we go now to contra costa county, california, for a presser on the jaycee dugard case. let's listen. >> november of 2006. you all know that the investigating agency, the venue agency is the el dorado county sheriff's office being assisted by a number of other law enforcement agencies, primarily the federal bureau of investigation, and we will not say -- offer any statements or answer any questions that might interfere with the investigation, the criminal aspects of this case. my statements and any questions that i answer will be limited to
2:50 pm
the contact that we had with mr. garrido. on november the 30th, 2006, we missed an opportunity to bring earlier closure to this situation. a caller to our 911 dispatch offered that there were tents in the neighbor's backyard that people were living in them. and that there were young children. the caller also said that garrido was psychotic and had a sexual addiction.
2:51 pm
we made contact with mr. garrido in the front yard of his home. the deputy determined that there was not any criminal misbehavior. warned mr. garrido that there were code restrictions with regards to living outside in a residential neighborhood. he did not enter nor request to enter the backyard. this is not an acceptable outcome. we should have been more inquisitive, more curious and turned over a rock or two. our work product should have resulted in a better outcome. we missed an opportunity to have intervened earlier.

2:54 pm
him? i have no reason to believe that he did not check as he could through systems at the time. but we don't have any knowledge that that information would have come to him. i want to make something perfectly clear here. and that is that i am not offering criticism of any individual in the organization perhaps other than myself because there are a lot of reasons that go into these things there are absolutely no excuses. organizationally we should have had a better result. >> sheriff -- >> yes ma'am? >> can you talk us through the standard procedures that deputies would go through with this kind of complaint? >> let me try to put this in context. i want to repeat myself perhaps
2:55 pm
using different words. there are no excuses. i'm not offering excuses. but the question requires them to put this into context. you know, we have a response to report of people living in a backyard. i have no reason to believe the officer knew that mr. garrido was a sex registrant. we know three or four calls pending behind him at the time. and viewed this as folks living in the backyard, a code violation, which is obvious. i believe, however, that organization organizationally our questions should not have stopped there. >> i got to follow that up. >> sure. >> how did you not know he was a sex offender? i thought it was standard procedure that sex offenders had to register with all local authorities.
2:56 pm
how did that not pop onto your radar? >> let me describe that as so-called silos. if the responding officer does not have online access to certain data bases, then would not know that. even though organizationally we would know that. in this particular case since 1999 he has been reporting to us, registering. so organizationally we had records of him being a sex registrant. but again -- >> you are listening into a news conference out of california there. that is sheriff warren rupf talking about the dugard case. she was kidnapped when she was just 11 back in 1991. the sheriff is really apologizing, taking this time to

june 25th was accidental, whether it could have been from natural causes, or as he has ruled in this case, it was a homicide. he's also establish that had the cause of death was acute propofol intoxication and propofol is that powerful sedative that we've been talking about for several weeks now that michael jackson was taking to try and help cure his insomnia, given by an i.v. drip. also the cause of death established as other conditions contributing to his death. this is another drug found in his system. we've been looking at court documents that have been released over the past several weeks. in some of those police officers, you know, trying to establish a cause of death, to search and secure some information, did release a preliminary finding by the coroner that really only listed propofol as the cause of death. so what we now know is in the last five and a half weeks the coroner's office has determine that had the cause of death was not due to this one powerful
