the end or a fresh start, sarah palin steps down as governor of alaska. what you're saying about what she's done and what she plans to do now. plus, an 8-year-old idaho boy vanishes as the fbi joins the effort to find him. what we're learning about the last time robert manuel was seen last seen. and imagine being arrested for being awol when you were never in the military. i'm richelle carey. welcome hln news and views. thanks for your time. well, the white house says president obama will meet this week with harvard professor henry louis gates and james crowley. gates' arrest for disorderly
12:01 pm
conduct sparked a national debate on racial profiling. the white house isn't saying what day this meeting will happen. the president says that both men overreacted and he wants to cool things off. it started after sergeant james crowley arrested henry gates jr. for disorderly conduct. gates was forcing open a jammed door at his own home. crowley says he's glad the president got involved. >> are you satisfied with how the president handled this? >> yes. >> you are? what about that -- what about the beer? are you going to -- are you going up to the vineyard? >> i don't know. >> well, the vineyard is martha's vineyard. that's where the president's family will be vacationing in august. the president initially said the police acted stupidly in arresting gates, the white house now says he didn't realize his words had such impact. crowley said he charged gates because he was belligerent and wouldn't stop yelling at him.
12:02 pm
gates said the cop harassed him because he was black and actually the cambridge police department is now holding a press conference. let's listen in right now. >> -- forward. the mayor, mayor simmons, commissioner, and i are pleased to announce that the city has taken significant steps toward that end. last thursday, the commissioner announced that a group of nationally recognized experts would be organized to help us determine what lessons can be learned from that incident. since then, we have asked robert and chuck wexler to convene a committee to facilitate an analysis and develop recommendations that the department can use as guidance in the future. the mission of this committee is larger than a mere investigation into the events of july 16th. while it is important for the committee to understand those events, this committee will not be conducting an internal
12:03 pm
investigation, nor will it make any official judgment on the actions of the offices in the department. rather, the committee will identify lessons to be taken from the circumstances surrounding the incident and how those lessons can be applied to the policies, practices, and training programs of the cambridge police department. it will examine the organization of the cambridge police department, its current policies, and its relationships with all parts of the cambridge community. the scope of the committee's work will include identifying learning points about the interaction between residents and the police, by examining the policies and training, approaches to conflict resolution and strategies to diffuse difficult situations. gauging the spectrum of views and concerns held by the public as well as offices through focus group meetings with the diverse
12:04 pm
segment of the larger cambridge community and offices representing a wide range of ranks and assignments. identifying areas with a department can enhance its operations to handle similar incidents in the future in the best possible way. assessing how issues of race and perceptions can impact on daily encounters between the police and community members. produced findings and presenting best practices to the cambridge police department and the entire law enforcement community of this nation. bob is chairman of the strategic policy partnership and worked extensively with the federal government and many local law enforcement agencies on the issues of police strategy, diversity, and management. i have known bob for some years as he has assisted many government executives to address complex issues facing policing in an urban community.
12:05 pm
he is a nationally recognized leader in organizational issues and has national respect. i have asked chuck wexler, the executive director of the police executive research forum to chair this committee. chuck is no stranger to cambridge. i have known chuck for some 20 years. and chuck has worked with me and the city of cambridge over that time. he is a native of boston and earned his bachelor's degree at boston university and at m.i.t. perf has a -- >> you've been listening to robert healy, the city manager for cambridge, and the president said he wanted this to be a teachable moment. it seems like the city manager of cambridge does, as well. he says that they're going to be putting together a committee not really as an internal
12:06 pm
investigation of what happened between sergeant crowley and professor gates, but really to try to figure out ways for the police department to better relate to the community. he talked about focus groups, conflicts resolution, and he talked about relating to diverse groups within the community. so that's what the city of cambridge is talking about right now. streaming this live on cnn.com if you want to continue to listen to the city manager. but again, maybe a teachable moment. and there's also another new detail coming out about this. the woman who reported the possible break-in at the gates' home insists she never told police that the men involved were black. a lawyer for whalen said the woman only saw two men from behind, and she didn't know the race. her lawyer says she wants to correct the record that she is not a white woman and she is not a neighbor. she's portuguese and she works in the area. okay, now, gates was out of town over the weekend, someone put large angry signs on his lawn.
12:07 pm
they accused him of racism. the signs were removed after a few hours. so that's a wrap-up of where things stand right now. another big story today, former vice presidential candidate sarah palin has officially stepped down as governor of alaska. palin talked about how much she loves her state and also looked back at her accomplishments in office. also lashed out at her critics and the media. >> you represent what could and should be a respected honest profession that could and should be a corner stone of our democracy. democracy depends on you. and that is why, that's why our troops are willing to die for you. so how about in honor of the american soldier you quit making things up. >> her lieutenant governor is now the governor of alaska, palin left office 17 months before the end of the term. we want your views on this.

12:17 pm
a seattle man's vacation did not have a happy ending. he was stopped at the airport, detained for two weeks and his head was shaved for deserting the army. the problem is, wait for it, wait for it, he was never in the military. chris park says he almost signed up about ten years ago but he backed out at the last minute. >> how paperwork could've got messed up enough to say -- and i was actually -- it said i was in there for two years before they finally figured out that i wasn't and started counting me
12:18 pm
as a deserter. >> park says he hasn't gotten a full explanation, but he thinks the recruiter never processed the paperwork to deenlist him. he says this whole thing cost him about $1,500 plus lost time at work, so now he carries documents to prove he is not a deserter. the gop is saying not so fast when it comes to overhauling your health care. senate republicans and some democrats argue no bill will pass without at least a few republican votes. and they feel pushed away from the bargaining table. they say that the current plan is too expensive and gives the government too big of a role. >> this is is not personal against the president. i like the president. but he's out of control, and he's been leading a stampede of more spending and debt and taxes and government takeovers. he's taken a bad economy and made it worse. >> it's not a question of rush, it's a question of the american people who have been waiting a very long time for health insurance that gives them
12:19 pm
confidence if they have a preexisting condition or if they lose their job or change their job, or start a business that they will have health insurance. and i take this bill to the floor. it will win. but we will move forward, this will happen. >> speaker nancy pelosi says she has the votes in the house to pass the bill now. but the senate has told the president its version won't be ready until the fall. and health care reform can't happen fast enough for hundreds of people in virginia. they stood in line all weekend for a chance to see a doctor or a dentist. wjhl takes us to the annual weiss county remote medical clinic. >> 265, 266 -- >> reporter: before dawn, hundreds of people wait for their number to be called. >> i got here about 9:00 last night, and i'm 790. >> for many, camping out was necessary.

12:21 pm
people are here who don't have medical care. >> reporter: and so volunteers share what they can. >> that feeling when you're driving home from wherever it is, and that's 1,000 people that are seeing sharper than they were earlier. we're all feeling the pinch in this shaky economy. hln money expert clark howard is here to help you. so log on to cnn.com/clark, submit your i-report, you might be selected to be profiled on our network and get valuable advice from america's money coach. some day bingo the bee and his mascot buddies will be able to laugh about what happened to him the other night. right now it still smarts. bingo is supposed to do a dance every time the mets land a run. bingo went to hop the right-field fence, well, you see. and the replay and the replay and the replay. double and triple ouch. and as you might imagine, it has become a youtube sensation.

the white house says president obama will meet this week with harvard professor henry louis gates in cambridge, massachusetts police officer james crowley. officials applaud the move and they're making a move of their own. they're setting up a new committee to advise police on racial issues. they made that announcement live a little bit ago. the committee will not specifically investigate the confrontation between gates and crowley. the city will also be releasing the tapes of the 911 call that sent police to the gates' home in the first place. >> i'm grateful for the president's comments and willingness to sit down with
12:31 pm
professor gates and sergeant crowley, but in terms of the release of the tapes, no, i think the messages just as, i think, professor gates has said as the president has said as the parties here are saying, it's time to move forward, look at lessons learned and go from there. i hope that they enjoy their beer at the white house. >> all right. and we hope to have some of those 911 tapes for you in just a moment. and more on the tapes. the woman who reported the possible break-in at the gates home. and says she never told police the men involved were black. a lawyer for whalen says the woman only saw the two men from behind, she didn't know their race. her lawyer says she wants to correct the record, she is not a white woman, she's not a neighbor, she's portuguese, she works in the area. and while gates is out of town over the weekend, someone put large angry signs on the lawn, they accused gates of racism, the signs were removed after a

few hours. we hope to have the tapes for you shortly. atlanta police right now investigating a suspicious package. these are live pictures, this is a really, really busy area in atlanta. these are the southbound lanes of interstate 75 and 85 downtown, they are really pretty much shut down, the package was found under a bridge. this is creating, as you can imagine, a traffic nightmare. i teold you what a busy area ths is. as we get more information on what they found, we'll bring you some -- bring that to you. a deal could soon be announced to give permanent custody of michael jackson's three children to his mother, katherine, that's the word from her lawyer. right now she has temporary custody of prince michael, but first paris and prince michael ii, her lawyer told nbc "today" show, there's been too much speculation about whether debbie rowe will try to take the two older kids. >> we have been working on an agreement.
12:33 pm
and i want to say that the parties have been very responsible. debbie rowe, her lawyers, mrs. jackson, they've been very thoughtful, very caring and very prudent. and we do believe that we're close to reaching an agreement and this swirling speculation is just swirling speculation. the agreement about custody is not a money issue. michael and mrs. debbie rowe had their agreement prior to his passing, that is not on the table, and that is not what we're dealing with. and despite the public inquiries, that's not what's happening. >> he went on to say that katherine jackson was regularly in touch with michael and stayed involved in his business over the years. fbi agents have joined the search for a missing idaho boy. 8-year-old robert manuel vanished sometime friday night around maybe 9:30 local time, shortly after he left his house, and they think he may have been headed to a party at a friend's house. >> somebody seen him, you know,
12:34 pm
please, please call the police. all we want is for our little boy back. >> well, police are planning to drain a pond at the boy's apartment complex, but so far, extensive efforts by search and rescue crews have turned up nothing. and hln's own nancy grace is working the latest developments to find missing 8-year-old robert manwill, tonight at 8:00 and 10:00 p.m. eastern time right here on hln. new york state police are trying to find out how a mom in a minivan loaded with kids wound up going the wrong direction on a parkway causing a deadly crash. the woman, her daughter, and her three nieces were all killed when her minivan crashed head on into an suv and that minivan burst into flames. also three people in the suv were killed. and somehow, the woman's 5-year-old son survived but suffered severe head trauma. >> it was a horrific scene altogether, i've been with the state police for 24 years and never seen anything like this.
12:35 pm
hopefully we'll be able to come to some sort of determination why this person went through the parkway the wrong way. >> and it was the second wrong way crash on that parkway yesterday. five people were hurt in that earlier crash. octomom's trying to finalize a deal that will have all of her 14 kids raking in some cash as reality tv stars. if approved by a judge, each child would earn $250 each day of filming over the next three years. 36 days in the first year, 21 in the second, and 14 in year three. for a combined salary of, we've done the math for you, roughly $250,000. this afternoon, she will be in a court to fight a lawsuit. suleman says she has the right to make decisions for her children. north korea now says it's open to new dialogue over its nuclear weapons program. the statement appears to hint at direct talks with the u.s.,
12:36 pm
which washington has resisted. and this is is after last week's somewhat nasty exchange for the secretary of state when hillary clinton said north korea didn't have any friends left, is acting like a small child demanding attention. north korea responded by calling clinton a funny lady with no etiquette. also said six-party talks are dead, but yesterday clinton still insisted multilateral talks are still the best way to engage pyongyang. iran, which israel considers the biggest threat to its security dominated the talks and told gates his country is taking no option off the table when it comes to iran's nuclear program suggesting a military strike is not out of the question. last week, u.s. and israel conducted a joint missile defense test against a possible iranian strike. israel and iran have made repeated threats against each other.
12:37 pm
the u.s. has acknowledged israeli concerns and wants to give diplomacy just some more time. >> i think we are in full agreement on the negative consequences of iran obtaining this kind of a capability. i think we are also agreed that it is important to take every opportunity to try and persuade the iranians to reconsider what is actually in their own security interest. >> gates also said the u.s. offer to engage iran was not open ended. he said president obama wants a response from tehran in the next couple of months. and secretary of state hillary clinton is explaining a comment by vice president joe biden. he was talking about russia, and the "wall street journal" quoted biden as saying they have a shrinking population base. they have a withering economy, they have a banking sector and structure that is not likely to be able to withstand the next 15 years.
12:38 pm
okay, so clinton says biden did not mean the u.s. has the upper hand with russia. >> no, and i don't think that's at all what the vice president meant. there are certain issues that russia has to deal with on its own. and we want to make clear that as we reset our relationship, we are very clearly not saying that russia can have a 21st century spear of influence in eastern europe. >> clinton says the u.s. used russia as a great power, but doesn't want to see it dominate eastern europe the way the soviet union did. another suburban chicago cemetery could now be a crime scene. what triggered this investigation? and what authorities are looking for now.

welcome back. an oklahoma man is charged with gunning down two sheriff's deputies. authorities say he opened fire yesterday when the officers were just trying to serve him with a domestic abuse warrant. now he is charged with first-degree murder. a witness says the deputies were shot when they kicked open the door of the home. >> they said you've got two seconds to open the door and kick the door in open, and the guy was sitting there waiting on him. >> a woman who was standing in her yard across the street was also hit by gunfire and she is in serious condition. thousands of people stormed a small virginia town this weekend to get free health care. some people even came from other states and camped out for days in advance. the first woman in line was a woman from tennessee who says she can't get insurance because she only makes $6.55 an hour.
12:42 pm
the annual event by remote area medical clinic, it offers free care to anybody who shows up. >> wouldn't get what i needed. >> be without. >> i wouldn't be getting no glasses. >> wow, an event organizer says more than 1,600 people showed up on friday alone. a second chicago area cemetery is being investigated. seconds after a human bone was found lying on the ground friday, the owner denies any wrong doing, the cemetery is already facing a lawsuit from a family for allegedly reselling a plot where two relatives are buried. and, of course, recently you'll remember workers at another chicago-area cemetery were charged with double stacking bodies and running a scheme to resell plots. listen to this story, a seattle man's vacation did not have a happy ending. he was stopped at an airport detained for two weeks and his head was shaved for deserting
12:43 pm
the army. this is the problem, he was never in the military. chris parks said he almost signed up ten years ago but he backed out at the last minute. >> how paperwork could've gotten messed up enough to say i was in the military and had made it there and i was actually, it says i was in there for two years before they finally figured out i wasn't and started counting me as a deserter. >> parks says he hasn't gotten a full explanation, but he's thinking that the recruiter never processed the paperwork to deenlist him. he said it cost him about $1,300, and now he carries documents to prove i'm not a deserter. sarah palin is is no longer governor of alaska. she left office yesterday, she took some shots at democrats, environmentalists, the media, and hollywood. we'll tell you what she said and what's maybe next for her. >> thank you so much.
12:44 pm
12:45 pm
sarah palin is beginning a new chapter as a private citizen. she stepped down yesterday as alaska governor and as candy crowley reports she recollects didn't do it quietly.
12:46 pm
>> reporter: she is a one-woman sound bite machine. >> by the way, hollywood needs to know we eat, therefore we hunt. >> reporter: a warning from the moose-hunting fish-catching sarah palin that hollywood wants to take away the right to bear arms, an unexpected topic for a farewell speech as palin handed over the alaska governorship, the wear, tear, and resentments of a year on the big stage were evident. her parting words, a parting shot at the media. >> so how about in honor of the american soldier you quit making things up. >> sarah palin's farewell as a three-day rolling picnic surrounded by supporters dreaming big. >> if we get a woman president, let it be her. she's a real woman, she knows about what a woman is supposed to be, she's pro-life,
12:47 pm
pro-family, pro-woman. >> reporter: it was not all friendly going, palin has lost some of her light in alaska, and a lot of it on the national stage. >> she abandoned her state in the middle of a term. they didn't ask for her to run. >> reporter: the latest abc washington post poll found that 53% of americans view palin negatively, 40% see her positively. worse, 4 in 10 republicans don't think palin understands complex issues. still, she wouldn't be the first politician to rehabilitate herself, and it's clear while she's handing over the governor's chair, she's not relinquishing the microphone. >> no, with this decision now, i will be able to fight even harder for you for what is right and for truth. >> reporter: palin's writing a book, she says she'll help other candidates, she'll give speeches, and one of her first post governor events is at the ronald reagan library in california. she could make good money doing all of that, she could also be on a path, that leads to 2012.
12:48 pm
it's called keeping your options open. >> because i asked for that about five minutes ago. and you know what to know what she said? she said i don't know with her little smirk. >> reporter: one thing is clear, sarah palin private citizen sounds a lot like sarah palin politician. >> and one other thing for the media, our new governor has a very nice family too, so leave his kids alone. >> reporter: exit stage right, but definitely don't fade to black. candy crowley, cnn, washington. all right, we told you about this cambridge police department has just released 911 recordings, also police transmissions on the arrest of harvard professor henry gates. this happened last week at his home. the police commissioner says the tapes speak for themselves. let's give you some background, gates supporters call the arrest by sergeant james crowley an outrageous act of racial profiling. crowley supporters say gates was
12:49 pm

at all. i just saw fritit from a distan. this older woman was worried thinking someone's breaking into someone's house. she druinterrupted me. that's when i noticed. otherwise i probably wouldn't have noticed it at all, to be honest you. i was just calling because she was a concerned neighbor, i guess. >> are you standing outside? >> i'm standing outside, yes. >> the police are on their way. you can meet them when they get there. what's your name. >> my name is [ muted ]. >> they're on their way. >> i guess i'll wait. thanks. >> there's more. cambridge police also released recordings of the radio calls between sergeant crowley, dispatch and other officers in the field. after getting to professor gates' house, crowley asked the 911 caller to meet him at the front door and then later describes gates as uncooperative. >> could you have the caller come to the front door. >> not her home. she doesn't live there. she's a witness in this.

prison. the judge says the life term is fitting because he has nev-- th accused him of joining al qaeda and plotting to assassinate bush. an appeals court ruled the sentence should be revisited because it might be too lenient. defense lawyers argue he only confessed under torture by saudi arabian authorities. a deal could be announced soon to give permanent custody of michael jackson's three children to his mother, katherine. that's what her lawyer is saying. right now she has temporary custody of prince michael i, paris, and prince michael ii. her lawyer told nbc "today" show there's been too much speculation in the media about whether jackson's ex-wife debbie rowe will try to take the two older kids. >> we have been working on an agreement. >> uh-huh. >> and i want to say that the parties have been very responsible, debbie rowe, her lawyers, mrs. jackson. they've been very thoughtful,
4:35 pm
very caring, and very prudent. and we do believe that we're close to reaching an agreement. and the swirling speculation is just swirling speculation. the agreement about custody is not a money issue. michael and mrs. debbie rowe had their agreement prior to his passing. that is not on the table. that's not what we're dealing with. despite a lot of the public, kind of, inquiries, that is not what's happening. >> he went on to say that katherine jackson was regularly in touch with her son and stayed involved in personal and business affairs over the years. new york state police say a mom in a mini van loaded with kids was feeling sick shortly before she drove the wrong direction on a parkway and caused a horrific, deadly crash. diane schuler, her daughter and her three nieces were all killed when their mini van crashed head on into an suv. the mini van burst into flames. three people in the suv were also killed. the woman's 5-year-old son

his head was shaved all for deserting the army. it's even worse because he was never in the military. chris park says he almost signed up ten years ago. he backed out at the last minute. >> how paperwork could have gotten messed up enough to say that i was actually in the military and had made it there and i was actually -- it says that i was in there for two years before they finally figured out that i wasn't and started counting me as a deserter. >> he still hasn't gotten an official explanation. he's thinking the recruiter never processed the paperwork to de-enlist him. he says the whole thing cost him $1,500. he had to miss work, so there's that money, too. he's now carrying documents to prove he's not a deserter. florida's waters have long been targeted by the energy industry. folks are anxious to start
4:43 pm
grabbing at natural resources buried there. the most valuable resource may be the water itself, not the oil potentially underneath it. this is getting a lot of attention on cnn.com today. lots of clicks. it does sound very intriguing. >> very cool, right, richelle? all that water swirling around could actually create as much energy as four to ten nuclear power plants. now in florida they're trying to take that energy in the ocean and put it in your home. so this is a big project that's going on in the fourth most populous state in the united states. florida's development is really outpacing its energy production, and the state is nearing a crisis. so the idea is to use these underwater turbines to produce power. and then the powerful gulf stream currents would keep those turbines whizzing, essentially producing the energy. the energy would then be converted into electricity and transmitting the cable.
4:44 pm
they're hoping this could power 3 million to 7 million homes in ten years, if it works. and, richelle, that's a big "if." there's still limited information available on how much this is going to cost and its environmental impact in the first place. think about it, richelle. you don't want it to cost too much. because that's going to drain another part of the state. also, you don't want it to expend more energy than you're actually going to get. so a lot of factors in place right now. but definitely one of the most clicked on stories on cnn.com right now. >> it would be great if it worked. but you also don't want it to be more trouble than it's worth. >> absolutely. >> i like that. all right. the beijing sky is very polluted. it's well known. everybody knows that. but seems to be clearing up. why would that bother anybody? >> right. well, we remember reporting, of course, for the olympics. that they really needed to get their act together. they needed to clean up the skies. actually, there are more blue

sky days, a record number, in fact, have been reported there. but the thing is, richelle, this also took years and hundreds of millions of dollars, plus it required drastic steps. so they're trying to assess whether or not these clean skies are actually evidence, richelle, of an economic slowdown. while it is pretty, that scene right there was very costly to these folks. >> got it. okay. now i get it. that's why we have you, to explain things like this. >> i do what i can, my friend. >> great job. talk to you later. sick of riding around in that old car and paying out the tail pipe because it gets such bad mileage? the government has a deal for you. but you have to act quickly. x÷x
