neighborhood on edge tonight police make an arrest. don knapp with how police caught him >> reporter: a tip and follow- up investigation led them to a 31-year-old concord man they say is responsible for building the three pipe bombs found at the park. this picture shows detonation by police of a third of these pipe bombs found last month at new haul park. today special enforcement teams arrested 31-year-old timothy david wilson as he left his home in the 5500 block of montana drive. >> we determined he was under the influence of a controlled substance they arrested him for that. they contacted a judge in contra costa county and secured a search warrant. >> reporter: police say they found bomb making terse and other evidence they claim is consistent with the pipe bombs found at new hall park.

>> recovered gun powder, black powder slipped cal metal tubes inert pipe bomb that had nothing in it. >> reporter: after the first bombs were found has month search crews scoured new hall parka head of a soccer tournament planned for the following weekend. >> anyone could have picked up the device and caused a severe injury. for our standpoint it's important to get this person into custody. >> reporter: wilson is in contra costa county jail charged with possessing destructive device agency around materials to make them and drug charges. a neighbor told costa costa times she told the police there's guns and dogs and battering rams. don, thank you. authorities say there are no plans to arrest the driver of a truck that plowed into a crowd at an off road race in the mojave desert. 8 people killed 12 injured.

the california 200 race took place last night in the lucerne valley a hundred miles northeast of los angeles. candice gibson with more on what witnesses say happened. >> reporter: video captured saturday night shows the off road truck before and after it sailed over a jump and careened into the crowd. >> as soon as he jumped over you saw the truck roll and rollover people. it was just happened too quickly to see anything but you just see the truck rollover everybody. >> reporter: right after the crash the graphic video shows chaotic scene. frantic spectators rushing to the victims their bodies scattered around the truck. >> the truck is coming down the hill. >> reporter: randall peterson lost his 24 year-old stepson zachary freeman in the crash. freeman's girlfriend left this memorial where he died with his shoes, sunglasses and hat. his stepfather was told freeman was injured but couldn't locate

him at any area local hospital. at least 8 people killed a dozen others were injured including mike clark who dislocated his elbow. he lost two of his friends. >> just confused and sad. it's just tragic. >> reporter: the accident happened at the very beginning of the 200 mail race in which off road vehicles take jumps at speeds up to 80 miles an hour. this is a race course right here. as you can see there are no barriers set up for protection, which is often the case at races like these in the desert. some say that needs to change. >> there needs to be safety barriers to make sure every precaution is taken. >> reporter: the driver of the truck was not hurt. the highway patrol officer says he was forced to run from the accident because the crowd was so angry. the feds are now investigating a fire that gutted a post office in sonoma county. in fire burned for almost 7 hours yesterday. the fire chief says the flames

were tough to fight because the fire made its way into the roof line of a building. at this point it's not clear how the fire started. two firefighters were injured, but are expected to be okay. last night's three-alarm fire in san francisco's mission district has left nearly 2 dozen people homeless. the fire broke out around 6:00 yesterday evening and damaged 3 buildings on run downplays and virginia owns ya street. the red cross found hotels for 8 of the displaced residents but 15 people from one building had been forced to camp out with friends. today some of them returned to get their belongings. >> it's a frustrating situation for everybody. we hope that our landlord and the city can help us fix things quickly so all of us can move back in and be safe and move on with life. >> the red cross says it's been difficult to find hotel rooms for the evacuees because of the big crowds in the city for the outside land festival. the cause of the fire is still under investigation.

donations have been pouring in from all over the country to help a south bay elementary school destroyed by fire last month. trace elementary will reopen tomorrow in spite of the fire that caused $10 million in damage. school officials say they have all the supplies they need now but they do still need cash donations. the fire destroyed 16 classrooms, a library and several offices. students will attend class in portable classrooms. any parent knows getting kids ready to go back to school can be very expensive. new clothes and school supplies can quickly add up to hundreds of dollars. as linda ye shows us in a tough economy this year some parents are doing their homework before they hit the stores. >> reporter: it's a crash course in economics, a dizzying array of pack to school sales. >> notebook about paper pencils. 24 pencils for like $2.

and binders just the basics. pretty good price. >> reporter: pack to school shopping ranks as the second biggest consumer spending event behind christmas stores who want to win the shoppers must have the biggest sales and bargain hunting families do their homework. >> looking at all the sales and finding out what's the best store to go to. >> target had a sale or their school supplies 99 cents so that's good. walgreen's having a sale we'll go places like that. >> reporter: one cart of school supplies adds up. parents say they are spending an average of 2 to $300 per child, and that is just for the basics. nothing extra. it's another 2 to $300 counting clothing or electronics. according to the national retail federation total spending on school aged children is expected to top $21 billion this year. nancy alvarez is shopping for her younger sisters.

kids which were then loaded into the back of their police cruisers. the donations will be used to fill hundreds of back packs for students in need. checking the headlines around the bay area. a bicyclist killed in a hit-and- run in san francisco has been identified as a 21-year-old german tourist. he was riding on the sonic avenue when he was hit by a mercedes the driver was booked on vehicle harman slaughter. this is the second german tourist killed in the city in less than a week. a 50-year-old woman was shot last sunday near union square. about 20 people turned out for a rally in dublin today in support of former bart police officer johanes messer lean he was vicinityed last month of involuntary manslaughter in the shooting death of oscar grant. some of the demonstrators were law enforcement officer or law enforcement families. a few counter protestors attended briefly but there were
