now, under president obama's proposals, you would be required to buy basic health insurance. a hardship waiver and tax credits would help people who can't afford insurance on their own. 95% of small businesses would be exempt from this. his plan would make it illegal for insurance companies to deny you coverage due to preexisting conditions. now, it would also create an insurance exchange by 2013. now, on -- 2013, that is. on the exchange, people in small businesses would compare shop for insurance plans, shop around there. the gop response, representative charles bustani said americans want both parties to start over and work on a bipartisan health care plan. bustani, who is also a doctor, denounced the public insurance option. here he is. >> the president had a chance tonight to take the government-run health care offer the table. unfortunately, he didn't do it. i read the bill democrats passed through committee in july. it creates 53 new government

bureaucracies. adds hundreds of billions to our national debt, and raises taxes on job creators by $600 billion. >> an update on a story we have been following for you, some other news today. medical experts are scheduled to testify in the trial of a former high school football coach charged in the death of a player. prosecutors say coach jason stinson denied players water during a physically demanding practice on august 20th, 2008. 15-year-old max gillpin collapsed and died three days later. now the defense is raising questions about whether an adhd drug he had been taking may have contributed to his death. yesterday, some of gillpin's teammates testified that stinson told them to run until someone quits the team. >> my friend, justin, he was crying, and i seen other people down the field, they were crying. you could hear it all the way down the field. >> now, you said they were crying? >> yeah.

>> thank you. >> get it out there and explain. you don't necessarily agree with this public option, the government-run health care system, per se. and you also don't think that employers should be providing health care. >> no, way. >> explain. >> well, it's pretty simple. you know, i don't go to my employer and ask my employer for my auto insurance apologies, do i? no! so why is it that my health coverage is dependent on either a large employer or the government. i think that's crazy. we need personal responsibility back into this system where you and i care about what treatments cost, what treatments are most appropriate for us, instead of just saying, will my insurance pay for it? or i don't have insurance, i can't do anything about it. >> what about, though, that millions of people who are out there, who are faithful to their employers, and the pleers are faithful back? >> right. >> and they say, hey, clark, i wouldn't want to go around shopping for my own insurance when i work hard and i get my own insurance through my employer. how is that fair? >> well, you have to have a

transition. you can't just in a day -- and this is part of the public angst about health care. we can't turn it completely like that. you have to transition. and the transition we have to do is as someone goes into the work force out of school, they buy their own coverage. when somebody leaves an employer, they then go into their own coverage. and so we're talking about something that would be a gradual process. but going back to personal responsibility, and personal choice is essential for us to have a functional working health care system in the united states. >> so put the onus on the american people, or you say in your radio address, power to the people, essentially. >> exactly. >> i want to point to some numbers today coming from the census bureau, numbers from 2008. but they're saying that the number of people lacking health insurance rose to 46.3 million americans in 2008 compared to 45.7 in 2007. and they specifically say, the

reason for that increase is because of the continuing erosion of employer-provided insurance. >> right. >> so sticking with that, if you're saying take away the employer-provided insurance, wouldn't that dramatically increase those numbers more? >> actually, it wouldn't. because what you do is for people of lower income, you give them vouchers to buy their own coverage. and part of what i think we have to do is we have to standardize health plans. and i have a plan for an even dozen plans, three hmos, three ppos, three traditional plans, and three what are known as shas, which are generally geared toward the self-employed and entrepreneurial types. the idea is that i as an individual take in how much coverage or how little i want to buy, and if i'm broke or i'm low-income, the government gives me either a partial voucher or a complete voucher to buy coverage. >> how do you keep the insurance company in check -- let's say you're sick and you want to yank that insurance coverage --

plane but no bombs or weapons were found on board and no one was injured. the man suspected in nine killings in milwaukee dating back to the 1980s is now being held on a million dollars bond. walter e. ellis made his initial appearance in had court yesterday on two charges of first degree homicide. but milwaukee county's district attorney says he plans to charge more files against ellis today. police say his dna was found on nine women killed in a three square mile area in milwaukee. boys and young men may soon be able to get a vaccine that helps prevent a common std. yesterday, an fda advisory committee voted to recommend guard sill for boys as young as men against human warts caused by the human papilloma virus. right now, only girls are given the drug, which stops the virus from leading to cancer. t.j. millers life may have

been cut short at 19, but he has left a lasting legacy. the former high school football star was killed two years ago in a car crash in washington state, but his organs were donated to five people. the millers got to meet one much those people for the first time recently. brenda webb received the teen's liver and life saving transplant. it was an emotional meeting on both sides. >> my baby helped five people. >> so whatever joy i can give them by showing them that i'm thriving and doing well, and i just want to share that with them. >> a great story. the millers say their mission now is to celebrate their son's life. all right. we want to show you one fast kitty. sara, a cheetah from the cincinnati zoo is the world's fastest land mammal. look at her go. she did the 100 meter dash yesterday in 6.13 seconds on her second try. the fastest human has ever done that is a little over 9 seconds.

>> reporter: that was more than 24 hours ago. this surveillance photo is the last time anybody has seen lee. she is a pharmacology student at yale, and friends say she was on her way to the lab. she just vanished, leaving behind al her belongings and future husband. >> she left her pocketbook, cell phone, everything in the lab. she didn't go home last night. her fiance, she is getting married sunday. her fiance hasn't heard from her. so everybody is pretty worried. >> reporter: a state police bloodhound has been called in and searching this area over here. annie works on cedar street and comes over here to the lab where she keeps animals and does research. police have been going up and down the streets, looking for any skepts of the missing yale student. >> she was missing at 11:00. how could that happen? look at all the people. she is a tiny thing, but it's pretty scary. >> reporter: friends say she is hard-working, reliable, and has

suggestions, and ideas from all quarters. house democrats, senate members, democrats, republicans, outside groups. what we cannot do is stand pat. what we can't do is accept a status quo that is bankrupting families, businesses and our nation. i will not tolerate us continuing to pay more for less in health care. the time is right, and we are going to move aggressively to get this done, and every member of this cabinet is invested. i want to particularly thank secretary sebelius and my health care team for the extraordinary work they have done getting us this far. but this administration understands that this is important for all of our agencies, all of our constituencies, and we are going to make a full-court press in the coming month to make sure that we go ahead and get this

a police officer at the university of california berkeley being honored for her persistence that led to the end of an 18-year-old kidnapping mystery. we're talking about officer jacobs getting the key to the city of brentwood for her role in helping find jaycee dugard kidnapped at 11 and held captive for 18 years. jacobs saw her alleged kidnapper on the uc berkeley campus with two other young girls and got suspicious because of the man's behavior. she found out garrido was registered as a sex offender and reported him to his parole officer and we know the result here. the investigation revealed dugard was still alive. she had been kidnapped and living with garrido since she was kidnapped many, many years ago. want to warn you here this next story is not for little ears.

we have new development in the jaycee dugard investigation. dugard was the one found alive two weeks ago almost 20 years after she was kidnapped and held captive by suspect phillip garrido. detectives searched properties in three different san francisco bay area communities that belong to a garrido business associate. officials say no arrests were made but items including a computer were taken. also, the berkeley police officer has been honored receiving a key to the city of brentwood, california. that was the officer who saw garrido on the berkeley campus. got suspicious and that led to a search of his home and jaycee dugard's rescue. want to warn you here, this next store ji definitely not for younger kids in the room. what you're about to hear is a politician talking about an affair with a mistress. it's actually a bit more like bragging about his sexual

working saying private forecasters are saying the economy is now growing, that credit is more available. he did caution though we still have a long way to go before recove recovery. geithner says he thinks the u.s. financial system is substantially stronger than it was nine months ago. he did say, quote, i would not want anyone to be left with the impression that we are not facing really substantial challenges throughout the u.s. financial system. essentially he said we borrowed too much and saved too little. banks have repaid more than $70 billion in the loan money. but $180 billion is left back on the table to be paid back. >> that's the huge question, where is the cash? and also the panel is looking into something else as well, is that right? >> they are. this panel is asking for some copies of confidential memoranda from both the fed and the treasury concerning investments

text messages. standard text rates apply. president obama last night handed out some surprising praise for a former political rival during the speech on health care reform. the president said both republicans and democrats agree that all americans should be able to get insurance regardless of pre-existing conditions and the government can do something to help them get that. mr. obama said senator john mccain had the right idea. >> for those americans who can't get insurance today because they have pre-existing medical conditions, we will immediately offer low cost coverage that will protect you against financial ruin if you become seriously ill. this was a good idea when senator john mccain proposed it in the campaign. it's a good idea now and we should all embrace it. >> the bills so far have had no bipartisanship associated with it. they were drawn up by democrats and the republican amendments

were rejected. so there's going to have to be an entire change of atmosphere here in order for us to get something done in a bipartisan basis. >> president obama also took aim at his critics like sarah palin. she has warned that health care reform would include death panels deciding who gets life-saving treatment and who doesn't. the president called that a cynical and irresponsible charge. as for the plan itself, we'll break it down for you here a bit. under the president's proposals, you would be required to buy basic health insurance. a hardship waiver and tax credits would help people who can't afford insurance on their own. 95% of small businesses would also be exempt. his plan would make it illegal for insurance companies to deny you coverage do to pre-existing conditions. it would also create an insurance exchange by 2013. on the exchange, people in small businesses could comparison shop for insurance plans. another big story we're following today, a yale graduate student is missing and yale

university police are asking for your help in finding her. 24-year-old annie le disappeared on tuesday. friends say she planned to get married this sunday. our affiliate has the latest. >> reporter: police in front of a lab building at yale, looking for 24-year-old annie le, 4'11", 90 pounds. she disappeared without a trace tuesday morning. >> i found out by somebody coming into our office asking us if we had seen annie. >> reporter: that was more than 24 hours ago. this surveillance photo is the last time anybody's seen le. she's a pharmacology student at yale and friends say she was on her way to the lab. co-workers say she vanished leaving behind all her belongings and her future husband. >> she left her pocketbook, her cell phone, everything in the lab. she didn't go home last night. she's getting married sunday. her fiance hasn't heard from her. so everybody's pretty worried.

so there's a gap of about five and a half, six years between the time shuttle ends and ares 1 is actually ready to fly. so the president asked for a blue ribbon panel to come up with ideas on where we ought to go with human spaceflight. well, some of the recommendations the commission made eliminate ares 1, say don't bother. by the time it's ready they won't need it, goton ares 5, which would be the vehicle that ultimately takes humans to the moon, back to the moon and onto mars. but the problem is there isn't enough money to do all that. nasa's budget needs about $3 million more each year in order to go ahead, keep the space station flying, build the ares 1 rocket, and continue on with the plan to go to the ares 5, which will go on to the moon and eventually to mars. really, right now as hugely

successful as this test is, there are tremendous amount of decisions that the u.s. space agency, the president and science advisors have to make as to the future. and the question is, this terrific rocket test, actually an ares 1 sitting at the kennedy space center ready to fly, come the first action test flight of the vehicle. the question is will it ever really carry humans. we should know that soon in the next few weeks or so. the president and science advisors expected to make a decision along with new nasa administer charles bowling on the direction of human spaceflight. right now, richelle, i guess to summit up in a word, it's a mess. >> oh, no, a mess. you said $3 billion with a b that's how much more we need. >> every year in the budget in order to accomplish the goal of sending humans back to the moon and onto mars. and that wouldn't even happen until 2025.

police in staten island, new york say a school bus with kids on it. there was an accident. this is what happened. the bus hit an suv head on and then the vehicles ended up on the lawn after going right through a fence. 27 people hurt, 25 of them sids. nothing major, just minor injuries except for one adult. the adult had to be taken to the hospital. this is on kingdom avenue. if you go staten island, you can see all the kids just kind of milling about there. some rescue workers there with them as well once again. school bus accident, minor injuries, staten island, new york.

situation appears to be under control. let you know we're keeping an eye on that for you. keeping an eye on this. suspect in the murder of an eight-year-old girl in court right now. melissa huckabee. she could learn when she will go on trial on charges she kidnapped, drugged, raped and murdered the girl. they indicted the 28-year-old sunday school teacher back in july. the judge gave them two months to review the indictment and come back to court. they got a speedy trial because the victim was a minor. she pleaded not guilty to all charges. jaycee dugard found alive almost 20 years after being kidnapped by suspect phillip garrido. they certainlied properties in three san francisco bay communities that belonged to a business associate. officials say no arrests were made, but items, including a computer, were taken. also the berkeley officer whose persistence led to the rescue of

jaycee dugard has been honored. right there, officer jacobs got a key to the city of brentwood. the officers saw garrido on the berkeley campus, got suspicious. that led to the search of garrido's home and jaycee dugard's rescue. kentucky high school football player who died after collapsing at practice may have had a temperature of 109 degrees when he went down. that's what a heat stroke expert said as he testified for the prosecution today in the trial of former coach jason stinson. eight to ten players were showing signs of heat stroke during that same practice last year. yesterday some of gilpin's teammates testified he told them to run until someone quits the team. >> my friend justin was crying. i seen people down the field crying. you could hear it all the way down the field. >> now, you said they were crying? >> yeah.
