gas prices hitting record territory as drivers across america feel the financial squeeze at the pump. now a forecast that promises up to a 50 cent drop in the coming days. how is that possible? in minutes why lower costs could be coming to a station near you. fox news is america's election headquarters and they are already doing it. voting for the next president. more than four million americans filling out their ballots long ahead of election day. here's a look from this weekend in nevada. and it points to just how important it is that so many people would be hitting the polls early, particularly in places like this, a key battleground state. it indicates they're deciding without hearing or seeing what traditionally is the biggest campaign push days and hours just before the national day that everybody else will choose. we apologize. we didn't have the video there, but here's what some of the

voters are saying. >> there's no dut doubt in my md who i would vote for whether it's now or november 6th. >> at the end of the day, this is a big deal. i mean, this is a pretty important election, i think. >> just in that little bit of video, you could see the long lines i was alluding to, new evidence we could see early voting hit record levels in 2012. a survey by george mason university shows 35% of the electorate is expected to cast ballots early. that's more than one out of every three voters who have already checked the box for their choice for president. as of this week, 33 states have begun early or what they call it in some places in person no excuse absentee voting. remember, these are people who may may not have seen the first two debates and it may or may not factor into their final decision, and tn there's this. when we wake up tomorrow morning, the list gets longer. six states and the district of column will be added to those where you can vote before november 6th.

perhaps they'll watch tomorrow night the final showdown between governor romney and president obama, making that even more critical as it could help voters determine which box to check long before the candidates quit fighting for votes. so the pressure, as you might imagine, is on those men like never before. the campaigns respectively said to be preparing governor romney and president obama tonight. the scene will be the all-important swing state of florida and just so you know, the latest fox news polling shows how the candidates are doing in florida. googovernor romney has taken the lead with 48% among likely voters and 45% for the president. statistically that is a tie, but this represents an 8-point swing in governor romney's favor. and about the campaign trail today, we did not see either of them on the stomac stump, per s. governor romney ventured outside for a quick coin toss as his campaign staff took on some members of the national media in a football game. a little bit of fun and the video coming in moments ago from fox news.

consulate, why did the united nations ambassador go out five days later and say it was related to a video and why did they make it about a video in the initial going when it knows that al-qaeda is reconstitutingg itself in north africa and is becoming more of a threat to the united states. here's florida senator marco rubio on that point today. >> in the early days of that attack, it was apparent this was not just a popular uprising. number one, there was no record of popularu popularup risings i. this ambassador was incredibly popular. >> reporter: the romney campaign charges the president is failing on al-qaeda and rather than having al-qaeda on the run as he used to say in his stump speeches, al-qaeda is actually getting stronger, harris. >> giving us a look at what is likely to come up tomorrow night, john, on the flip side, too, what is the obama campaign strategy? >> reporter: well, there's no question, harris, when it comes to active foreign policy experience, president obama has got the edge, so he will do his

best tomorrow night to try to paint governor romney as a novice when it comes to foreign policy, comparing his experience over the past four years with the governor's recent overseas trip to the london application and to israel. his senior advisor, david axelrod, on that point. >> they don't someone who is reckless and who has been consistently wrong on foreign policy issues as governor romney has. we all remember his dukes of hazzard tour of internation destinations over the summer where he not only roiled country that are not as friendly to us but our best ally, britain. >> reporter: you know, at the al smith theater on thursday night, president obama joked that unlike him, governor romney avoided the tag of being a celebrity because he's so adored by our european allies. on monday, harris, there will be no jokes. >> let's talk about the economy now, john, if you would. the argument over the economy between these two candidates and what they've been having, and

that actually was playing out today as well. >> reporter: it certainly was, and to overcome the experience deficit on foreign policy, governor romney's task here is to make this all about vision, american exceptionalism and tie it to the economy, and he does that on the campaign trail, saying that in order to have a strong foreign policy, in order to have a strong military, in order to be respected around the world, you have to have a strong economy, and at every turn on the campaign trail, governor romney and his running mate, paul ryan, accuse the president of offering nothing more for a second term than he has done for the past four years. here's paul ryan on the campaign trail in su sioux city, iowa. >> we don't want more joblessness. we don't want to settle for 15% of americans in poverty for 23 million americans struggling for work. we don't want to settle for somebody blaming everybody else for the problems. we want leadership. we want results. we want economic growth. we want america to get back on the right track. we want to elect mitt romney the

next president of the united states. >> reporter: this is the last time the two candidates are going to meet face-to-face here tomorrow night. then it's a non-stop 14-day sprint to election day to try to get out as many voters as they can. harris? >> we're inside the red zone, as we say in football. john roberts, thank you very much. fox news will bring you the presidential debate live tomorrow night. our prime time coverage beginning with anchors bret baier and megan kelly at 8:55 eastern. just minutes from now bret baier will be live with us for a debate preview coming inside the fox report. right now the search for the suspect in a deadly spa and salon shooting in wisconsin has ended. the police chief there saying he was found dead this afternoon from a self-inflicted gunshot wound inside the salon building. the discovery coming after a six-hour manhunt that forced a lockdown of a shopping center, a country club, and a hospital in subyou arurban milwaukee. they believe the shooting was related to a domestic dispute.

the man apparently had a restraining order against him. this all started around 11:00 local time. three people were killed, four others wounded. vice-presidential nominee and wisconsin congressman paul ryan saying in a statement just a short time ago, quote, our thoughts and prayers are with today's victims and their loved ones. our gratitude goes to the first responders who rushed to save lives and secure the scenes. we will not allow the evil responsible for this heart breaking event to triumph over the spirit of the people in wisconsin, end quote. police are planning to hold a news conference in just a little while. we'll bring you the latest information from the scene in a live report at the bottom of the hour. now let's move on to the political fallout over the deadly attack on our u.s. consulate in libya. political heavy hitters from both political parties now taking to the air waves today. republicans angry over the obama administration's handling of the aftermath, and democrats blasting those they say are trying to play politics. >> we're now told that ambassador rice was, in fact,

acting on what the intelligence community told her on sunday after this attack. what they told her on sunday, if that's correct, was factually false. we don't know who the people were in charge. >> what troubles me is that governor romney before we knew that four americans had died was already taking political pot shots over this incident. i think that is fundamentally wrong. >> remember, john roberts reported moments ago this will likely come up in the debate tomorrow night. let's get into it now with molly henneberg live in washington. molly, republicans contend the obama administration had warning about the security risk in libya but did nothing about them. tell us more. >> reporter: harris, republicans were pressing that point today on the sunday morning talk shows citing newly released state department documents showing that u.s. officials on the ground in libya were concerned about security and had asked for more protection. >> people saw this attack coming. the british pulled their people out of benghazi.

the red cross pulled out of benghazi. there was an attack on us in benghazi and yet these people were asking for more security and they gave them hazardous duty pay but not more security. >> reporter: south carolina republican senator lindsey graham said the assault on the benghazi consulate was a national security breakdown before, during, and after the attack. harris? >> also part of the story, molly, democrats are pushing back on the state department 2k0789s suggesting republicans should not have made them public. what can you tell us? >> reporter: yes. there were scores of state department documents related to the attack, and they were released by republican congressman darrell issa on friday. the documents also include names of some libyan nationals and democrats say releasing those documents endangers the lives of those libyans. >> this idea of chairman issa, that he will dump the names in public of libyans who are risking their lives to support america and keep us safe in an effort to get a political toe

a drag racing car causing tragedy on the streets of miami in the early hours this morning. police say three people died when the car hit a family's s.u.v. among the victims, a 43-year-old dad and his 15-year-old son. the man's wife and 12-year-old daughter survived. they're hospitalized in critical condition. police say a toyota was racing two other cars when it crashed into the s.u.v. a 20-year-old passenger in the toyota also died. the driver of that car is in critical condition. >> harris: well, in the next few weeks we're told we could see major drop in gas prices. boy, that would be different. right now triple a reporting the national average at 3.68 a gallon for regular unleaded. actually, it's a lot higher than that in some places, though. down one sent fro cent from they before. by the end of next month, that price may dro drop by 50 cents n some places. senior business correspondent and host of bulls and bears

brenda buttner here to say why. >> reporter: harris, what goes up, must come down. doesn't feel that way at the pump but you may be surprised in the next few weeks, so much so that october's peak average of 3.86 a gallon may fall by 50 cents by the end of next month. the best sign of that? wholesale prices are falling fast in some markets for more than four bucks to nearly 2.50 a gallon. typically when hole sale drops, so do the prices you pay after a bit of a lag. what could fuel the plunge in gas prices? inventories are up and demand is down. usually memorial day weekend is a yearly high, but prices have been in overdrive since then. in part because of shortages in supply and refinery troubles, especially in the west and the midwest. those problems with production are waning, although california remains a hot spot with some stations still hitting up consumers for more than five bucks a gallon. that's the exception, however. prices are heading lower on average nationwide, but drivers

>> harris: we're heard so much this campaign season about medicare and preserving it's financial well being that the system is under pressure. thousands of hospitals treating medicare patients may get hit by penalties under the new national health care law. new rules now in place will cut medicare reimbursements if a hospital readmits too many patients too soon after they're discharged. in other words, if they get sick again too close to when they were sick the last time. we're live in los angeles to explain it. domonic? >> reporter: hi there, harris. what's incredible about the story is just how bad hospitals are behaving over some very basic practices in health care. they're getting fined for failures that they could easily avoid. take a look. being rushed to the hospital isn't a one-time visit for some patients. two-thirds of america's hospitals see readmissions

within 3r 30 days for certain illnesses often caused by lack of sanitation where patients contract infections like mrsa. >> hand washing is a big issue. medication adherence is a big issue where a lot of patients get discharged, go home, and maybe they can't pay for or don't have the ability to pick up the drugs they need. they're non-compliant with the medication and you end up with them back in the er in seven days. >> reporter: earlier in the month medicare started finding hospitals with high rates of readmission. the fines are restricted to readmission cases related to just three conditions, that's heart attacks, heart failure, and pneumonia. it's unclear how much of an anti-dote it will be to curing the problem of low quality providers. >> the moment these fines start to have some bite, the memo they start to cost hospitals something, they'll go to the members of congress and they'll get these fines rescinded. this is what happens over and over again in medicare. >> reporter: now, if you're

looking to look for a procedure at a particular hospital, are you going to look and see whether it's getting fined a lot? experts say you know what? certain hospitals are being fined and they don't necessarily perform poorly. they might not be good at doing that job. all the same, you need to take things into account when you can decide where you're going to be treated. >> the nation putting the rough and tumble of politics aside to remember a notable public servant today. former democratic presidential nominee george mcgovern who died earlier today, this morning, in fact, in his home state of south dakota. he was 90 years old. he was a senator who lost the 1972 presidential race to richard nixon by a huge landslide, but he remained a liberal firebrand and an icon to many in his party. peter doocy now with a look back at his life. >> reporter: harris, george mcgovern lost the 1972 presidential election to richard nixon by more than 500 electoral

votes but former president clinton said in 2006 in the storied history of american politics, i believe no other presidential candidate ever had such an enduring impact in defeat. a bomber pilot in world war ii, mcgovern was elected to the senate in south dakota in 1962 and became the democratic party's noom kneparty's nomineea decade later. >> they want to believe in their country. >> reporter: mcgovern dropped his running mate, thomas eagle ton, when it was revealed he received electro shock therapy for depression years earlier. he was replaced on the secretary oticket bysargent shriver and tn a platform that pushed for withdrawal from vietnam. >> the first time i spoke against vietnam, my son was then nine years old. he's now 19 and faced with the draft. never occurred to me when i started speaking out against the war that it would some day catch my own son ten years later. >> reporter: he told the ap in

the first two meetings are any indication, more than 65 million people watched each of those. at stake, the browb battlegd states that decide the white house. bret baier will anchor with megyn kelly. he joins us from florida. good to see you. this race could not be tiecter. take a look at some numbers with me, if you will. this wall street journal survey shows the candidates are deadlocked. last week, bret, things got pretty heated. what can we expect tomorrow night? >> bret: a little hesitant to make these predictions because the whole pre-second debate analysis is really going to be tough to be confrontational in the town hall format didn't pan out too well, at least until the first minute of the town hall format before the gloves came off. so this much we know. as you mentioned, this is a foreign policy debate. as you saw on the stage, this is a seated, will look like the vp

debate where the men are seated at the table. it's moderated by bob schieffer from cbs. there will be six 15-minute segments started off by a question in each segment, two minutes to answer, and two minutes to respond, and then schieffer will facilitate a discussion on the topic. that's where potentially it gets very interesting. quickly, the topic discussion points, the topics, no particular order here, the segments, america's role in the world, our longest war, afghanistan and pakistan, red lines, israel and iran, the changing middle east, and the new face of terrorism, part 1 and ii, and the rise of china in tomorrow's world. then it all wraps up with a closing statement where really these candidates, the president and governor romney, will be unfiltered to millions and millions of voters, potential voters, in the last attempt before election day to sell them on getting out the vote.

>> harris: let me explain to viewers, bret, as you were mentioning the table where these gentlemen will be seated, we popped it up on screen so people can see a live look inside the performing arts center. bret, you gave us the foreign policy layout. it's always possible domestic issues will creep in, especially when you consider how many millions of americans are still out of work, particularly in battleground states. how do you think that can come about? >> bret: sure. very easily. it will come up. you know, listen. the national debt, you have the former chairman of the joint chiefs, admiral mike mullen, who said it is a national security issue. you will probably hear governor romney mention that. you have the sequester, the defense cuts, that are pending january 2nd. that affects natural security. you have all of the things about american exceptionalism that you hear on the trail, that america being weak at home affects america abroad, so i think that all of that will factor in, and

you'll get a lot about domestic policy as well. >> harris: bret, we began the hour on fox report with brand new details about early voting and putting that into perspective for people, six states and the district of column will join 33 states where people have been voted for weeks. those early voters are expected to set a record this time around. how important are they. >> bret: really important. this time more than ever and states are doing that. more voters are choosing to get out and vote early, and that for governor romney, actually, has been a good thing. they show they have a big lead in the early voters, but with governor romney, it changed the entire dynamic of this race. it was not just moving the needle. it just changed the entire race, according to the polls, and here's an interesting stat, harris. it was 13 days from that first presidential debate to the

second debate in hofstra, the second presidential debate. that was the biggest span in distance in 1988. that time was the time the romney camp was essentially percolating a good debate performance for romney and kind of a lackluster one for president obama, and it looks like it sank in. the second debate really hasn't moved the needle that much at all, at least from the polls you look at right now. those early voters really, really make a difference. >> i guess the question is, and we won't be able to answer this until after the election, i would imagine. how many people voted in between those two debates those 13 days. that would be an interesting point to make. if i could have you for just another second, i want to get this before you go. the passing of an icon for the democratic party today, george mcgovern. your perspective. >> bret: yeah. he was a beloved figure in the democratic party.

through friday on special report. tomorrow's show is live as you saw from boca raton, florida. in the middle east late breaking news of a major terror plot linked to al-qaeda stopped in its tracks. jordan arrested 11 militants, the suspects said to be targeting a series of western targets including ebb embassiesd shopping malls. authorities say they brought in weapons from neighboring syria, adding they got help making home made explosives from al-qaeda militants based inside iraq. a day of brutal violence in syria where citizens are challenging their government and have been for well over a year and a half with their lives. reports from that civil war-torn nation say a powerful explosion has rocked the old city of damascus not far from a police station. at least ten people killed, dozens injured. it's not clear yet if the victims were civilians or policeman. the bombing coincides with a visit by u.n. peace envoy in the

>> harris: breaking news for most of the day on saturday. after we learned of a mass shooting at a salon and spa in wisconsin, police declared a manhunt and for hours we reported it was going on. now we know the suspect is dead. they say earlier he opened fire at that day spa near a suburban milwaukee shopping mall. we're told the chaos started around 11:00 local time. it looked like a war zone. gunshots sent people running from the spa into the streets, some without shoes on. one woman so terrified, witnesses say she ran out into moving traffic and just started pounding on cars for help. heartbreaking. anna kooiman joins us. i know a news conference wrapped up. did we learn anything new? >> reporter: we absolutely did. here are the details. 45-year-old radcliff hall ton was found dead by a self flicted gunshot wound. they thought there was the presence of an explosive device

insided salon. according to reports, on october 8th because of a domestic abuse complaint, a complaint was served on him. new information we learned on october the 4th he allegedly slashed his wife's tires who was an employee at the salon, and eye witnesses near the spa today which is adjacent to the brookfield square mall described the scene like this. >> we saw some woman crawl out of the front door and roll down the hill and the cops had scooped her up and taken her over to the ambulance. they had taken off with her, and then we heard a lot of shrieks. we saw them picking up another woman and taking her to the ambulance. after that we seen about 10 people leave the building with their arms out running and screaming. >screaming. >> first of all, on behalf of the city of brookfield, our thoughts and prayers go out to the victims of this crime. >> reporter: three were killed, four injured. the ages were 32, 30, 40, and
