if we put our minds to it we'll solve our debt problems and economic problems and they know we have to be leaders in the world. i do think that they'll speak in a way that let's people know where america stands. >> greta: have you a rich experience if foreign policy. for years secretary of state and worked at the white house. have these gentlemen have foreign policy experience? president obama didn't have foreign policy experience. does that give you any reason to pause? you've thrown your support behind this ticket tonight. >> foreign policy decision making is like almost any other. you have to have principles and values and people who know how to take a tough decision to ask expert people around them for answers to tough questions and i see those characteristics in mitt romney with his executive experience and paul ryan with his toughness on insisting on our fiscal responsibility.

the truth is that not many american presidents come into office with foreign policy experience, what to do about china or russia or iran, what will come. you want someone who has integrity and knows what america can mean in the world, someone who is prepared to lead. and the rest of it will soon take care of itself. >> greta: any doubt on who should be president? >> no. no doubt. no. >> greta: you were instrumental when george w. bush ran for president you'd advise him on foreign policy. are you informally advising in this ticket? the republican ticket? >> i've tun my service in the campaign. i was deeply involved in 2000. i talked to governor romney from time to time. we're friends. i certainly feel i can call him at any time and he calls from time to time but he has good people around him. in foreign policy advising that is not a role for me this

time around. >> greta: he said tonight our military capability and advantage will be safe in mitt romney and paul ryan's hands. are you saying they're not safe in president obama's hands? i'm concerned about a couple things. first that we not allow seek quest traigs of the budget to damage our military strength. i'm concerned about missile defense. that was the reverence to technology advantage. i don't know there won't be a move to try to compromise missle defense. i can't say that i know what will happen in the future with our military power under the current president. i do think i know what will happen with mitt romney. >> greta: you say concern. is that a nice word like maybe it may be a little bit or look, you no know we've got a serious problem and better do something about it. >> we better be certain

well delivered. paul is very sincere and i think that come as cross. i think in terms of content, he doesn't runway from anything. he confronted issues, talked about leadership they're going provide and entitlement reform, taxes and regulations. all things i think are important when it comes to growing the economy and creating jobs and i think that is the number one issue. i think he was going at the heart of what i think this campaign is going to be about. that is the economy, jobs who has a better vision and idea and a better plan and secondly, how do we deal with these pro tracted problems we have? entitlement reforms, getting spending under control. and i thought paul did a great job. >> there is so much discussion about the presidential race. if you look at it, if your candidate wins, if you don't, if your party doesn't take the senate and keep the house you still, you know there is still difficult for to you achieve your agenda.

>> it is. that is why we're hoping for a big performance at the top of the ticket. many senate races are going to be impact bid what happens at the top of the ticket. if the governor does well in a lot of these states where there are big senate races we think that is going help our candidates get over the top. it's going to be critical to govern the country. if he wins presidency but democrats still control the senate they're going to be in a position to block everything he tries to do. if we want to change the direction of the country and give someone else a try having seen what three and a half years now of obama policies have done, i think it's important to give the president hopefully president romney a team he can work within the senate. >> greta: why do you think some people are undecided. if there is a stark difference between the two ask lines drawn in the sand why do you think there is still six to 10% who aren't sure? >> partly because a lot of those people probably voted for president obama. and you have to convince them that that was bt a a good

subject for a longtime. that's something different. >> the vice president, no one votes for the vice president. that's not relevant to the ticket. >> i think that's true. it is hard to cite a vice presidential candidate who single handedly made a difference not really since 1960 when lyndon johnson made a big difference in delivering for john f. kennedy, but that doesn't mean that along the way there are things the vice presidential candidate does. if it is a well-received selection it enhances the nominee. rt vice president can help -- the vice president can put the case which is what paul ryan was about is against the incumbent which is what paul ryan was up to as well. he can help, but they are rarely decisive. >> each side has a base. it is the undecided they are both trying to get. undecided at this point means

and i think we could get to 51 and we can get there. and if we can, we can do amazing things including passioning a budget which we haven't done for three years in the united states senate. >> how does that happen? >> greta: how can you not pass a budget? i know it's not your party but, i don't mean to argue for him. how does he justify not putting something on the table? >> i think budgets are hard things to vote for they include a lot of things that are difficult. paul ryan's budget did come to the house floor and did pass. republican dz what they're supposed to do. congress has the power of the purse ability to put forth a blueprint for the future. in the senate, nothing. you know is in the senate majority leaders decided not to move forward witness probably to protect members.

the president does have to submit a budget by law and he d unfortunately, it was such a bad budget no one would go for it. he didn't get' single republican or a single democrat, neither house or senate to support his budget. partly because it added another $11 trillion to national debt over 10 year period of the budget. so that is the lack of leadership we have now. exciting opportunity is electing mitt romney and paul ryan trying to get to 51. or 50 with vice president providing a tie vote. and beginning to shape this country by getting a a budget in place and you can do other things to help with regard to tax reform and saving our entitlement programs and making sure the economy gets back on track. >> greta: it's a virtual tie can president obama and governor rom nee. i zront a sense of how many undecided in ohio. i assume that you get your work to make sure they're in

i sat with the governor's wives, first ladies of pennsylvania and idaho and they were talking about this morning how disaptsed they were in that. >> greta: and governor rick scott is not here. >> he's not. he's, you know i've talked with the governor three four times per day. he is so disappointed he's not here but he has to look out for 19 million floridian autos suffering from the storm that came through. yes. >> it did. he said palm beach is underwater. he when i talked to him earlier he was in palm beach and headed to the keys and then, possessa coala. we've got severe flooding in our state. he's so disappointed but he's doing his job as governor. >> greta: i noticed you hit a nerve with the crowd tonight with what the signature program you've been fighting which is obama care from the podium what was it like? i was outside watching. i wasn't in there. >> it was something i've never spoken to that amount of

orleans. casey? >> this feels like deja vu. would you believe the the worst is not even right here in new orleans proper. it's all around us. take a look at some video. just about 11 miles southeast of where i am. an area very hard hit levy breech on the' eastern side of the mississippi river. an earthen, community built levy. this is a sending people up to their at that timic -- attics. and in afternoon, focus in the same part of the parish but on the western side of the mississippi. 3,000 people had to be evacuated including 120

nursing home residents hooked up to oxygen tanks and sitting waiting to be taken by national guard troops to a nearby naval base. it's down in the area and now, in the opposite direction southwest in the community of lafitte tonight we're hearing about he vac waigs in jefferson pairnish. some of the rescue boats unable to get into the area because conditions are not good. isaac moving very slowly. it's dumping a lot of rain and kicking up a lot of wind. and we're seeing this playing out around the region. >> greta: casey, thank you. we look at this and see those pictures and it's horrifying and a vision of what we saw seven years ago. >> yes. >> greta: casey, thank you. coming up governor romney's

isaac remains a dangerous storm this morning. even though it is no longer a hurricane, life-threatening hazards from the storm surge and inland flooding are still occurring at this point. the latest bull law tin has heavy rain spreading inland the next few days. isaac is expected to be down graded to a tropical depression and move over southern arkansas tonight or early friday. the most severe flooding is happening in southeastern louisiana. the water is a foot high or more in some of those areas. louisiana's governor ask i had for the state to be declared a major disaster. they rescued dozens in the hardest hit area. 3,000 people have been evacuated. now back to "on the record" with greta. >> it's moms that had to work a little harder to make

it is something else. really i couldn't be happier for paul. and the whole family. it's a very exciting time for us in the house, too to see one of our colleagues actually on the national stage like this, trying to affect some of the policy changes we've been working on. >> he's not new to this business about policy launch. >> paul, you know i first met him he served on tax writing committee together. ever since then, i've known he's very interested in aing things budget, the economy. and really how to make government sort of right side so we can hold true to principles of economic freedom. >> greta: washington gets a little nasty. did you know that? sheer what congressman van holland told me. i understand people goring to have differences of opinions

he described congressman paul ryan i calculated kinical efforts to confuse seniors and hide from seniors how bad the romney-ryan plan would be. >> that is so washington. and i'm listening to that just trying to remove nasty adjectives and stick to the facts here. the facts are that paul put forward a budget that actually proposes a solution to the real problems we're facing in the deficit. when we know that the federal government made promises now that it can't afford to keep. so we're trying to save the safety net for those who truly need it and gitd get about the business of regenerating activity in the private secretary qor. we believe men and women build those businesses and can be successful without necessarily the big hand of government deeming itself. >> i suppose you realize sort of the advantage of offering a

lot more. if it maik maybe unrealistic and telling everybody to tighten the belt. one is a ease easier message to sex how do you sell your republican message that people have to tighten the belt? >> i think it's like when chris christie conveyed last night to n.his address. i don't think we should underestimate the american people. they're smart. there is a reason why our country has been a leading country for some years and the world's only super power, economically and militarily. the reason is that american people get it. and that you can't have something for nothing. we do need tf a safety net there for people when need it. and you know we also want to provide the avenue for those who want to earn their success. foremost of the american people dying to get out there and start building businesses

and growing men. >> this is extraordinary. and i guess the real group everyone is trying to reach are undecided. how do you get your message to undecided?. >> i'm from virginia. we're one of the critical states like this one. in election. and they will come down to the election in very few states and it will be the 5% or 6% of the undecided going to make or break this election for mitt romney and paul ryan. how by goat them is i think talk to them and make a case in terms of how to make life work for the suburban mom in virginia. they're struggling now wondering how to get through the month and pay bills, it's our solution to planl for their kids college education and paying for parents health care costs.

congressman paul ryan now officially the vice presidential g.o.p. nominee. he's made his mark as the budget guru. you've seen him go on the record many times. >> we need leaders willing to put up ideas. and we pass our plan showing the senate and budget here is how we want to fix the problem. let's see your ideas.

and they have decided not to put their ideas on the table so you can get to the table. >> america does not deserve a debt crisis. in 2008 we had that economic crisis that, caught us by surprise, if if they knew about a bad time, knew when it was coming and how to stop it but didn't do so. what would you think that have person? >> last year, last time with obama john mcyain stopped campaigning here so obama kind of ran up the score. >> there is a last election we took two house seats we feel like we have a good chance as republicans and i think mitt romney is in the best position to win states like ours. and this is what it doesn't do,

it doesn't fix our problem. he doesn't pretend to fix our fiscal problems so i would call it america drawing a debt. >> greta: joining us now our political panel, byron york and rick klein, rick, first you tonight. >> energy. enthusiasm. excitement. it was a good story told there. he tied obama, romney campaign message in with his own personal story. and i think also a very effective description of why mitt romney is the right person to do it. he talked more about mitt romney than just about everyone else. >> i was not a big fan of chris christie tonight. i think tonight was a big success for paul ryan. last night was not a good night for chris christie. he did have to liver a -- deliver a indictment

against the obama administration. and he had good barbs at the president for talking too much. and introduced himself a little bit. did that, had some people tearing up talking about his mother and he had to talk and he had to convince people that he and mitt romney were going to spend all of their time working on jobs, economy and debt. he was well focused on that. >> two images i thought were effective in describing his appeal. ac-dc to zepplin idea, then, fading picture of obama on the walls of the kids coming home from college without a job. it just is an easily understandable image that i think if you can make that appeal that is how you do it. >> one of the speech writers for the speech was a guy who wrote sarah kbrainl's speech at the republican convention in 2008, a beautiful speech. this was the same way. i think the image of the

bedroom was huge and people goring to remember that. the other interesting, ac-dc to zepplin thing was fascinating showing he had younger musical taste than mitt romney. led zepplin was 40 years ago. he said the real point is s.to get to white middle aged, disaffected voters who may have voted for barack obama last time around z make that connection with them this time around. >> what about governor romney tomorrow night? >> i mean he's, as i said, he's made big speeches before. none as big as this. everything else going to pale in comparison he's going to need to -- the way they've structured this convention we're going hear more about him. he's never been comfortable talking about himself. >> greta: his wife said that other night.

>> that is right but that is how it works. i asked rick santorum about this. he said be vulnerable. show a human side and show people not everything is perfect. if he can demonstrate that and show a limb bit of humanity tomorrow might, i think we'll be surprised at people tuning in. >> greta: do you think the president's team regrets the president said you can't build this? >> you know, i'm sure that it just drives them crazy. in times i've wondered maybe republicans are pushing this too hard like maybe pushing joe the plumber hard. and this does resonate with republican voters and independents because it's suggesting what people suspect about barack obama. is that he really does devalue that kind of individual initiative republicans celebrate. so they've said it a lot. and you're going to keep
