12:45 pm
throughout this. obviously my children who have been just wonderful as well. molly and betsy were there through this entire incident and molly was just super. if you listen to the 911 voice, that was molly who did a great job. great job. chris was in california with her two sisters and her mother visiting her 80-year-old aunt for her birthday and i was looking for a way to avoid making dinner. it was about 5:00 and i got a call from my sister, mary, another sister who was interested in going to state fair to listen to a band that she likes a lot. my daughter, annie, was working at the state fair and my son just got home from the state fair. i said to my two younger daughters, how about we go to
12:46 pm
state fair with aunt mary? and in the interim we called betsy and our brother, john. the four barrettes adult siblings met up at the state fair to listen to music. that was the reason that my fantastic security personnel was not with me. this was a spur of the moment decision by myself to have a family reunion with my siblings and everything was going great until we started walking back to the car a little after 10:00. that's when i encounter something that i think virtually any other citizen in this city would have reacted the same way. we were walking down the street and my two daughters, molly, too, at that point, said someone is yelling call 911. there was a woman holding a baby. our immediate thought was that there was something wrong with the baby. and so i quickly pulled up my
12:47 pm
phone as i think molly did and we started calling 911. within seconds we realized the problem was not with the baby but with the man and he came up and was very, very agitated. and events took off from there very, very quickly. because of the criminal nature of this, i'm not going to go into that any further. some of that has come out already and more of that will come out in the coming days but we don't want to in any way jeopardize that criminal case, but i think it's fair to say that things got very, very ugly, very, very quickly. from there it was the incredible response -- first, of molly. i have to point to molly who kept her cool throughout this whole thing. and did just a great job. and then the west allis police

were fantastic. emergency transport people were fantastic. milwaukee police. the staff at the hospital was phenomenal. they got us in there very, very quickly and got things stabilized very, very quickly as well. as you can see i got hit in the face. i have some cuts on the back of my head and top of my head. and will have that -- i'll be back to the doctor on friday for that. my hand is fractured. i was at the doctor earlier this morning. i will return friday to see what the prognosis is for my hand. overall i think what i want to stress is how -- i've been in situations in this community my whole life and i can't think of a situation like this where people would not have responded the way i did. when someone says call 911, you call 911. it's that straightforward.
12:49 pm
that's what happened here. it was only at that point where the response was so bizarre that things took off in the wrong direction. i want to thank the incredible outpouring of support that i've had from people within this community, from outside of the community. people have been incredibly kind even my son was surprised i had friends. so even teenagers can be surprised in an event like this. again, to the many people in our community who have reached out to me and my family, i want to give a heartfelt thank you. we're on the mend. everything is headed in the right direction. and i just wanted to let you know that i'm still standing. >> there is the mayor, tom barrett, of milwaukee. we're learning more about exactly what happened from his perspective on saturday night as he was at the state fair with his family. he said it was a spur of the

so, let me ask you for your opinion on this particular subject. do you think it was wise for the company 0 let the employees go? call us at 1-877-tell-hln or e-mail us cnn.com/hln. you can text us too if you like, the word views plus your comments and name to hlntv. standard text rates apply. we're going to air some of you what have to say throughout the afternoon. the first provisions of a credit card reform law are taking effect tomorrow. we'll take a closer look at the changes you're going to see and what you can expect from credit card companies next year.
2:14 pm
a new credit card reform law takes effect tomorrow. so to break it down regarding you know what, you have to say about these changes, we wanted to check in with cnnmoney.com's poppy harlow in new york because this can be a tricky subject. one of those things where you don't read all the lines, you never know what you're in for. >> some of all that fine print is hopefully going to go away. but the goal of these reforms passed back in may is to help consumers. let's go through some of the keys that are going to go into effect. the companies have to give you 21 days between when they give you the bill and you have to pay it bumped up from 14 days. also, you'll have to get 45 day's notice before a credit card issuer can raise your rate. that used to be 15 days notice. you can decline the new rate if it's too high and you can just pay off your existing balance under your existing rate but i should say if you don't accept that increased interest rate, you can't keep using the card.
2:15 pm
>> okay, so this i understand is the first round of projections. what are some of the other changes that will take effect and that happens in february? >> sure, that's exactly right. most of the regulations are going to take effect in %ebruary. so here's what's going to happen then. again these are some of the highlights. there's a number of different things that will happen. companies won't be able to raise rates on existing balances unless are you at least 60 days late in a payment. you have to be two months late for that to happen . when you make a payment that, has to be applied towards the part of your balance that has the highest interest rate first. that should really help you out. and also, no more universal defaults are allowed. what that means is what happens today is if you default on one payment, other credit card companies can raise your rate. they won't be able to do that anymore starting in february. the goal here, help the consumer and be very clear with what the rules are. >> that does help, but here's my question. when this law pass may, credit card companies said it would make credit more expensive and
2:16 pm
less available. so are you seeing signs of that? >> it is happen. i mean they lobbied against it but they make a lot of money when we are late paying our bills. we're getting a lot of people writing in saying their rates have gone up. riskier accounts have been closed. some people's credit limits have been lowered. it can be harder to get a credit card right now and some of the fees have increased. we've heard a lot of reports about that because the credit card issuers have to make their money somewhere and they make money off of increased fees. people are writing into me telling me what they think, some good, some bad. i want to read two comments. ishwara wrote in and said -- so less of that fine print we were talking about. vanessa wrote in and said --
2:17 pm
>> vanessa is not very happy. logon to facebook.com/poppyhar low. i think the lesson here is a little less fine print, but your fees might be a little higher but in the end you'll have longer to pay it off. >> poby, thank you for breaking it down for us because it's confuse. you know, a lot of baby boomers apparently did not quit taking drugs after wood strok. almost 10% of americans between 50 and 59 admitted using illicit drugs. those numbers are from 2007 and double what they were five years earlier. researchers at the substance abuse and mental health services administration say the rates of illicit drug use among all other age groups stay the same or decreased over the five-year period. interesting, huh? in january, an indiana man disappeared just as his business as a high-flying money manager was falling apart.

well, today take a look at milwaukee mayor tom barrett, our first look as he makes his first public comments today since being injured answering a grandmother's cries for help on saturday. barrett suffered a shattered hand, missing teeth. you can see cuts on his face there. this is from trying to help that woman and her granddaughter on saturday night. he was trying to fight off a little girl's father. he says anyone else in his position would have stepped in, as well. >> overall i think what i want to stress is how i've been in situations in this community my whole life. and i can't think of a situation like this where people would not have responded the waydy. when someone says call 911, you

call 911. it's that straightforward. and that's exactly what happened here. it was only at that point where the response was so bizarre that things took off in the wrong direction. >> the little girl's father is in police custody and could be charged today. meanwhile, prosecutors say the mother of an idaho boy found dead in a canal earlier this month allowed her boyfriend to torture and beat him to death and then hid it from authorities. 30-year-old melissa jenkins and daniel ehrlick junior appeared in court today. there you see them. this was on first-degree murder charges in connection with the death of 8-year-old robert manwill. neither one of them entered a plea but robert was missing for more than a week remember before his body was discovered august 3rd. prosecutors say they haven't decided whether to seek the death penalty. >> obviously, the determination in this case on whether or not to seek the death penalty is one that we'll make as soon as

possible. under the law, we have 60 days to make a determination on whether or not we intend to sign a notice of intent to seek the death penalty. >> jenkins is being held in the ada county jail on $2 million bond and ehrlick is being held without bond. a former reality tv contestant wanted for questioning in the death of a model way be on his way back home to canada. police in baena park, california, say they want to talk to ryan alexander jenkins about the death of 28-year-old jasmine fiore. she disappeared over the weekend. her mother says she and jenkins were briefly married this year but that the marriage had been annulled. authorities say fiore's body was found stuffed in a suitcase inside a dumpster in southern california saturday morning and authorities identified the remains from a description provided by her mother. >> i didn't hear from her on friday and i was kind of worried. i didn't hear from her on saturday and i was getting very worried. and you know, i don't know. i've been very concerned.

months ago. more women apparently are drunk driving. that's what i study by the transposhtation department is finding. it said arrests for women driving under the influence jumped by nearly 30% from 1997 to 2007. so in a ten-year period and during that same time, the study found a decline in the number of men arrested for similar alcohol-related violations. overall men's alcohol related arrests still outnumber women's four to one apparently. a search is underway right now in katy, texas, for a school system police officer accused of kidnapping his ex-girlfriend who is also an officer on the same force. investigators say rachel hillsman was dropping off her children yesterday when julio trey reyes abducted her. kevin peters joins us by phone with the very latest. thanks for being with us. what are authorities saying at this venue? >> well, good afternoon, christie. right now they're waiting to hear good news and in all

honesty, they tell us they are waiting to catch a break at this point. about an hour ago, the family of the kidnapped school police officer, they made a plea for her safe return as you mentioned, her name is rachel hillsman, she's 24 years old. she's a school police officer at a suburban school district just west of houston about 20 miles west. now, investigators say her estranged boyfriend, julio reyes is the one who kidnapped her on tuesday morning just outside of her mother's home and certainly what makes this case is unique is that he's also a school police officer for that same department. we're told they were once a couple. they actually have a 13-month-old daughter together. investigators tell us that he was upset because she ended the relationship back in november. and wanted to move forward with her life. now, more than 100 officers from surrounding departments and agencies have joined in this effort to look for her. they are searching on foot, searching by helicopter. they've actually set up about 13
2:39 pm
checkpoints in and around the area where she was taken from and they still believe she may be somewhere in this area just outside of houston just to the west of houston. because the last pinpointed location is that the suspected kidnapper in this case made a text message or a phone call to an quaintence some two hours affiliate incident. they still believe they are somewhere in the area. since that time, more than 24 hours have passed with little new information and just a short time ago, her family made a plea for her safe return. >> we just pray that no rash decisions are made on julio's part, that you know, if he feels like he can't come back with her, that he will just leave her somewhere and call someone and let them know where she is. so, we can go bring her home to her babies.

>> now, this is certainly unique because this involves, of course, two officers and investigators admit there is going to be a tough case because they say it's likely he is very familiar with police search tactics. he's also an outdoorsman very familiar with the territory just west of houston and so really police this morning can see that they may have to wait for him to to -- >> okay. i apologize. we lost kevin peters there. i want to thank you so much from khou for the latest report. again, those are the two people they are looking for, the victim there on your right. they've been gone as he said for more than 24 hours. if you are in the houston area or outside the houston area, please keep your -- please keep your eyes open for them. they were last seen in his green pickup truck as i understand. well, a lot happens live on the internet, doesn't it?

be effective because think about it, there are so many different strains, there are so many different strands. no evidence yet on whether or not the marriage plan does work. but one real benefit has been providing happiness and support for patients who are so often stigmatized in nigeria and so often isolated. >> before i was lonely. being with my wife, i feel good. >> and that, christie, is one of the most talked about, one of the most clibed on stories. you can find it@cnn.com right now. >> all righty. another interesting story i know on dotcom today is college grads, you know everybody's out there trying to find a job right now. but i understand the american dream kind of morphing into the chinese dream. how is that? >> because people are trying to find success and they're trying to find it a lot of recent u.s. college grads in china. they are flocking there. the numbers of u.s. grads that
2:46 pm
are going there has increased substantially. some young americans have indeed found new fortune and jobs in china. but not everybody is so lucky. not everybody strikes it rich. we have to be real. a lot of americans spend months, a lot of time, a lot of energy looking for work. but the job market is crowded with so many u.s. educated chinese who are more likely to land those coveted jobs. still the attraction is there. one key, of course, christie is for folks to actually learn the language, actually learn mandarin and the sooner experts say you can grasp the language, the better your prospects are. so this is just one part of a bigger story of u.s. grads trying to look for work. halfway around the world. >> obviously, well, you got to go somewhere i guess, some people would say, before learning mandarin, that would be tough i would have to think. >> offer it at a lot of schools these days. just give it a thought when
