offender's background a bigger factor in sentencing. shabana mahmood says she's written to the sentencing council, urging them to scrap the new guidance after the conservatives accused labour of creating a two tier justice. the changes, due in april, would place more emphasis on pre—sentence reports, particularly for offenders from ethnic or faith minorities, young adults, abuse survivors and pregnant women. shadow justice secretary robert jenrick has called it anti—white and anti—christian bias, but mahmood insists sentencing will remain equal for all. meanwhile, the sentencing council says it reforms its reforms, aim to ensure consistency and avoid bias in the justice system. emergency crews have tonight rushed to kendal rugby club in cumbria. just before 5:00 this evening, where two children were sadly struck by a black bmw. we've heard that one child didn't survive. another is being treated by paramedics. a man in his 40s has been arrested on suspicion of causing death by dangerous driving. and police

keep count. the complainant, known as girl a, says she was targeted from the age of just 13, with her number being passed between abusers. eight men, former market traders and taxi drivers are accused of preying on her and another girl allegedly plying them with drugs and alcohol. jurors heard that girl, a first, spoke to police in 2015, blaming herself at the time, but now says she realised she was just a kid who knew no different. the men deny all charges, including rape and indecent assault, and the trial continues this week. and police are launching an international appeal to trace more potential victims of serial rapist, as in haizhou. one of the uk's most prolific predators, the chinese phd student has been convicted of attacking ten women, but officers fear he may have drugged and assaulted more than 50 others in the uk and china. he targeted young women, luring them to his flat for drinks or study before drugging them. he also filmed the attacks and kept the footage and sometimes his victim's belongings, calling

gbnews.com/alerts. >> good evening. is britain's legal system now officially anti—white, anti—christian, anti—male and anti heterosexual? today, every magistrate was sent this email. it told them that there were new sentencing guidelines that they should enforce when considering sending someone to prison. that seems to enshrine two tiered justice into law, potentially one sentence for white christian straight men and one sentence for ethnic minorities, cultural minorities and trans people. you can see it here in black and white. when deciding on sentencing, the magistrate should take into consideration if the guilty party is, and i quote from an ethnic minority, cultural minority and or faith minority community, i mean, why, what does that mean? there are two explanations for this, in my

view. one, this is the bigotry of low expectations. oh, because somebody is an ethnic minority, they're less likely to be able to understand the law. they must have had a harder life. absolute load of rubbish. the second straight up anti—white racism. you'll notice that the judge should also take into consideration if somebody has disclosed they are transgender again, why are they less able to understand the law? and another thing you'll notice, judges are being told to take into consideration whether or not offenders say they are victims offenders say they are victims of human trafficking. well, what does that mean? well, every single illegal migrant who commits a crime will try and get a lower sentence by claiming to be the victim of human trafficking. shadow justice minister robert jenrick, who's actually on my show later tonight, raised this in parliament. >> why is the justice secretary enshrining this double standard, this two tier approach to sentencing? this is an inversion of the rule of law. we on this side of the house believe in
