you in the studio. >> patrick, thank you so interesting views there. let's get another interesting view from mcdonald , who is from claire mcdonald, who is a member of mums for lungs. good afternoon to you, claire. i have anidea afternoon to you, claire. i have an idea of what your view is on this. how are you feeling today or your thoughts today and what difference do you think it's going to make in the long term in i think the ulez expansion is great news for londoners as air pollution is a public health crisis. >> it kills 44,000 londoners each year . 250,000 children >> it kills 44,000 londoners each year. 250,000 children in the capital have asthma and 28,000 of them are are hospitalised each year. we know that the ulez brings down air pollution in the centre of london. when it was introduced last, it brought pollution down by 50% and when it was introduced to inner london, it brought nitrogen dioxide levels down by 21. so we know it works

in a way that , you know, we need in a way that, you know, we need to respond to air pollution in a community way rather than as individuals. and the ulez works. >> what would you say to those people who are really hit in the pocket by this? and it is actually causing such massive disruption to their lives or even person lives? i was reading one elderly gentleman was saying he can't afford to go and see his children or his grandchild because it's going to cost him so much a week with this with this charge . this charge. >> oh, yeah, i have a huge amount of sympathy. i feel like it's such a difficult situation for people to be put in. and i and i think it's wrong that we're putting this situation personally. we have a family business and we do heavy deliveries every day. and we had to get rid of our van because it wasn't ulez compliant when our area went into the ulez last in 2021. and we didn't have a scrappage scheme and we couldn't afford to get a new van. so

we're having to cobble together our deliveries using sort of hire cars and zip vans and but what think feel is that we are being made to choose between our livelihoods and our family and our family's health and our children's health. and it just feels like that's really unhelpful to putting livelihoods against children's health so well, in other words , perhaps well, in other words, perhaps there should have been more help for those with businesses, for instance, to help them get over maybe an extended scrappage scheme or a bit more money. oh, yeah, definitely . i think the yeah, definitely. i think the government should step in in in the way that it has in other clean air zones, in other parts of the country. it's provided funds, but it hasn't done for london and i think that's hugely problematic . problematic. >> okay. and to just look at the bigger picture, i mean, is the problem, i think they've identified the nitrogen oxides. this what comes from diesel this is what comes from diesel vehicles in particular in the particulates. and that's really what lungs in terms of what harms the lungs in terms of the asthma and so on.

>> yeah. so nitrogen dioxide comes from sort of fossil fuels, from burning petrol. it's a gas . and the other thing that's really worrying is particulate matter and that's the dust that comes from brakes and tires . comes from brakes and tires. >> so even without the problem about the fuel, it's just the vehicles moving along the road producing this stuff . producing this stuff. >> yeah. and that's why electric cars are also still polluting and because they're heavier , and because they're heavier, they actually create more dust, more particulate matter from their tires because they're heavier . heavier. >> yeah. so just to put it into into some context for people, the damage that air pollution does, how does that compare to, say, the damage that smoking does ? does? >> well, i think there was a report out today that say that it was actually the same it was as damaging . and i think we all as damaging. and i think we all understand that smoking is bad for our health. um but in the way that we don't necessarily quite understand yet about the impact of air pollution. but but

expanded ulez , these websites expanded ulez, these websites tend appear and they tend to tend to appear and they tend to appear quite high up in the search rankings, they're search rankings, and they're quite in way quite sophisticated in the way that they're presented. >> forward . >> and put forward. >> and put forward. >> absolutely. so they appear there's two types of websites you find. >> one could be a clone of the original website. they look very similar. you think you're at the original website, but you're not. the second one could an not. the second one could be an intermediary website that in fact you're going them and fact you're going to them and they then forward they actually will then forward across the first type the scamming website will take your payment more. the payment and do no more. the second type may well pay the fine for you or the charge, but they will take administration they will take an administration costs paying more. costs so you end up paying more. >> so how can people distinguish between on the real website and the fake one? what do they need to do? >> so the good thing is it's not too difficult to distinguish . too difficult to distinguish. first thing is the real website does have what we call the end of the domain. that's a bit that you in the top of your you see in the top of your browser that says org .uk. and given that only given its org that only government agencies can register

these websites. secondly if you do a search for it, find the website that's not sitting under a line that says sponsored find the proper tfl website. tfl gov.uk and click on that. i would bookmark that and have that saved in your favourites. you can go back to that any time. there's also a padlock that appears at the top of the browser. click on the padlock and that will tell you that you're correct website. you're on the correct website. that's been validated. so three tips to you can tips there as to what you can do, right? tips there as to what you can do, so ht? tips there as to what you can do, so just to reiterate on that >> so just to reiterate on that last one, on the on the genuine website, there is a padlock logo that click on top that you can click on the top corner where the where corner next to where the where the website name is padlock logo. >> click on that. it will say connected and will tell you connected and it will tell you this been validated this website has been validated and validating on and it's validating you're on the correct website and that website a spam website isn't just a spam website isn't just a spam website . website. >> now the other thing >> got it. now the other thing is i guess you're paying by is i guess if you're paying by credit card , you will have some credit card, you will have some kind of fallback, some kind of security with your credit card company. if you go through onto a scam website . a scam website. >> yes, absolutely . >> yes, absolutely.

>> hi there. it's aidan mcgivern here with the gb news forecast from the met office. a lot of cloud around today and there'll be rain or showers for many of us, but the brightest skies will be in the north, albeit with some heavy downpours, especially for northern scotland. that's where low pressure is as a little frontal system is also affecting much of wales and southwest england. that's bringing a lot of cloud and some longer spells of generally light , but occasionally moderate rain and drizzle moving slowly through wales in the south—west into the midlands a little bit later on, drier towards the south—east, albeit cloudy, sunshine and showers for scotland, northern ireland and northern england . the heaviest northern england. the heaviest of downpours for northern of the downpours for northern scotland cool. 21 scotland will feel cool. 21 celsius the afternoon high in the southeast. now that system that i mentioned, bringing the cloud and rain or drizzle to central parts, that clears into the southeast through the evening. some heavier showers developing alongside it. but either way, it's out of the way. by either way, it's out of the way. by dawn , showers continuing to by dawn, showers continuing to feed into the north and

seem to be working as normal, their terminals are going to be busier than usual and airport staff are working closely with agents and the airline to try and get people to their destinations or back from their destinations or back from their destinations as safely and quickly as possible. this is something that's been going on for about 24 hours now since the nats. that's the air traffic control service , said that they control service, said that they had a problem, a technical issue with their systems. it was specifically to do with the fact that they couldn't alter matically process flight plans. so everything was having to be done manually. so planes in the air were having to be delayed and input manually, something that takes much longer for. meanwhile, planes that are actually on the ground with with passengers not actually in the air yet, they were either cancelled or delayed heavily . cancelled or delayed heavily. now, what we've been hearing

airlines to be fulfilling their duties as carriers should be proactively communicating with passengers about their rights, which may be indicating they don't believe they are at the moment. >> oh no, of course they're not. and i've heard from multiple passengers on multiple airlines saying that the airline has just let them down. the airlines know exactly what the rules are because they've been in force for about the last 15 years. the airlines also know that because they were written to , in no they were written to, in no uncertain terms, a year ago by the civil aviation authority that they are expected at times of disruption to put people and systems in place, particularly to look after people who perhaps are not adept at fixing up alternative flights and finding hotels and so on. and the airlines have failed to adhere to that presumed thinking. actually, we don't need to do this. we would we pay any penalty if that happens. now obviously they will eventually

get a get some kind of kick in the pants. i think . but at the the pants. i think. but at the moment, it's just miserable for passengers and for ministers to come out again and just say, well, this is what the airlines are supposed to do without. there being any significant enforcement. i'm afraid , is enforcement. i'm afraid, is a sign that we really need more action on it. the airlines, of course, absolutely hate this. they've already lost. i calculate, around £80 million as a result of this. and they'll be having some interesting discussions with the air traffic control provider to find out how they're going to recover some of that. >> i was going to ask, are they able to recoup from nats this this outfit down at swanwick because they are a commercial organisation, effectively? >> sure. yeah. well, i imagine that discussions are going on. airliners are airlines are actually shareholders in nats and so therefore that can that might slightly compromise what

united kingdom, now affecting. one quarter of councils in england. >> so far, expected to be rolled out further as time goes on. that means that if you want to build a house in these areas so far that are under the nutrient neutrality guidelines as they're known, they would need to offset the amount of phosphorus or nitrates. >> that may well be emitted. and that means that housing developers have been expected to buy up farmland elsewhere in the country, turn it into wetlands or turn it into woodland. >> and of course , that can cost >> and of course, that can cost a lot of money. >> it can cost more than £10,000 per house being built. and so in the areas where these rules have been implemented so far , what been implemented so far, what we've seen is a dramatic fall in house building. of course, this has only been the case after 2018. after this eu court of justice ruling was delivered and

it has meant a huge change to the landscape of building in this country . the the landscape of building in this country. the home builders federation estimates around 160,000 homes that were going to be built now can't be under those rules. so the government is rolling back those rules, making them advisory and at the same time, it's delivering a different way of approaching nutrient neutrality. it's delivering a way in which there can be investment at at source. and indeed the government isn't the state investing in the sort of wetlands and water processing plants . it's important at this plants. it's important at this point to remember this isn't to do with sewage in rivers . this do with sewage in rivers. this is about phosphates and nitrates that come about from construction . construction. >> but environmental groups are saying it's still pollution . and saying it's still pollution. and given the course, the outrage over what's happened to our rivers and beaches with sewage pollution, is this a high risk

strategy electorally ? strategy electorally? >> well, on the one hand, it might risk upsetting environmental groups . on the environmental groups. on the other hand, we've seen what's happenedin other hand, we've seen what's happened in the netherlands, where the same ruling has meant incredibly harsh regulations put on farmers and farms because, of course, another thing that releases nitrates into the into the ground is of course farming actually to a larger degree than house building does. and we've seen farmers in the netherlands commit suicide as a result of this ruling. we've seen a new political party in the netherlands spring up as a result of this ruling and upset the entire political circumstance in that country. on the one hand, there's that risk for the government if they didn't do anything about this ruling in the united kingdom. but similarly, of course, there are risks on the other side for the government about environmental groups trying to tie this together with the scandal of waterways being impure through to sewage. and so

carnival for a couple of years, but even before that it wasn't as violent as. it was this year. and last year on the monday night and it always appears to be at the end when police are trying to disperse. people encourage them to go home, that there are those in the crowd that do not want to do that, that do not want to do that, that react very violently towards the police. and then we see the results. of course, the other incidents, of course, are often scores settling gang violence that erupts during the carnival as well . all 275 is the carnival as well. all 275 is the total number of people who have been arrested for a variety of offences , including the offences, including the possession of dangerous weapons. we know that in one incident, a firearm arm was seized by police officers there also reporting that multiple police officers were injured during the carnival, including one who was bitten. others who were sexually assaulted . and speaking to some

assaulted. and speaking to some police officers, as i have done this morning, there is a great deal of anger that they have tried their best to sort of over the years evolve their approach to be much more approachable all and to police accordingly at carnival and it doesn't seem to help whatever they do at the end of carnival , there is always of carnival, there is always this propensity for scenes of violence. and once again, that was borne out. >> but by and large, mark, across the weekend, detectives are praising the positive and good natured atmosphere . the good natured atmosphere. the >> yes, absolutely. i mean, there are hundreds of thousands of people that come to carnival and you can't forget that the vast majority of people are here to enjoy the event peacefully. and they did just that. but clearly , there were hundreds of clearly, there were hundreds of others judging by the fact we had 275 arrests as a small

the area of bromley. thank you so much for your time this afternoon. just tell me why you are here this afternoon and why this is so important to you. >> i'm here today. we've been to most of the protests since january . to be most of the protests since january. to be honest, it's kind of taken over our lives. and that's because as we are just so passionate about what this is doing to people emotionally and financially , we i've heard from financially, we i've heard from parents that are going to be unable to take their children to school without paying £12.50 a day. my sister cares for a 93 year old lady with dementia and she can no longer drive to see her unless she pays £12.50 a day to go and see her. they've built up a bond there , close there. up a bond there, close there. you know, this lady relies on my sister for her personal care, for her everyday care. and now my sister can't go and see her unless she pays £12.50 a day. and for what? you know, that's not paying . that's paying for

bored. it might sound like something that's irrelevant to sort of how we live our lives, but this particular ruling from the european court of justice came about in 2018. it's been responsible for some pretty profound political consequences . people at home might remember the dutch farmers revolt in the last 12 months. that's all to do with this ruling as well. we saw dutch farmers committing suicide in some cases, a new political party in that country upends playing politics in that country due to the stringent rules that came in. stopping farming as they knew it in the netherlands. well, the way in which it was appued well, the way in which it was applied in the united kingdom didn't apply to agriculture. instead it has applied to housebuilding . that is despite housebuilding. that is despite housebuilding. that is despite housebuilding being responsible for around 1% of the nitrates that are emitted by agriculture and what it means is that if any developer or housebuilder wants to construct a new home in the

areas where this ruling has already been deployed and it's only been deployed in around a quarter of council areas at the moment by natural england, although that is expected had this announcement not come from the government today, that would have been expected to extend to all council areas in england as time went on. but in the areas where it currently has been implemented, we've seen a massive drop in expectations for housebuilding . and why is that? housebuilding. and why is that? it's a ruling that says that new houses can't disturb the neutral quality of the land and at all. it has to be neutral and now that's almost impossible for anyone to do when building. so what's been happening is in order to ensure that near neutrality house builders have had to buy up land elsewhere where and stop it being farmed, turn it into wetland and the like to balance out the project of the house building. and for an individual house that could

run more than £10,000. so it's stopping houses being built. so says the government and the home builders federation. and it's making those houses more expensive . so what the expensive. so what the government is announcing today is that they will suspend that ruling , make it advisory, but ruling, make it advisory, but also on the other hand , make also on the other hand, make sure that there are national government projects to ensure that the nutrient quality of waterways and land is enhanced through treatment and indeed through treatment and indeed through the construction of wetland in and of themselves . wetland in and of themselves. >> but a lot of people might be a bit confused, as you can. how do you offset that pollution when a lot of it is sort of fertilisers and so on leaching through into the water system and of course the nutrient pollution then causes algae blooms and, you know, quite serious pollution . serious pollution. >> well, exactly. that's what the offsetting had been doing, i.e. stopping land being farmed. stop ing fertilisers being used

criminal court in spain, to determine whether this would constitute a form of sexual assault. and it would also require within the next 15 days, the player herself, jenni hermoso to potentially file a complaint . so we've got complaint. so we've got a provisional criminal investigation. we've got a fifa investigation. we've got a fifa investigation. we've got the regional leaders of the spanish football federation also calling for the resignation of luis rubiales, and yet he's stuck to his position. and we know a few days ago he said publicly, not once, but three times, he will not resign. so this is kind of becoming spain's metoo moment. but it's also been very poorly handled. and as you say, there's a lot of bureaucratic red tape. and i think if rubiales had apologised and showed contrition and probably stood down as well in the immediate aftermath , then in the immediate aftermath, then he could have prevented what's now become a far bigger scandal and situation for not just rubiales, but the spanish football federation to deal with

seen the footage and all realised that it was entirely inappropriate to kiss jenni hermoso on the lips. so there's only one way this is going to end, which is eventually through one way or the other. rubiales being removed from his position, but it's very painful. it's very pubuc but it's very painful. it's very public and it shows you that the spanish fa and the wider football culture needs to change because rubiales represents a variety of different problems and this incident has brought them to the fore . and it's such them to the fore. and it's such a shame because we should be talking about the incredible journey of the spanish women's national team winning a world cup . and instead we're talking cup. and instead we're talking about luis rubiales. >> where does spain's coach figure in this? because he seems to have been a little silent, doesn't he ? doesn't he? >> well, jorge vilda came out and said that rubiales is behaviour was inappropriate, but there are a variety of figures, including vilda, who was sitting including vilda, who was sitting

in the room when rubiales said that he wasn't going to resign and they were either applauding or nodding or didn't speak out at that time . and that was at that time. and that was probably the time to speak out. now i think everyone is speaking , including vilda. but remember , he's had his own scandal in the build up to the world cup. 15 players originally said they wouldn't play for him because they like the management they didn't like the management style and wanted structural style and they wanted structural changes within the spanish football federation and the women's team specifically, and only three those 15 ended up only three of those 15 ended up to going the world cup. so this is back to back scandals in between winning women's world between winning a women's world cup one for coach before cup one for the coach before thatis cup one for the coach before that is still ultimately ongoing and now luis rubiales , the and now luis rubiales, the president of the spanish . so president of the spanish. so it's not a good look. and again, we should be talking about the football and sadly, we're not. >> now, where do we go from here? because we've got the spanish fa, we've got uefa, we've got fifa at the top of the tree who have suspended him, i think a 90 day period. do they

actually have the power in their disciplinary weaponry, if you like, just to remove him eventually ? eventually? >> well, there's a lot of appeals processes. so the short answer is yes. but the long answer is yes. but the long answer is yes. but the long answer is no. and that is particularly important to stress . if there is to be a process within spain's national court. so fifa effectively will have to bow first and foremost to a criminal case should one progress and then based on the result of that, they can act within fifa . they could also within fifa. they could also take steps to remove rubiales. but there's a lengthy appeal process that could ultimately see him go to the court of arbitration for sport. so if rubiales wants to stay in his position , he can fight this over position, he can fight this over many weeks, which is unfortunate because it will continue to create headlines . but because it will continue to create headlines. but fifa technically have the power . technically have the power. okay, it's a bit more complicated than that. >> there's quite a glittering occasion tonight, isn't there, ben? the football player of the year award . who do you think is
