12:02 am
security and prosperity. the conservative party is also going through a period of change. this process of renewal will be a long term project. things may be bumpy along the way, but the party i now lead is going to do things differently. watch this space now. >> domestic energy bills have risen and more pain is to come for bill payers as it's predicted. they will rise again further by 3% in april. the second increase in ofgems price cap this winter takes effect today and means someone paying by direct debit and using a typical amount of gas and electricity will pay £1,738 a yeah electricity will pay £1,738 a year. bill payers are being urged to submit a metre reading to avoid overpaying on estimated usage, and a major incident has been declared in greater manchester after flooding forced homes to be evacuated and closed train lines and roads following heavy rain. more than 100 flood warnings have been issued across

12:04 am
the suspect had an isis flag attached to the pickup truck that he used as his deadly weapon when he drove into the crowd, killing ten and injuring 35 and hospitalising hospitalising many of them. the suspect was pronounced dead at the scene after exchanging local gunfire with police, and two of whom were injured. mercifully, their condition is stable. well, we're about to cross live for an update on that horrific attack earlier on today. there's about to be a police press conference with the fbi believed to speak. but before waiting for those pictures to come up, i'm joined in the studio by the chair of the republicans overseas uk, greg swenson. greg, welcome back to the studio. so a huge amount of information has come out since this story broke this morning. in the three hours you're on my show earlier, the fresh data coming out. bring us up to speed about what we know about this individual named as shamsuddin jabbar, age 42. what do we know about him.7 >> do we know about him? >> well, we know he's an army veteran. and so it looks like he was radicalised. you know, since then, we don't know if he changed his name yet. we don't
12:05 am
know what he actually did in the army. but we do do know he's an army veteran. we also know that although the truck came across the border in the last 48 hours, it's not necessarily because he crossed the border. he is an american citizen and lived lives in or lived in texas. so we're getting more information every, every few minutes from the ground in new orleans. >> of course, the latest information here that the truck was owned by a houston man, and it was rented out by shamsuddin jabbar on the app turo. that's a car sharing app where you can rent out your car. and it's been reported on the daily mail here. that's rodrigo diaz, the owner had no idea he'd rented this car out to this individual, who then went to use it as a deadly weapon. it's electric vehicle dnven weapon. it's electric vehicle driven into that crowd, and there were casualties, of course, when that was used as an impact of deadly right, a deadly weapon of impact. and then he got out and an exchange of
12:06 am
gunfire happened. >> right. and obviously, as an army veteran, he knew how to handle a weapon. i'm good news is the police were able to terminate. but but i do think there is other the other information that's interesting is there were ieds scattered around new orleans. we don't know exactly where yet, but definitely scattered around the french quarter for sure. and then you've got, you know, some some more information coming out about a fire in potentially connected to him if he rented an airbnb or a hotel room or some sort of apartment. there was a fire last night in the saint roach neighbourhood, which is, you know, pretty, pretty close to the french quarter and bourbon street. >> and that would tally with an attempt, perhaps, to cover up any evidence of where he stayed. and there was this morning a press conference where it was announced by the local superintendent, police chief, that an eight block perimeter has been set up around this area. presumably that's because they they identified with some justification. that's right, that there was a risk of this
12:07 am
explosion, huge amount of conversation around a flag, a flag that was tethered to the vehicle, and indeed a second flag, perhaps, that he was carrying. >> yeah. and look, as it turns out, it's been confirmed. i saw cnn posting that that it it is an isis flag. now why they covered it up, why they decided to cover that up this morning. maybe there's some legitimate reason, but it is the first impulse of many in governing positions in the us to avoid any mention of terrorism or radicalism, especially if it's islamic radicalism. and you saw that this morning with the fbi special agent who contradicted the mayor and the police chief and said, this is not a terrorist incident, and then we find out, you know, 3 or 4 hours later that it was an isis flag, that it was indeed a radicalised, you know, terrorist in this case. and it reminds me of the fort bragg, not fort bragg, sorry, fort hood in texas in 2009, where a radicalised
12:08 am
army officer who was actually a doctor, a psychiatrist in the us army, trained at did his med school and residency at walter reed medical. >> okay. and interrupt you there, greg spencer, because we are now crossing the line to that press conference in new orleans. reform navalny sara davison mayor is saying the fbi, we are working with our partners to investigate this as an act of terrorism. okay. we're just trying to get an audio link to that press conference there. technical issue. this is the local police. the fbi have taken over this investigation, greg swenson. and there was a bit of a debacle this morning when the mayor of new orleans announced it was a
12:09 am
terrorist attack. right. and then the fbi quickly, at the same press conference, the next speaker said, no, no, no, it's not a terrorist attack. now, it's come out, of course, that it's come out, of course, that it's been treated as such. let's go back to the conference now. one 800 dai. >> please provide us with any information that can assist us information that can assist us in this investigation. once again, thank you for your patience and 1510 00:09:2
