eastern time. chris christie takes to the microphone to deliver a speech to the party faithful. greta van susteren will take us late into the night until 1:00 eastern time in the morning. we have live coverage from new orleans. south mississippi, lower alabama and the florida panhandle. i'm shepard smith for the journalists of fox news. thanks for checking in. prime time starts now. ♪ >> bill: hi, i'm bill o'reilly, reporting tonight from fox news headquarters here in new york city. i will be down in tampa tomorrow as the republic convention heats up. tonight we are going to go in and out of some speeches on the floor and also keep you updated on hurricane isaac. first up let's go to rick reichmuth who is in the fox weather center. all right, what i think everybody owe-we just saw shepard. he is doing a good job down in new orleans. what everybody wants to know is is this thing tracking west? is it going to miss the city

by a little bit or going right towards new orleans. >> the center of it is going to go barely to the west. that's not good news you don't want to be on the right side of it and that's looks like exactly what's going to happen. already major rain headed that big band of rain you see in this last image is about to hit new orleans in about 30 to 45 minutes. strongest winds. winds 60 miles per hour. take a look at this future radar. this is tomorrow morning 8:00. new orleans, right there. all those reds, that's incredibly heavy rain. go to tomorrow night, 7:00 p.m. still dealing with it right there. a world of hurt. it's moving so slow that they are going to be right, it looks like in the outer eye wall. very strong winds, very heavy rain for probably a 12 to 24 hour period. dealing with this in overall for 36 hours, bill. >> bill: 8 miles per hour now. any chance isaac speeds up and gets on track to go in to the interior of the u.s.a. or is it going to meander? >> no, it will eventually but not for about two days.

we still have a very slow moving system for about two days. then it books it up towards the north. areas like illinois. missouri going to get very heavy rain eventually. because it goes so slow. look at this model estimates of how much rainfall we are talking here, bill. 22 inches by thursday at 1:00 in new orleans. 24 inches in baton rouge. it's going to cause a world of hurt here flooding all across southeastern louisiana. >> bill: city is prepared. i mean, new orleans had now 3 or 4ays. so, some people have left. some people are still there. and, you know, you have got to hope the levees hold. that's what it's all about. >> they have had seven years to prepare since katrina. and they really feel that they're a lot more prepared than what they were. >> bill: all right. rick. anything happens throughout the hour we will certainly let you know. now, let's go down to tampa where fox news political analyst charles krauthammer has some thoughts about the g.o.p. convention so far. what's the headline for you, charles? >> headline so far, nothing has happened. second headline is a lot can happen. i think this is going to be the beginning of the romney

maybe maybe not surge but is he going to get a lift out of this. the reason is. this this election is completely deadlocked. there is no reason that obama should be within 10 points of any opponent given the state of the economy. given his record over the four years. the only thing that's keeping him neck in neck with romney is the fact all these personal attacks on romney, the hundreds of millions that they have spent have had an effect and there is 22 point gap in sort of the empathy gap who cares about you most? here is the problem for obama. he can't change the conditions. he can't change the economy. he can't change any of that between now and election day whereas romney can change that perception. this a place right here, these speeches are the place where he starts to do that i think false portrayal of romney. it's not going to be that difficult to do. the minute he at least partially does that cuts that gap in half he wins the election. starts tonight. ann romney's speech to humanize him.

romney in his own speech look many americans first time not the stiff that cares nothing about americans which is what the other side has portrayed him at. there is one secret ingredient that nobody knows about. here is a scoop for you. i think when romney comes on stage on thursday. he is coming on stage with shamus the dog. shamus is going to endorse romney and say that that ride on the top of the roof. that was the ride of his life. >> bill: best experience shame mus ever had. >> it's over. he will will win lie acclimation after that. >> >> bill: the tone so far, it's not down there so i don't know. more festive. i don't expect a lot of negative down there. it's more festive, is t not? >> it's very festive. new kind of a gathering, you know, a gathering. also a very good way to bring the party together.

you have got, you know, romney who is not the favorite of the electorate as they went from one suiter after another. starting with bachmann, ending with santorum and in the end settling for anymore a way. i think he has managed to bring with the ryan pick. he has bruit the enthusiasm, youth, right into the hall here. you can feel that. so they are getting started. the first job unity. the second is the shape of the debate. they don't really have to do negative stuff on obama. everybody knows what the state of the country is. >> bill: they might have to do it later. they don't have to do it now. >> exactly. >> bill: you made a point they are going to try to sell mitt romney as a good guy. he cares for the folks. but if people don't watch the convention, the numbers last night, the rating numbers for us were phenomenal. but they were flat for most other people. it wasn't a surge of viewers coming in. i don't expect that the national media is going to

report what romney does accurately, call me cynical. i think they are going to try to help president obama by propping up the narrative that romneys a paltocrat he doesn't care about anybody. he has money stashed anywhere. how does the message get out if people don't watch the convention and watch the governor's speech. >> they don't have to watch the convention. they will watch the governor's speech. that's the one area at one time where you can speak directly and get around the media not the only time. but you will reach enough new people who will see you and when you see the contrast between the caricature of the guy who lays off a steel worker and kills his wife with cancer and see a guy ann romney speaks about. family man, all the charitable things, gracious things he has done in his life. if he speaks in a way that speak about policy, yes. but not pure green eye shade. that the purpose of all of,

this the purpose of restructuring the economy, the purpose of saving medicare is to help folks. if he can put it in those terms, which is not that hard to do. you can write that speech. i think he begins to make his case. apparently they have plagiarized it from you. what -- if you start with that case, and then you got the three debates that's the our time when -- other time when you go unfiltered. if he can just do what reagan did to carter in 1980. all reagan had to say because reagan was portrayed as extremist going to start a nuclear war and a guy with horns then he says to carter oh shucks there you go again. the election was over. i mean, he was not a threat. the minute he passed the threshold of acceptable president, acceptable alternative to a failed incumbent that this race is as well acceptable alternative to a failed incumbent then he wins the election. he has three shots to do it on

thursday and the warm-up today, tomorrow and thursday. and then the three debates. and that's where he can go directly unfiltered. >> bill: thanks very much. we appreciate it crowley and colmes on deck. then we will go down on the floor for a couple of speeches. the factor will be right back from new york city. we're sitting on a bunch of shale gas.

away. >> like most americans. our life changed after 9/11. my husband joe on track for a commercial pilot instead served aour great country industry flying combat missions in iraq. and when joe returned home from the war he found himself in the same position as so many americans. he needed a job. he started a family business, a landscaping and snowplowing company. and when i say he, i mean we. because i spent many a sleepless night shoveling snow and i'm proud of the fact that in addition to being a united states senator i'm also pretty good with the snowplow. we are no different from most families who take risks starting their own business we borrowed money to pursue our dreams and belief me, tere was no guarantee of success we were certainly not too big to fail. we had to make it work. yet through all the hard work and sacrifice we pulled together as a family. as the business grew, so did our extended family. and i speak to you tonight with great concern for our employees, their families, my family, and your family.

my concern is that president obama is making it very difficult for small businesses to get started, to create jobs and to survive. [ applause ] you know what i hear all the time from small business owners that i speak with? they want to focus on their business. the obama administration wants to bury them with rules, regulations, and red tape. from the national labor relations board to the department of labor to the e.p.a. under this administration the regulations are up and the job creation is down. president obama's view is clear. he actually believes that as a small business grows, the federal government should take

a larger and larger share of its earnings. that punishment for expanding and creating more jobs i call it a success tax. you know the very best example is obama care. let me tell you what i hear in the real world about obama care. just a couple of months ago a successful restaurant owner in new hampshire told me about his dilemma. he wanted to open up a second restaurant and hire more employees. but you know what? he realized if he did he would trigger penalties under obama care and he couldn't afford it, so he never opened up that restaurant.

is that what we want for small businesses in america? >> no. >> to be afraid to grow because of the government? >> no. >> to face penalties when you create more jobs? >> no. >> to be told you're earning too much? >> no. isn't it time that we had a leader who believes that creating jobs ought to be celebrated, not penalized? [ applause ] isthat is why mitt romney is running for president. [ applause ] he will get the federal government out of the business of small business. [ applause ] he will will fight to lower and simplify taxes.

he will work to eliminate job-killing red tape. and he will roll back obama care starting on day one. [ applause ] in both the private sector and as governor of massachusetts, mitt romney always asks how can i help small businesses grow, innovate and compete? it's it the right question. and it's the question that this administration never thinks to ask. but why should would he be surprised? president obama has never even run a lemonade stand. and you know what?

colmes. governor kasich is there now. >> i don't know but. i don't know but but i have got a feeling, you know, i have got a feeling and it's not because i don't like the black eyed peas, it's about that we are about to elect a new president of the united states of america. [cheers and applause] let me tell you why it matters it really matters. we need a president who will restore the strength and the power of the measure people so we, the people can rebuild our economy and so we, the people, can rebuild the united states of america. plain and simple. we have made real progress in ohio in restoring confidence because that's so much of what life is about. we are setting people free in order to build success.

but we need a new partner in washington. this relationship is just not working. it is holding us back. i'm going to tell you our story. i'm going to tell you the story of ohio and the story of lessons learned. i took office in 2011. and when i came into office, we were 48th in the nation in job creation. 48th. we had an 8 billion-dollar budget deficit. the largest in the history of the great state of ohio. and we had 89 cents in our rainy day fund. most toddlers have more than 89 cents in their little piggy banks let alone what was in our treasury. our credit rating was headed down the drain. and we were -- we had suffered a loss of 400,000 jobs. and, ladies and gentlemen, tonight, the greatest moral issue in america today is job

creation. we had lost 400,000 jobs our people were hurting and our families were hurting as a result of the recession. in ohio, we were following a policy of tax, spend, and duck. and that's too much of what politicians do. they want to avoid the tough issues. but when we came into power, with my colleagues in the legislature, we took our problems head on. we balanced our budget, that 8 billion-dollar deficit was eliminated without a tax increase in the state of ohio. [cheers and applause] we could not raise taxes because we were not competitive. so you know how we did it? we did it the same that a family does it we sat down and set priorities. we eliminated those programs that we no longer needed. when government people spend our money they are very wasteful about it. so we went through it and

eliminated those things we didn't need but we prior or advertised those things that we really did need. i will will give you an example. we allowed mom and dad to stay in their own homes if able instead of going into a nursing home where the costs were five times as high and when they are in their own home they're healthier and happier and, frankly, more independent. that saved us a lot of money because we made government work better. and that made a heck of a lot of sense for us. we also cut taxes because ohio needed to be competitive. we were 8 billion in the hole. we balanced the budget but we cut our taxes and we cut the income tax. and the reason we cut it is so that ohio could be competitive. and at the same time, we killed the death tax. we killed the death tax. [cheers and applause] and we killed that death tax because no person should have to visit the undertaker and

the tax man on the same day. small businesses and farmerrers should be able to pass on their hard work to the next generation. we need to do it in washington as well. [cheers and applause] and we restored common sense in our regulations. and you know what? we still protected environment. we protect our families. but we don't overregulate and kill the job creators in our state. in fact, we want to honor the job creators in our state and work with them because they help our families. now, i want to tell you, ladies and gentlemen, just like what mitt romney going to face the actions that we took were not always easy. the actions we took were not always popular. you know what? when you get yourself in public service you must lead and you must do what is necessary. and i want to tell you the good news of where we are today. i told you a minute ago that

when we came into office we were 48th in job creation. do you know where we are today? we are fourth in america in job creation, the number one in the mid west. [cheers and applause] we went from 89 cents in our rainy day fund to $500 million in surplus. a half a billion dollars in surplus from being in the hole. [cheers and applause] you know i watched in horror as we watched the french and the italians and the spanish downgraded. i remember the night america's credit got downgraded in ohio instead of our credit going down the train our credit outlook has been improved because it's been recognized that we are managing our finances. and creating jobs. but, ladies and gentlemen,

when over those last four years we had lost 400,000 jobs, in ohio today, we have grown new jobs by 122,000. 122,000 families better off but you know what? the wind is in our face. the president has given us head winds. president obama has doubled the national debt. i was chairman of the budget committee when we balanced the budget in '97 i look with horror up at that clock that shows $15 trillion in the national debt. that's the sort of damiclease hanging over our children's head. the president is doing nothing about it in fact, each year he is increasing that by $1 trillion. [boos] blet me also tell youd that the president says his answer to these problems lie in this.

more taxes. let's take more money out of the pockets of the american people and send it to, of all places, washington, d.c. can you even believe it it we not only need to balance -- regulations have had a smotterring effect on businesses and it has paralyzed the job creators. folks, this is the wrong philosophy. these are the wrong policies. and we need a new leader and that is exactly why i am for mitt romney for president of the united states. [cheers and applause] i want to tell you about mitt. is he a business leader. if there is anything we need in government today, it's the people who understand how to create jobs. plain and simple. the people that criticize folks in business, just simply don't get it they have put us in this hole. and mitt romney has a history

of being a great job creator. secondly, he was a great governor. he went from billions of dollars in the hole when he became governor to billions of dollars in surplus when he he left. and he went from the loss of tens of thousands of jobs when he became governor to the creation of 40,000 new jobs when he left office. and he did it in taxachusettes of a all places. beyond his work in business and beyond his work in government he is a natural leader. he took those st lake city winter olympics and took them when they were in peril and headed down the drain. he fixed the olympics and made every american proud of what he did in salt lake city and built a shinier and brighter america as all the -- as a result. [cheers and applause] folks, i want to tell you. this joe biden disputes a lot of those facts.

but joe biden told me that he was a good golfer. and i have played golf with joe biden. can i tell it you that's not true as well as all the other things that he says. [ laughter ] folks for the good of our kids i know we are at a republic convention. this is not about republic and democrat. this is about somebody who is going to get this country moving again. restore the strength of our country. energize the people, set them free in a free enterprise system. that's what this is all about. it is about our children. it is about our families. it is about our country. and, frankly, ladies and gentlemen, it's about the world because even though they don't want to admit it, they depend on the united states of america to lead and to bring moral purpose to the globe. ladies and gentlemen, we he have got to leave here and march and get to everybody to make sure that mitt romney and paul ryan are president and vice president of the united states. thank you all very much.

[cheers and applause] >> if you've been successful, you didn't get there on your own. you didn't get there on your own. i'm always struck by people who think, well, it must be because i was just so smart. there are lot of smart people out there. it must be because i worked harder than everybody else. let me tell you something, if you have got a business, you didn't build that somebody else made that happen. >> he was trying to say, hey, you didn't build that business on your own. the government helped you build it it that's what ticked me off more than anything. mr. president, you have no idea how we here in american ohio have to try to run a small business from daylight until night. what we need is a leader who truly understands, truly understands how business works.

>> the idea to say that steve jobs didn't build apple, that henry ford didn't build ford motor. to say something like that is not just foolishness, it's insulting to every entrepreneur, every innovator in america. it's wrong. [ applause ] president obama attacks success and, therefore, under president obama we have less success and i will change that. ♪ [cheers and applause] >> bill: all right. we are back here in new york city with crowley and colmes. colmes has a brand new book "thank the liberals for saving america." i think that was the opposite of what john kasich has said. >> not exactly my message, no. >> bill: what struck me, monica, is that the president's gaffe and it was. it just absolutely -- that you didn't build that is now the slogan of the romney campaign. that's what it is. >> it actually has become the defining statement of this entire campaign now for both sides because it really was

definitive of obama's philosophy, his ideology and, in fact, the way he has governed over the last three and a half years. in fact, what is he going to govern on, going into this election. >> bill: do you see that as a political mistake. >> no. it's a complete misrepresentation. taken out of context. >> bill: i know in your opinion it's a misrepresentation. but subtleties are not what the vote is about. >> i understand. >> bill: the republic party had seized on this theme, so in hindsight would you see that the way the president put it. >> it would have been better if he would have put the words you didn't build that what they're not doing is precede it. heavily edited to totally ignore what he said that put in context what he was actually saying. >> bill: look. they want to win. they're not going to put anything in context and neither are the democrats. >> of course not. we just saw a misrepresentation of obama's statement. >> bill: not really because the president has made it quite clear, i believe, that he favors a top down management from washington.

so, when you do that, what he says kind of makes consistent sense. 20 seconds. >> what he said when he blurted it out o. unscripted off prompter is what he really believes. governed wealth redistribution class warfare. >> he didn't build that mitt romney would not have been successful bain capital without tax breaks and government help. they did it with help from the government. that's the point that obama was trying to make government has helped these people become multimillionaires something they are totally ignoring. >> bill: take a break. crowley and colmes will stick around. we have plenty more ahead as we move along. we will take you behind the scenes at the big g.o.p. convention in tampa. plus, virginia governor bob mcdonald getting ready if fire up the crowd so we hope you stay tuned to those reports.

well, like all conventions, there is a hidden layer of dissent beneath the surface. we saw a little bit on the role call today when some of ron paul's supporters were ticked off that they didn't get all of their delegates seated in maine there was booing and cat calls. mr. paul gets 100 and some odd delegates they don't get officially counted didn't get his name put in nomination. there is that. apart from that, no. this is a very typical ramp up to what are the big speeches. tonight chris christie is going to light up the crowd with his very special newt brand of new jersey political politics. ann romney will give to us what she described on the plane today as virginia heart felt and somewhat more intimate look at mitt romney designed to open him up and make him more to the american public skeptical who romney is. there isn't that much more to be discovered. people think they want to get a better sense of the man.

on the plane today she was really convincing about her desire to sort of talk about their marriage, their relationship, their life together for better than 40 years. she will talk about some of her health problems. and she will acknowledge that like any marriage there have been issues. that's what that is about. >> bill: ann romney is set to speak rosen, what time, do you know? >> she is going to speak at the top of the 10:00 hour and be followed right immediately hour right after by the governor of new jersey. >> bill: that's smart, you don't want to follow christie because the podium may be smashed. i'm looking forward to that. we need more of that on both parties. this is the way it should be. and this is what he is going to do. go ahead, carl. >> well, you know what, bill? the thing is paul ryan's addition to the ticket has brought a lot of that vigor. more combat. more articulate. >> more confrontation. >> smooth type of partisanship. that has been acceleration of the romney campaign by virtue

of paul ryan's edition to it chris christie brings a kind of bare knuckles that primary voters and the base of the republic party wants but it can be a double edged sword. the republic base and the democratic liberal base, they are pretty motivated to protect their guys. >> bill: i know. the question is if this is going to be decided in the middle, then they want somebody who is going moderate and independent voters. >> bill: what you are going to get, james, is you are going to get attention. christie is is going to get you attention. a lot of people floating around. it's tuesday. maybe they are not locked. in christie is going to lock them in. what do you expect christie to say tonight, james? >> well, we have been told that he is going to be a tad less combative than he normally is going to make the case for what he has done in new jersey. he is also going to indict president obama. chris christie has been a source of gems for reporters for a long time. he brings the case and the fight to barack obama like no other politician. saying things like "we don't need a chicago ward politician

in the oval office. we are hopeless and changeless after three years of barack obama. so you will hear some of that let's keep in mind though, bill, what the central point of this entire production is. it's got 2 points to it one as carl was mentioning it's supposed to redefine mitt romney. energize the base and remainder of footing the next 70 days or so. the other point is to win florida. this is a place with 29 electoral votes. i have been talking with republicans who work here in the state. republic consultants. one of them told me that it's over. that mitt romney is going to win florida by three points. i asked him why do you feel that way? he said we have access to internal republic party polling here in the state on the precinct by precinct level that shows along the fame miss i-4 corridor daytona beach to tampa where you have a great swath of undecided voters, military, suburban, urban, a great bi-section of florida specific counties that barack obama won in 2008. he is now just even with mitt romney. people don't really know mitt romney. they know barack obama and they basically have made up

their mind. romney has room to grow. these polls were taken four days after paul ryan was announced on the ticket when medicare was the big issue. guess what? in some of these counties, the senior the vote was going for the generic republic. perhaps going to swing for romney. they believe florida is in play. it's important for them to have florida. almost equally as important as ohio or any place else you hear about. >> bill: you know the florida senator is marco rubio obviously got a big platform in prime time later on this week. so, at this point, it's nothing really out of the ordinary. but you guys sense some momentum behind the republic. do you concur with that carl? >> well, i would go even a further step than that, bill. for all of the criticism that conservatives and republicans had about mitt romney back during the primaries, when many had sided with rick santorum and newt gingrich. now they're the ones pointing out that mitt romney has more money in the bank than barack obama. he is tied in the national

polls. he is tied in the gallup tracking polls. and in the key battleground states as well. >> bill: i have got to go to the governor of virginia. take it away. >> a vice president who actually knows what state he is. in. [cheers and applause] now, i don't have to tell any of you this is a tough economy. we all have friends and family and neighbors who have lost their jobs and their homes. worse, they have lost their hope. and their lost hope is why we need a big change this november. [cheers and applause] this election is about restoring the american dream. that dream led my grandfather, a poor farm boy to leave ireland 100 years ago. in and come to ellis island to begin his journey of freedom in america. my grandfather could have never guessed that his son

badly. too many americans are looking for work because this president's policies simply haven't worked. washington today has a surplus of rhetoric and deficit of leadership and results. [cheers and applause] you know the problems. unemployment 8% for 42 straight months. national debt immoral at $16 trillion and growing. new business startups at the lowest level in 30 years. now the e.p.a. is the employment prevention agency. [ applause ] these times call for new leadership to get this great country out of debt and back to work. and the choice is very clear. the status quo of the entitlement society versus a

[ applause ] big government didn't build newark. you built america. small businesses don't come out of washington, d.c. premade on flat bed trucks. that coffee shop, that flores in virginia beach. that bakery in bradford, virginia, they were all built by american entrepreneurs with big dreams. not a big spending government with a wide open wallet full of other people's money. it is remarkable in 236 years

of the american experiment what the engenius people of this magnificent nation can do when they are given the opportunity. every american deserves the opportunity of a limited, responsible government that performs its core functions well and then gets the heck out of the way. that's when good things happen in the united states of america. [cheers and applause] look at the results of republic policies in the states. in states with republic governors, the average unemployment rate is a full point lower than in states with democratic governors. it makes a difference. [ applause ] republics governors lead seven of the 10 states with the lowest unemployment rate. [ applause ] and 12 of the 15 states that have been ranked best for

business have republic governors. [ applause ] while the obama administration borrows now $3 billion a day just to keep the lights on, republic governors have closed $65 billion in budget short falls without raising taxes. [ applause ] in virginia over the last two years with republicans and democrats working together our unemployment rate is down to 5.9%. we have added 150,000 net new jobs in virginia. we have had $1.4 billion in budget surpluses and we have done it by keeping regulation and litigation to a minimum and we haven't raised taxes. [ applause ] so my friends, while the president talks, republic

governors lead. talk is cheap. results matter. conservative fiscal policies are working and so are more americans in the states with republic governors today. [ applause ] now, just think what we could do if we had a president who would support us and not obstruct us. someone who has created jobs in the private sector, who understands the economy and who has actually balanced a budget. heck, for that matter, somebody who has actually passed a budget.
