the party is a way to start winning races. >> sean: interesting thing. romney said bernanke's gone. even talk at this convention of the possibility of going back to the gold standard, something that i would expect to hear from either you or your dad. >> we're really excited about the legacy and influence my dad has had, not only in the party, but on the platform. for example, my dad's bill that he's been working on for years passed the house, every republican voted for it, and 100 democrats. now we just need harry reid let us have a vote. if harry reid lets us have a vote, it's part of the platform. we've had a big influence. >> sean: in other words, you think that a lot of the libertarian ideas have been brought into the platform. are you happy so far? some say it's the best platform

in a long time. a lot of conservatives pretty happy with it, least 95%. freedom works is another. >> i have a bill that says for drones to do surveillance over the countryside, you should have to have a warrant. this is a libertarian kind of idea. we got that in the platform. we got in the platform that war should be declared by congress. the president is the commander in chief. the constitution, though, says war should be declared by congress. we've reemphasized in the platform. >platform. >> sean: i agree with you. that's a big deal. president obama got the authorization for the use of force. this is reince priebus and chris matthews. here's how the media has handled the campaign heretofore, and not called out, especially the president, how it's so different from 2008. let's roll this tape. >> that cheap shot about, i don't have a problem with my birth certificate, was awful. it's an embarrassment to your party to play that card. getting rid of the work for

welfare is dishonest. you can giggle about it, but the fact is your side is playing that card. when you start talking about work requirements. that's a race card. if you went to harvard, brag about it. this guy has a african name. >> sean: they're going to put y'all back in chains. bill clinton even suggested the race card was used against him in 2008. >> i think if anything, really when president obama won, showed that the country was well beyond race. i think most of the dialog and the debate has been very good. it's been a debate that has nothing to do with race. we want to judge president obama simply on his policies. we're drowning in a sea of debt. >> sean: do you see a path to victory a guy that said he'd cut

the deficit, hundreds of thousands of jobs lost. do you see a path to victory? >> people are afraid. i mean, businesses are afraid of what's coming next out of washington. you can't have a successful recovery. everybody says this is the most tepid recovery we've had. you have to create millions of jobs. it's bad policy, but also rhetoric coming from the president and white house that says we want to punish business, we want to punish those who are successful. you didn't build that. you know, all of that rhetoric coming out i think is too much. i don't think he can overcome it. that's why i think we'll win. >> sean: it's so different than obama in 2008 and today. it's stark in comparison. hope, lofty rhetoric, change, and now it's all negativity. >> because it's difficult to run on the record with high unemployment, growth, the economy's not growing. it's really this whole thing of dividing america, one man against other man. >> sean: rich versus poor, old

>> not just once. >> sean: frequently. >> over and over and over again. >> they're saying republicans have declared war on women. >> it's a phony war on women. there is no war on women. this is a fiction of their imagination. they want women to think that, but the fact is women are very capable, competent, intual beings. what they know more than anything, they want security for their family, and especially for their children. and so when they go fill up the suv or minivan, what they're seeing is that gasoline prices have doubled since the day that president obama took office, groceries are skyrocketing. a report just came out that if we continue with president obama's policies, we're looking at 9% unemployment next year. that's the cbo report, which is the government saying that's what they're expecting. >> sean: yeah, that's what the government is saying. >> yeah. >> sean: it seems the one thing they don't want to talk about in this campaign is how families are suffering. >> yeah. >> sean: 1 in 6 americans in

poverty. most american homes, people's biggest investment, is underwater. >> yeah. >> sean: unemployment so high. 49 million americans on food stamps. are they successful in this distraction campaign? >> well, they are if we let them be. that's why i think it's very important that we continue to make our case to the american people, because of what families want to know is, will my life get better? if mitt romney is president, will my life be better, or if barack obama is president will my life better? clearly president obama hasn't given any plan that's any different from what he's doing now. not only our lives not be better, they'll be worse according to the government's own numbers. we have a chance to have our lives be better with the romney/ryan plan. i've known paul ryan for six years. he's one tough guy, extremely part. mitt romney is extremely smart. both are optimistic, hard-working people. they've got a plan to save

social security and save medicare. in fact, i was with paul ryan last year. we were in the east room of the white house with the president, and paul stood up and said, mr. president, we know that medicare is going to be dead flat broke eight years from now. what's your plan to save it? we really wanted to know. paul asked the president not once, not twice, but three times. again, no media around. the president was mumbling and wouldn't give an answer. on the third time when the president was pressed, i think your viewers will be shocked, he said his answer to medicare is obamacare. in other words, he plans that medicare is going to collapse and seniors will go into obamacare. seniors want nothing to do with it, because they know it means denial of care. they won't get the hip replacements they're looking for, the knee replacements. that terrifies seniors. >> sean: reimbursement, when you take $716 billion from medicare.

>> oh, my god. >> sean: former governor of florida, jeb bush made this comment this weekend, when he said to president obama, stop blaming my brother. >> i think it's time for him to roll on. look, the guy was dealt a difficult hand, no question about it, but he's had three years. his policies have failed. and rather than blame others, which i know we were taught that that was kind of unbecoming over time, you just can't keep doing that, maybe offer some fresh, new solutions to the problems that we face. but that's not going to happen between now and election day. >> sean: he said he failed, stop blaming my brother. he's had three years to fix it. >> yeah. >> sean: and you had no say the first two years of the obama presidency. they had total control. >> well, it was nancy pelosi and harry reid that ran everything, but never forget the words of our president. he said that if i can't turn the economy around in three years, i think we're looking at a one-year proposition. i think americans are ready to cash that raincheck with the president and not give him a

second term, because this is what he's doing, he's blaming, blaming, blaming, but at this point he's had everything given to him by a democrat house and democrat senate. he got the stimulus, the bail-out, automobile bail-out, obamacare and dodd-frank. now we have to deal with the obama economy. it's not pretty for real people. >> sean: it's interesting, because speaking to you before we came out tonight, you're not just supportive -- a lot of people wondered during the primary would people in the end unite. you're enthusiastic. >> oh, absolutely. i am. >> sean: explain. >> as a matter of fact, i think it's important that your viewers know that all of the primary candidates in the republican election, we are one behind mitt romney. this isn't without any reservations. we are, because we see our economy not only as today, but where it will be in 2016. there's a brand-new movie out about that. where will it be in 2020? my children won't be better off.

four more years. we need reform to really tackle the problems in d.c. that are -- you know, they're causing overspending, crony capitalism and corruption. we're saying, no, we're going to take it back, put government back on the side of the people. >> yeah! [cheers and applause] >> sean: governor, a lot of fans there. hopefully we'll have a few here tomorrow night. we were supposed to have a full crowd tonight. you ran, and in 2008 you wanted the mccain/palin ticket to hit harder at obama. >> yes. >> sean: there's a very different barack obama running this time around. i think this is has been the sleaziest, slimiest campaign i've witnessed in my lifetime. i want to intersperse words of obama in 2008 with what's going on today and i want to get your reaction to the tone of how obama is running this campaign. let's roll this tape. >> you don't have any fresh ideas, then you use stale

socialist ideas that he would ram down our throats. nothing comes as a surprise to me when i hear the tone that president obama is taking in his campaign. shouldn't surprise people. but the point now is that we have an opportunity to do something about it. we're at a key pivot point in our country. we are deciding now what direction will america go? will we keep working hard for american exceptionalism? will we reward hard work? will we develop our god-given natural resources? will we succumb to this government dependency that obama seeks for all of us really and this quashing of the american spirit. we have a choice which way we'll go. now we have the opportunity, november cannot come soon enough, it's time that we turn things around. >> sean: you know, governor -- [cheers and applause] >> >> sean: that's a great crowd. one thing, governor, i'm having a hard time understanding how --

here's a guy that said if i don't fix this, it's a one term proposition. said he'd cut the deficit in half in his first term. by now he predicted unemployment would be in the 5% range. here's a guy that promised so much and failed in so many ways. and yet there's still people in this country that defend this. you know, i defined obama mania in 2008. what is this stubborn obama mania, a stubborn hypnotic trans? what do you think about the people that under no circumstances, you know, can see that obama does any wrong? >> and you're right, he has broken so many promises. remember, he promised that obamacare was a tax, and yet we find out now that it's the largest tax in u.s. history on the middle class. so many broken promises. only one he's kept that is he will fundamentally transform america to something we don't recognize. no, don't be surprised, sean about these broken promises. just seems to be kind of the nature of the beast, of this

administration. again, though, we have opportunity to take it back, to turn things around. and these people who still have that addiction to the hopium that was bogus four years ago, they have 71 days to open up their eyes and realize the path he's put on us, a path toward insolvency, a path toward fewer freedoms and orchestrated chaos and bankruptcy. >> sean: all right. governor, great to see you. by the way, i think there are two little girls over your left shoulder that are looking for you to autograph their hair ribbons. >> well, i think we will be here for a while tonight because this wonderful town here in arizona has been so hospitable and patriotic. >> sean: welcome back to "hannity." we're live from the republican national convention. we're in tampa, florida, and we are about to embark on two of the most important weeks of this campaign season with back-to-back meetings of the republican and democratic national conventions. due to hurricane isaac, the gop convention only briefly convened today, but thousands of republicans have descended on tampa to kick off this important week. joining me the author of "the new york times," author of bestseller "scrooged," dick morris. i get an email from you today, passionately saying the polls are wrong, you have your own polls, and the polls are right.

why should we believe you -- although you were right in 2010, but you haven't been perfect. why should we believe your polls over the ones that we're reading? >> well, my polling is the methodology i used all during the 1990s to keep bill clinton around. and it's very reliable. i've predicted any number of elections correctly. i've not sure that i've had any that i predicted wrong. i thought hillary might not run, but i was wrong about that. but that wasn't a poll. i did a survey with the methodology that i think is correct, and came up with 50% for romney and 43% for obama. and i believe those are the real numbers. in battleground states, it was 49% for romney and 43% for obama. i think those are the correct numbers. in the poll, i found some fascinating things. i found that by 56-20 voters understand that the romney/ryan

medicare plan will not affect anyone over the age of 55. i found that by 15 points, they prefer to see the savings from medicare be put into the medicare trust fund, extending its life, rather than to obamacare, the piggy bank metaphor that paul ryan has been using. i also found that the personal negatives they've been throwing at romney are really not working. voters do believe that romney does everything he can legally to hold down his tax burden, but they don't hold it against him. they say, who doesn't do that? they know there were layoffs and stuff like that with obtain witn capital, and by 2-1 they believe on balance the bain capital is a positive, not a negative.

and they're leading by 12 points who could create jobs. >> sean: put aside the smear, slander and distraction part of this campaign. historically voters also vote on peace and prosperity. we've got three polls out. we've got the gallup poll, the fox poll, the abc news/"washingtothe abcnews/wash. if we talk about the debt, we talk about the deficit, jobs, and overall the economy,

>> sean: the one thing that i think this president has lost in all of this, maybe he's a victim of his own circumstances, he can't run on his record, doesn't seem to have intellectual, seems like he's run out of gas. so he's resorting to what he knows from chicago. the likability factor, you can say all these things about romney and ryan, but when you look at them, see they're good family men, look at their kids, see they're family, you tend not to believe that they want to take granny, stab her 17 times, cut her in the throat, shoot her

in the head, throw her off the cliff. doesn't seem unbelievable. >> what you started to say is important. there's a new act coming in this play, which will come during this convention and after the democratic convention. we've now been discussing on the one hand obama's failures and on the other hand his attacks on mitt romney's shortcomings. nobody has really asked the seminole question, which is if you haven't fixed the economy over the last four years what on the name of earth do you think you can do over the next four years to do any better? had. >> sean: yeah. that's a great question. >> obama doesn't have an answer for that. he doesn't have a reply. even if you believe the first four weren't his fault, you can't believe the next four are going to be any better. that's the crucial link that obama can't make. bill clinton ran on being the bridge to the 21st century. obama doesn't have bridge that is like that. >> sean: that's well said. if you add that question, why would you believe he's going to do a better job in the next four years?

>> great to be here. >> is it tough to be on that list? you read about yourself every day, am i, am is not? >> apparently a short list, but not short enough. >> sean: you know you were right there. >> who knows. i'm going to do everything in my power is get this guy elected. ohio is a swing state, as you said. i'm cheering the campaign around ohio. i'm helping around the country and the debate prep that leaked out today somehow. i'm absolutely committed to romney/ryan winning this thing. we've got to do it. >> sean: the one state i worry about the most for romney/ryan is ohio. it's a state that goes back and forth. the economy has improved since john kasich has been governor. >> he's done a great job, but still facing the headwinds from washington. you can only do so much as a governor. he's closed the budget deficit, cut some taxes, made our state more attractive to business, but

still we have relatively high unemployment compared to what we're used to in ohio. we've got 7.2% unemployment, but when you include the folks who have stopped looking for work, it's over 10%. you ask folks how things are going in ohio, you talk to people, people

they don't want to talk about

the record, what he's done as president. it's hard to talk about the economy, because things are so bad. they've turned it. instead they're attacking mitt romney's business record, which, my, gosh, wouldn't it be great to have somebody who knows how to create a job in government? >> sean: just one. obama hasn't created one. he's lost hundreds of thousands. >> he doesn't have the business experience. mitt romney knows how to work across the aisle and get stuff done. he took a deficit and made it into a surplus, he cut taxes, brought jobs to a state. mitt romney has a great message. the president will have to attack. >> sean: i went back, this new film put out by bossy and bannon, it was shocking to me, because it showed all the video of 2008. it showed invesco field, people crying, it was uplifting. they had a tailwinyou couldn't stop. he's so different.

is he different than the person you knew in the u.s. senate right now in this campaign at this moment? >> i didn't serve with him. i was in the bush cabinet. >> sean: but you knew him. >> yeah, a little bit. not well. look, i think he's running a very different campaign this time. >> sean: divisive, negative, smears? >> divisive, negative. >> sean: does that make you angry? >> yes, i did. i did an event, and i looked for the greek columns, which were not around me. i talked about quotes, promises he made. going to cut the deficit in half, for instance. you know, if you push the stimulus package through we'll see 5.6% unemployment in 2012. it's 60% higher. >> sean: it's supposed to be 5.6 higher. of. >> supposed to be 50% higher. the american people know it's time for a fresh start, time for

a change. >> sean: how does governor romney answer the outright lies? we have fewer americans than when he took office. how do you answer that? >> wait a minute, there's a half million fewer jobs. the fracture i fact is when he o office, he inherited a tough economy. the question is what he did he do with it? he forced through policies he thought would work, established his own measurements, his standards, and they've not worked by his own standards. so, you know, most of us knew they wouldn't work because they were based on the time-honored principles we use in this country to create economic growth. we've got to hold him to that and say, look, folks, you might have voted for him last time, because he won ohio by five points. people there need to look at his record, his promises, what he hasn't delivered, and look at a different team. mitt romney i think is the right guy at the right time. why? because he's got the experience, the record. he's actually done it. paul paupaul ryan,fantastic pic.

this different obama? because i think that's the story of this campaign so far. how big an issue is it. >> absolutely. i think it's a huge issue, sean. obama keeps changing. the more he says, the more it's better for us, frankly. you know, i've been traveling all over the country for governor romney. i was in new hampshire, in virginia. people cannot stand the comment, if you built a job, if it's your business, you didn't build it, the government did. can't get out of it. >> sean: liz, does that become i voted for the $87 billion before i voted against it? >> i think it does. increasingly people are looking at the president's likability numbers, and they're saying, okay, people like him, but he's been a failed president. i think you'll see that increasingly here. i would also point out this whole issue of the war on women, you know, watching today, i just felt like i'm completely fed up. i think what the democrats are doing is completely offensive to women. this notion there are only certain issues that we care about, the idea that we --

>> sean: seems to come down to free contraception. >> yeah, right. and that we all want to

rough and tumble. i think throughout the summer, the obama campaign was very effective at sort of keeping on all these other things that we've been talking about. bain, tax returns. >> it's a big opportunity. i think the other thing that matters here is that if you look at the polls, the voters at the end of the day, you know, most recent polls, believe romney is much better on the economy than the president is. the president gets higher likability. president can't really do anything about the economy between now and the election, but romney does have the opportunity here to lay out his plan, to explain what he's going to do to help bring the country back. >> i also think that's right, but there's something else. clearly a lot of polls are showing that people, like 60%, believe he's going -- that his policies help the wealthy more than the middle class and working people. if he can effectively -- like bill clinton redefined himself,

the man for hope at his convention in '92, he came out of that with a 16-point bump. can romney do that? i mean,ke connect in a way that says i'm on your side? i don't know that he can. >> sean: i think obama's hurt himself, because he was this -- he was a transformative figure in the minds of people. people ignored a lot of the signs. but now it's class warfare. you know, dividing. a lot of race rhetoric has been used by some of his supporters, by joe biden. rich versus poor. old versus young. granny. all that. i think this is back firing. >> i know it has, sean. let him keep talking. the more he talks the more he hurts himself. we've had almost four years of him doing nothing, a leader leads by example. mitt romney's done that his entire career. and that's what you're going to hear at this convention over the next three days. what mitt romney's done and what he's going to do for our future. >> sean: real quick. >> and you'll see paul r
