the treasury inspector told top officials about the investigation in june 2012. it is right in the height of the presidential campaign. the irs admitted using tea party and patriot to look at groups for extra skrutine. some of those groups are gearing up to sue. deep concern growing with the law makers, both sides of the political aisle talking about this woman, who was in charge of the division in the heart of the scandal will leave office and implement the obama care. her office will have a say over fines and insurance coverage for millions of americans. molly heningburg starts. did ingram know about the targeting of conservative.

when she left the tax exempt division. >> molly, we are learning why it came to light a week ago? >> the irs now admits it was a planted question for tax lawyers that got all of this going. stephen miller told congress that he and lerner talked about getting the information out. lerner then contacted a lawyer, a partner in the morgan louis law firm. i received a call from lois lerner. show asked me to pose a question and i agreed to do so and she gave me the question that i asked in the meeting the next day and that gave lerner a chance to explain some conservative groups were targeted a head of the inspector general's report. >> thank you, molly.

populated areas including north texas. it is tough for them. they are recovering from the twisters that hit on wednesday. >> yeah, this is going to be a three day event starting now and in the overnight hours and the main event that we think will happen tomorrow and extending into wednesday into millions of people as the storm system moved eastward. tornado watches in affect 11:00 p.m. central time in north texas and kansas and nebraska. we have thunderstorm warnings and tornado warnings. and seeing rotation on these sells just west of hayes, kansas and northwestern nebraska. it is just starting to unfold. this is going to be a three- day event. if you live in tornado alley, make your preparations now. we have all of the ingredients needed for severe weather and

lots of moisture from the gulf of mexico and southern winds. and we have a jet stream to give us a punch for the strong rotating storms. as we go through tonight, the threat from north texas, all the way to northern plains and then we have the real red area where all of the ingredients are coming together in the overnight. i want your weather radios on and be able to tell if a warning goes in effect. sunday, this is going to hit possibly more heavily populated areas. millions of people affected from oklahoma city to kansas city. if you are in the yellow shaded areas, you are not out of the risk. we could see tornados in the afternoon and evening and monday. it will be a three- day event. we'll be on it of course, and bring you the latest in the warnings.

in the obama administration knew or when? joining me is byron york a examiner for the examiner and byron, you have been following the trail on what the white house targeting the conservative. >> mr. president, i want to ask you about the irs, can you assure the american people that nobody in the white house anyhow about the agency's action before your counsel found out on april 22nd. >> let me make sure i answer the specific question. i can assure you that i certainly did not know anything about the ig report before the ig had been leaked through the press. >> okay, clearly he said he's going to and doesn't answer the question. >> not at all. that was a specific and lawyerly

answer. the question was a good question. did anybody in the white house know of the actions of the irs. and in general the actions of the irs. and the president said i specifically, barak obama did not know about the ig report before it was leaked to the press. the question remains who in the white house if anybody knew about the actions of the irs. that is the targeting of the conservative groups when we are told that the white house counsel informed. >> why not just answer the questions. >> he may not know the answer to the question. and they may not have figured that out yet or some reason he doesn't want to talk about it. the bigger question is who in the administration and not just the white house knew about this. we found out from the hearing on friday, that the top officials in the treasury department were told about it in june 2012, that

is almost a year ago and what did they do or tell or tell the administration? did it stay in the building or get out somehow? >> the core is, that this could happen to any group and not just conservative and for people watching and wondering the impact of the scandal. it seems that congressman kevin bread touched a nerve with a lot of response to the question of the acting commissioner who was in the hot seat. >> now this is a citizen in a small business woman who had never audited by the irs or any agencies, until she applied to you for tax exempt status for her tea party. the broader question here, is this still america? >> byron, he was talking about a woman who had a tea party group and trying to get tax

exempt status and it was one singled out. what is the danger with the irs? >> this was just in the tax exempt division and that is the group that is tax exempt. you have to apply for that. this is just in that and targeting of groups on idea logical groupeds and look for someone with tea party in their name or numb- 12 or stougz -- constitution in their names. all of us deal with the irs in terms of our respective taxes and clearly the fear is that this sort of targeting could have gone on outside just this tax exempt division in cincinnati. >> real quickly. i want to get your response on sarah hall ingram, she was the

woman in charge while that was going on in the tax exempt division. now she's in charge leading the implementation of obama care for all americans, health care, the new affordable health care act. what is it that communicate to you? >> that has republicans nervous. people don't know how big of a part of the obama care is played by the irs. that is the enforcer of obama care and have to submit a w9 or 2 form softballing that you have coverage. if you are going to get a subsidy, and you have to report changes in your income to the irs that might change your subsidies and obama care plays a huge role and the idea of political favoritism. and she was a head of the tax exempt division and got big
