of abducting two children. this morning police say he may be armed with explosives. heather, what's the latest? >> new information coming in. police are warning the public that james did i dimaggio may have abandoned the car they are looking for, a blue nissan versa and he is still on the run. police say it could be booby-trapped with home-made explosives. >> he may have incendiary devices on his person. >> investigators say the theory was discovered in the ashes of his burned out home where they found the body of the children's mother. sources revealing she was killed by blunt-force trauma and she had been hit in the head with a crowbar, they believe. police also discovering the remains of a young child inside that house possibly the missing eight-year-old ethan anderson. but there's been no positive identification yet. neighbors say dimaggio was a close family friend and that he confessed that he once had romantic feelings

sitting next to him and he said i woke up this morning and you were my boss. now you're my chauffeur. >>steve: about three months ago it was revealed that apparently the i.r.s. started out as some rogue agents in cincinnati. they were targeting tea party association. then it blue up. according to one count at least 88 i.r.s. agents were involved in this targeting scandal. but we heard a couple of months ago from the guy who headed up -- danny werfel -- the acting commissioner for the i.r.s., we stopped that thing. we're not doing that anymore. people thought it's done, it's over. they moved on. now we're hearing from closed-door testimony that apparently they are still targeting conservatives to this day. >>peter: we heard from chairman dave camp, the chairman of the house, ways and means committee, in newly released testimony that the i.r.s. folks are still doing it.

when there is a tea party inquiry, when there is a question about a tea party application on these 501-c-4's, they go to what is called the political advocacy section. sounds like something out of 1984 in the movie "brazil." there is sworn testimony they don't know what to do, so they say we better send it to the political advocacy section because there is a presumption that the tea party groups are doing something wrong. so after all these denials and after all these statements by the president that there is no scandal, apparently the scandal continues today. >>anna: yeah. and one of the other things is what would have happened -- this was of course between 2010 and 2012 leading up to the election, this could have completely changed the face of the election. we're also noticing that the, a lot of tea party groups were targeted in their infancy periods before they could even grow into something much larger. so we're wondering if this has been something that's

been going on for quite some time. is this just business as usual there at the i.r.s.? let's take a listen. >> what's really weird is that you don't have to get i.r.s. permission to be a c-4. the i.r.s. bihar rasing -- the i.r.s. bihar rasing these groups will make it so the groups can't get status at all. the i.r.s. in a sense is shooting itself in the foot. why is it doing it? as near as anybody can tell, because of a general hostility toward political activity by conservative groups. also i think just by new groups and by outside groups, groups that haven't been players in the field already. >>steve: that is interesting because he's the guy who used to head up the federal election commission. you know, it is quite an eye-opener. in the meantime even though we know apparently the i.r.s. is still to this day targeting conservative groups because they don't have any other protocol to

use, our president and his men and women go out there and they refer to this scandal -- and it is a scandal -- as phony. have you heard this? listen. >> endless parade of distractions and political posturing and phony scandals. >> phony scandal. >> endless parade of political posturing and phony scandals. >>steve: hold the phony. >>anna: a lot of lawmakers are coming forward saying we need to get to the bottom of this. let's get lois lerner back here. she was the one who was first in charge and pleaded the fifth after saying i'm innocent and then not taking questions because she pleaded the fifth. maybe we need to get her back and testify so we can get to the bottom of it. >>peter: fox news asked americans based on the evidence, not based upon the phony allegations, is it phony or is it real? in four different areas, with regard to benghazi, 78% of americans said it was serious. 17% said phony.

on n.s.a., 69% serious about the government look at your e-mails and phone calls. 26% phony. >>steve: then the d.o.j., 59%. look at the i.r.s., 33% of americans say it's a phony scandal, which is extraordinary because we had lois lerner actually apologize. we did it, we're sorry. >>peter: and take the fifth amendment. >>steve: exactly right. yet maybe the president has been very effective in branding it a phony scandal. all i know is there's a double standard going on here because if this was the i.r.s. targeting left-leaning groups, you've got to figure that every night for three months diane sawyer and brian williams would leave their news -- lead their newscast with that story. >>peter: the implicit message is it's just the tea party.

>> what's the cost of avoiding bankruptcy these days? for one city in california it is well over half a million dollars. the city of santa ana is offering a compensation package totaling over $550,000 to the former city manager of phoenix, arizona, david cavazos. but is paying public workers mounds of cash the only way to get this city out of debt? stuart varney is here to weigh in. he's looked at this real hard. good morning, stuart. >> $500,000 a year to manage a city of 330,000 people. that does indeed sound excessive, especially because that city is in dire financial straits to start with. it sounds excessive. i can see the outrage coming right out of you. >>peter: peel away the onion. >> it is excessive, but in my opinion, this is a shift in power. out goes the mayor who is

in league with the unions and city workers to rig elections and to let laugh laugh -- lavish pensions on city workers. in comes professionals like david cavazos. his business is run this city. without reference directly to voters, to unions, to pension funds. just run the city and keep us out of bankruptcy. >>peter: on one side, it sounds good. the vestiges of tammany hall and patronage politics and pay for play ruined cities across the country. >> that's my. >>peter: now we say we need a professional cadre of people who are going to put the pieces back together. >> that is what this town is saying. they're paying $500,000 a year. that includes benefits. i got that. that's the whole package. that's a half million dollars they're paying top dollar to bring in a proven

professional. it worked well, what he did in phoenix, arizona. now they're bringing him to santa ana. santa ana was talking bankruptcy. >>peter: no one knows more about corporate america than you. you said this is akin to what in terms of corporations? >> the turn around specialist. >>peter: when those turn-around guys come in, don't they have targs -- targets? don't they say your contract is going to end unless you bring our expenses down x percent or you increase our numbers up this way? >> i don't know whether that is in this guy's contract. he's got a thee-year contract. -- a three-year contract. ask yourself is it not cheaper to spend a half million dollars on a high-priced professional than going into bankruptcy. >>peter: what should we be doing on that? great question po pose today. you'll be posing other questions and giving more answers at 9:20.

county superior court in california is bringing a lawsuit for civil extortion against the veterinarians because the veterinarians said to her when this dog was dying, put the dog to sleep, pay the $10,000 now, keep the dog in critical care overnight for $1,500. and if you don't do that, i'm going to turn you in to the authorities. and she was turned in to the authorities. >>steve: she was. and she decided i don't have $10,000. she asked a friend. a friend applied for credit -- >>peter: a police officer friend. >>steve: can you believe that? there she was. she said i can't afford it but i love my dog. i'm going to take the doc home tonight and -- take the dog home tonight and take him to my vet tomorrow. the dog is still alive today. mojo is still alive. now she is suing. >>peter: in my opinion, she's got a great, great

this morning, the desperate hunt for dimaggio is spanning to california, nevada, oregon and washington, and mexico and canada. the state department ordering all nonemergency u.s. workers to leave the consulate in pakistan. the reason? a specific terror threat to that consulate. the decision, however, is not related to the recent closures of other embassies in the middle east. a chilling facebook confession that began with the words, i'm going to prison. police in south miami say derek medina shot his wife, jennifer, inside their home and posted a picture of her dead body on facebook. the 31-year-old suspect then took off for his father's house. >> he just said that his wife picked up a knife on him. they had a big fight and he shot her. >> anna: medina eventually turned himself in to police. police found his 12-year-old daughter at home terrified, but not hurt.

accused of murdering a mother and possibly her son and kidnapping her daughter. now we're learning he may have booby trapped the car he's traveling in. joining us right now with the very latest is captain frazier from the san diego county sheriff's department. thank you very much. >> good morning, steve. >> steve: what can you tell us about this booby trapped car and home made explosives? >> our investigation is ongoing. we've been at the scene since sunday night when the fire was first reported to us. our arson and bomb investigators have been out there sifting through all of the evidence and our concern has been heightened that there may be explosives involved. so we are not holding anything past this person. we need to get the information out to law enforcement and to the public that there may be explosives involved. we don't necessarily know the type. but certainly that is a concern

brand-new information this morning about the man who is accused of kidnapping a teen-ager after killing her mom and possibly her eight-year-old brother. he may be armed with explosives. his car could be booby trapped. right, heather? >> good morning. that's absolutely right. a lot of news coming in on this story. police are warning the public and they want the public to know all around the west coast, even up to canada and to mexico that james dimaggio's blue 2013 nissan versa may be booby trapped with home made explosives. the captain from the san diego county sheriff's department joined us earlier on "fox & friends" to talk about this. listen. >> our concern has been heightened that there may be explosives involved. so we are not holding anything past this person. he could be anywhere right now. we have a net that goes from mexico all throughout this country and canada. >> anna: that theory that he mentioned about the explosives,

apparently uncovered in the ashes of his burned out home. that's where they found the body of the children's mother. investigators revealing she was killed by blunt force trauma to the head and that she was hit with a crowbar. police also discovering the remains of a young child inside that home and it's possibly those of missing eight-year-old ethan anderson. but there has been no positive i.d. made just yet. the neighbors say dimaggio, who was once considered a close family friend, some even say like an uncle to the kids, had once confessed he had a crush on 16-year-old hannah anderson, who is obviously still missing. >> he's had a crush on her and she supposedly was really, really scared, she didn't want to go around him anymore. >> police are urging anyone who sees the vehicle with california license plates number 6 wcu 986, to please call 911 immediately.

this vehicle may be booby trapped, so people want to use extreme caution and not get anywhere near it. please call police. one other thing to mention, as that police are saying, he could have switched vehicles or switched license plates. so that's important to keep in mind as well. we'll keep you posted on any developments. >> steve: thanks very much. what do you think? >> now the amber alert stretched to nevada. so it's the entire west coast and nevada. he really could be anywhere. and let me just concentrate on the amber alert controversy. remember there is an app now, you can get on your mobile device that when the people really push the button, the amber alert button as they did for the first time in california in this case, it sounds like a lot of people annoyed it went off in the middle of the morning. i think it was 2:30 in the morning. and john walsh from "america's most wanted," fears that the people will be so annoyed with the amber alert triggering and becoming such a nuisance that they might turn off the app.

what i suggest is if you are in a position where you can not help in terms of the search, if you're not on the road at the hour, then you can turn off the app. if you're asleep, turn it off. obviously if you're home in your bed, you're not going to be helpful. but there is no doubt but that these things are enormously potentially very effective in stopping on the freeways, the highways of america if you had seen this nissan, you can call. so i think it's a good idea. just use common sense. rules of the road, you go to bed or in a place where you can't be helpful, then turn it off. if not, then keep it on as a public service duty and it could be your family, god forbid. >> peter: let's move to gulfport, florida, where we've all seen this brutal beating, this but the beat down, three on one, boy's arm broken, three arrested. we know trayvon martin became a racial flash point in america. why hasn't this become a racial

so i read the report of this, cnn.com and all the others. i ultimately came to fox and it was only when i came to fox that i said, oh, the three assailants are black and the victim is white. i didn't know that because they did not mention the race of either the assailant or the victim. i submit to you that race matters in the words of dr. cornell west. it does matter. it is relevant in crime reporting and to avoid it, that is more racialist than not -- than to mention it. i really submit to you that this coverage of this particular incident was clearly substandard, inefficient, politically correct, and in many, many ways, as repulsive as people who make up race too much. >> anna: you're thinking about the civil rights activist, where are they now where they were before? you would have taught they would at least come and speak out about this. but they decide to talk about things that's going to help them and not -- 'cause it's a money

dog needed the emergency surgery, she took the dog home that night and as it turns out, mojo is alive to this day. >> peter: tlc cured mojo. not the 10,000. >> steve: it does look like it was some sort of shake down. so she's suing. >> peter: that's what she's alleging. >> steve: we asked you what you thought and we got plenty of e-mail. meredith in kentucky said, most veterinarians are compassionate and we practice high quality medicine, equal to that which humans receive in hospitals. that is absolutely true. >> peter: never been asked for $10,000 in an emergency room. >> steve: i have been. >> peter: you have? >> steve: a couple years ago, our dog, charlie -- >> peter: no, i mean you. >> steve: oh, i see. our dog charlie got really sick and we took him to the vet and our vet said you have to take him to the special doctor. they said charlie has cancer. would you be willing to spend -- i want to say 6 or $8,000 to keep charlie alive for another maybe two months, three months, six months tops? my wife and i looked at each

other and said yes. >> peter: but you weren't under the gun? >> steve: we weren't under the gun. but it's the heart strings -- it's a family member. as it turns out, charlie was too far gone and died the next day. but none the less, if you don't have the money, you're in a pickle. >> anna: our viewer, kathy said, are people being punished for having sick dogs? nancy, another viewer. >> peter: a vet's job is care for animals the best they know how. not worry about the owner's finances. i guess the problem is, he wasn't worried about the owner's finances at all. according to the lawsuit, they said bring the money, we kill the dog or i'll turn you in. >> anna: a lot of these veterinarians make money off of cutting on our animals because you make a lot more off that than prescribing flea and tick medication for them. it happened to me when i moved to new york. baxter had knee problems and i took him. they said it would be $10,000, two surgeries, no guarantee that it was going to work on his acl.
