>> rachel reeves, we're here at the international investment summit. we heard the pm there say he wants to rip out the bureaucracy that blocks investment, will march through the institutions that make economic and make economic and competition regulators take growth seriously. but don't those bodies protect consumers? are you willing to put that at risk? >> the prime minister gave the example today of a wind farm that required 40,000 documents, not just pieces of paper, but separate documents to be able to get through the planning system. and then when the 40,000 documents had been put in, there was a judicial review that delayed the project by a further two years. that is no good for the uk economy. it deters investment. it deters job creation and in the end will result in higher energy bills for consumers. >> for consumers, don't they? that's the point. >> well, i don't think that that looked after consumers and it didn't look after working people. so of course, where regulations are necessary to protect people. and the prime minister gave the example, for example, of grenfell tower,
