i also salute mr. bunkie moon. i express appreciation for what he has done purslane, answer the bodies of the united nations, particularly the united nations works and agency for palestinian refugees on the near east. during this session, we have before us a full agenda. the people of the whole world is looking at this party for what can be done to save our planet from the effects of climate change and global warming and for what can be done to address the international financial crisis. there are several countries, including small and the developing countries, who also

1:05 am
especially in holy jerusalem. that policy is currently being accelerated and escalated through various means, including the seizure of the homes of palestinian inhabitants in the city and in the imposition of restrictions and preventing palestinians from building and sometimes from repairing their homes while new settlement neighborhoods are being established. jerusalem is becoming completely isolated from its surroundings because of the illegal settlement and the apartheid war. when now face a unique situation -- we now face a unique situation. how can we deal with the current situation where the israeli

settlement policies will undermine the goal of establishing a geographically contiguous palestinian state, and implementation of the will of the international consensus that has been expressed in various resolutions and principles, including the road map which we all agreed upon and which is based on the principle of land, free peace, and ending the occupation that began in 1967. immense efforts have been expressed. many conferences have been held in the last year, particularly since the signing of the oslo accord in 1993. yet all of this has not led to a conclusion of this conflict.

president barack obama has given much hope to our people and to the people of the region when he announced his vision of a peace agreement on the basis of a two- state solution and the cessation of all settlement activities. we welcomed the active american diplomacy to advise the peace process and all efforts of the international quartet and its parties, the united nations, the european union, and the russian federation, and the united states. all of these active efforts and initiatives, which have been welcomed and supported by us and by the arab states, are however confronted with israeli and transitions which refused

to fulfill the requirements for real launching. how is it conceivable that negotiations can be held on the borders and on jerusalem at the same time that is really bulldozers are working -- at the same time that israeli bulldozers are working to create a new reality and imposing borders for israel desires. how can anyone conceive holding negotiations without agreement on the terms of preference and the objectives and goals of these negotiations that the whole world have a agreed upon, namely ending the cessation of territories occupied in 1967, establishing the state of palestine with jerusalem as its capital, achieving a just and agreed upon solution to the question of palestinian refugees on the basis of resolution 194,

1948, and achieving peace on all palestinian, syrian, and lebanese land. there is a precious opportunity that must be seized upon to achieve peace. in this regard, i would like to express our deep appreciation for the important speech delivered two days ago by president obama. he affirmed the necessity for ending the occupation that began in 1967 and the legitimacy of the settlement. he also stressed the necessity for establishing an independent sovereign and viable palestinian state and for addressing all of the issues in the negotiations,
1:10 am
foremost among these, jerusalem, refugees, borders, settlement, and others. we reiterate that adherence to these principles, in addition to a complete freeze of all settlement activities, can salvage the peace process and open horizons for success. mr. president, ladies and gentlemen, i reaffirmed the eagerness of the palestine libera's it -- the palestine liberation organization to achieve a just, lasting, and comprehensive peace in accordance with international legitimacy. at the same time, i caution that the settlement policy and the building of the separation wall, which continue to be pursued by

the israeli occupation, will abort the opportunities to be launched the peace process. time is running out. it is becoming greater because of the continued suffering of the palestinian people under the last remaining occupation in the world. we call upon the international community to uphold international law and international legitimacy and to exert pressure on israel to cease its settlement activities, to comply with the signed agreement, and desist from the policies of the occupation and colonial settlements, to release the 10,000 -- the approximately 11,000 prisoners and detainees, to lift the under siege imposed on the because of strict which

rights of the jews were recognized. i stand here today as the prime minister of israel, the jewish state, and i speak to you on behalf of my country and my people. nothing has undermined that mission. nothing has been impeded it more than a systematic assault on the truth. yesterday, the president of iran stood at this very podium spewing his latest antisemitic

grants. -- rants. just a few days earlier, he again claimed that the holocaust is a lie. last month, i went to a villa in a suburb of berlin. there, on january 20, 1942, after a hearty meal, senior nazi officials met and decided to exterminate my people. they left a detailed minutes of that meeting and these minutes have been preserved for posterity by successive german governments.
1:19 am
here's a copy of the minutes of the meeting of senior nazi officials instructing the not the government -- the not nazi government exactly how to exterminate the jewish people. is this protocol is alive? is the german government lying? -- is this part called a lie? -- is this protocol a lie? is the german government lying?

these plans of a of schlitz- birkenau plans are in my hand. they contain the signature by high molecular -- heimlick him ler, hitler's deputy himself. are these plans where 1 million jews were murdered, are these a lie, too? this june, president obama visited another concentration camp, one of many. did president obama paid tribute to a lie? and what of the boschwitz

survivors -- the auschwitz survivors who still bear the tattooed numbers branded on them by the nazis? are those tattoos a lie, too? one-third of all jews perished in the great concentration of the holocaust. nearly every jewish family was affected. including my own. my wife's grandparents, her father and two sisters, and his three brothers and all the ins and uncles and cousins, all were murdered by the nazis. is this a lie? yesterday, the man who called the holocaust a lie spoke at this podium.
1:22 am
to those who refuse to come and to those who left in protest, i commend you. you stood up for moral clarity and you brought honor to your country. but to those who gave this holocaust denier a hearing, i said on behalf of my people, the jewish people, and to people everywhere, have you no shame? have you no decency? a mere six decades after the holocaust, you give legitimacy to a man who denies the murder of 6 million jews while promising to wipe out the state of israel, the state of the jews? what a disgrace.
1:23 am
what a mockery of the charter of the united nations. now perhaps some of you think that this man and his odious regime, perhaps they threaten only the jews. if you think that, you are wrong, dead wrong. history has shown us time and time again that what starts with attacks on the jews eventually ends up engulfing many others. for this iranian regime is fuelled by an extreme fundamentalism that burst onto ago after lying dormant for centuries. in the past 30 years, this fanaticism has swept across the globe with a murderous violence that knows no bounds and with a

cold-blooded impartiality in the choice of its victims. it has callously slaughtered muslims and christians, jews and hindus, and many others. though it is comprised of different offices, the adherents of this unforgiving creed seek to return humanity to medieval times. wherever they can, they pose a backward regimented society where women, minorities, or gays or anybody deemed to be in not believer is brutally subjugated. the struggle against this fanaticism does not put states against states nor civilization against civilization. it pits civilization against arbors. the 21st century against the

19th century. those who love life against those who glorify death. the primitivism of the ninth century ought to be no match for the promise of the 21st century. the allure of freedom, the power of technology, the reach of communication should surely win the day. ultimately, the past cannot triumph over the future. our future offers all nations magnificent bounties of hope because the pace of progress is growing and is growing exponentially. it took as centuries to get from the printing press to the telephone, the kids to get from the telephone to the personal computer, and only a few years to get from the personal computer to the internet. what seemed impossible a few years ago is already outdated
1:26 am
and we can scarcely fathom the changes that are yet to come. we will crack the genetic code. we will cure the incurable. we will lengthen our lives. we will find a cheap alternative to fossil fuel and, yes, we will clean up the planet. i am proud that my country, israel, is at the forefront of many of these advances, in science and technology and biology and agriculture and water and energy and the environment. these innovations in my country and in many of your countries offer humanity a sunlit future of unamended -- of on imagined -- of unimagined promise.
1:27 am
like the belated victory over the nazis, the forces of progress and freedom will prevail only after a horrific toll of blood and fortune has been exacted from mankind. this is why the greatest threat facing the world today is the marriage between religious fundamentalism and the weapons of mass destruction. they must urgent charge facing the spotted today is to prevent the tyrants of tehran from acquiring nuclear weapons. are the members of the united nations up to that challenge? will the international community confront the despotism that terror as is its own people as they bravely stand up for freedom? will it take action against the
1:28 am
dictators who stole an election in broad daylight and then gunned down iranian protesters who died on the sidewalks in the street, choking in their own blood? will the international community [unintelligible] above all, will the international community stop the terrorists regime of a run from developing nuclear weapons? the people of iran as to thousands of people who have been protesting and to demonstrate outside this halt all of this week. will the united nations stand by their side?
1:29 am
ladies and gentlemen, the jury is still out on the united nations. recent signs are not encouraging. rather than condemning the terrorist and their iranian patrons, some here in the united nations have condemned their victims. this is exactly what a recent u.n. report on gaza did, falsely quitting terrorists with those they targeted. for eight long
1:30 am
the years, some hamas fired rockets and citizens. thousands of missiles, mortars. -- for years, gaza fired rockets at citizens. year after year, as these missiles were deliberately fired on our civilians, not one u.n. resolution was passed condemning those criminal taattacks. we heard absolutely nothing from the u.n. human rights council, in misnamed institution if there
1:31 am
ever was one. israel unilaterally withdrew from every inch of gaza in an effort for peace. we up ridden more than 8000 israelis. we yank them up from their homes. we did this because many in israel believed that this would get peace. we did not get peace. instead, we got an iranian- backed terror base 50 miles from televi a viv. the hamas rocket launchers and the rocket attacks not only continued after we left. they actually increased
1:32 am
dramatically. the increased tenfold. -- they increased tenfold. again, the un was silent, absolutely silent. finally, after eight years of this unrelenting assault, israel was forced to respond. but how should we have responded? there is only one example in history of thousands of rockets being fired on the country's civilian population. this happened when the nazis rocketed british cities during world war ii. during that war, the allies leveled german cities, causing hundreds of thousands of casualties. i am not passing judgment.
1:33 am
i am stating a fact. it is a fact that is a product of great and honorable man, the leaders of britain and the united states, fighting an evil force in world war ii. it is also a fact that israel chose to respond differently. faced with an enemy committing a double or crime of firing on civilians while hiding behind civilians. israel sought to fight surgical strikes against the rocket launchers themselves. that is no easy task. the terrorists were firing their missiles from homes and from schools. there were using mosques as weapons depots and missile ca
1:34 am
ches. israel tried to minimize casualties by urging civilians to leave the targeted areas. there were countless flares over their homes. with that -- we sent thousands and thousands of text messages to the palestinian residents. we made thousands and thousands of cellular phone calls, urging them to vacate, to leave. never has a country gone to such extraordinary lengths to move the enemy civilian population from harm's way. yet faced with an absolutely clear-cut case of aggressor and victim, who do you think the
1:35 am
united nations human rights council decided to condemn? israel. it is a democracy legitimately defending itself against terrorists. it was morally hanged, drawn, and ordered and given an unfair trial to boot. by these twisted standards, the u.n. human rights council would have dragged roosevelt and churchill to the dark. what a perversion of truth. what a perversion of justice. delegates of the united nations and the government's whom you represent, you have a decision to make. will you accept this farce?
1:36 am
because if you do, the united nations would revert to its darkest days when the worst by leaders of human rights sat in judgment against the law-abiding democracy is, when zionism was acquitted with racism, and an automatic majority could be mustered to declare that the earth is flat. -- was equated with racism, and an automatic majority could be mustered to declare that you earth is flat. it was the decision it in 1917 5 to -- in 1975 to equate zionism with racism.
1:37 am
[unintelligible] it would send a message to terrorists everywhere saying, terrorism pays. all you have to do is launch your attacks into densely populated areas and you will win immunity. and then a third thing, in condemning israel, this body would also deal a mortal blow to peace. let me explain why. when israel left gaza, many hope that the missile attacks would stop. others believed that, even if they do not stop, at the very least israel would have made this extraordinary gesture for peace, but it would have international legitimacy to
1:38 am
exercise its right of self- defense if peace failed. what legitimacy? what self-defense? the same unit cheered israel as we left gaza, the same view when that -- the same un accuses my country of being war criminals. for what? for acting responsibly in self- defense? for acting in a way that any country would act with a restraint unmatched by many? what a travesty. ladies and gentlemen, israel justly defended itself against terror. this biased and unjust report provides a clear cut test for
1:39 am
all governments. will you stand with israel or will you stand with the terrorists? we must know the answer to that question now. now, not later. because if israel is again asked to take more risks, we must know today that he will stand with us tomorrow. only if we have the confidence that we can defend ourselves can we take a further risk for peace. make no mistake about it. all of israel wants peace. any time an arrogant leader generally wanted -- any time an arab leader generally wanted peace with us, we made peace. we made peace with anwar sadat.
1:40 am
we made peace with jordan. if the palestinians truly want peace, i and my government and my people will make peace. but we want a genuine peace, indefensible peace, a permanent peace -- eight defensible peace -- a the sensible piecdefensibla permanent peace. we asked the palestinians to finally do what they refused to do for 62 years, say yes to a jewish state. as simple, as clear, as elementary as that.
1:41 am
just as we are asked to recognize the nation's did for the palestinian people, they must be asked to recognize the nation state of the jewish people. the jewish people are not foreign conquerors in the land of israel. it is the land of their forefathers. inscribed on the walls outside this building is the great biblical vision of peace. nations shall not lift up sword against nation. they shall learn war no more. these words were spoken by the great jewish prophet isaiah 2800 years ago as he walked in my country, in my cities, in jail, and in the cities of jerusalem. we are not strangers to this land. this is our homeland.
1:42 am
but as deeply connected as we are to our homeland, we also recognize that the palestinians also want the home of their own. we want to live side by side with them, two free peoples living in peace, living in prosperity, living in dignity. [applause] >> peace, prosperity, and dignity require one other element. we must have security. the palestinians should have all the powers to govern themselves , except a handful of powers that could endanger israel. and this is why the palestinian state must be effectively demilitarized. i say effectively because we do
1:43 am
not want another gaza or another south lebanon, another iranian- backed chair basterror base. we want peace. and i believe that, with good will and hard work, such a peace can be achieved. but it requires from all of us to roll back the forces of terror led by iran that seeks to destroy a piece, that seeks to destroy israel, and to overthrow the world order. the question facing the international community is whether it is prepared to
1:44 am
confront those forces or to accommodate them. over 70 years ago, winston churchill amended what he called the confirmed in peach ability of mankind. by that, he meant the unfortunate habit of civilized societies to sleep and to slumber. danger nearly overtakes them. churchill bemoaned what he called -- i am reading -- the want of foresight, the unwillingness to act when action will be simple and effective, the lack of clear thinking, the confusion of council until the emergency comes, until self preservation comes, until self preservation

strikes is jarri its jarring go. i am here in the hope that this will be proven wrong. i speak here today in the hope that we can learn from history. in the spirit of the timeless words spoken to joshua, " let us be strong and of good courage, let us secure our future and god willing, forged an enduring peace for generations to come."

paul's legislation. any reform proposal should include an audit of the federal reserve. this is in the republican alternative. we do strike section 13-3. for the record, i would like to introduce the provisions. >> without objection. i think that is further argument for doing this comprehensively. >> there was something mention about that this is not addressed.
1:50 am
in the republican alternative, we do strike that. i wouldn't find anyone interested in looking at our plan for reforming the financial realtor system, number four is fundamental reform of the federal reserve and i'd like to introduce that also. >> may i ask if there's any other things that will be added to the record. >> on your first page document >>-- >> if you would like, you can take your own time.
1:51 am
>> you mentioned that the independence of the said but on the first page, you talked about the public interest, you imply that the independence of the fed is important to protect the public interest. i would like to challenge you on that because public interest is not easily definable. i was suggested that maybe we have something to do with protecting the public interest. this idea that 12 individuals want more secrecy and less transparency, how did this come
1:52 am
about where you assume that you are in charge of the public interest? can you explain that to me. >> i don't think that we are saying that we are in charge of the public interest in a way that excludes congress or anyone else. all government agencies have to do their best to act in the public interest as within the constraints that congress has set out. the concern that we have is that monetary policy, to be effective, this is a matter that has been studied in a variety of contexts, has to be as free as possible from the local considerations. the audits are not audits in the sense that an accountant would.
1:53 am
there really policy reviews. they are refused that are conducting -- they are reviews that are depositions of participants looking at records. coming to an independent policy judgment and policpublishing tht judgment. it might undermine the ability of the market to understand the policy actions, to believe that those are independent and not influence 5d by the goa. that would make our job much more difficult. >> you don't want us to review the monetary policy because it might be damaging but what
1:54 am
information is it that you don't want us to have? many people want to know what it is. >> we provide substantial information to the congress to oversee our facilities, information about the collateral, the terms and conditions. >> the question was, what are the types of information do you think would be damaging if it was revealed? >> our concern is about the involvement of the gao, not about the types of information. >> the question is are there types of information that you think would be damaging. >> no, i think the issue is
1:55 am
about the involvement in the second guessing about monetary policy, their conclusions and review, not about the types of information. we already made that available. >> thank you, mr. chairman. i would just add to that from the discussions i have had, it has to do with the people sitting in a room and discussing things without having it appear the next day or the second guest the next exiday. mr. paul has a devoted follower either in or in my congressional district who regularly calls me about this. one of the questions he has asked about is the question that
1:56 am
mr. castlereagh's in his opening statement -- mr. castle reisaisd in his opening statement. there is a website about all of the funds that the fed has been administering under the emergency authority are dealt with in some detail. it is in on pages 16-22 of the report that i put in under unanimous consent. that information is also available on the fed website.
1:57 am
you can pleasgo and look at whas on the web site before we continue to second-guess what we are demanding that they put up theire. i am delighted to hear the emerging consensus that shoulths should be done as part of reform. we have had this discussion a number of times and i feel strongly that to do this before we know what the ultimate authority of the said will be under regulatory restraint is
1:58 am
just an invitation to go back and have to do it again at some subsequent point. we should do this as part of the reform process. finally, your the general counsel so i think that you would be in a good position, you started to address this issue in your response to mr. paul. i addressed this generally in my opening statement the difference between a regular cpa audits in the public context and the definition or coverage of a gao audit as we think of it in the government context. i presume that a gao audit is not a report of the numbers. talk to us about what an audit
1:59 am
authorizes them to do. >> you are right. our financial statements are audited by an actual accounting firm. the gao looks at discrete areas or broad areas. they have access to all aspects of the agency. they formulate suggestions on how the agency should develop policy. they might make suggestions about the policy itself and provide that information to the agency. it is not directed at just to verify what has occurred or the accuracy of statements. it is really meant to be a policy guide for the agencies. it does involve itself in making recommendations
