the average number of children in a woman has in her lifetime is now 1.4in england and wales, the lowest since records began . the lowest since records began. >> and booming bus fares. while we're all encouraged to reduce our emissions and to use public transport wherever possible, the bus fare cap is going to increase, we're told, from £2 to £3 in tomorrow's budget . £3 in tomorrow's budget. >> well, that sounds like a tax on working people. well, it's going up 50% because at least a third of people who use buses are people on lower incomes. yes. can't afford a car, can't afford a motorway. so they get the bus to work. >> and that is a 50% rise. but on the other hand, not everybody does use the bus. and if you have this bus fare cap, it means that everybody is subsidising buses for even those people who don't use them. so it is a difficult one, but a significant increase in daily costs for people who have to use the bus every day. so please tell us what you think about that and

everything else we're going to be talking about on the show. visit gbnews.com/yoursay and we'll be reading out your emails throughout the show. but first of all, here's the news with sam francis. >> very good morning to you from the newsroom. it is just after 930. the top story this hour. the nhs is not just on its knees, it's on its face. that is the warning from the health secretary as the chancellor is preparing to unveil tomorrow's budget , preparing to unveil tomorrow's budget, injecting billions into the health service. speaking to us this morning, wes streeting admitted the challenges, including long waiting lists and ambulance delays, but was quick to point out that one budget, he says, won't solve everything. he also confirmed that new funding would help double the number of scanners and begin reducing nhs waiting times. as promised in labour's manifesto. however, he says that significant improvements will take time. >> what tomorrow's budget will give us the chance to do is arrest that decline and mark a turning point in the history of

the nhs and in the decline we've seen over the last 14 years. and today, what we're talking about is the delivery of our manifesto commitments to cut waiting lists. so the 40,000 more appointments every week, we said as our first step and we are already ramping up to those 40,000 more appointments, at least 60 people have been killed in an israeli airstrike on a town in the north of gaza, to according reports this morning. >> medics there claim more than half of those killed were women and children, including the mother and five children and a second mother with her six children. israel has not at this stage commented on that latest strike, which they claim would be part of efforts to prevent hamas from regrouping in the region. well, local resident ismael awada is among those searching for survivors believed to be still trapped under the rubble manzil abu nasr. >> this is the house of the abu nasr family. it's been bombed. lots of people were living in

the house. there are tens of bodies there was no warning . bodies there was no warning. >> and just staying in the middle east for a few moments. bhng middle east for a few moments. bring you a breaking line. we're just hearing that hezbollah, the militant group in lebanon, have appointed reportedly a new leader named sheikh naim kassem. it follows of course, the death of hassan nasrallah in an israeli airstrike last month. that new appointment, kassem has been named as the group's new leader, having already served the terror group since 1991 and a line here saying that on his appointment he made the commitment to continue fighting israel in support of the palestinian cause. so that news just into us from hezbollah, the terror group in lebanon. and back here, a 26 year old man has died while detained at a migrant centre. a migrant removal centre in west sussex. it comes less than 12 months after a 37 year old albanian man died , after he

with us now. thanks forjoining us andy. so not an easy budget for rachel reeves tomorrow. do you think there'll be anything that we find out that's new or has it all been trailed? >> i think it's all been trailed. >> i mean, the strategy is obviously to get all of the bad stuff out there as early as possible. that's, you know, things like the rise in or likely rise in employer national insurance, for example, has been out there for at least a week now. the idea is you get people used to it leak some of the more positive stuff as the day draws nearer. i know there's a story this morning about the minimum wage going up, for example. so i think get all of that bad stuff out there as early as possible because it's not going to be pretty. it's not going to be pretty. it's not going to be pretty for many people, really. yeah. >> and she that the nhs is a big part of it. andy and labour will be judged very heavily on the nhs because they made such a pitch about the tories had so, so wrecked the nhs and we've already got wes streeting saying whatever she's announcing tomorrow, it's not going to be enough. we're still going to have people on trolleys this winter. yeah, that will be very damaging for labour. >> a labour government, it will .

>> a labour government, it will. but and i think that's why it's really important that keir starmer and rachel reeves and wes streeting, the entire government is speaking very clearly and saying it's going to take at least five years to sort this out. you know, this is not going to happen overnight. and it's not just about money. so every year since 1955, the average real terms increase in spending on the nhs is 3.5% every single year. for 70 years. 1514 00:08:2
