former president bill clinton is in north korea trying to negotiate the release of two american journalists jailed there. is he acting alone? or on behalf of president obama? four wisconsin women are accused, get this, of tieing up a man and gluing his genitals his stomach. the motive behind the alleged assault. an oregon couple tries to go an entire year without creating any trash. how they plan to do this. and this will be a learning experience for all of us here. good afternoon, i hope the day's been good to you so far. well, let's talk about former president bill clinton who is in
12:01 pm
north korea. these are new pictures that are just coming into us, meeting with top leader kim jong il there. clinton is hoping to win the release of two merge journalists sentenced in june to 12 years hard labor. laura ling and euna lee were arrested in march on charges that they entered the country illegally. now north korea media reported that clinton delivered a message on behalf of obama. the white house calls it a private mission. robert gibbs released a statement saying "while this solely private mission to secure the release of two americans is on the ground, we will have no comment. we do not want to jeopardize the success of former president clinton's mission." meanwhile, iran is finally confirming that it has arrested three americans who were hiking in this area here in iraq. iran says they've been charged with illegal entry for crossing an unmarked border. secretary of state hillary clinton is urging iran, though, to provide more information.
12:02 pm
>> obviously we are concerned, we want this matter brought to a resolution as soon as possible, and we call on the iranian government to help us determine the whereabouts of the three missing americans and return them as quickly as possible. >> now, a website linked to iran's revolutionary guard says the three americans infiltrated iran after being warned they were close to the border. let's talk about police in idaho who say a body pulled from a local canal is the approximate age and size of a missing local boy. but they're waiting on the coroner's report here before confirming whether it is, indeed this little boy, robert manwill. the 8-year-old vanished july 24th under what police call suspicious circumstances. >> at this time, we do not have a positive i.d. on the body. i can tell you the body found today floating in the canal is that of a young boy,
12:03 pm
approximately the same age and size as robert manwill. robert's family who has been incredibly strong throughout this ordeal has been notified that a body has been found. >> now, a makeshift memorial has been set up outside manwill's home. his family's asking for privacy but thanks the community for their continued support. as you remember, there had been so many people out in force looking for him, volunteers searching, we want to get the very latest. and we're joined on the phone now by reporter scott, thank you so much for being with us. how soon are you getting any word as to when we might hear from the coroner? >> well, we don't know. like so much in this story, we had hoped to get some positive identification las night at some point, but then as you've seen, the police came out and said they could not make a positive i.d., you know, it's possible the body has been in the water
12:04 pm
in the new york canal here in boise for 11 days, there could be some serious decomposition. so an autopsy is underway as we speak right now. and when that autopsy's wrapped up, we're waiting for the coroner here, the county coroner to make a positive identification. most people in the community just have this sense that it is the missing boy, christi. >> they do, okay. and i know this really struck the community hard, there are several bizarre nuances to this. first of all, last week the police searched the mother's apartment and retrieve ed sever boxes they took. pleax explain this sorted family history here. >> well, as much as we know, a lot of this family's history is sealed in court records, but the mother's on probation for -- she was originally charged with felony injury to a child to her child, not robert, but a younger child.
12:05 pm
that she whacked the boy's head against the surface and fractured his skull, and that charge was reduced to a misdemeanor felony, excuse me, misdemeanor injury to a child and so she's on two year's probation and her boyfriend has a background, hooe been in prison several times here in the state of idaho and has been convicted for burglary, battery, possession of drug paraphernalia. so that has a lot of eyebrows raised here in the community. >> as to what happened. okay. thank you so much for the update. scott logan, i'm sure we'll be talking to some of you there in boise there as we wait for those autopsy results. thank you, again, appreciate the update. meanwhile, moving on. despite a surprise court motion, his attorneys say michael jackson's dermatologist does not object to katherine jackson getting custody of her grand kids. they say dr. arnold kline just
12:06 pm
wants to keep promises he made to the late singer to ensure the kids' health and stability. here's the thing the rumor that he's actually the biological father. attorneys for katherine jackson say they're not sure what dr. kline wants. >> what did you make of the arnold kline lawyer coming? >> i was totally confused by it. >> what did he want? >> well, he couldn't even tell us. he said his client was concerned about the children's education and welfare, the judge made it very clear that he didn't have standing. and i'm not sure what he was really looking for. >> are you? >> from a legal standpoint, no standing. >> now jackson's mother katherine was granted custody of all three of those kids after a deal reached with debbie rowe. rowe agreed not to fight for custody in exchange for visits with them. now a hearing is scheduled for october to look at some remaining issues, as well. tonight, though, just released
12:07 pm
intimate video of michael jackson and his three children. plus, why does jackson's dermatologist want a role in raising them? that's a question a lot of people are asking. nancy grace investigates tonight at 8:00 and 10:00 p.m. eastern right here on hln. well, the postal service may close hundreds of post offices. officials say e-mail is largely to blame here. the postal service could record a loss of nearly $7 billion this year. this, of course, despite that 2-cent increase on stamps and cuts in staff. now, nearly 700 post offices could close or be consolidated. no final decisions will be made, though, before the end of september. but we're curious to know what you think. is the post office in your mind still relevant? with today's technology, do you still use it? as much as you did before? and should the government just do away with it since we're trying to cut the budget? call us right now at 1877-tell-hln, our e-mail us, we're going to air your comments

shortly and throughout the day, as well. you can text us too, by the way, text views, your comments, your name, to hln tv, standard text rates do apply, but we're so glad you're part of our conversation here. it's a story that could make married men think twice about having someone on the side here. one man thought he was heading to a hotel for a little romance, instead he found himself in a very uncomfortable predicament.
12:10 pm
all right. look at some live pictures we're getting from louisville, kentucky this hour. boy that area's a swamp. look at the cars there where the water -- and the water looks really gross, doesn't it? yeah, kind of disgusting as it's moving up toward the hood of the car there. severe thunderstorm left these flooded streets and parking lots. people are trapped in their cars here. some of them are stranded in neighborhoods. police are urging folks to please stay home and stay off
12:11 pm
the streets until the threat passes and do not, do not under any circumstances try to drive through high water. we don't know if these people were parked there or -- i'm trying to get a good look to see if there's somebody in that red car, it looks like maybe it has been abandoned, we hope so for their sake. louisville fire and rescue are helping people that are stranded in their cars after they try to drive through some high water. and you can see some -- you can see some cars and trucks there driving through, a flash flood warning, by the way, is in effect for that metro area. again, this is louisville, kentucky, but boy, you can see what a mess it is for the folks there. so do be careful, please, if you're out in that area. meanwhile, the broward county florida deputy's been arrested, accused of using his badge to sexually assault illegal immigrants, one as young as 17 years old. investigators say 29-year-old jonathan targeted his alleged victims while he was on duty and
12:12 pm
in uniform. he's charged with 14 counts of sexual battery by someone in a position of authority, false imprisonment, and stalking. the deputy suspended without pay and is being held without bail. and a couple near baltimore have been arrested for what police are calling a sickening crime. they say the man and woman made videos showing kids being sexually abused. police found the videos in their home. they say the alleged victims were between 2 and 13 years old. now the pair are charged with filming child porn, distributing it, and permitting sex with a child. >> anybody in this kind of business and public service we see a lot of very sick things and this is sickening. >> i can't believe they did that. >> now, police haven't identified all of the alleged victims here, which is one of their biggest tasks yet. so they want to talk to anyone who knows of any children who may have had contact with this couple.
12:13 pm
a married man took one of his girlfriends to a motel, court documents allege her sister, another girlfriend, and his wife were waiting for him. he was tied up, allegedly, and his manhood was glued to his stomach. the women left, he got freed by chewing through his bindings, apparently. the women were arrested. one says the story's gotten twisted and she's embarrassed. they could face up to six years in prison, though. a north carolina teenager pitched a fit on the golf course and impaled himself in the stomach. he slammed his club against the cart and it broke in half. one part went six inches into his stomach piercing his intestine. >> when he fell down and said he was bleeding, we actually like didn't believe him at all and we went over and he was bleeding pretty bad. >> we picked him up and put him in the cart, he was turning
12:14 pm
white. >> now, doctors say he will recover. this one just leaves you shaking your head. was ryan o'neal really devoted to farrah fawcett during her final days? that is the question some are acting after the actor admits he hit on a woman at fawcett's funeral. but wait until you hear who that woman is.
12:16 pm
well, you better act fast, the cash for clunkers program could run out of gas by friday. the white house says it wants the senate to vote on a $2 billion extension by this weekend. now, yesterday, democrats dianne feinstein and chuck schumer say they are supporting extending that program. opponents say cash for clunkers is poorly managed. supporters say it's a success. >> if it ain't broke, don't fix it. it's working in every way, it's working as a stimulus, it's working to help families, it's working to improve mileage. what we need to do here is not put on the brakes but step on the gas, keep the program going. >> now, the white house says cash for clunkers has helped almost 250,000 people trade in their gas guzzlers. and they've been more fuel efficient than 10 miles per
12:17 pm
gallon. it was originally intended to run through november, but even if it gets an extra $2 billion, it probably will only last through september. they burned through that first $1 billion in less than a week. here's the story, i'm sure -- what on earth, ryan o'neal made a shocking admission to vanity fair magazine. he says he was so fraz led at girlfriend farrah fawcett's funeral that he actually hit on his own daughter tatum. o'neal's son griffin was on cnn's "larry king live" last night and answered questions about the incident. >> it's been reported that your father says he didn't recognize tatum at the funeral and when she embraced him, he asked, do you have a drink on you? do you have a car? what do you think of that story? >> oh, he was flirting with everybody. >> with his daughter? >> he doesn't -- you know, my dad's getting up in the years now, i don't think he really recognizes people that he's known for years.
12:18 pm
>> his daughter? >> it was his daughter, he didn't realize that it was her, yes, it was her. >> don't you shake your head there? it also says o'neal's son redmond questions his father's devotion was just an act. fawcett reportedly gave the bulk of her estate to redmond and left nothing to ryan. silverton, oregon, has officially disapproved of an outfit worn by the transgender mayor, remember. he wore a bathing suit, mini skirt, high heel while speaking to a group of kids. they took up a complaint about it and people were sounding off. >> i will always like you, stu, but i think you're wrong on this issue. >> the worst part of this bad behavior is your shameful self-promotion. >> i'm reluctant to speak about it because it has made more attention to you. >> any woman could've shown up in that same outfit and would not have been condemned.
12:19 pm
he was condemned because it's stu and he's a man. >> now, the mayor says the outfit was appropriate for the humid weather, but after some debate the city council s-- they're trying to go 365 days, one year, with no trash, or at least as little as possible. their avid recycling is helping, but when the year is up they hope to only have a grocery bag worth of trash. getting a cup of joe, though, challenges that. >> you go to a coffee house and get a moco, you've got to check the kind of cup or bring your own cup and make sure it's recyclable. it's prevented a few issues, but we've worked through all of them. >> they're keeping a weekly blog on their progress, by the way. it's some mixed economic news. americans spent a little more in
12:20 pm
june, but incomes dropped dramatically here. the commerce department says spending increased .4% but personal income fell 1.3%, that's the biggest drop in four years, incomes rose by the same amount in may because of the one-time boost in social security checks as part of the stimulus package. now, you've been warned, of course, not to talk about former employees or employers on twitter or facebook, well, now hln money expert clark howard explains why you shouldn't share your vacation plans on social networking sites either, at least not until afterwards. >> do you twitter? do you use facebook, myspace? well, remember especially with twitter, anybody can follow you at any time. well, here's a special warning from financial writer kathleen pender who is already hearing multiple reports the people who have twittered or myspaced or facebook that they are going to be on vacation going here, there, everywhere, or posting pictures realtime of where
12:21 pm
they're on vacation and realtime come home to find that somebody came and burglarized their home. here's the thing. when you are going on vacation, you may think you can trust everybody on your myspace or facebook page, the people you twitter, but wait until you return from a vacation to show off that vacation. don't post pictures until after you return, don't post in advance when and where you're going because why foul up your summer vacation? i'm clark howard with more ways to protect yourself, go to cnn.com/clarkhoward. >> and you can get great consumer advice from him every saturday and sunday at noon and 4:00 p.m. eastern right here on hln news and views. plus going to help you save more, spend less, and avoid getting ripped off. speaking of money with the government looking for ways to cut costs, should the post office be on the chopping block?
12:22 pm
12:30 pm
well, former president bill clinton, take a look at these pictures, in the middle of an unconventional mission right now. he's gone into reclusive north korea to win the release of two american journalists. what will it take and will he succeed? that is the big question. we're talking extraordinary diplomacy here to try to secure the release of those two journalists. north korea state-run tv released those pictures of former president bill clinton. jill dougherty is at the state department now with more on this diplomatic effort. this was clandestined to the public, obviously, jill, but if they're sending bill clinton there, they have a pretty good idea that he can be successful.
12:31 pm
>> reporter: yes, you know, yes on all of those points. after all, this according to the information that we're getting, in fact, our producer spoke with a source intimately familiar with the attempts to free these journalists and that source says if you go back after the time that these two journalists were sentenced to 12 years at hard labor, the discussion about sending a special envoy began and there were several candidates, bill richardson, the governor, you also had al gore, who happens to be the head of the media organization for which these journalists work. you had kerry, john kerry, the senator and then finally bill clinton. and it was determined by the white house, we are told, that bill clinton would be the best candidate. and one of the reasons was he now does not have an official government position. and what this administration is trying to do is keep it non-governmental, non-official,
12:32 pm
keep him focussed basically on this humanitarian effort to free those journalists as opposed to getting into other areas like nuclear issues. his brief is not to do any nuclear negotiating, it's to keep really focussed on getting those journalists out. >> that's why they sent him because that way he couldn't get into any of those other talks. i have to believe too, you know, he is in a prime position too to assess kim jong il's health, which has been in question for quite some time. >> yes, those pictures are fascinating, because after all, it's rare to see photographs of kim jong il, and i can tell you that security people here, intelligence analysts pour over pictures like that trying to figure out whether kim jong il has had a stroke, for example, which is believed he had a stroke last year and how his health is doing. you notice he is much thinner than we're used to seeing him
12:33 pm
previously. so that is another aspect. very rare to have a western leader standing face to face and obviously spending quite a bit of time with the leader of north korea. >> state department's being pretty mum on this too, aren't they? >> in fact, just a few minutes ago, we're looking at the briefing taking place with robert wood over at the state department and he was literally inundated with questions about hillary clinton's role, the secretary of state's role, any type of information on what is happening on that trip. and all he would say and he said it over and over and over again, we are not going any further than what the white house said, you know, no comment, no comment, no comment. so we're not going to get a lot from them. and the reason, really, christi is this is very sensitive. because, yes, in a sense it's pre-cooked, we think. it is looking very promising that he could get them out, but north korea can be unpredictable.
12:34 pm
and nobody wants to have this fall apart at the louisiana minute. just think back to a week or two ago when north korea was making personal comments about hillary clinton herself. you know, calling her, they said at one point she looks like a schoolgirl and sometimes she looks like a pensioner and called her not very intelligent. so this was a level of discussion just a week ago. >> sure, yeah. almost impossible to prognosticate what that regime will do. jill dougherty, thank you so much for keeping us apprised to what's happening. >> okay. iran, meanwhile, is finally confirming that it's arrested three americans who were hiking in this area you see here. it's in iraq, now iran says they've been charged with illegal entry for crossing an unmarked border. but secretary of state hillary clinton is urging iran to provide more information. >> obviously we are concerned, we want this matter brought to a resolution as soon as possible, and we call on the iranian
12:35 pm
government to help us determine the whereabouts of the three missing americans and return them as quickly as possible. >> a website linked to iran's revolutionary guard says the three americans infiltrated iran after being warned they were close to the border. i want to bring you live pictures too from louisville, kentucky, that we're getting in. this is about half -- about half foot of rain. it's what it looks like. actually this is video we got just a short while ago, a severe thunderstorm caused all of this flooding in the streets and parking lots. left people trapped in their cars stranded in neighborhoods too. police are really urging everyone to stay at home, stay off the streets until this threat passes. don't try to under any circumstances drive through that water because you really don't know how deep it is. here are some live pictures for you now. louisville fire and rescue are helping people stranded in their cars after they did drive through some of that high water and looks like people are still kind of doing so.
12:36 pm
a flash flood warning is in effect for the louisville, metro area, though. police in idaho say a body pulled from a local canal is the approximate age and size of this missing local boy. they're waiting, though, on the coroner's report before confirming whether it is robert manwill. the 8-year-old vanished july 24th under what police call suspicious circumstances. >> at this time, we do not have a positive i.d. on the body. i can tell you the body found today floating in the canal is that of a young boy, approximately the same age and size as robert manwill. robert's family who has been incredibly strong throughout this ordeal has been notified that a body has been found. >> a makeshift memorial has been set up outside manwill's home and his family's asking for privacy, but thanks the community for their continued support. judge sonia sotomayor is likely just days away from becoming the next u.s. supreme
12:37 pm
court justice. the full senate is debating her nomination. now, yesterday, republican senator john mccain of arizona said he will vote against sotomayor citing what he calls her judicial activism. >> though she attempted to walk back from her long record of activism during her confirmation hearings, judge sotomayor cannot change her record. in the 1996 article in the university law review, she stated "a given judge or judges may develop a novel approach to a specific set of facts or legal framework that pushes the law in a new direction." this is exactly this view i disagree with. >> now, mccain joins other republicans from border states with large hispanic populations in opposes sotomayor. senators john cornyn, and as
12:38 pm
well as mccain's fellow arizonan, john kyle, previously announced they would vote against her, as well. still, sotomayor is expected to easily win that confirmation. his golf buddy thought he was behaving badly, his antiques on the lengths got him impaled by his own golf club. how it happened and how he's doing now.
12:40 pm
i'm jane velez-mitchell and here's my issue, michael jackson's long time friend arnie kline is back in the custody mix. many suspect he is the father of the two oldest kids, but dr. kline continues to dance around the issue. well now he's acting like the father. going to court, saying he should have a role in the kids' lives
12:41 pm
when it comes to major decisions on education and medical care as if he gave michael jackson such great medical advice. jackson's kids have already been through hell, so dr. kline needs to stop feeding the old gossip machine. he should take a dna test to determine once and for all if he is the father. if he is, step up, if he isn't, butt out and shut up. that's my issue. >> find out what else jane has on her mind, watch issues every night at 7:00 eastern right here on hln. well, a couple near baltimore's been arrested for what police are calling a sickening crime. police say john nicholas and shannon made videos showing kids being sexually abused. police found the videos in their home. now, they say the alleged victims were between 2 and 13 years old. this pair charged with filming child porn, distributing it, and permitting sex with a child.
12:42 pm
>> anybody in this kind of business and public service, we see a lot of very sick things and this is sickening. >> pretty much disgusted about it. i can't believe they did that. >> now, here's the thing, police haven't identified all of the alleged victims in those tapes, so they want to talk to anyone who knows of any children who may have had contact with this couple. a married man took one of his -- one of his girlfriends to a motel. court documents allege her sister, another girlfriend, and his wife were waiting for him. and he allegedly was tied up, and his manhood was glued to his stomach. and then the women left. he got free, apparently, by chewing through his mindinbindi. the story's really gotten twisted and one woman is embarrassed but they could face up to six years in prison. a north carolina teenager pitched a fit on the golf course and impaled himself in the

take a look at the bill which has come out of congress. >> now, another congressman encountered an angry crowd in austin, texas, this weekend. he say the protests are an effort by conservatives to derail health care reform. you better act fast as we're talking about cash here, because the cash for clunkers program could run out of gas by friday. the white house says it wants the senate to vote on a $2 billion extension by the weekend. yesterday, democrats dianne feinstein and chuck schumer say they will support extending the program. opponents say cash for clunkers is poorly managed. supporters say it's a success. >> if it ain't broke, don't fix it. it's working in every way. it's working as a stimulus, it's working to help families, it's working to improve mileage. what we need to do here is not put on the brakes, but step on
