tiger plans to speak at the headquarters in florida. woods will take no questions. rafer weigel is a half mile from where it's going to happen. he joins us from florida. what is the atmosphere like? i see cars moving behind you. >> the circus is in town, robin. there's so many people here for this statement. media from all over. we are outside the hotel. the media is scattered around the hotel. this is the tip of the iceberg. everybody is getting ready to talk about the statement. here is the irony. we are not allowed anywhere near where he's giving the statement. that building is where we're going to be corralled, watching this in a ballroom on televisions. we are about a half mile away from where he's giving the statement. we are not allowed to go near that location. we are not allowed to see him pull up. it's a gated community.

in many ways. what they have to do is, a lot of people watch this and say it's between tiger and his wife. what you want to remember for a lot of other people, by putting his image out there as this family man, he was lying to millions of people. to the public. so analysts say, you have to clean up with them as well. so, we are watching that one very closely. basically, they say, this is the moment. this news conference where he can clean up that lie. if he's totally forthcoming, if he's straight about what happened and the harm it caused. once you do that, then you can move on. if it feels too scripted, right, can you imagine if somebody in your life lied to you then said, i'm so sorry i did that. no questions. >> i think a lot of people have concerns about whether it's going to work to do what you explained because of the format, because there's going to be a few people in the room. he's not taking questions.

video. a zebra on a highway chase. poor thing. all right, first, though, our top story. tiger woods finally breaks his silence today. in about four hours he will speak publicly for the first time in almost three months since a small car crash led to a huge scandal. the head of the pga tour says that woods is talking now because he has a week off from therapy, interesting. woods will make a statement with mostly his friends and colleagues in the room with him, but he will not answer questions. one legal expert says that that could be a decision motivated by money. >> the more i think about this, the more maybe this has to do with maybe his contracts. he has sponsors out there and he has moral clauses in some of those contracts and maybe part of the issue here is if i take questions could that affect my future and affect some of the deals i have. some sponsors have stuck with him.

maybe from his perspective it's easier to say this is what i'm doing now and this is what is going to happen in the future. >> our own rafer weigel is about half a mile where tiger is going to speak in about four hours and right now he joins us live and, rafer, what should we expect to hear from tiger today? >> we expect to hear a contrite tiger and expect his return to golf but beyond that we don't know because, as you said, robin, we're not allowed to ask any questions, we're not even allowed into the room and already there's been some pushback from journalists as a result of that. the fact that there will be no q and a. tiger may have changed his stripes on a personal level, his agent has not in his effort to control the media. his first public appearance since that car crash on november 27th. that is until yesterday when a photo, a staged photo of him hitting golf balls, obviously, a hint into what he's going to be talking about tomorrow, his return to golf.

also, we are about a half mile away from where he's going to be releasing that statement. we might as well be in another state. we're on one part of the screen why the statement is in another part of the screen. we're not allowed near there or to see him as he pulls up. but probably the biggest window into what we can expect today is from his agent mark steinberg who i talked to who said released this statement "he's focusing on what's ahead and how to make amends and the many steps he's been taking to do that. one of his first steps was admitting he had a problem and getting into therapy and his second step is making." this would confirm those reports. >> people want to know the question, what kind of therapy. i don't think that has ever been completely, how can i say? confirmed, as well. a lot of people want to know, what about his wife? is elin going to be with him

women. the media is camped out at the pga tour headquarters in florida. that's where woods is going to be speaking, but he's not going to take any questions. one legal expert says that that could be a decision motivated by money. >> the more i think about this the more maybe this has to do maybe with his contracts. he's got sponsors out there and he's got morals clauses in some of those contracts and maybe part of the issue is if i take questions and get into my past could that affect my future? could that affect some of the deals that i have? some sponsors have stuck with him, but a lot of people could still drop him if he says something that's not good, so maybe from his perspective, this is what i'm doing now and this is what's going to happen in the future and let bygones be bygones. >> our own rafer weigel will join us from where tiger will speak. i know it's erle there and we're still a few hours away, but i can only imagine what the atmosphere must be like. can you show us around in terms

the top story is that tiger woods is finally going to talk, we're talking about two hours from now. he'll speak publicly in almost three months since a small car crash turned noo a huge scandal. tmz say these pictures were stajed. the head of the pga is talking now because he has a week off from therapy and will make a statement but not answer questions. on hln prime news they talked about whether this is a good strategy. >> it almost sounds like he's going to be making some kind of preprepared statement. if you wanted to show some emotion and take some questions, even in a controlled environment, he would have done what a lot of oother celebrities would do. he would have gone on oprah, gone on larry king and gone on to a situation where he felt comfortable where he could have actually addressed a lot of the issues. >> our own rafer weigel is about half a mile from where tiger is going to be speaking now. he joins us from ponte verde

beach, florida. anybody talking about what we should hear from tiger today? >> we have no idea what to expect from tiger because we have been, basically, shutout. this is the first time he made a public appearance since that november 27th car accident until this photo "surfaced" of him playing golf. tmz says it was staged. there is no question this was staged. this would give us a little bit of insight of what maybe he might be talking about. presumably the return to golf. this controlled environment where they were only going to allow a couple reporters, basically, as window dressing not allowing us to ask any questions has accrued such a backlash that they're now boycotting this event. they were going to get three writers in this room, listen, if you're not going to let everybody in there and we can't ask questions, we are not going. that is a very big deal. now, the other big deal is that pga commissioner tim finchm the other day he said on camera that tiger had been in "rehab."

all these unconfirmed reports about him being in rehab and the first time we heard that is from the pga tour commissioner and then in a letter to the associated press he said that tiger woods was taking a break from therapy to come and release this statement and then he's going back to therapy after this. >> you know what, do we know, okay, let's talk about who is supposed to be there, invited, besides the golf writers, like you said. is elin going to stand up there with him? who else? >> we are learning that members of tiger woods' family will be sitting in the front row. there's presumably going to be a lot of empty seats because we're looking at three wire reporters in there and who in that family? extended family? elin's mom and twin sister? will we see kobe bryant and vanessa back in 2003. well, tmz is reporting that elin and tiger were seen leaving

going to make a statement at pga headquarters in florida and you'll hear that live as part of an hln special at 11:00 a.m. eastern. a man who crashed his plane into an irs building in texas apparently held a grudge against the agency. and the scene was so scary and reminiscent of 9/11. two bodies were found and 13 people were injured. and authorities say the pilot, joseph stack, set his own house on fire before jumping into a plane and targ eting the irs building. police at northern illinois university have given the all-clear. authorities say the shooting was an isolated incident. now, two years ago another shooting there left five students dead and 12 injured. those are some of our day's to stories. i'm robin meade, morning, sunshine. if you look at the clock, we have 90 minutes until tiger woods makes a big statement.

he'll speak publicly for the first time since allegations that he had affairs with several women. now, the media has camped out near the pga tour headquarters in florida. i have to stress near. but woods will not take any questions from them. the pga tour commissioner says that woods will go back to therapy today after he speaks. our own rafer weigel is about half a mile from where tiger is going to speak and joins us from ponte verde beach, florida. that's a big point the commissioner said, oh, he's going back to rehab. everybody's ears kind of perked up. >> which speaks to the timing of it, robin. big criticism that he is doing it during the tournament the accenture match play tournament, the commissioner says, no, it was because of a break in his therapy. a sense of the scene here. hundreds of media that descended down here even though we can't get near tiger as we pan here to the right, we see all these cameras now. this is just the tip of the iceberg. these cameras go all the way

psychology and i guess the market is a little concerned here. hey, rates are going up but the truth is the fed action is not a surprise and the timing may be a little bit. came after the market closed yesterday. investors did have time to digest the news. the chairman of the fed ben bernanke basically telegraphed all this. he said that he was going to essentially be pushing up rates, tightening policy last week when he spoke before congress. analysts say the increase in the increase rate indicates that the fed is winding down a series of extraordinary programs it put in place to ease the economic crisis. so, in other words, the crisis is over. the rate increase is not going to directly affect borrowing costs for consumers and most businesses, but, as you see, it's putting the stock market under a little bit of pressure. right now we've got the dow off a little more than 27 points. also under pressure, shares of dell, the computer giant, reported disappointing fourth quarter earnings. sales rose during the holiday season, but those sales were
