terror. in fact, mitt romney was right. it did take him two weeks to do that. to be clear, he was in the rose garden, and he talked about acts of terror. he's talking about what's happening in banghazi. >> it's clear that's what he's labeling it. >> president obama needed as decisive a victory last nights she kept feeding obama lines, kept prompting him. you democrats, he couldn't have assistance. >> so let's recap what we learned last night. the tax plan doesn't add up.

his jobs plan doesn't create jobs. his deficit reduction plan adds to the deficit. so, you know, everybody's heard it's a new deal. you've heard of the fair deal. you've heard of the square deal. mitt romney's time to sell you a sketchy deal. >> when mitt romney and paul ryan say they're going to put this country back to work, this is an urgent call, not one for which we can wait another four years. >> i think it's interesting that the president still doesn't have an agenda for a second term. don't you think that it's time for him to finally put together a vision of what he'd do in the next four years if he were elected? i mean, he's got to come up with that over this weekend, because there's only one debate left on monday. >> greta: 67.2 million viewers glued to the first presidential debate. last night debate number two down a tad about it.

but a lot of chances to win votes. former new hampshire governor june sununu and strong supporter of governor romney watched the debate and he's here. governor romney, governor. >> good evening, greta. how are you? >> greta: i'm very well. how that you've had time to digest the debate, think about it, tell me what you think. >> your warm-up act, sean hannity had a package there which i think highlighted the best part of the debate, where mitt romney laid out the failures of the past administration and really his agenda and plan for the future. i think to be consistent with one of the pieces you had in your package, he did a good job of showing that the last four years of obama was raw deal. i think it lays the foundation for the campaign over the next three weeks. >> greta: what do you make of the fact that some of the snap polls have shown that president obama did better, not demonstrably so, but nonetheless did better than governor romney? >> well, look, he needed to do

something. i think the democrats were all excited because a little bit more than an empty suit showed up this time. and on the issues, there was, in my opinion, a huge difference. now the very fact that obama exceeded expectations by doing something well i think is probably what affected a lot of those numbers, but most importantly in all of those polls, when the question was, who can fix economy best, in some of those polls mitt romney still won 2-1. so that's the issue of this campaign and that's the issue that i think was so important as i said for governor romney to communicate on. >> greta: you mentioned the economy. i think that come next week, for the foreign policy debate, i think the economy is going do be front and center for governor romney, because there's really not much we can do in the world unless we can afford it's, unless we can pay for things, whether we can help people,

even worse in some rests than rs than president obama did, and within two years it was turning around. in the last two years of his first term ronald reagan created 15 million jobs. and president obama's bragging about his 5 million jobs, which barely makes up -- in fact, doesn't make up for what he loves thlostthe first two yearsy makes up for population growth. this president really that there was talk about thing, but has failed to do anything. didn't send his immigration plan when he controlled congress. never sent a budget down that got a single vote from democrats. the democrats don't understand how little leadership there's been. he got 414-0, he lost on his budget in the house. 97-0 in the senate. he couldn't even get a single democrat to follow his grand leadership on his budget. this guy's been a disgrace, and

what mitt romney has been doing is pointing it out quite clearly and laying outs an agenda to fix things in future. >> greta: you were chief of staff, as we all know, to a president. >> right. >> greta: the president spent the early part of his presidency working on healthcare and getting it passed, whether you like it or not like it. i'm curious, can these administrations not work on two main pieces of legislation at a time? i mean, he did promise immigration. he had a democratic house and a democratic senate. so why didn't he try to move that through simultaneously? what would be the reason not? >> because he can't chew gum and walk at the same time. look, i worked for a great president, george herbert walker bush. we put together a five-year budget plan, we did a clean air act, we did an americans with disabilities act, a civil rights bill, a crime reform bill. i mean, we had about 12 major pieces of legislation that were passed in that one term. this president's done nothing except outsource healthcare to

pelosi and reid. he didn't even lead on that. he has passed nothing else. >> greta: i guess i have been curious why he didn't take more advantage of having the relatively little opposition. some opposition within his own party, but early on, on the issue of immigration, i never understood why that one didn't get more force behind it. >> he doesn't like to take a political risk. that's why he hasn't sent a real budgets down. now they're campaigning on trying to tear mitt romney down, talk about women's issues. there are three major women's issues that will help decide this election. the first one is when the soccer moms pull up to the gas pump and put 14 or 15 gallons of gas in it and have to pay $60. the second one is when the lady of the house goes to the checkout counter at the supermarkets, thinking she owes $50s, and the bill is $75, because the value of the dollar has gone down, and the third one

is in october or november, about this time, and they look around, the daughter or son that came in last june after graduating for a couple weeks until they found a job, they find out they still haven't found a job, and they've been in the house for five months, and they're still looking for work. those are the three women's issues that are going to make a difference in this election. >> greta: governor, thank you. always nice to see you, sir. >> thank you. >> greta: and tonight, there is big news from the key swing states, great state of wisconsin. president obama, as you may recall, carried wisconsin by 14 points in 2008. and now four years later, a new poll showing governor romney is tied with president obama. according to the marquette law school poll, president obama is now at 49% and governor romney at 48% among likely voters. now that is well within the 3.4% margin of error. even bigger news, that's a big change from even last month when president obama had an 11-point lead. fox news senior political analyst brit hume joins us.

a lot of polls come and go, but that one seems to be going in one direction. >> it's a piece of other polls we're seeing from the upper midwestern states. president obama has lost ground to mitt romney in ohio, in pennsylvania, although he remains ahead there, slightly ahead in ohio as well. so you're seeing this post-debate, post-first presidential debate phenomenon continue into this poll. this poll was taken before last night's debate, so we don't the effect it will have. it was also notable in this poll, the results it found, the impressions these voters had of the two vice presidential candidates. now granted, paul ryan's a home boy, as you well know from your home state of wisconsin, so you can expect him to have a lot of people on his side out there. but vice president biden's favorable ratings with these people plunged a bit after that debate performance. if that's replicated in other places around the midwest, that means that -- for political

purposes the republican ticket has two wins going into last night's debate. >> greta: looking at the political landscape, all the trends and polls, what is leaning -- what is a good sign or a good trend for president obama when you look at either the polls osar even how you look at the map? >> well, last couple of weeks there hasn't been much in the way of good trends for him, but he's holding on. now look, this president is running for re-election saddled where a record of his failed to do a number of things he said he would do. the level of unemployment is higher than he said it would be. he promised to cut the deficit in half and so on. these are heavy burneddens. it's been a surprise to me at%jç least that an incumbent with these burdens isiyw3ç)=?>t(ç/e is in the polls. he's still in the thick of this and may very well win it. the trend in the last couple of weeks is very well against him. i thought about this lots, because i found it puzzling. it is always hard for a challenger to overcome one

thing, and that is when someone is president, president for a while, it gets hard to think of somebody else as president, and these debates inevitably have that effect. i thought at first that having, what, four of them, counting the vice presidential debates, might not be good for the challenger. i've changed my mind about that. i think fact he's had the opportunity to stand on the same stage, shoulder-to-shoulder with the president, engage with him the way he has helped mitt romney immeasurably regardless of who won the different skirmishes on different issues. he simply seems do be on equal footing. that makes it easier for people to say, well, i could see him as president. i don't like the results of the last four years. >> greta: it's interesting, the one thing we can't measure right now, is the ground game. we don't know what these two campaigns have on the ground to get people out to vote. >> we don't know yet. my guess is the two parties will

do the best jobs they've ever done. this happened in '04, another race that was very close, came down to ground game, and the republican ground game proved chiefly in the state of ohio, which was decisive, even though the democrats did best they had ever done in the state of ohio. it's hard to measure beforehand. obviously we won't find out until election night. >> greta: thank you. >> you bet. >> greta: the controversy over libya leading to fireworks at last night's debate. since the day after this year's september 11th attack, the obama administration has been dishing out different versions of what happened. s here's a look at their ever-change stories. >> no act of terror will ever shake the resolve of this great nation. >> what we're seeing on social media, what we're seeing in some of the local commentary is largely related to this reprehensible video. >> we've seen rage and violence directed at american embassies over an awful internet video

that we had nothing to do with this. >> this was not a preplanned, pre meditated attack. >> it is extremely offensive video directed at muhammad and islam. extremists and terrorists use this as an excuse to attack a variety of our embassies, including the consulate in libya. >> they were killed in the course of a terrorist attack on our embassy. >> what happened in banghazi was a terrorist attack. >> we're still doing an investigation. there's no doubt that the kind of weapons that were used, the ongoing assault, that it wasn't just a mob action. >> it was a group of terrorists obviously conducted that attack. >> greta: now as president obama changes his tune again? for weeks the president's been saying al-qaeda is on run and on its heels, but today, and everyone listening forking this, the president specifically removed those words from his campaign speech. senator lindsey graham is

demanding answers from the president and joins. nice to see you, senator. >> thank you. i'm from wisconsin, believe it or not,. >> greta: oh, the great state of wisconsin. >> people love you out here. >> greta: you wrote a letter on a couple days ago to the president, and you identified two prior incidents that the consulate in banghazi, one in april and one in june. the one in june blowing a big enough hole in the perimeter, that 40 people could march through, and you asked the president did you consider these serious events. why did you ask that? >> well, to be fair to the president, i don't expect that the request for 12 additional security personnel would go to president. that does go through the state department. i don't expect him to know the request, to keep 16 utah national guardsmen in libya for security. but i do expect him to know that banghazi was deteriorating over time, that our consulate was

attacked twice. i can't imagine any white house -- and andy card addressed this directly -- if the consulate in banghazi is attacked within 60 days day with a hole big enough for 40 people to go through it, i would expect the president to know, to be informed that the british consulate was closed after the british ambassador was attacked by rocket-propellerpgs, and thes closed, and al-qaeda was on the rise. here's what lieutenant colonel said. he said we were the last flag flying in banghazi. it was almost inevitable the consulate could be attacked. everybody else had left. the reason they denied the extra security is because the state department wanted to normalize relationships in libya. at the time we were concentrating on normalizing relationships and turning this over to the libyan government that really didn't exist. everybody else was leaving. i hold the president accountable for that.

i want to know, mr. president, where you doing your job? were you following the deteriorating situation in banghazi? did you know that the libyan consulate in banghazi, the last flag standing, was a death trap for americans? if you didn't, why? >> greta: two questions. i mean, what is your theory as to whether or not he knew? or if he didn't know, why he didn't know. that's he my first question. two parts. >> right. >> greta: the second is, what in the world is with this video story, that there was a protest? > >> right. >> greta: have they been pushing that since the 11th of september, now backing down reasonable? >> it's a riot based on a video they have a lot less blame. i'd be the first to say, if this was a mob generated by video that's a different national security threat, harder to plan for. so they wanted us to believe that. the video had nothing to do with this, because there was never a mob.

it's pretty hard to have a riot by a mob that never existed. the video of the compound, the consulate showed that there wasn't a soul around the consulate before the attack. but they wanted us to believe, and they thought the media wouldn't check, that the clock would run out, there's only a few weeks till the election, congress was out of session, so they were trying to spin a version that would make them less culpable. if the truth came out -- if the truth came out -- >> greta: you say spin. frankly, as hard as i listen, spin is you take a little truth, add a little bit to it, make it look better. but this action, from the way you laid it out, looks like they were hiding it, didn't want the american people to know, and that's vastly different. >> it is. the best you could say is they took one piece of intelligence and spun it and denied the obvious. but the most likely scenario is that they constructed a scenario where they would be left culpable, because if the truth came out that the banghazi

consulate had been attacked in april and june previously, and that the british had to believe banghazi and the red cross was driven out, then that's a different story. it's a story about al-qaeda coming back, libya going south, and it destroys the narrative that by killing bin laden al-qaeda has been dismantled. it also destroys the narrative you can lead from behind in libya and everything is fine. i hold the president personally accountable for knowing the security situation in the world. if you're listening, mr. president, iraq is falling apart. if no one else is telling you this, i'm telling you this. since we left iraq, there's been a doubling of al-qaeda in iraq. there are training camps in western iraq, that the kurdish president hasn't spoken to prime minister maliki in a year, the political process is broken and security is deteriorating. >> greta: senator, i got to run. thank you, sir. >> thank you. >> greta: straight ahead, you will meet the voter who got to ask president obama about libya.

>> greta: it was the burning question of the debate. the question about libya. >> we were sitting around, talking about libya, and we were reading and became aware of reports that the state department refused extra security for our embassy in banghazi, libya, prior to the attacks that killed four americans. who was it that denied enhanced security and why? >> when i say that we are going to find out exactly what happened, everybody will be held accountable, and i am ultimately responsible for what's taking place there, because these are my folks, and i'm the one who has to greet those coffins when they come home, you know that i mean what i say. >> greta: that's all the explanation most of us got from president obama, but after the debate the president spoke privately withker arery lodka. did he eventually get the answers he was looking for?

good evening. >> good evening, greta. >> greta: you never got the answer, you got a big run-around answer, but he came up to you afterwards. what was your conversation with him? >> he tried to explain that the reason he took so long between that initial announcement in the rose garden and the about two weeks later when he formally announced it's as an act of terrorism, that he wanted to be deliberate, that he did not want to make a mistake based on misinformation, he wanted accurate and true information, because any action he took in any part of the world, including the middle east, would have dire consequences. so he really wanted to be deliberate and careful before he decided to take any course of action. >> greta: did he say the fact that he kept putting out there, and also ambassador rice spoke on the sunday morning shows, that they actually put out a theory that if he didn't want to make a mistake, he shouldn't be putting out the theory about the video and protest because that didn't happen? >> he didn't mention that to me,

greta. i've heard those stories. i think you're absolutely right. that story should not have surfaced. i think everyone knew it was a terrorist attack right from the beginning. but he did not mention that to me during our private conversation. >> greta: did he give any indication -- i mean, you know, it's so curious, you know, frankly, we can't figure it out, because we can't figure out is everyone thought it was terrorism, and then the white house goes with the protest and the video. >> right. >> greta: ambassador rice goes with that on the tv shows. >> right. >> greta: president obama continues to do that two desolaters on "david letterman." at the u.n. on the 25th of september he was talking about videos, not connecting it to the actually consulate bombing, but if they didn't want to make a mistake is there any sort of theory why he was putting that out? >> i can only speculate that it was to give himself time to try to uncover the information he needed to uncover to find out who actually was responsible for these terrorist killings.

other than that, i really have no real reason as to why that story circulated for so long. obviously it was not true. >> greta: after you had your private conversation with him, did you feel better about him as being the leader or not as good or the same? >> i felt -- i felt better about him when he took personal responsibility for obviously the state department's mistake in not providing the embassy in banghazi with enhanced security, because the secretary of state, hillary clinton, did take responsibility, and he said, no, i'm not the president, it's my responsibility, but i still feel it was a huge mistake by the state department, and ultimately the president that caused the deaths of four innocent american citizens. >> greta: is it powerful enough in your mind that it has an impact on your vote? >> my vote is hinging on the

president's propensity for positive social change. i like his obamacare idea. i don't want to see any cuts in social security or medicare or medicaid. i don't want to see them turned into a voucher system. i don't want to see planned parenthood cut or anything else. on the other hand, the governor, governor romney, has a very strong record of successful business practices in the course of his career. as one old president said, the business of america is really business. so for me it's a toss-up between obama's social stances and governor romney's business expertise. >> greta: you've got only about 2 1/2 weeks to come up to a decision. i'm cook, i mean, in light of that, is there -- you know, what will sort of push you in either direction? are you waiting for the next debate, which will be foreign policy, and will that any impact? i mean, you're running out of time. the clock's running.

>> i think that it may be the foreign policy debate. i'm guessing that as soon as i walk into the voting booths, i'll probably make up my mind then. >> greta: after the debate, did you move in either direction or were you locked in the same place you were before it started? >> no, i was locked in the same place before i started. i thought romney made good points about business and his business expertise. i thought the president made a lot of good points about his protection of social security, medicaid, medicare, and obamacare as well. i do think we need a national healthcare program in this country. so for me it's still really 50/50, greta. i wish i could tell you i was leaning one way or the other. >> greta: i'm curious, after next week, after the foreign policy, if you inch in either direction. maybe we'll have you back and see if it's had an impacts. i trust you'll watch, right? >> i will. can i take a moment to thank my boss for allowing me to take off to attend the town hall. it was a great experience. without isaac at global telecom

>> greta: the candidates forced to confront that political hot potato. illegal immigration. both want the latino vote, but that has other political cost. back with our political panel. john, what's the story on the illegal immigration, the political ramifications? >> i think it's an important issue. it's obviously too late for any candidate to really move differently. what's there is already baked into the cake. the president chose not to move on this issue. spent his political capital on obamacare right away. i'm not sure it's the reason why mitt romney is doing so poorly with latino voters. john mccain only won 31% of latino voters. a pew poll just this year show latino voters prefer bigger government to smaller government. that could be the reason, they're more in line with president obama. >> greta: byron? >> it's a two-fer for president obama, trying to appeal to hispanic voters, trying to make romney feel uncomfortable, because romney had to take hard-line positions. remember his debates with rick

perry back in the primaries where romney was tougher on immigration than perry was? i think the issue is that i think some of romney's positions are closer to where public opinion is right now, especially about e-verify, making sure that people are here legally before they can have a job. so i'm not sure how -- certainly with republicans, this is much better for romney to be where he is. >> greta: do you have the sense that the republicans have sort of given up on the latino votes, not going after it right now? >> i think if they give up they're giving up on the election. >> greta: are they actively going after it? >> yeah, but not in the way of mainstream advertising. i think the obama team is doing the same thing. they have complicated bank shot reasons for not going after it in a mainstream setting that much. if you saw the univision forum a couple weeks ago where president obama got a more hostile
